The system of government that practiced in many countries today tend to experience the changes. Some countries have special characteristics of its own in the event of the existence of the country. Characteristic of the country one is to have a system of government. This article is the result of the study the theoretical concept about the classification system of government that until now still practiced in various countries. Study method using the methods of the study of literature with descriptive approach. Study results showed that in the classification of the system of government is currently consists of the parliamentary system, presidential, mixture and a referendum. The system of government to be one of the determining factors in the sustainability of the statehood. On the other the government will run effectively and normal where the old system that is selected and used in accordance with the social political conditions character state.

Abstrak Tulisan ini mencoba mengungkapkan realitas keberagaman sosial di Indonesia dengan segala problematika dan upaya perawatannya. Penelitian ini dilakukan dengan menggunakan penelitian kualitatif dengan pendekatan deskriptif, yaitu mendeskripsikan hasil penelitian sesuai dengan tujuan penelitian dan diikuti oleh analisis data untuk mendapat data yang relevan dan akurat. Dengan pendekatan kualitatif-deskriptif-analitis, tulisan ini mengkaji suatu perspektif al-Qur’an melalui ayat-ayat-nya tentang konsep satu pola mewujudkan moderasi hidup beragama melalui penguatan pada segi teologis hubungan muslim non-muslim dan pemahaman agama yang pluralis dan inklusif untuk mendukung upaya mewujudkan sikap keterbukaan dan toleran. Dengan demikian, aspek toleransi mempunyai peran penting dari kerja sama pemerintah dan para tokoh agama untuk mendukung akselerasi dari makna dan substansi toleransi yang ditransformasikan ke dalam kehidupan sosial kemasyarakatan, sehingga konflik secara horizontal dapat dihindarkan dengan pola hidup yang moderat. Kata Kunci: Moderasi, Ekstremisme, Liberalisme, Toleransi, Inklusif   Abstract This study aims to reveal the social diversity reality in Indonesia with all its problems and solutions. The method in this research is used the qualitative method with a descriptive approach to describe the study results in accordance with the study objectives then followed by data analysis to obtain an appropriate and accurate research findings. With a qualitative-descriptive-analytical approach, this study examines the Qur’an perspective through its verses on the concept of a pattern for embodying the religious life moderation in order to promote unity of the nation and state through the strengthening theological aspects of Muslim and non-Muslim relations as well as pluralistic and inclusive understandings in accepting openness and tolerance. Tolerance has an important role of cooperation between the government and religious leaders to accelerate the tolerance implementation that is transformed into social life avoiding horizontal conflict in a moderate manner. Karnataka has rich epigraphical sources. The entire edifice of Karnataka history from the 3rd century B.C. down to the end of Vijayanagara rests on epigraphical records. A volume of information concerning the political conditions, government and administration, political geography, the social structure and the life of the people, the religious faiths, economic conditions and many other topics, can be derived from a critical study of the inscriptions.The inscription under discussion is a copper plate from the village of Pejavar, Mangalore Taluka, South Kanara District, Karnataka State. The copper plate is now in the possession of K. Venkatraya Achar, Suratkal. It belongs to the period of the Vijayanagara emperor Immadi Devarāya (1424–1446 A.D.). The copper plate is in the Kannada language and script. The script seems to belong to a later period. The epigraphic department of the Government of India noticed this inscription in its annual report in the year 1967–68. Sri Venkatraya Achar, the discoverer of the inscription, made a few observations in the year 1957. This paper seeks to provide fresh information on political, religious and land transaction procedures on the basis of the contents of the copper plate.

This paper aims to elaborate on how government policies prevent and deal with COVID-19. The method used is a qualitative method with a case study approach. The focus of the study is government policies and events that follow the implementation of the policy period from March to June 2020 related to government policies in the prevention and treatment of COVID-19. The study results show that government policies to prevent the spread of Coronavirus transmission such as the policy of staying at home; Social distancing; Physical Restrictions; Use of Personal Protective Equipment; Maintain Personal Hygiene; Work and Study at home; Postpone all activities that gather a lot of people; Large-scale social restrictions; until the implementation of the New Normal policy. In addition, the government has also implemented social assistance and social protection policies to ensure that the community can survive, not only the Social Welfare Services Government group but also the high-class community.

The main purpose of this paper is to examine empirically the influence of social factorson the adoption of e-Procurement in government institutions. The research design used isa survey research. The theoretical model is empirically tested with data collected from 130work units involving 185 respondents from across the local government institutions in CentralJava, Indonesia. Structural equation modeling was used to analyze the data. The results showthe influence of social values on the adoption of e-Procurement in government institutions.The study results sugest that volunteering based solidarity affects on usage behavior ofe-Procurement. This attitude is influenced by the social expectations of the individual againstthe social benefits of e-Procurement. Other findings, individuals who have a moderateattitude (compromise and permissive) are likely to have a low intention of the e-Procurement.This paper offers a model of development for the government adoption of e-Procurement ingovernment institutions through a participatory approach. Implementation of e-Procurementrequires the solidarity movement of individuals who voluntarily diffusing technology. Thispaper is a study on the adoption of e-Procurement in the public sector that involves socialfactors as the main determinants of technology in performing of adoption behavior. Thestudy's findings provide insight into the importance of the social benefits and social risk ininfluencing the adoption of e-Procurement.Keywords: E-Procurement; Volunteering; Solidarity; Social Risk; Social Expectancy.

The purpose of this study was to find out the implementation of the Family Hope Program (PKH) Policy at the Social Office of Donggala Regency. The research method uses a qualitative descriptive approach. Determination of informants is done purposively. Collecting data using observation, interviews and documentation. Data analysis used the Miles and Huberman interactive model approach, namely data collection, condensation, display and data verification. The results of the study indicate that: (1) Aspects of communication, PKH implementers in Donggala Regency have built communication between the parties, providing relevant information, but socialization is not routinely carried out to the parties, especially cross-agency officials who need this information. (2) resources (Resouces), the availability of resources in the implementation of the Family Hope Program in Donggala Regency is supported by the availability of PKH human resources (HR) recruited under the conditions of academic standards and experience set by the Ministry of Social Affairs, then strengthened by training and technical guidance and has met the ratio of 1 (one) social assistant accompanying 250KPM, (3) the implementer (disposition), in terms of loyalty, commitment and honesty of the implementer in the implementation of the family hope program has been running in accordance with the code of ethics set by the institution, based on values and polite attitude, integrity and professionalism. (4) the bureaucratic structure, the implementation of PKH activities has been carried out based on the source of the Operational Procedure (SOP), as well as fragmentation in the form of distribution of authority, the hierarchy has run quite synergistically between the government units involved.

This study explains how social movements are initiated by women's groups. The movement carried out penetrates various spaces in the social environment and even traditional institutions as groups that have authority. Through a descriptive approach and in-depth interview techniques, this study answers questions about how women's groups carry out social movements by constructing the issue of the non-transparent distribution of Covid-19 aid. Thus, the mobilizing structure, which is carried out systematically, attracts traditional institutions (ninik mamak) in the vortex of conflict. This study found that the sources of issues from social movements carried out by women's groups were (a) information from the deputy governor regarding the distribution of Covid-19 aid, (b) nepotism and collusion from the nagari government. Two framing issues (framing) are then packaged through social media to attract the power to carry out mass actions (demonstrations). This study concludes that the demonstration of women giving birth is a new policy related to the distribution of Covid-19 by the government.

The purpose of this study is to provide empirical evidence behind tax compliance based on a slippery slope framework, namely the motivation to pay taxes due to the power (power) of the government or the awareness of the taxpayers themselves. This study uses a quantitative descriptive approach with data collection techniques in the form of questionnaires and interviews. The sample used was the UMKM actors in Batu's city with a purposive sampling technique. The study results provide empirical evidence that tax payment motivation has a positive effect on tax compliance. Furthermore, interviews with several MSME actors who became respondents stated that tax payments were based on the government's power. It can be said that the motivation for tax payments has not been based on the taxpayer's awareness. The research results are expected to provide advice to the government regarding policies or steps that should be taken to increase the trust (trust) of taxpayers on tax payments that have been made. If the trust is built, tax compliance can increase without coercion.

It is quite possible to talk about the presidential system if these forces are strictly separated, and It is the parliamentary system if they are separated softly between each other. France is an example of a Semi- Presidential Government system. The government is not powered by parliament, but parliament can dismiss the government in the same time. Some authors define the French political system as a "super presidential system." The president has more powers than the prime minister in the presidential system. A "semi-presidential" government system usually composed of a chairman elected by the people and having a significant mandate and a prime minister dependent on parliament. Introduction. The article actualizes the problem of monitoring the qualitative indicators of higher education in modern Russian universities. The opportunities for monitoring to identify the levels of university graduates’ satisfaction with the obtained education considering the rapidly changing socio-cultural and economic conditions are disclosed. Goal: substantiation of heuristic possibilities for monitoring the quality of higher education in accordance with the social demand. Methods. At the basis of the study methodology lies the systemic approach allowing the authors to conduct a comprehensive analysis of the specific features of monitoring. The analysis, generalization, and classification of the main indicators constituting the foundation for the study of university graduates’ satisfaction with the quality of education are conducted. Results. The article presents the results of monitoring studies and proposes a classification of methodological and methodical approaches to the study of the topic. Scientific novelty. The topic of monitoring university graduates’ satisfaction with the quality of education allows the authors to explore the main relevant problems of modern universities and disclose the potential of higher education. Practical significance. The acquired study results can be used in further research, scientific and methodical developments, and project activity aimed at improving students’ satisfaction with the educational process and promote the quality of pedagogical work.

This study aims to analyze the village government's management of village funds to increase the empowerment of rural communities in the Wonosobo Regency. Several villages in Wonosobo Regency were selected based on the classification of the Building Village Index, including Krasak, Blederan, Kebrengan, and Derongisor. This study uses a qualitative method with a descriptive approach. Data collection techniques used are interviews, documentation, and observation. Interviews were conducted with informants from village officials and community representatives. Data analysis was carried out with data collection from interview transcriptions, direct observations, and documents. The study results indicate that the management of village funds carried out by the village government in Wonosobo Regency has paid attention to aspects of accountability and transparency. In addition, the use of funds is also right on target, prioritized for community empowerment. Overall, good management of village funds has increased empowerment and provided benefits to communities in various areas.Keywords: Village Funds; Accountability; Transparency; Village Community Empowerment. AbstrakPenelitian ini bertujuan untuk menganalisis pengelolaan dana desa untuk peningkatan pemberdayaan masyarakat desa di Kabupaten Wonosobo. Beberapa desa di Kabupaten Wonosobo dipilih berdasarkan berdasarkan klasifikasi Indeks Desa Membangun, meliputi Desa Krasak, Blederan, Kebrengan, dan Derongisor. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, dokumentasi dan observasi. Wawancara dilakukan terhadap informan dari aparatur desa dan perwakilan masyarakat. Analisis data dilakukan dengan pengumpulan data dari transkripsi wawancara, observasi langsung dan peninjauan dokumen. Hasil penelitian menunjukkan bahwa pengelolaan dana desa yang dilakukan oleh pemerintah desa di Kabupaten Wonosobo telah memperhatikan aspek akuntabilitas dan transparasi. Selain itu, penggunaan dana sudah tepat sasaran untuk pemberdayaan mayarakat. Secara umum pengelolaan dana desa yang baik telah meningkatkan pemberdayaan dan memberikan manfaat bagi masyarakat di berbagai bidang.Kata Kunci: Dana Desa; Akuntabilitas; Transparansi; Pemberdayaan Mayarakat Desa.
