The purpose of this article is to analyse the change in the policy of the Russian authorities regarding the assessment of Stalinist repression and its effectiveness in Russian society. There are two dominant processes: on the one hand, repression is commemorated in public space and, on the other hand, compromising issues from the Stalinist period disappear from public debate and public awareness. The historical debate in Russia has been limited by changes in Russian law. While the percentage of people considering Stalinist repression to have been a historical necessity has increased, the number of those who recognise the state’s responsibility for carrying out mass political repression has decreased. There have been changes in historical policy and in institutions responsible for the narrative of repression. Therefore, the role of non-profit and non-governmental organisations in conducting research and projects popularising the truth about political repression in the former USSR has increased.

AbstractThe study deals with linguistic prejudices of citizens of the two main Russian cities, Moscow and St. Petersburg, toward speakers of foreign languages. It aims to reveal possible recent changes in the language ideology dominating Russian society. Monolingual and linguistically normative orientations rooted in the Soviet ideological approach are being challenged nowadays by global processes of migration and cultural diversification, which influence the everyday reality of Russian megalopolises. The research is based on the analysis of two sets of data: (1) meta-discourse on language attitudes derived from interviews with labor migrants and native Russian speakers in St. Petersburg and Moscow, and posts and comments on issues of language, migration, and linguistic landscapes, collected from websites and social media and (2) linguistic landscape data collected in 2016–2019, mainly in St. Petersburg, which reflect recent changes in attitude toward linguistic diversity in public space. These data show, on the one hand, that most city dwellers still relate to monolingual speech norms and try to implement control over public space; on the other hand, that the tolerance toward multilingual communication has been increasing over the years. The study suggests that these “first cracks” in monolinguals facades of Russian cities could eventually lead to the establishing of a less rigid language regime.

This article advances one of the most important debates in recent scholarship on democratic theory: the one on deliberative systems. In the wake of the systemic turn deliberative scholars agree that not all components of a deliberative system can or even need to be deliberative. However, there is little clarity about the role of non-deliberative politics in a system and to what extent these are justifiable while we seek a more deliberative society. In this paper I first illustrate the main ideas of the systemic turn, explore the distinction between ‘deliberative’ and ‘non-deliberative’ politics and investigate the main arguments justifying non-deliberative politics. Then, I build upon these arguments to shed new light on the relationship between deliberative and non-deliberative politics. I identify three distinctive actors in deliberative systems (political institutions, empowered agents, and public space actors). Finally, I argue that deliberative democrats should adopt three different approaches (intensive, moderate, and free) in order to assess whether the use of non-deliberative politics by each of these actors is legitimate.

ABSTRACTThe Reformation then became a momentum for improving the issues of upholding human rights in Indonesia, where human rights matters formally entered into the division of power. On the one hand, for the first time, a ministry was formed specifically to deal with human rights matters. While outside the executive body, Law No. 39 of 1999 strengthens the position of the National Commission of Human Rights which has actually been established since 1993. This phenomenon then raises a problem statement, on how bureaucratization of human rights after Reformation is manifested through the establishment of the National Human Rights Commission and the Ministry of Human Rights. It was found that each institution gained legitimacy from political dynamics in a more democratic public space. Between the state ministries for human rights and the National Commission of Human Rights, the principle of check and balances was carried out in their role as an organ of the Indonesian bureaucracy. On the one hand, the state minister for human rights is an extension of the executive's hand in managing human rights matters. As a counterweight, the National Human Rights Commission carries out the role of the state auxiliary bodies to monitor the government’s human rights work.Keywords:    Politic of Law, Bureaucratization, Human Rigths, Ministry of Law and Human Rights Affairs, National Commission of Human Rights. ABSTRAKPeristiwa Reformasi menjadi momentum perbaikan urusan penegakan HAM di Indonesia, di mana urusan HAM secara formal masuk ke dalam pembagian kekuasaan negara. Di satu sisi, untuk pertama kalinya dibentuk satu kementerian yang secara khusus menangani urusan HAM. Sementara di luar lembaga eksekutif, Undang-Undang Nomor 39 Tahun 1999 menguatkan kedudukan Komisi Nasional Hak Asasi Manusia yang sejatinya telah terbentuk sejak tahun 1993. Fenomena ini kemudian menimbulkan satu rumusan permasalahan, yaitu bagaimana birokratisasi urusan HAM pasca reformasi termanifestasi melalui pembentukan Komnas HAM dan kementerian urusan HAM. Ditemukan bahwa masing-masing lembaga memperoleh legitimasi dari dinamika politik di ruang publik yang lebih demokratis. Antara kementerian negara urusan HAM dan Komnas HAM kemudian menjalankan prinsip check and balances dalam menjalankan perannya sebagai organ birokrasi Indonesia. Di satu sisi, kementerian negara urusan HAM merupakan perpanjangan tangan eksekutif untuk mengurus urusan HAM. Sebagai penyeimbang, Komnas HAM menjalankan peran sebagai state auxiliary bodies guna mengawasi kinerja HAM pemerintah.Kata Kunci: Politik Hukum, Birokratisasi, Hak Asasi Manusia, Kementerian Urusan HAM, Komnas HAM.

Youth non-profit organizations are described con-sidering their participation in the modern political life of Russian society and their role in the political socialization of young people. The author raises the problem of formation and development of social elevators in the context of ensuring social mobility of young people, as well as the possibility of access to this tool in modern Russia. As part of the study of youth non-profit organizations, the author gave a charateristics of the organizations operating on a national scale, which have a media reputation, and develop projects focused on the vertical mobility of their participants. Arguments are given in favor of individual and collective social elevators within the framework of youth non-profit organizations. The conclusions presented in the study allow us to eval-uate the activities of youth non-profit organizations as a mechanism for changing the social status of an individual in the stratification structure of society, a channel for vertical social mobility, and prospects for further development of non-profit organizations in this direction.

Public awareness and relevant consumer behaviors are crucial in accelerating the transition to a circular economy (CE) model. This paper focused on exploring university activities for changing awareness and behaviors according to the principles of its new circular model to foster sustainable development. In this paper, a comprehensive literature review provides a holistic perspective on university CE-related activities in the implementation of the CE. The review revealed that the construction of a theoretical framework in universities with asset-based development is conducive to promoting the CE model through transformative learning. In light of recent academic insights into CE education, a theoretical framework for CE-related university activities was developed based on attributes of CE-related university assets, such as non-profit status, technology innovation, education, propagation, and efficient use of resources. We also introduce into scientific use the term CE-related university assets and provide a classification of these CE-related assets. The present findings contribute to a deeper understanding of universities’ CE-related resources and assets to improve public awareness and behaviors, as well as to train and inspire the leaders (including engineers, managers, designers, etc.) of tomorrow, required for further implementing the CE model.

AbstractThe article suggests a set of design requirements to orient urban practices of transformation and space management when they work on transition spaces, which are difficult to interpret and classify in accordance with traditional dichotomous categories such as centre/periphery, urban/not urban, open/closed, abandoned/lived, public/private. The first part of the article explains how various disciplines describe and characterise this kind of space, which cannot be described precisely through traditional categories. Literature search indicates how transition spaces have a number of attributes that can be translated into requirements to steer design actions. The examples of urban practices, described in the central paragraphs of the article, quickly show how project actions actualize the requirements that can be inferred both from literature and from the examples themselves. The conclusions summarise the design requirements to transform and manage transition spaces, in order to orient “pioneering urban practices”, thus opening the way to different modes of intervention and offering new insights into the role of designers and users in this particular kind of practice. Promising prospects emerge not only for the design methodology of this type of spaces, but also for the possibility of addressing relevant issues in the current disciplinary debate concerning, on the one hand, the liveability and care of urban spaces and therefore the regeneration of public space, at a time in history when its existence is questioned, on the other hand the effectiveness of the involvement and empowerment of local societies in the processes of space transformation.

<p>Recent socioeconomic and technological advancements are transforming the routines of consumption into post-consumerist practices. From a socio-spatial perspective, this is primarily driven by the augmentation of two main processes: prosumption and transduction. Addressing the condition of public space in rapidly developing cities in East Asia and Australasia, this paper discusses how these two forces have contributed to a novel spatial dimension: meta-publicness. The discussion is theoretically framed by two main streams of the research on public space: the one that approaches it as the irreducible realm of agonistic pluralism and the one which sees it as crucial to socio-spatial ontogenetic processes. The major recent concept adopted in the new civic mall planning and management, experientiality, is discussed considering two main aspects: the role of eventful spectacularised environments in these hyper-mediated depoliticised spaces, and the re-politicising agency of their hyper-mediated connectedness. This paper concludes that if a democratisation of the spectacle has introduced relevant antagonistic decommodification forces, there is an internal weakness of the system that exposes these places to an even higher hegemonic dominance.</p>

Conscientes de la complejidad que supone adentrase en juicios sobre la calidad del paisaje urbano especialmente para una sociedad, como la actual, altamente desvinculada de su medio habitado, el trabajo de tesis doctoral precisó una revisión teórica sobre el papel heredado de la belleza en la formación histórica de las ciudades europeas. Dicho trabajo de investigación es el que aquí se presenta. En él se tratan las cuestiones de definición del concepto de belleza así como sus mutaciones en el plano teórico en paralelo al valor de “lo bello” en la ciudad desde finales de la Edad Media hasta la época contemporánea. Debido al carácter diverso de la belleza, las reflexiones se estructuran en un “espacio de pensamiento” entorno a siete categorías estéticas consideradas por Tatarkiewicz como variedades de belleza. Estas son: la aptitud, el ornamento, la atracción, la gracia, la sutileza, la sublimidad y el concepto de belleza dual. Mediante ejemplos históricos narrativos del espacio público (principalmente de plazas) según dichas categorías estéticas, se concluye que, ya sea desde su concepción amplia (sensu largo) o limitada (stricto sensu), la belleza ha ido acompañando a la formación histórica de las ciudades, al menos, en estos últimos ocho siglos.Abstract:Aware of the complexity involved in entering into judgments about the quality of the urban landscape especially for a society, such as the current one, highly disconnected from its inhabited environment, the doctoral thesis work required a theoretical review on the inherited role of beauty in training historic of European cities. This research work is the one presented here. It deals with the questions of definition of the concept of beauty as well as its mutations in the theoretical plane in parallel to the value of "the beautiful" in the city from the end of the Middle Ages to the contemporary era. Due to the diverse nature of beauty, the reflections are structured in a "space of thought" around seven aesthetic categories considered by Tatarkiewicz as varieties of beauty. These are: fitness, ornament, attraction, grace, subtlety, sublimity and the concept of dual beauty. Through historical narrative examples of public space (mainly squares) according to these aesthetic categories, it is concluded that, whether from its broad conception (long sensu) or limited (stricto sensu), beauty has been accompanying the historical formation of cities, at least, in these last eight centuries.

The chapter discusses patriotism’s role and future prospects in Russia in relation to its principal target, Russia’s youth. Beneath the overall conformism with the Kremlin’s patriotic policies, youth’s relatively marginal engagement with any fixed patriotic identity is to be found among a variety of patriotic activists who prefer a distinct patriotic position to the state and the rest of society. In generational terms, Russia is witnessing a deepening gap between the policymakers of patriotism and the youth. On the one hand, the state repeatedly attempts to strengthen patriotism as an ideological tool in controlling societal and cultural processes, while, on the other hand, youth’s departing views from Soviet-like modes of patriotic education ignite demands to increase the role of patriotism further. Over the course of the next 10–15 years, it is very likely that an change in the balance between Soviet-era and post-Soviet cohorts of policymakers and conductors of patriotic policies will have a significant impact on the role and meaning of patriotism in Russian society.

Abstract An awareness of the role of public space is growing among the inhabitants of cities. This space is an integral part of our daily lives. It consists of places outside the home where we spend free time, i.e. the streets we walk on, the squares and greeneries where we meet, as well as playgrounds, parks and green areas where we rest and do sports. The quality of such space affects many aspects of human life. Positive trends in terms of growing public awareness do not, however, seem to be reflected in the awareness and actions of public entities in Poland, strong evidence of which are the widely criticized amendments of regulations governing the felling of trees. The goal of this article is to present the different dimensions of the value of urban parks, as well as to apply the direct use approach to measure the recreational value of the park system in Lodz. Expressing different aspects of the value of public space, especially parks, in monetary units and incorporating these values in spatial planning analysis can contribute to a significant improvement in the quality of life of urban dwellers and their perception of urban space.
