The purpose of the study is to provide a comprehensive analysis of the current state of food security in the Russian Federation and identify existing problems in this area, since this problem is more relevant than ever in Russia, given the complex socio-political situation. Used in the work: a system approach (considering food security as an essential element of national security), situational and functional (considering the monitor changes the status of food security as a information technology management), statistical monitoring (provides guidance to build predictive judgments), qualitative (proclaims the need for multi-criteria diagnosis of food security). as well as formal logical and dialectical methods of cognition. Formal-legal and comparative-legal methods of cognition were used as private-scientific methods. The normative base of the study is the national security Strategy of the Russian Federation, as well as the food security doctrine Of the Russian Federation. The study of the state of food security in Russia shows that the Russian Federation has formed an integral system for maintaining this sphere at the proper level. The analysis allows us to conclude that, despite the sanctions imposed on Russia, the system of public administration in General allows us to regulate processes in the food sector and provide the population with basic agricultural products. The guarantee of achieving food security is the stability of domestic production, as well as the availability of necessary reserves and stocks. In this regard, it can be argued to some extent that the food security system operates with a sufficient level of efficiency. At the same time, the sanctions and anti-sanctions imposed have created a number of obstacles to the normal functioning of the interstate system for the exchange of agricultural products.

The Russian Federation is a leading player in the global community, taking the main paths to its formation. The main trend of global economy is globalization, and domestic economies are integrating into the modern system. The Russian Federation is one of the largest countries in the world, located in a variety of climatic zones, and a particularly favorable climate for the development of agricultural sector is in the south. In Russia, 10 % of the world's arable land is located, so more than 80% of the arable land of the Russian Federation is in the Central Volga region, the North Caucasus, the Urals and Western Siberia. Also in the south of Russia melon farming is widespread. The northern regions of the Russian Federation are also subject to successful development with the help of effective agricultural organizations, according to domestic experience, as well as the previous experience of countries such as Finland, Sweden, and Canada, their agriculture mainly operates in similar conditions as the northern and central RF. In October 2014, the Government of the Russian Federation approved a roadmap for import substitution in the agricultural sector for 2016-2017. According to it, the State Program for Agricultural Development for 2013-2020 and the newest prerogative vectors for the development of agro-industrial complex were established and the required resource provision in the amount of 568.3 billion rubles was allocated for 2015-2020, which will help to reduce imports by 1.4 trillion. rub. Ensuring food security of the Russian Federation is one of the most important tasks of state and local government. The modern agro-food policy of the Russian state is focused on the development of agriculture, which is able to provide the population with staple foodstuffs in accordance with rational norms and medical indicators and with minimal imports of agricultural products. The practical implementation of the Food Security Doctrine has contributed to the revival of lost positions in the field of agriculture and more sustainable economic development of the whole agro-industrial complex of the country. How-ever, the economic sanctions imposed on the Russian Federation had a negative impact on the economy of the agrarian sector. At the same time, the counter-sanctions introduced by the Russian state contributed to the transition from imports to accelerated domestic production of agricultural products, raw materials and food. The article discusses the development of Russian agriculture in the context of economic sanctions and their impact on ensuring the country's food security. The problem of ensuring the country's food security includes well-thought-out systemic solutions, researches and the implementation of an effective long-term strategy for the development of food security. Among such solutions is the development of a system of measures to improve reproduction, personnel, tax, credit, price, investment, innovation policies and other areas.

Food security of a region is not only a relatively new direction of scientific research, but also a state policy in the framework of ensuring national security. The aim of the study is to develop a food security rating of the Russian Federation regions and to determine the place of the Udmurt Republic in it. Rosstat was the source of statistical information for the study. A linear panel data model was used to construct a food security rating of the regions. When compiling the rating of food security of the regions, statistical data were used on the indicator of food independence for the period from 2010 to 2019, reflecting the current level of self-sufficiency of the territories of the Russian Federation with agricultural products. In carrying out the study, the annual rating of food security of the constituent entities of the Russian Federation was identified, the regions leaders and outsiders were identified, and a proposal was made to improve the approach to compiling the rating. The constructed food security rating of the constituent entities of the Russian Federation is relevant for the federal level to identify problem regions, optimize food flows and adjust federal and regional support programs aimed at financing producers of agricultural products.
