Do Organizational Interests Interfere with Public Communication of Science? An Explorative Study of Public Relations of Scientific Organizations in Taiwan

Abstract The relevance of public relations (PR) efforts of scientific organizations for public communication of science is increasingly recognized. PR departments are not mere mediators between scientists and journalists but represent the stakeholder interests of their organizations in the public sphere and are communicative actors themselves. Previous Taiwanese studies focused on university PR in the educational context, whereas the potential function in the communication of research and scientific knowledge received less attention. This study explores how PR departments of academic organizations in Taiwan view their role in the public communication of science. Insights from eleven semistructured interviews with PR officers suggest that public relations departments of academic organizations in Taiwan only half-heartedly contribute to the communication of science. Another interesting finding is that even in the era of social media science, PR still relies heavily on journalism, which in Taiwan lacks professionalism in the communication of science. We suggest a more active role of academic organizations in the public communication of science, pursuing not only marketing or self-presentation goals, but also assuming genuine responsibility for public information about research and scientific knowledge.

<span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

This work analyzes the impact of the outbreak of hemorrhagic fever caused by the Ebola virus in Spain in the field of communication. The communication of such a crisis entails an interaction of information between individuals and institutions. Accuracy in the messages that are disseminated is key to the good resolution of the crisis. In this case of the Ebola crisis the impact in the Spanish media was very remarkable not only of the evolution of the crisis but also of the public information that were being made known by the authorities. The errors committed in this public communication, especially in the first institutional appearance, will be analyzed and possible solutions will be provided for future crises. In addition, the information behavior that was given in social networks by the authorities will be analyzed. To perform this work, bibliographical sources, data analysis and the media have been used.

No governmental functions are traditionally more suspect than those relating to public information. National legislators always demur at the public relations work of civil servants. They inevitably assume (at times, with good reason) that appropriating funds to inform people about the performance of government agencies only helps to preserve the bureaucracy and to create and nurture a public which ultimately will bring pressure to bear upon the legislature itself.

This study entitled analysis of functions and applications of siaran mobile (reporting and assignment application system) as a communication facility of South Tangerang City towards smart city. The purpose of this study was to analyze the functions and benefits of the SIARAN Mobile application as a facility of public communication in supporting South Tangerang City towards smart city. Supporting concepts and theories in this research were communication, public relations government, and smart city. This research method was to use a descriptive qualitative approach. The findings showed that the SIARAN Mobile application was a South Tangerang City reporting media based on the mobile application that was officially launched by the government since March 9th, 2017. The function of this application was to become a reporting application for technical problems such as waste problems, damaged public facilities, actions which was detrimental to the community. The benefit of this application was to make it easier for the public to report various problems in the South Tangerang area, and make it easier for the government in handling various problems that were complained of by the community.

The American response to Lysenkoism took place at a crucial moment in the evolving relationship between science and the public. Like many professional scientific organizations in the early Cold War, the Genetics Society of America (GSA) resisted involvement in political issues. In contrast to similar societies in the physical sciences, however, the geneticists' silence cannot be explained solely by the fear of financial or political repercussions. Rather, the GSA's reluctance to engage in political discussion reflected an ongoing debate within the scientific community on the proper role for professional societies in political controversy. Those geneticists who did become embroiled in the controversy did so as individuals rather than as emissaries of the profession. Geneticists H. J. Muller, L. C. Dunn, and Theodosius Dobzhansky attempted to reach the public through a variety of outlets, including books, magazines, newspapers, and the radio, but their interventions were shaped by their individual personal and political commitments. The GSA, in contrast, attempted to combat the spread of Lysenkoism with the help of a public relations firm and a Golden Jubilee celebration of the rediscovery of Mendel's laws. The messy story of the American response to the Lysenko crisis demonstrates the limits of scientists' political involvement during the early Cold War.

Public relations are an important aspect that must be considered by public sector organizations to achieve its objectives. Strategic management is a valuable tool to aid public sector organizations in developing its public communication programs regarding the public relations. This paper attempts to explore the basic concepts that is important regarding the issue through literature review of several previous studies on public relations strategic management in public sector organizations. From these literature, this paper concludes that in order to achieve its public relations objectives, public sector organizations will have to: identify the groups that make up the public, understand the positioning of the organizations as well as the public groups; choose the best public relations strategy; and formulate the tailored messages to be communicated to each public groups according to the strategy chosen by the organization.

This study aims to analyze the extent to which the quality of public communication provided by the village administration to the community and to form a strategy to improve the quality of public communication at the village government level. This research method uses qualitative-descriptive method which draws resources directly from several villages in Mandailing Natal Regency. The results of the study prove that there are still many shortcomings and weaknesses of public communication at the village government level and there is no awareness of improving the quality of communication. There are 8 strategies that researchers suggest including improving the quality of human resources in the field of communication and information, strengthening the integration of information governance and public communication in accordance with the principles of public information disclosure, strengthening local and alternative media as the main source of public information, need to provide public information content quality and equitable, especially for people in disadvantaged areas, an increase in access to public participation in determining public policies directly and digitally, increasing public media literacy through education and socio-cultural approaches, compiling village public relations standards and forming digital volunteers and strengthening the role of community leaders.

The electronic site is one of the latest forms of communication facilities that governmental institutions use to establish public relations with their audiences. Governmental institutions utilize a variety of services and initiatives to develop good relationships with their audiences. To bring their work and actions to the majority of the public, they use various forms of mass media. The title of this research (Forms of public communication that are written to build relations between the audience and governmental institutions: a case study of governmental institutions' electronic sites). The significance of this research has focused on all of the subjects reported on the official websites of governmental institutions, as well as the review of the subjects and all of the aspects to know how to write the subjects and to be aware of all of the activities that the institutions conduct. Thus, all organizations must maintain their main sites and be able to better guide their matters to the public, which is one of the most critical circles of contact between governmental institutions and local and international audiences. The main question of this study is to determine what type of public relations writing is used, in which area, and what governmental institutions' activities are. The study aims to demonstrate the most popular writing styles and genres for public relations, as well as to be aware of the principles of writing, and to illustrate the subjects and actions that the institution does. Knowing the details and specifics of the topics published on the institution's website is also essential. This thesis is a descriptive study using the content analysis approach, intending to analyze the subjects of the main site of the governmental institutions in Sulaimaniyah. For this reason, the Directorate of the Sulaimaniyah Appeals Court, the Passport Office of Sulaimaniyah Province, and the Sulaimaniyah Traffic Directorate have set out all matters for six months from December ١, ٢٠١٩ to January ٦, ٢٠٢٠. As a consequence, the working style is one of the methods that the three institutions have used most often, and the articles written adhere to the standards of public relations writing. The majority of their activities included (visiting, conferences, courses, gathering) the majority of their publications, and then mentioning the institution's services, which were solely focused on news.
