Ensuring food security of the Russian Federation is one of the most important tasks of state and local government. The modern agro-food policy of the Russian state is focused on the development of agriculture, which is able to provide the population with staple foodstuffs in accordance with rational norms and medical indicators and with minimal imports of agricultural products. The practical implementation of the Food Security Doctrine has contributed to the revival of lost positions in the field of agriculture and more sustainable economic development of the whole agro-industrial complex of the country. How-ever, the economic sanctions imposed on the Russian Federation had a negative impact on the economy of the agrarian sector. At the same time, the counter-sanctions introduced by the Russian state contributed to the transition from imports to accelerated domestic production of agricultural products, raw materials and food. The article discusses the development of Russian agriculture in the context of economic sanctions and their impact on ensuring the country's food security. The problem of ensuring the country's food security includes well-thought-out systemic solutions, researches and the implementation of an effective long-term strategy for the development of food security. Among such solutions is the development of a system of measures to improve reproduction, personnel, tax, credit, price, investment, innovation policies and other areas.

Also, this article will consider examples of the CIS countries and countries bordering on the territory of Russia. This work will present: definition (APC), study of the subject and method of legal regulation, which are applied in relation to the agro-industrial complex in Russia, the history of the creation of agricultural complexes in the territory of the Russian Federation, we will talk about industries, the export of agricultural products, as well as what kind of assistance the Russian state and the CIS countries provide in the agricultural sector, support for the agro-industrial complex will also be considered.

The article discusses the issues of import substitution in the market of agricultural products and resources for their production in Russian Federation, ensuring the country's food security. Research results show that since 2014, when the active import substitution policy began, there have been significant changes in the agri-food trade, characterized by a decline in imports and an increase in exports. However, in different product segments of the market the speed of these changes varies. Despite ensuring the country's food independence for most types of agricultural products, the dependence on the import of resources for its production remains significant. At the same time, the demand for agricultural products remains under pressure from declining household income, as well as a significant income differentiation. In this regard, suggestions were made for making adjustments to the doctrine of food security, primarily in terms of assessing the economic affordability of food. Also, an assessment was made of the changes made to the state program for the development of agriculture in conjunction with the strategic objectives of the development of the Russian Federation defined for the period up to 2024. The need to ensure consistency between the tasks assigned to the agro-industrial complex to achieve the country's food security, increasing the export potential of the domestic agri-food products and resources allocated for development, was noted.

With the aim of developing the national economy in the Russian Federation, economic regionalization has been widely used, which contributes to increasing the economic efficiency of regulating the productive forces in the country. The aim of the study is to assess the place and role of the Central Black Earth region in the economy of the agro-industrial complex of Russia. The research methodology is based on economic-statistical and correlation-regression analyzes. The scientific novelty of the research consists in identifying the patterns of development of the Central Black Earth region as an agrarian region. The practical significance of the study lies in the fact that taking into account the revealed patterns when developing strategies for the development of individual sectors of the agro-industrial complex will allow us to overcome the identified negative trend of reducing the production of certain types of agricultural products. The Central Black Earth region occupies a special place among 12 economic regions of Russia. It occupies no more than 1.0% of the total land area of the country, but ensures the production of 16.3% of agricultural products manufactured in the Russian Federation. The share of agricultural production in the gross regional product of the Central Black Earth region in 2019 remained 27.9%, which makes it possible to consider the Black Earth region as a region with a predominance of agaric production. An analysis of the indices of agricultural production in Russia and in the Central Black Earth region showed that the average growth index of agricultural production in 2011-2018 in the Central Black Earth region amounted to 116.1%, however, the dynamics of changes in these indices reflects a negative trend of deceleration, which can be described by a linear equation of the form y = -3.4867x + 131.8. Among the subjects of the Central Black Earth region, the maximum growth in the volume of agricultural production for 2005-2019. observed in the Belgorod region - 8.3 times, and the minimum in the Lipetsk region - 6.8 times

The purpose of the study is to provide a comprehensive analysis of the current state of food security in the Russian Federation and identify existing problems in this area, since this problem is more relevant than ever in Russia, given the complex socio-political situation. Used in the work: a system approach (considering food security as an essential element of national security), situational and functional (considering the monitor changes the status of food security as a information technology management), statistical monitoring (provides guidance to build predictive judgments), qualitative (proclaims the need for multi-criteria diagnosis of food security). as well as formal logical and dialectical methods of cognition. Formal-legal and comparative-legal methods of cognition were used as private-scientific methods. The normative base of the study is the national security Strategy of the Russian Federation, as well as the food security doctrine Of the Russian Federation. The study of the state of food security in Russia shows that the Russian Federation has formed an integral system for maintaining this sphere at the proper level. The analysis allows us to conclude that, despite the sanctions imposed on Russia, the system of public administration in General allows us to regulate processes in the food sector and provide the population with basic agricultural products. The guarantee of achieving food security is the stability of domestic production, as well as the availability of necessary reserves and stocks. In this regard, it can be argued to some extent that the food security system operates with a sufficient level of efficiency. At the same time, the sanctions and anti-sanctions imposed have created a number of obstacles to the normal functioning of the interstate system for the exchange of agricultural products.

Natural and climatic factors play a leading role in the effective functioning of the industry. The article shows the role of the agro-industrial complex in ensuring food security of the state. Characterized are the changes that have occurred in recent months in connection with the coronavirus pandemic. Proposals are made about possible strategic transformations of food enterprises that will allow Russian producers to overcome the risks that have arisen and provide consumers with high-quality and safe food products. Rosstat data for the period from 2012 to 2018 on the production of basic food products in the Russian Federation and the Voronezh region, the purchasing power of the population, as well as their consumption of basic food products are presented. The analysis of the actual nutrition of the population of the Russian Federation and the Voronezh region. Proposals have been made that to overcome the post-crisis crisis, it is necessary to restore Russia's influence in the post- Soviet space and the formation of a single economic space within the EAEU.

The COVID-19 pandemic and the economic recession significantly reduced the amount of financial resources that were supposed to be used to solve the most acute problems of social development, which caused the need to update and rethink the theoretical and practical experience in the functioning of targeted programs as a tool for managing public finances of the Russian Federation. The article summarizes the problems of developing program budgeting at the present stage, it indicates the sources of their origin. The study was carried out using a set of general scientific methods; empirical results were obtained by observing and collecting data on practical implementation of state and municipal programs from official sources. The authors performed a critical analysis of scientific publications and reports of state and local government bodies on the development of program budgeting and public finance management. The shift in the perspective of scientific research in comparison with the initial stage of implementing the program principles of public finance management is indicated. The authors highlighted the main methodological difficulties that prevent qualitative improving the tools of program budgeting in general, as well as at each of the management levels separately. The key shortcomings in the practical application of program budgeting are formulated and their logical connection with the factors that constrain the pace and influence the vector of socio-economic development of the Russian Federation is indicated. The directions of further improving program budgeting are given and the conditions for on target efficiency of both new and established methods and techniques that affect the final effectiveness of state and municipal programs are stipulated. The results of the study can be used to adjust the strategic and program documents of the authorities in order to improve the management of public finances.

Currently, the government of the Russian Federation has adopted a number of strategic planning documents containing measures aimed at the development of the grain-product subcomplex of the agro-industrial complex. In particular, the long term strategy for the Development of the grain complex of the Russian Federation until 2035 was approved. It is a strategic planning document in the grain sector that defines priorities, goals and objectives of public administration and food security, ways of their effective achievement and comprehensive solution. The target indicators of the long term strategy for the development of the grain complex of the Russian Federation until 2035 are: gross yield of grain and leguminous crops - 140 million tons, crop areas – 50 million hectares, domestic consumption – 86.2 million tons, grain export volume, including products of its processing – 55.9 million tons, capacity for simultaneous storage of grain and leguminous crops – 167.4 million tons. The federal project "Export of agricultural products" is being implemented within the framework of the national project "International cooperation and export", one of its goals s to achieve the volume of grain export (in value terms) in the amount of 11.4 billion US dollars by the end of 2024 by creating new commodity mass (including with higher value added), creation of export-oriented commodity distribution infrastructure, elimination of trade barriers (tariff and non-tariff) to ensure access of agricultural products to target markets and creation of a system for promoting and positioning agricultural products. The target indicators stated in the official documents necessitate the search for reserves to increase the efficiency of the grain subcomplex development, increase export of grain and its processing products.

Introduction: the changes in the social and economic situation in recent years and the sanctions policy towards the Russian Federation require adjustments to the main strategic interests and priorities of the Russian state’s policy in the field of agro-industrial complex and ensuring the country’s food security. The purpose of the work is to identify the main factors that influence the formation of new principles and interests of the state in the field of food security, their reflection in the basic documents on ensuring the national security of the Russian Federation. The methodological framework for the study is the method of scientific analysis, as well as the comparative method. The result of the research is to determine the main trends in the legal support of food security in the context of the constitutional and agrarian legislation reform. Conclusions: in comparison with the previous documents, it is concluded that the list of the state interests, goals and objectives in the field of agriculture is enlarged by strengthening the requirements of social security and social protection, as well as expanding national agricultural production in order to achieve a state of food independence, ensuring the export policy. In the context of the July 2020 decisions the all-Russian vote on Amendments to the Constitution of the Russian Federation justifies the increased importance of food security issues, creating conditions for improving the standard of living of citizens, social obligations of the state in the field of agriculture, and sustainable development of rural territories. It is pointed out that it is necessary to take into account the requirements of environmental safety in the strategic planning in the agri-food sector.

The article is devoted to the study of normative and legal support problems of modern state food policy affecting the food security provision as one of the main components of the economic and national security of modern Russia. Evolution of the legal “food security” concept definition of the Russian Federation in domestic legislation. The current challenges of food security of the country related to both external and internal factors, including those caused by the COVID pandemic — 19 were considered. Supporting the approach of S.Yu. Glazyev on basic models of ensuring food security, considering the economy’s modern digital transformation and in particular the agro-industrial complex, authors suggest that we are in a transition period from an existing dynamic model to a new future innovation model for food security. Based on the studied and generalized scientific material, substantiate the conclusion that the most promising directions of food security is the use of innovative digital technologies in the agro-industrial complex of the country. It is noted that the existing normative and legal framework in modern conditions requires further development, and for this it is necessary to adopt a comprehensive Federal Law “On food security in the Russian Federation.” In it, the consolidation of the strategic goal “social and economic development of the country to improve the quality of Russian citizens’ life” by applying innovative technologies in the AIC would be set.
