O semiárido nordestino é caracterizado historicamente como uma região onde o conflito pelo acesso e uso da água sempre esteve presente no cotidiano de sua população. Por uma série de fatores como: escassez hídrica crônica gerada pelo padrão climático da região, estruturação fundiária que privilegia apenas o desenvolvimento econômico dos grandes proprietários de terra e seus projetos agropecuários, ineficiência do estado em promover políticas públicas de gestão e conservação dos recursos hídricos, e intervenções pontuais de mitigação dos efeitos da seca, apenas em episódios extremos de déficit hídrico, causando pouca efetividade na solução do quadro de miséria e abandono da população. Diante do quadro histórico e socioeconômico de grandes prejuízos e degradação ambiental ocasionados pela seca e pela má gestão dos recursos hídricos no Ceará. Muitas pesquisas e projetos com o intuito de compreender o regime hidroclimático dos seus municípios surgiram como forma de entender as potencialidades e limitações das diferentes áreas, e dessa forma auxiliar a criação e a manutenção de políticas públicas de desenvolvimento socioeconômico e preservação ambiental. Diante deste contexto a pesquisa se propõe a realizar o balanço hídrico da Área de Influência do Açude Castanhão -CE, como uma ferramenta de gerenciamento e planejamento de recursos hídricos.Palavras-chave :Balanço Hídrico; Gestão; Recursos hídricos. ABSTRACTThe Northeastern semi-arid region is historically characterized as a region where conflict over access and use of water has always been present in the daily life of its population. For a series of factors such as: chronic water shortage generated by the region's climatic pattern, land tenure structuring that privileges only the economic development of large landowners and their agricultural projects, inefficiency of the state in promoting public policies for the management and conservation of water resources, and occasional interventions to mitigate the effects of drought, only in extreme episodes of water deficit, causing little effectiveness in solving the misery and abandonment of the population. In view of the historical and socioeconomic picture of great damages and environmental degradation caused by drought and the poor management of water resources in Ceará. Many researches and projects aimed at understanding the hydroclimatic regime of their municipalities have emerged as a way of understanding the potentialities and limitations of the different areas, and in this way help to create and maintain public policies for socioeconomic development and environmental preservation. In this context, the research proposes to carry out the water balance of the Area of Influence of the Castanhão-EC, as a tool for management and planning of water resources.Keywords: Hydric balance; Management; Water resources

Ecosystem vulnerability increases significantly when anthropogenic factors overlap with the effects of adverse climate change, which together negatively affect biodiversity and ecosystem functioning. According to ADB forecasts, the inflow to the lower reaches of the Amu Darya will decrease by 26-35% by 2050. The combined effect of higher water demand and lower inflow will increase the current water shortage - the annual water shortage will increase to 50% of the total demand. In connection with the projected changes, the current state of water resources of the Amu Darya river, as well as the need for the socioeconomic development of the region, the task of assessing the projected impact of climate change on the availability and quality of water resources becomes urgent.

Abstract The current worldwide water resources issue is one of the crucial matters to overcome obstacles to sustainable development. This problem, formerly tackled in a sectored manner, is now pointing towards an analysis directed to treating the watershed as a management unit, with regards to all dimensions of knowledge and, especially, to the public participation in the decision-making processes. As an alternative to measure its performance, it has been sought out to develop indexes aimed to measure its sustainability, but there is still a lack of the use of composed efficient methodologies that also enable public participation in decision-making. This research presents a methodology comprising 15 indexes for the calculation of the Watershed Sustainability Index (WSI), followed by the application of the PROMETHEE multi-criteria analysis method and the COPELAND multi-decision-maker method. The methodology was applied to evaluate the performance of subwatersheds of the Piranhas-Açu watershed, located in the Brazilian northeast semi-arid region. The performance ordering, obtained through the application of the methods, emphasizes that subwatersheds' performances are uneven. It can be noticed that the subwatersheds' performances are still far from ideal in relation to water resources management, even in the ones that displayed satisfactory index levels.

In Tarim River Basin (TRB), the retreat of glacier and snow cover reduction due to climate warming threatens the regional economy of downstream basins that critically depends on meltwater. However, the quantitative evaluation of its impact on multiple sectors of the socioeconomic system is incomplete. Based on compiled regional input–output table of the year 2012, this study developed a method to analyze the relationships between economic activities and related meltwater withdrawal, as well as sectoral transfer. The results show that the direct meltwater withdrawal intensity (DMWI) of agriculture was much higher than other sectors, reaching 2348.02 m3/10,000 CNY. Except for A01 (agriculture) and A02 (mining and washing of coal), the embodied meltwater withdrawal (EMW) driven by the final demand of other sectors was greater than direct meltwater withdrawal, and all sectors required inflows of virtual water (72.45 × 108 m3, accounting for 29% of total supply from cryospheric water resources) for their production processes in 2012. For sectors with high DMWI, improving water-use efficiency is an effective way to reduce water withdrawal. To some extent, the unbalanced supply of cryospheric water resources due to geographical segregation can be regulated by virtual water flows from water-saving to water-intensive sectors. Such decisions can affect the balance between socioeconomic development and environment conservation for long-term sustainability.

AbstractThis paper presents the assessment of water resource security in the Guizhou karst area, China. A mean impact value and back-propagation (MIV-BP) neural network was used to understand the influencing factors. Thirty-one indices involving five aspects, the water quality subsystem, water quantity subsystem, engineering water shortage subsystem, water resource vulnerability subsystem, and water resource carrying capacity subsystem, were selected to establish an evaluation index of water resource security. In addition, a genetic algorithm and back-propagation (GA-BP) neural network was constructed to assess the water resource security of Guizhou Province from 2001 to 2015. The results show that water resource security in Guizhou was at a moderate warning level from 2001 to 2006 and a critical safety level from 2007 to 2015, except in 2011 when a moderate warning level was reached. For protection and management of water resources in a karst area, the modes of development and utilization of water resources must be thoroughly understood, along with the impact of engineering water shortage. These results are a meaningful contribution to regional ecological restoration and socio-economic development and can promote better practices for future planning.

Beijing is located in a semiarid region, and water shortage is a common problem in the city. Along with the rapid increase in water demand, due to fast socioeconomic development and an increase in population, a shortage of water resources and a deterioration of the water environment have become obstacles to sustainable socioeconomic development in Beijing. In the long run, sustainable water resources management, water conservation, and completion of the south to north water diversion project will solve the problem. This paper introduces the water resources situation in Beijing; analyzes future water demand; and discusses the actions of water saving, nontraditional water resources exploitation, wetland construction, and water environment protection. The paper also explains the importance of the south to north water diversion project and the general layout of the water supply strategy, water distribution system, and methods to efficiently use the diverted water in Beijing.Key words: water resources, water supply, water saving, water recycling, water diversion.

Water scarcity has become one of the main global problems, since of all the water of the terrestrial surface, only 2.5% represents fresh water, and of this, only 0.3% corresponds to the water of the rivers and lakes that are available to supply the demand for food production and other uses. The present work consisted in surveying the scenario related to the global water crisis and presenting evidence that even Brazil being abundant in the amount of water available, tends to face serious problems because of its scarcity, affecting two of the main economic pillars, agribusiness and industry. It was observed that the main negative effects on water resources occur due to urban occupation and agricultural practices in a disorderly way, causing destruction of natural resources through the discharge of domestic sewage, industrial effluents and agrochemicals. In general, the lack of control of the use of the water directed to the productive processes is one of the major generators of the water shortage, since 69% of the water derived from rivers, lakes and aquifers underground is turned to irrigated agriculture, using 70 times more water than for domestic purposes. Thus, it is necessary to adopt policies aimed at the conservation and efficient use of water resources, to value water as a social, social and environmental good, since their scarcity can generate instability in economic sectors such as agriculture, generating production insecurity in industry, as well as affecting the supply of drinking water, basic sanitation and public health.

The biofuels industry has grown and has positioned itself in Colombia for national purposes, these come from biomass sources such as agricultural crops. Bioethanol is the most used in Colombia and is obtained from sugarcane. One of the main concerns of the sector and society, is the high water consumption associated with agricultural crops (9,000 m3 / ha-year), there are currently 232,000 hectares of sugarcane for the production of sugar and bioethanol. Given the aforementioned, the need arises to carry out a planning of industrial increase of the sector taking into account as a main base the demand and availability of water resources for different activities in the Cauca river basin and the demand for sugarcane crops. In this document it is presented a mathematical model and the evaluation of different scenarios of the estimation of the trend of water consumption in the bioethanol production process in Colombia and in this way to establish scenarios of high risk of water shortage both for the population, interested parties and cane cultivation.

 This paper presents the existing situation at national and world level considering the available water resources, their vulnerability especially in the mountains areas, the impact of climate changes, the possible conflicts regarding the intensification of water shortage in some regions of the world. I also present a case study on forests in Romania. Beginning with the general data mentioned above, we point out the specific peculiarities of the mountain area hydrology for identifying some aspects which are specific to the mountain water relationship. The analysis is necessary as no specifications regarding the mountain hilly or plain areas are done in the activity regarding waters management. Waters are managed unitary on river basins considering some general principles, unanimously recognized, well reflected into the national and international regulations. As a first stage, traditional economic activities are identified in the relationship of the mountain areas inhabitants with water but also some present approaches. The way the mountain areas inhabitants knew how to live together and capitalize water resources represents a model and impulse for coming back to such sustainable solutions but capitalizing the advantages of modern technologies. Each of these activities referring to waters which take place in the mountains area can represent ways for the research activity and future thorough studies from the technical, economic, social, cultural-traditional point of view and also for environment protection. A main preoccupation might have connection with the evolution of agricultural activities in the mountains area considering the climate changes and a possible “migration” towards higher areas of some agricultural practices specific to lower areas. The paper also shows a small example of the regaining by the locals of a community of an important resource for their lives in the hands of corporations: the forests defaced by HOLZINDUSTRIE SCHWEIGHOFER and stop flooding villages.
