In December 2018 the information and reference system “REGISTER of scientific professional editions of Ukraine” (http://resources.ukrintei.ua/refer/) was created at the SSO UISTEI. The purpose of the project is to create a convenient and accessible online platform containing information that will be useful to the authors (helps in the choice that is best suited for publication), editors (helps to improve and develop their own journals, helps to be in the trend in the development of professional scientific journals of Ukraine), experts (for monitoring of changes and verification of compliance with issued formal criteria). The service should ensure the availability of information about the scientific specialists of Ukraine. The system has a convenient multi-level search for publications based on a number of parameters, filtering functions and sorting content. The project was supported by the Ministry of Education and Science of Ukraine and a link was posted on the website of the Ministry of Education and Science, through which any user can access the service online. The service (currently) contains and stores information on more than 1,760 scientific professional journals of Ukraine. In plans for further development it is planned to develop the possibility of external editing of the publication data by the founders, which will help to provide the most up-to-date information about the professional journals, to take into account the changes that arise in scientific periodicals. Using the service will simplify the control and improve the quality of management of expert opinions on the expediency of providing scientific publications with the status of professional

ملخص: هدفت الدراسة إلى معرفة مدى توافر متطلبات التعليم التقني لتلبية احتياجات سوق العمل الفلسطيني بالتطبيق على كلية فلسطين التقنية دير البلح، واتبعت الدراسة المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من العاملين الأكاديميين والإداريين في الكلية، واستخدم الباحثان أسلوب العينة الطبقية العشوائية، حيث تم توزيع (60) استبانة استرد منها (56) استبانة صالحة للتحليل، وأظهرت نتائج الدراسة أن متطلبات التعليم التقني المتمثلة في: “سياسات الكلية الداعمة للتعليم التقني “تتوفر بنسبة(65.66%)، بينما تتوافر “جودة مخرجات الكلية” بنسبة (61.82%)، أما “سياسات وزارة التربية والتعليم العالي” تتوفر بنسبة (59.82%)، وأوصت الدراسة بضرورة زيادة الجهود المبذولة من قبل الكلية لتعزيز التشبيك والشراكات مع مؤسسات التعليم التقني والجامعي والقطاع الخاص في استحداث وتطوير البرامج والتخصصات في الكلية بما يلبي الاحتياجات الفعلية لسوق العمل ويضمن توفير خريجين مهرة يساهمون في تطوير هذا السوق لتحسين مستوى الإنتاج الفلسطيني، والعمل على اعتماد وتطبيق معايير واضحة لتقييم جودة البرامج الأكاديمية، وفتح برامج وتخصصات نوعية تلبي حاجة سوق العمل تتميز بالمرونة والحداثة. الكلمات المفتاحية: التعليم التقني، سوق العمل الفلسطيني، كلية فلسطين التقنية Abstract The study aimed to examine the status quo of technical education requirements at Technical College of Palestine, which are necessary to serve the needs of the Palestinian labor market, Deir Al-Balah. The study used the descriptive analytical method. The population consisted of all the academic and administrative staff at the college. Random stratified sampling was utilized to select the study sample which consisted of (60) employees. The results of the study showed that the technical education requirements pertaining to the “College policies supporting technical education” are available with a percentage of (65.66%), those pertaining to the quality of the college outputs were available with a percentage of ” (61.82%), and the requirements related to the policies of the Ministry of Education and Higher Education were available with a percentage of (59.82%). The study recommended that the college should exert more efforts to enhance networking with technical institutions, universities, and the private sector to develop academic programs that meet the real needs of the labor market and to ensure the provision of skilled graduates who are capable of contributing to the improvement of the labor market. The college has also to adopt clear, flexible, and modern criteria for evaluating the quality of academic programs, opening new programs that serve the needs of the labor market. The aim of the study was to study the available approaches to the formulation and quality control of forensic medical expert conclusions. We have studied the literature sources containing recommendations on drawing up expert opinions and improving their quality. After a selection of scientific publications and publications on the subject matter with the help of a descriptive method, the article presents the existing approaches to this problem. As a result of the conducted research, the absence of any general objective requirements for expert conclusions was revealed. The development of unified standards for writing and the definition of “signs of quality” of expert conclusions is a promising task of forensic science and practice, the solution of which will improve the quality of examinations.

This study was set to assess and analyze the status of two private university quality measures such as the quality audit, control, and ranking in Lebanon. In addition, it was set to discuss and evaluate the programs given by these universities. Finally, it was set to synthesize and analyze different tools that could be applied on the quality services these universities have. The sample of this study is two private universities in Lebanon where interviews were conducted separately with 6 deans, 6 chairpersons, and 6 coordinators. In addition to the universities, plenty of information was taken directly from the Ministry of Education and Higher Education of the Republic of Lebanon. Thus, qualitative data analyses were conducted. Main results showed that one of the main aims of both universities is to get new students registered and have better quality of education.  They always take into consideration the quality audit, control, and ranking, which allow them to be ranked from the top universities in Lebanon. One University has been accredited in 2015, which makes it necessary to follow up with the quality control; the second university is still working on getting accredited. The study concluded with recommendations addressed to private universities in Lebanon.

Background: This article presents a methodology to categorize scientific publications according to the targets of the 17 Sustainable Development Goals (SDGs) of the United Nations. For the above, a dataset with bibliographic and descriptive attributes of 2,379 articles from 2017 by co-authors affiliated to the Pontificia Universidad Católica de Chile, indexed in the Web of Science and Scopus databases, was used. Methods: The methodology considered three relevant and consecutive milestones: establishment of the reading level that was applied for each publication record, which considers a proportional amount of information; assignment of one of the 18 categories identified for the analysis of the information, which include the 17 SDGs and the option "unclassified" and one of the 169 subcategories corresponding to the specific goals; and, finally, recording the status of the review process carried out, which allowed control of the progress and quality of the cross-review. Results: The results show that 58.6% of the articles contribute to a primary target, of these 233 contribute to a secondary target; goals 3, 4, 9, and 11 are the most frequent in the process of assigning SDGs. There is an 81% increase in the use of alphanumeric targets when they are assigned as secondary targets. At the same time, cross-checking is shown to be beneficial when allowing the reclassification of 190 articles to some of the targets. Finally, it is established that levels 2 and 3 enabled better classification, given that the contents considered provide more information; however, it is significant that through level 1, 355 articles were categorized as "unclassified". Conclusions: It is concluded that the methodology allows for a conclusive, exhaustive, rigorous, extensive, and varied classification through the different milestones and actions carried out, providing strategic information for decision making and research management in the academy-society relationship.

The work aims to analyze scenarios for the development of regional policy in Ukraine in conditions of decentralization and centralization trends confrontation in the country. The main problem is the establishment of structural completeness of the decentralization reform in Ukraine, which should involve the implementation of administrative-territorial, budgetary and political decentralization. An important task is also to determine the effectiveness of devolution, delegation, deconcentration, deregulation, and divestment, which are manifestations of the decentralization process and collectively determine the quality of reform. Based on the methodology of system analysis and the concept of “balance of relations,” as well as using a historical and comparative method in investigating the improvement of approaches to leading public policy, and a structural-functional method for analysis of territorial-political system as a decentralized and multi-level, the paper proposes an analysis of the balance of inter-level relations in the country, the effectiveness of reforms, decentralization and trends for further development. The work indicates that since 2014, administrative and territorial optimization and enlargement of communities have become the main result of the decentralization reform. The discussion of political decentralization remains extremely disturbing and is blocked as “separatism,” as well as attempts to resolve the conflict in the Donbas by political means through the adoption of the Steinmeier Formula are demurred as “capitulation.” The economic crisis, which coincided with the pandemic, can aggravate the negative perception of reform, the development of which remains possible within the framework of three development scenarios: “Euro-optimistic,” “inertial” and “blocking.”

Early childhood care and education (ECCE) has a crucial contribution to the future life of children, and overall quality of learning and development of a country. Even though there are no well-established international criteria to evaluate the quality of ECCE programmes because of the variability in nations’ economies, workforces, political regimes and cultures, there are some common standards. Therefore, the purpose of this review article is to assess the status of ECCE in Ethiopia and its contribution to quality education. This review is based on a document analysis from different sources (i.e. policy documents, books, journals, theses and dissertations). The study focuses on identifying common quality indicators/dimensions for ECCE and the challenges that Ethiopian ECCE faces in terms of these dimensions. Indicating that the practice of ECCE in Ethiopia is faced with diverse challenges. Some of the challenges are lack of proper training for teachers and caregivers; use of developmentally inappropriate curriculum; lack of pedagogical skill; unfavourable working conditions; inadequate resources; lack of continuous supervision and programme evaluation; inactive parental and community participation; ineffective school organisation and leadership; imbalanced staff-child ratios; and improper healthcare and hygiene. Therefore, the Ministry of Education (MoE) in partnership with the Ministry of Health (MoH), the Ministry of Women’s Affairs (MoWA), the community and other concerned bodies should work together to improve the practice of ECCE.

Analyses the main approaches to the evaluation of scientific publications and publications in the humanities in particular from the bibliometric perspective. The author states the main factors affecting the quality of bibliometric and expert evaluation of scientific periodicals and particular articles. The issues of statistical evaluation of citation, its specificity in the humanities are specially addressed in relation to possibilities of promoting Russian scientific journals in global scientific informational systems.

Along with the rapid development of nanotechnology, the biosafety of quantum dots (QDs), a widely used kind of nanoparticles, has grabbed the attentions of researchers, because QDs have excellent and unique optical properties that other commonly used nanoparticles, like walled carbon nanotubes, do not have. The understanding of the toxicity of QDs is an important premise for their application in wider fields, including biology and medicine. This study sought to analyze scientific publications on the toxicity of QDs and to construct a bibliometric model for qualitative and quantitative evaluation of these publications over the past decade, which visually presented the status quo and future development trend on the toxicological study of QDs. A search for data using the triple blind method revealed that, as of 31 December 2018, there were 5269 papers published on the toxicity of QDs. RSC ADVANCES (5-year IF, 3.096) ranked first in the number of publications. China had the largest number of publications (2233) and the highest H-index (119), but the United States was still the leading country with regards to the quality of the research. LIU Y (106 publications) published the most papers, while Hardman R (304 co-citations) had the most co-citations. The keyword “walled carbon nanotube” ranked first in the research frontier. The findings not only determine a development trend of the toxicological study of QDs, but also identify further research directions in this field.

The article shows the organizationsaccounts payableof the Republic of Kalmykia as one of the most important elements of financial analysis as a separate organization, industry and the whole region. The dynamic changes in accounts payable on the basis of statistical datawere analyzed. It was revealed that the vast majority of overdue accounts payable was formed in housing and communal services. We carried outthe structural analysis of overdue debt composition and revealed the ways of its control. In order to identify the most "vulnerable" areas of economic activity from non-payment, the share of overdue debt to the total amount of debt by industry was considered. To assess the timeliness of payments of enterprises on obligations and the quality of accounts payable, we performed the analysis of the share of overdue accounts payable in its total volume. On thatbasiswe found out the approaches to optimizing the management of accounts payable, leading to the growth of financial results and further development of the economy of the Republic of Kalmykia. To analyze financial stability, it is important to consider not only the status of accounts payable, but also the ratio of accounts receivable to accounts payable. The analysis showed that the proportion is irrational; it is obvious that companies have attracted significant borrowed resources, but currently use of them in their current activitiesinefficient. The article concludes that the financial situation of enterprises and organizations of the region is extremely unstable when there is an annual growth of accounts payable and accounts receivable. In order to stabilize the financial condition of enterprises and organizations of the Republic of Kalmykia, improve their solvency and strengthen the settlement and payment discipline we explored the possibility of restructuring of accounts payable, which requires an analysis of each creditor separately, including all components of the debt-principal amount, interest and penalties.

This article introduces Cognitive Health Counseling 40+ (CH.CO40+), an individualized intervention that is conceptually based on the orchestration model of quality-of-life management ( Martin & Kliegel, 2010 ) and aims at improving satisfaction with cognitive health in adults aged 40 years and older. We describe the theoretically deduced characteristics of CH.CO40+, its target group, its multifactorial nature, its individualization, the application of subjective and objective measures, the role of participants as agents of change, and the rationale for choosing participants’ satisfaction with their cognitive health as main outcome variable. A pilot phase with 15 middle-aged and six older adults suggests that CH.CO40+ attracts, and may be particularly suitable for, subjective memory complainers. Implications of the pilot data for the further development of the intervention are discussed.
