Economic growth and its process are the main condition for the sustainability of the regional economic development. Because of the continuing population growth means economic needs also increase so that additional revenue required each year. This can be obtained by the increase in aggregate output (goods and services) or the Gross Regional Domestic Product (GRDP) each year. To carry out development with limited resources as a consequence should be focused to develop the sectors that provide great multiplier effect on other sectors or the whole economy. This research is focused to determine the regional leading sector of Bone Bolango as the information and considerations in planning economic development. Location Quotient (LQ) and Shift Share are tools of analysis. Location Quotient analysis indicates agriculture, manufacture, finance, leasing and corporate services are base sectors in the Bone Bolango district. Shift Share analysis indicates that the competitive sectors are finance, leasing and corporate services. The results of the analysis based on three analysis tools indicate that the leading sector with the criteria developed, base, and competitive is finance and services sector.

The structural transformation of Pakistan’s economy has not been accompanied by a concomitant decline in the proportion of labor employed in agriculture. While this transformation has resulted in a non-farm sector that is large and growing it has not lead to the rapid absorption of the pool of relatively low productivity labor away from the agriculture sector, as predicted by conventional development theory embodied in the models of the 1960s. Despite the obvious importance of the role of a vibrant rural non-farm economy (RNFE), and in particular, a vibrant non-farm services sector to address the challenges of poverty, food security, agricultural growth and rural development, this sector has received inadequate attention in the debate in Pakistan. Based on a review of literature and data from two large surveys – the Rural Investment Climate Survey of Pakistan 2005 and the Surveys of Domestic Commerce 2007 – this paper attempts to analyze the factors underlying the low level of development of the rural non farm economy and the potential role it can play in Pakistan’s economic development.

There are more methods of superior commodities identification; one is Location Quotient (LQ) approach. LQ method still have excess and deficiency. In LQ’s excess are it simple application, easy and don’t need data processing program which difficult.and deficiency of LQ is must use accurate data.because very difficult to find accurate data. This journal aims to elaborate and examine the implementation of LQ approach uses wide of production of “secondary food crops” series data for three years period ( 2005-2007) from Indonesian Statistics Board (Badan Pusat Statistik) and West Sulawesi Statistics Board ( BPS Sulawesi Barat) as main source.
