This paper aims to elaborate on how government policies prevent and deal with COVID-19. The method used is a qualitative method with a case study approach. The focus of the study is government policies and events that follow the implementation of the policy period from March to June 2020 related to government policies in the prevention and treatment of COVID-19. The study results show that government policies to prevent the spread of Coronavirus transmission such as the policy of staying at home; Social distancing; Physical Restrictions; Use of Personal Protective Equipment; Maintain Personal Hygiene; Work and Study at home; Postpone all activities that gather a lot of people; Large-scale social restrictions; until the implementation of the New Normal policy. In addition, the government has also implemented social assistance and social protection policies to ensure that the community can survive, not only the Social Welfare Services Government group but also the high-class community.

BACKGROUND The availability of large-scale and fine-grained aggregated mobility data has allowed researchers to observe the dynamic of social distancing behaviors at high spatial and temporal resolutions. Despite the increasing attentions paid to this research agenda, limited studies have focused on the demographic factors related to mobility and the dynamics of social distancing behaviors has not been fully investigated. OBJECTIVE This study aims to assist in the design and implementation of public health policies by exploring the social distancing behaviors among various demographic groups over time. METHODS We combined several data sources, including mobile tracking data and geographical statistics, to estimate visiting population of entertainment venues across demographic groups, which can be considered as the proxy of social distancing behaviors. Then, we employed time series analyze methods to investigate how voluntary and policy-induced social distancing behaviors shift over time across demographic groups. RESULTS Our findings demonstrate distinct patterns of social distancing behaviors and their dynamics across age groups. The population in the entertainment venues comprised mainly of individuals aged 20–40 years, while according to the dynamics of the mobility index and the policy-induced behavior, among the age groups, the extent of reduction of the frequency of visiting entertainment venues during the pandemic was generally the highest among younger individuals. Also, our results indicate the importance of implementing the social distancing policy promptly to limit the spread of the COVID-19 infection. However, it should be noticed that although the policy intervention during the second wave in Japan appeared to increase the awareness of the severity of the pandemic and concerns regarding COVID-19, its direct impact has been largely decreased could only last for a short time. CONCLUSIONS At the time we wrote this paper, in Japan, the number of daily confirmed cases was continuously increasing. Thus, this study provides a timely reference for decision makers about the current situation of policy-induced compliance behaviors. On the one hand, age-dependent disparity requires target mitigation strategies to increase the intention of elderly individuals to adopt mobility restriction behaviors. On the other hand, considering the decreasing impact of self-restriction recommendations, the government should employ policy interventions that limit the resurgence of cases, especially by imposing stronger, stricter social distancing interventions, as they are necessary to promote social distancing behaviors and mitigate the transmission of COVID-19. The article analyses the present state of Russian society in the context of overcoming economic stagnation and activating the mechanism of economic growth. The author examines the possibility of mobilizing human capital; social attitudes and their dynamics; the institutional structure of Russian society, implicating the principles of solidarity and coordination of interests within the framework of various voluntary unions and associations.  The analysis allows the author to define the social conditions for the activation of economic growth as complex, ambiguous and requiring a significant adjustment of social policy. At the same time, there are certain manifestations of Russian society’s interest in self-development, consolidation, and more active socio-economic transformations. The social demand for progressive sustainable economic development being obvious, the government will be able to launch economic growth by shifting from a policy of social protection to a policy of social development, with adequate goodwill and flexibility.

The system of government that practiced in many countries today tend to experience the changes. Some countries have special characteristics of its own in the event of the existence of the country. Characteristic of the country one is to have a system of government. This article is the result of the study the theoretical concept about the classification system of government that until now still practiced in various countries. Study method using the methods of the study of literature with descriptive approach. Study results showed that in the classification of the system of government is currently consists of the parliamentary system, presidential, mixture and a referendum. The system of government to be one of the determining factors in the sustainability of the statehood. On the other the government will run effectively and normal where the old system that is selected and used in accordance with the social political conditions character state.

The paper discusses the issues of social projects development to meet the citizens’ needs or to resolve certain social problems by changing the social situation. The reason for designing social projects is responding to the challenges with conflicting, multi-vector development trends or those to be adequately addressed. Social projects demonstrate their specifics. In this context, the principal expert in their assessment is not the government or the project contractor but the society. In modern realia, it is critical to build a strong social state which can not be achieved through the government’s policies alone, however the combined efforts and close cooperation between the community and the state contributes to the desired effect. evidence revealed that such partnerships have gained great significance, although it is argued that there is a need to clearly demarcate the roles of each of the parties. An appropriate information platform was created in Ukraine that optimizes the process of selecting the best projects and accessing the results after their testing. Social projects have a large variety of forms, dimensions, sources of funding and terms of execution. The issue of project feasibility remains paramount. The key criteria to evaluate the social project implementation expediency are the following: harmonization of project proposals, business goals and the overall government strategic development plan; identifying the significance of the project results for the government; specification of the social project capability to adapt for most regions of the country; social project effectiveness. Social projects have become an essential element within the social protection framework, since modern society have no more expectations as to the government assistance, but ultimately seek to search for their own tools to resolve social issues through developing social projects and programs, attracting investment, etc.

PurposeCOVID-19 cases in Indonesia continue to increase and spread. This article aims to analyse the Indonesian government policies as a response in dealing with COVID-19.Design/methodology/approachThis article is a narrative analysis with the approach of a systematic literature review.FindingsThis article found that the Indonesian government responded slowly to the COVID-19 pandemic at the beginning of its spread in March 2020. The government then issued some policies such as physical distancing, large-scale social restriction (PSBB - Pembatasan Sosial Berskala Besar) and social safety net. These policies will only work if the society follows them. The society could be the key to success of those policies, either as the support or the obstacles.Practical implicationsThis policy analysis with literature review, conducted from March to July 2020 in Indonesia, provides experiences and knowledge in how to respond to the dynamic problems of public policy in dealing with the COVID-19 outbreak, especially in the context of a developing country.Originality/valueThe novelty of the article lies in the unique policy response in a diverse society. It suggests that the policymakers should pay more attention to the society’s characteristics as well as the mitigation system as a preventive measure and risk management to make clear policy in the society.

Rising economic inequality becomes an important concern for both advanced and developing countries. Nonetheless, political and business elites around the world never question the neoliberal agenda, despite economic crises happening every now and then. The year 2007 may mark the turning point of neoliberal globalisation. As the global financial tsunami kicked off from the burst of the subprime mortgage bubble in the United States in 2007, the global economy is facing an economic hardship never heard of since the Great Depression in the 1930s. Hong Kong as a highly open economy is also severely hurt by the financial tsunami. In every economic recession, all Hong Kong people suffer, but lower classes suffer most. This raises a serious question about whether the current social protection system adequately protects people against an increasingly risky global economic environment. By examining the social policy package adopted by the HK government in fighting against the financial tsunami, we show the lack of long-term strategies and commitments of the government in protecting HK people against globalisation risks and economic insecurity. By drawing experiences from other countries, we suggest that active labour market policies (ALMPs) may be the social policy tools the government can use to reform the social protection system.

Social security is one of the most important areas of social policy.As part of its social policy, the government of Lesotho has promulgated various pieces of legislation and introduced an assortment of public assistance programmes for the benefit of the people of the country. There are also various informal social security measures which are the result of coordinated activities by individuals and groupings in Lesotho. These initiatives together provide a broad spectrum of social security provisioning for the people of Lesotho. This article sets out to discuss the said social security provisioning measures and appraises the efficacy of their interventions.Lesotho is a constitutional state.The Constitution of Lesotho came into force on 2April 1993. It provides for a Bill of Rights as well as principles of state policy. There is, however, no express provision in the Constitution for a right to social security. This is regrettable. Thus, the intersection between constitutional law and social security within the context of Lesotho can be achieved only through the interpretation of the fundamental rights as well as the principles of state policy provided in the Constitution. While the provisions relating to fundamental rights help to establish entitlements to social security, the principles of state policy play an important role in giving direction to service delivery.Understanding the link between the various governmental and social initiatives is crucial if interventions are to be designed which will enhance the provision of social security for the benefit of the people of Lesotho.

Accountability in providing public administration to the poor people in the Social Department of Makassar. This study was qualitative case study approach, while the instruments were the researchers themselves. This study showed that the accountability in providing public administration to the poor people had not run optimally. There were various approaches and alleviation programs for poverty that had not been able to change significantly. There was no continuous program during the official turnover. If the official was changed, then the policy would be changed, thus the programs were ineffective to minimize the poverty in Makassar. The policies and the supports were necessary from all the elements of construction and the involvement of entrepreneurs like stakeholders and community leaders. The government is necessary to take a role in uniting and bridging these issues. In addition, the strategic planning was necessary to involve society, not only as objects of development but also to be involved as the subject of development to alleviate the poverty in Makassar.

The main purpose of this paper is to examine empirically the influence of social factorson the adoption of e-Procurement in government institutions. The research design used isa survey research. The theoretical model is empirically tested with data collected from 130work units involving 185 respondents from across the local government institutions in CentralJava, Indonesia. Structural equation modeling was used to analyze the data. The results showthe influence of social values on the adoption of e-Procurement in government institutions.The study results sugest that volunteering based solidarity affects on usage behavior ofe-Procurement. This attitude is influenced by the social expectations of the individual againstthe social benefits of e-Procurement. Other findings, individuals who have a moderateattitude (compromise and permissive) are likely to have a low intention of the e-Procurement.This paper offers a model of development for the government adoption of e-Procurement ingovernment institutions through a participatory approach. Implementation of e-Procurementrequires the solidarity movement of individuals who voluntarily diffusing technology. Thispaper is a study on the adoption of e-Procurement in the public sector that involves socialfactors as the main determinants of technology in performing of adoption behavior. The social distancing appeal that the government encourages is not matched by the state's efforts to provide economic security to the community. PSBB will directly or indirectly limit the movement of the community. The teaching and learning process at schools and residents who work will be limited to working or studying at home. This limitation of activities in public spaces will have an impact on people's income, especially those in the middle to lower economy. The implementation of social distancing during the Covid-19 outbreak has increased the risk of violence against women, complicates women's economic conditions, and affirms women's social status as subordinate, or women are in a lower position than men. The formulation of the problem in this research is what is the cause of domestic violence during the covid-19 period in Indonesia, what are the prevention efforts against domestic violence during the covid-19 period. Causes of Domestic Violence During the Covid-19 Period, namely the government's appeal to the community 'at home alone', causing a separate polemic for women and children, especially those who experience economic and psychological pressure at home from extraordinary isolation measures, has prompted increasing instances of reports of domestic violence, especially women who are forced to live for months in abusive relationships. causes and consequences of violence and to prevent the occurrence of violence through primary prevention programs, policy intervention and advocacy as well as information programs and supporting initiatives through all mass media TV, social networks, cell phones.
