The article describes in detail two key elements of Russian food security: self-sufficiency and the potential of the domestic food market. It is these two factors that are regulated at the state level through the standards included in their composition. The article shows how the state policy of the Russian Federation for the regulation of food markets changed from the reform period to the present. Our studies have shown that the strengthening of measures for import substitution after 2014 has not yet allowed us to achieve complete self-sufficiency in all types of food. This is partly due to objective restrictions (for vegetables and fruits) and insufficient efforts to develop the industry (dairy and meat cattle breeding). In addition, by those types of food, according to which the thresholds of self-sufficiency are made, the dependence on imports is shifted to the area of industries that provide means of production (seeds, technique, etc.). A detailed analysis of food imports showed that after 2014 its volume decreased (as a result of a reduction in the effective demand and growth in agricultural production), while its commodity structure has practically changed. Analysis of the capacity and structure of the food market of the Russian Federation showed that the Russian population in long-term dynamics due to low income is not balanced. In addition, the reduction of disposable income over the past 6 years leads to a change in the structure of consumption towards an increase in the share of cheap poor-quality products. Thus, the issue of ensuring food security remains relevant and paramountable at the state level.

In the article the need for state regulation of import substitution in the agro-industrial complex of the Russian Federation is founded upon the basis of food self-sufficiency call under conditions of sanctions. It is determined that when forming the mechanism of import substitution, an integrated approach is necessary, taking into account the peculiarities of the state development and the use of all types of potential. The existing trends in the functioning of the Russian Federation agricultural sector are noted. The main problem of the agro-industrial complex of the Russian Federation is revealed to be the lack of state support and funding, as well as the drawbacks of state regulation. It was revealed that, despite the identified positive tendencies in the development of the agro-industrial complex, with the purpose of stabilization it is necessary to upgrade the technical and technological spheres on the basis of an innovative approach to scientific and technological developments in all sectors of the agroindustrial complex. It was also pointed out to the fact in the sphere of food supply, an effective import substitution policy is possible provided that conditions for the development of Russian production of competitive food products are created. It is advisable to form import substitution on the basis of a closed production cycle within the state, in which producers are involved in supply and delivery chains directly to trading enterprises, and that requires improvements of the interaction system of all market actors. At the same time, producers are supposed to be able to significantly increase income, and consumers are supposed to have favorable food prices. A model of import substitution state regulation mechanism in the agro-industrial complex of the Russian Federation on the basis of selfsufficiency need in food is proposed, which is a set of stages for the implementation of a certain sequence of actions where each of the twelve stages is specified. In the process of implementation of the proposed model significant advantages can be achieved in the economic, technical and organizational spheres of the agriculturalsector.

The concept of the long-term social and economic development of the Russian Federation for the period up to 2020 sets the country’s purpose of meeting the needs of the domestic market. The consequence of this is active support for the development of rural areas and increasing the competitiveness of the agro-industrial complex. It is important to increase the efficiency of use of available land resources. Moreover, in the context of the WTO, it is advisable to actively use tariff and non-tariff restrictions to properly regulate imports. The main directions of import substitution were determined in order to ensure food security in the Russian Federation. The priority of them are: the production of milk and dairy products, pork, poultry, fish. [1, p. 230]. Greenhouse farming is developing widely. The cultivation of garden and fruit trees is actively invested. But all these areas have both strengths and weaknesses. Actively support the activities of farms and personal subsidiary farms. But in this case, producers face not only the difficulties of organizing and registering their own business, but also the problems of promoting their products to the consumer, i.e. directly to the counter. The elimination of a large number of intermediaries and bureaucratic barriers to additional documentation will allow farmers to increase their profits and reduce production costs. Russia has the necessary assets to realize the goals set by the State Program for the Development of agriculture and regulation of agricultural products, raw materials and food for the years 2013-2020. At the same time, the most basic advantages are the vast areas of agricultural land, the available factors of production, labor resources, etc. It is necessary for the state to organize their effective use and application in order to achieve the set tasks and provide the necessary support. Russia’s trade on the international market in the WTO at the present stage is carried out with the existence of certain advantages and disadvantages. But this makes it possible for the country’s leadership to increase production capacity and increase the competitiveness of Russian products, taking into account the existing opportunities and threats.

The article highlights the importance of a balanced structure of the economy in terms of the ratio of the production of goods and the provision of services; the history of specialization of the Russian Federation as a state and territorial entity, the key features of its structure are considered. Modern aspects of import substitution in Russia are described. A comment is made on the program “Import Substitution 2.0”, which is based on quotas for public procurement from Russian suppliers. Some problems and negative aspects of the state of implementation of the import substitution program in the Russian Federation are reflected. It is concluded that the measures for the development of import substitution were largely unsystematic, were of a fragmented nature, and in some cases even contradicted each other. Their implementation failed to optimize the structure of the economy. A set of measures to escalate import substitution is proposed, including the priority development of specific types of goods with a certain share of sales abroad and the coverage of import substitution in the sphere of services.

The purpose of this work is to establish and determine, on the basis of a systematic analysis, the factors influencing the state of food security of the Russian Federation, the problems of legal support of national priorities related to food independence. Qualitative and quantitative characteristics of the current state of food security in the Russian Federation are closely related to the criteria for the development of the socio-economic system of the state. An important condition for the effective implementation of national priorities is the normative regulation of the toolkit of state management impact on the threats and risks of food independence. To understand the essence of these problems and minimize their consequences, the authors substantiate the need to study the indicated problem within the framework of the concept of legal dementia. Legal dementia is a state of compliance by subjects of law with the provisions of the law, which is characterized by non-fulfillment to one degree or another by state bodies not only of their functions, but also by the inability to respond, due to a low level of competence and professionalism, to factors that weaken the effectiveness of legal guarantees.

This chapter challenges the uncritical pursuit of food self-sufficiency that has been rationalized as increasing the state’s preparedness against shipping disruption. It argues that this effort might increase food’s cost, and reiterates the point that local food is not necessarily fair as low-income consumers could be sidelined in the push for food localization. In contrast to the enthusiasm for promoting agriculture and local food production in the state, relatively little has been done in addressing food insecurity of the poor, especially by the state government. Food democracy needs to consider food security for all—particularly the poor and the marginalized.

Today we are witnesses and participants in a historic event that is very important for Russia – preparation and adoption of amendments to the Constitution of the Russian Federation, reflecting both a legal identity and a vast long-term experience of the constitutional development of the Russian state with due consideration to the opinion of various strata of the population and extensive public discussion. Goal of the research is to show a special role of the Constitution of the Russian Federation from the position of its supremacy in combination with the doctrine of constitutional identity, which is essentially a trend of modern globalization processes, based on the analysis of doctrinal and practical issues, laws and regulations, decisions of the Constitutional Court of the Russian Federation, the European Court of Human Rights, and statistical data. The methodological basis of the research consists in the application of both general scientific and special methods developed in jurisprudence. During the research, the following methods of scientific knowledge played a special role: dialectical, historical, comparative law, statistical, logical, etc. A number of conclusions were drawn concerning, on the one hand, the development of a legal potential of the Constitution of the Russian Federation being a determining vector in preventing socio-political destabilization, and on the other hand, constitutional identity, in the broadest sense shown in the desire to know and formulate the own national, religious and other identities, to follow traditional family values, etc., and at the state level – prevention of violation of territorial integrity, state sovereignty, acknowledgement of constitutional and legal identity of the state.

The influence of artificial and natural limitations on the development of the food market in the Russian Federation is considered. The effectiveness of the state policy on support of agricultural producers and the degree of its influence on the processes of import substitution and self-provision with food products are analyzed. It is proved that ensuring the necessary level of food security is related to the need to increase the competitiveness of domestic products in terms of price and quality parameters, stimulate export-oriented production and search for new global sales markets. The strategic priorities for the development of the agro-industrial complex are proposed, including a reduction in the level of technical and technological dependence, the development of territorial clusters with the aim of introducing innovative technologies for the production and processing of agricultural products.


The article presents the main provisions of the Federal project "Young professionals", implemented in the Russian Federation. The project’s most important goal of the state level is to strengthen the position of the Russian Federation in the international competitive ranking of countries that train graduates (young professionals) according to modern requirements.

Introduction: the changes in the social and economic situation in recent years and the sanctions policy towards the Russian Federation require adjustments to the main strategic interests and priorities of the Russian state’s policy in the field of agro-industrial complex and ensuring the country’s food security. The purpose of the work is to identify the main factors that influence the formation of new principles and interests of the state in the field of food security, their reflection in the basic documents on ensuring the national security of the Russian Federation. The methodological framework for the study is the method of scientific analysis, as well as the comparative method. The result of the research is to determine the main trends in the legal support of food security in the context of the constitutional and agrarian legislation reform. Conclusions: in comparison with the previous documents, it is concluded that the list of the state interests, goals and objectives in the field of agriculture is enlarged by strengthening the requirements of social security and social protection, as well as expanding national agricultural production in order to achieve a state of food independence, ensuring the export policy. In the context of the July 2020 decisions the all-Russian vote on Amendments to the Constitution of the Russian Federation justifies the increased importance of food security issues, creating conditions for improving the standard of living of citizens, social obligations of the state in the field of agriculture, and sustainable development of rural territories. It is pointed out that it is necessary to take into account the requirements of environmental safety in the strategic planning in the agri-food sector.
