Development is carried out to improve the standard of living of its citizens. Development is also carried out so that there is no disparity between villages and cities. The rapid development in urban areas which has triggered a wave of urbanization has made the villages increasingly marginalized. Urbanization flows are difficult to stem because the village mindset assumes that in the city they will get jobs so they can improve their standard of living. With this phenomenon, the Government rolled out the Village Fund Policy. The Village Fund Policy opens employment opportunities in the village so that the community can be empowered through development programs in the village. The purpose of this paper is to describe the empowerment of rural communities through the Village Fund so that they can improve the living standard of rural communities. This paper uses a type of library research through documents analysis such as data contained in various media, books and other documents. The use of the Village Fund is significant to prevent the flow of urbanization. Opportunities for village communities to improve living standards were accommodated through community empowerment from the Village Fund.    Keywords: Village Funds, Empowerment, Improvement of Life Level

The purpose of this study was to determine the role of the village government of Jambi luar kota in empowering rural communities in rural independence and development. As we know, The Village autonomy is genuine, round, and complete autonomy and is not a gift from the government. Instead, the government is obliged to respect the original autonomy held by the village. As a form of democracy, a village consultative body was formed in the village which functioned as a legislative and supervisory body for the implementation of village regulations, village income and expenditure budgets, and village head decisions. The village budget includes original village income, APBN allocation known as the Village Fund, part of the district/city revenue and tax, village fund allocation which is part of the balance funds received by the district/city, financial assistance from the provincial APBD and district / APBD cities, grants and non-binding donations from third parties. With so many funds for village development above, can the village government implement an independent village development and support the village development program launched by the central government or vice versa. This study was conducted using a qualitative research approach. This research was conducted in Jambi Luar Kota and in Muaro Jambi Regency. The results of this study found that the empowerment of Village Communities in Self-Reliance and Development in Jambi Luar Kota District even though it has been done, the results are not yet optimal. it is due to several factors: 1). Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Abstract. After Village Law was published in 2014,  formation of BUMDes enforcement in each village became one of the strategic solutions for welfare of the village community. The issue of poverty and underdevelopment of villages is a priority that needs to be addressed by the government. However, not all problems can be solved in one village, but they need village collaboration to make institutions so that their role is more massive, effective, and efficient in encouraging the growth of the village economy. BUMDES Danar Garut is a form of cooperation between villages so that the resolution of a problem can be done at the village government level. since 2014,  BUMDes has been established many business activities. This paper aims to assess the level of contribution of the Danar BUMDes to the economic activities of rural communities. This research was conducted by means of semi-structured in-depth interviews with key stakeholders from both the village government, the director of the Joint BUMDes and the community as beneficiaries of the BUMDes by selecting purposive sampling. The results of the analysis show that BUMDes Danar has made a positive contribution to the village government, socio-economic village communities and the ability and expertise of the people in Leles District both the direct impact of reducing unemployment, increasing the welfare of the village apparatus and indirectly for the Villages or the scope of Leles District.Keywords: Joint-BUMDes, Social-economy, Village SocietyAbstrak. Setelah terbitnya Undang-Undang Desa tahun 2014,dorongan terbentuknya BUMDes di setiap desa menjadi salah satu solusi strategis dalam menyejahterakan masyarakat desa. Isu kemiskinan dan ketertinggalan desa menjadi prioritas yang perlu ditangani oleh pemerintah. Namun tidak semua masalah  dapat diselesaikan dalam satu desa, melainkan perlu adanya kolaborasi antar lembaga desa sehingga perannya lebih masif , efektif dan efisien dalam mendorong bertumbuhnya ekonomi desa. BUMDES Danar Garut merupakan perwujudan kerjasama antar desa agar penyelesaiaan suatu masalah bisa dilakukan pada tingkat pemerintahan desa. sejak 2014 BUMDes ini berdiri sudah banyak kegiatan usaha yang dilakukan. Paper ini bertujuan menilai tingkat kontribusi BUMDes Danar terhadap kegiatan ekonomi masyarakat desa. Penelitian ini dilakukan dengan cara wawancara mendalam semi terstruktur kepada para stakeholder kunci   baik dari kalangan pemerintah desa, direktur BUMDes Bersama maupun dari masyarakat sebagai penerima manfaat  dari adanya BUMDes dengan pemilihan purposive sampling. Dari hasil analisis menunjukkan bahwa  BUMDes Danar telah memberikan kontribusi positif  bagi pemerintah desa,  sosial-ekonomi masyarakat desa dan kemampuan serta keahlian masyarakat yang ada di Kecamatan Leles baik dampak secara langsung yaitu berkurangnya pengangguran, meningkatkan kesejahteraan aparatur desa maupun secara tidak langsung bagi Desa-Desa ataupun lingkup Kecamatan Leles.Kata Kunci: BUMDes Bersama, Sosial-ekonomi, Masyarakat Desa

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Community empowerment needs to be the main priority of the central government and regional governments, especially local people who live in villages far from remote villages, increasing community empowerment will improve welfare and sustainable development, through social culture, government policies, and human resource capacity. The purpose of this article is how the influence of government policy, human resource capacity on the empowerment of local communities in Merauke Regency, using the method of multiple regression analysis. The results of the study illustrate that the government program is very positive and significant, with a variety of program policies to the villages with various activities and financial assistance to the village. While the influence of community resource capacity is insignificant, there are still many local village communities that still lack education levels and health levels that are still high and socio-cultural which are still strong.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings. The essence of law is to provide welfare to the society. Law as a tool of social engineering for society makes people obey it. Dynamic legal developments encourage progress towards society from various aspects of people's lives. One of them, the enactment of Law No. 11 of 2020 on Job Creation, encourages changes to the order of setting norms that affect other laws that are affected by it. One of those affected by the Job Creation Act is the establishment of BUMDes (Village-Owned Enterprises). Through the provisions of Article 117 and Article 185 b of Law Number 11 of 2020 concerning Job Creation, the government needs to establish a derivative norm that regulates Village-Owned Enterprises. In 2021, the Government issued a regulation related to Village-Owned Enterprises, which is Government Regulation of the Republic of Indonesia Number 11 of 2021 concerning Village-Owned Enterprises. In this provision, it is stated that Village Owned Enterprises, hereinafter referred to as BUMDes, are legal entities established by the village and/or together with villages to manage businesses, utilize assets, develop investment and productivity, provide services, and/or provide other types of business for the maximum welfare of the Village community. In a nutshell, the existence of Village-Owned Enterprises aims to prosper the village community, with the type of business sector owned and support the productivity of rural communities based on village community empowerment. The number of urban residents continues to increase each year due to the mobility of the population from villages to cities (urbanization). Aims this article  to describe the development of urbanization in North Sumatra. Method of research is library research, data collection is carried out by taking from various sources such as BPS data, journals, documentation, and coupled with observational data then analyzed descriptively. This research found  that the population development of North Sumatra (North Sumatra) is still concentrated in Medan City. Although its geographical area is only 0.36% of North Sumatra's area, Medan is inhabited by 2,279,894 million people. The concentration of the population of North Sumatra in Medan is due to the ongoing urbanization or migration of people from villages to cities. The high number of urban residents can be a problem for the government, one of which is the emergence of the phenomenon of poverty, homelessness, and congestion. Often people who move to urban areas have big reasons and expectations such as wanting to get a job, high wages, prestige, and wanting to enjoy urban facilities. The conclusion is the development of the urban population in North Sumatra is in line with the rapid development of infrastructure, such as toll roads, and industries built by the government or the private sector continue to grow. The increasing level of urbanization shows the increasing number of people living in urban areas (cities) which causes the population to become denser in urban areas. The large number of people who urbanize in North Sumatra is due to economic and social factors.Keywords: Urbanization, Mapping, Development, Nort Sumatra

Currently villages in Indonesia are required to be able to give birth to quality economic growth and sustainable. Quality economic growth is a concept of strengthening and contribution contributed by the real economy sector in the village. Therefore, the development and empowerment of rural communities through the management of the Village Fund or Village Fund Allocation Fund must be balanced. Because to empower the potential of the village optimally and sustainably, funding for the village needs to be focused not only to build village, but more empowered to become a self-constructing village. This study aims to develop local economic independence through optimizing the management of Village Funds in Siak Subdistrict Siak District and any factors that influence the development of local economic independence. This research is a descriptive qualitative research with sampling technique used is snowball sampling. The research informant is the apparatus involved in the implementation of the Village Fund program and the community leaders who know the program. Data collection was done by interview and observation technique, after the data collected and then analyzed by using qualitative descriptive analysis. The results of research indicate that the development of village economy can be done by strengthening the performance of local economic institutions such as BUMDes through various aspects. To achieve this, an integrated movement between the community, BUMDes and the government is realized in the form of partnership. Activities that can be done is to optimize the function of central and local entrepreneurial institutions to support various efforts to inventory the potential of local economic resources. With the development of household industry activities, it will facilitate efforts to establish cooperation between local economic development institutions that exist and thus create a process of sustainable community empowerment of villages.
