The purpose of this research is to find out how the implemention of the licensing services system seeks to be integrated electronically online single submission (OSS) kaloka district. Based on the theoretical study of the implementation of problem policies that occur in the investment office and one-stop integrated licensing in kolaka regency that the services provided, especially in licensing service, still cannot be said to run effectively. Basically, people who want to acces licensing services have not been able to be able to be because of limeted knowledge about technology (gadgets), educational background, and economic factors. So many people have not been able to access the aplication. On the exiting self-contained, the author is interested in conducting a study that can desribe and describe various challenges, obstacles, and problems in efforts to improve licensing services. Thus, the author establishes a research theme that is the implementation of the licensing service system trying to be integrated electronically through online single submission (OSS) on Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu  (DPMPTSP) kolaka district.AbstrakTujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Sistem Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik Online Single Submission (OSS) Kabupaten Kolaka. Berdasar pada kajian teoritis implementasi kebijakan Permasalahan yang terjadi pada Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu (PTSP) di Kabupaten Kolaka bahwa pelayanan yang diberikan khususnya pada pelayanan perizinan masih belum dapat dikatakan berjalan secara efektif. Pada dasarnya masyarakat yang ingin mengakses pelayanan perizinan tersebut belum mampu di karenakan keterbatasan pengetahuan tentang teknologi (gadget), latar belakang pendidikan, dan faktor ekonomi. maka banyak masyarakat masih belum dapat mengakses aplikasi tersebut. Atas kondisi yang ada, penulis tertarik untuk melakukan sebuah penelitian yang dapat menggambarkan dan mendeskripsikan berbagai tantangan, hambatan, dan permasalahan dalam upaya meningkatkan pelayanan perizinan. Dengan demikian maka penulis menetapkan sebuah tema penelitian yaitu Implementasi Sistem Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik melalui Online Single Submission (OSS) Pada Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu  (DPMPTSP) Kabupaten Kolaka.    Kata Kunci:  Kolaka; Model; OSS; Peizinan berusaha; Sistem Pelayanan

Purpose – The purpose of this paper is to provide a detailed overview of the China Academic Library and Information system (CALIS) document supply service platform (CDSSP) – its historical development, network structure and future development plans – and discuss how its members make use of and benefit from its various components. Design/methodology/approach – The authors provide a first-person account based on their professional positions at the CALIS Administrative Center. Findings – CDSSP comprises five application systems including a unified authentication system, Saas-based interlibrary loan (ILL) and document delivery (DD) service system, ILL central scheduling and settlement system, File Transfer Protocol (FTP) service system and a service integration interface system. These systems work together to meet the needs of member libraries, other information service institutions, and their end users. CDSSP is widely used by more than 1,100 libraries based on a cloud service strategy. Each year more than 100,000 ILL and DD transactions are processed by this platform. Originality/value – The development of CDSSP makes it becomes true for CALIS to provide one stop information retrieval and supply service. At the same time, it promotes the resource sharing among member libraries to a great degree.

In order to realize the goal of one-stop operation service in the petrochemical industry, according to the integrated device operation and maintenance mode of the domestic large and complex petrochemical industry units, integrated and comprehensive service system of operation and maintenance of petrochemical units is designed. Three subsystems of operation and maintenance management, preventive maintenance, maintenance emergency response are designed into an integrated and comprehensive service system. The system has the characteristics of being integrated, open, easy to extend and maintain. The system is developed and implemented in the petrochemical corporation and has a good prospect of application.

The WeChat public platform is a new service platform based on WeChat applications that provides business services and user management for individuals, businesses and organizations. It provides a new solution to the lag of agricultural information dissem-ination in the traditional media. However, services based on Tencent's backend can only meet the basic needs of users and reduce the user's experience in agricultural science and technology consulting process. In order to provide efficient and convenient service to users and solve existing problems in consultation process, the platform-related API were used to upgrade the 12396 hotline WeChat public platform to an integrated agricultural information interactive service system. It mainly carries out the following three aspects to upgrade development. Firstly, 12396 hotline WeChat public platform added two sub-menu items, “use ask” and “expert answer” to push the user’s question to expert directly, reducing the backend customer service’s works and improving the efficiency of problem solving. Secondly, 12396 WeChat public platform upgraded and developed an integrated "one-stop" micro-site to allow users know the agriculture market timely, releasing supply and demand information, etc. Thirdly, the 12396 WeChat public platform combined initiative push information with the user's automatic acquisition of information by sending keywords which increased user selectivity. The upgraded platform has obtained a good preliminary application achievement and recognized and welcomed by users. Finally, we concluded and looked forward to the future development direction of agricultural mobile consulting.

Constructivism emerged at the end of the Cold War and entered into IR theories debate by criticizing the rationalists (neo-liberal and neo-realist) on the one hand and critics on the other, accusing them of failing to predict and explain the end of the Cold War. While rationalists focus on material and economic factors, constructivists focus on cultural factors, the influence of ideas, norms and identities on the explanation of processes of interest formation, how to define survival and defining mechanisms of international politics, and emphasize that interest and identity interact through socio-historical processes and constitute each other. Thus, constructivism belongs to the fourth debate in the theoretical study of International Relations and it is one of the post-positivist theories, but it attempts to serve as a bridge between the positivist and post-positivist approaches. For example, if post-positivist theories are criticized, because of suffering from providing a realistic alternative versus of the description and explanation offered by rational theories, constructivism tries to overcome this criticism and it is able to provide the research program required to remove the post-positivist dilemma, by providing the practical hypotheses required by the establishment of a theory to describe and explain the reality of international relations. However, constructivism is not immune from criticism, it is accused that it does not offer anything new and exaggerates the understanding of cultural factors such as norms and identities and their impact on the reality of international relations, as well as its epistemological and methodological problems and its internal divisions between modern constructivists and postmodern constructivists.

The purpose of this research is to dig information about factors that influence decision to invest in an area. The digging information is about service model and conducive invesment facilities in the business world.Data processing was conducted by comparing service and license between Licencing Department and Capital Investment that have not conducted One Stop Service, and respondents’ response to service and licence in those five regencies/ sities.The result of the research shows that there is a difference pattern and licencing service investment system in the regencies and cities in East Java Province. In fact, from 40 regencies and cities in East Java Province, there are five regions which form Licensing and Capital Investment Department with One Stop Service. The regencies and cities that are examined are Pasuruan Regency, Surabaya City, Gresik Regency, Sidoarjo Regency and Lamongan Regency, and there are only three regencies and cities that have not applied the policy of One Stop Service. They are Surabaya City, Gresik Regency and Lamongan Regency.Besides the efforts of increasing service in investment, investment climate is influenced by several factors, that is economic factors and non economics factor. Economic factors are export value, real income, foreign currency rate of exchange inflation, price level and credit availability. Meanwhile, non economic factors are political factor, law, security and social condition of the society. Therefore, there should be policy’s steps in order to optimize investment service in each region.

The service system of university libraries have also transformed from the conventional reference consulting model into a knowledge-based service model. This transformation has improved the professionalism and individualism of university libraries. Therefore, establishing a competent one-stop information service model has significant and important values. In this work, we analysed the basic functionalities and the feasibility of one-stop information service model for university libraries. This study aims to find out more about the dynamics of psychology and motivation factors of online human trafficking perpetrators on two subjects of early adult men who became prisoners Dirreskrimum Polda South Sumatra. To achieve research objectives researchers used a qualitative approach. The technique was used in 2 men aged 28 and 31 who had been in custody for several months. Based on the results of research known that the motivation of online human trafficking is divided into two, i.e. internal motivation and external motivation. Internal motivation of online human trafficking actors is a form of interest and lifestyle expression, while external motivation of human trafficking is the influence of peers, family demands and economic factors. Other findings from this study are the similarity of educational background, and economic causes. In addition, it was found that the influence of drugs and suicidal desires that arise due to heavy burden of the subject's life. Abstract This study aims to determine the implementation of the function of public services in one-stop integrated services. The research method used is empirical legal research that uses a regulatory approach and a conceptual approach. The results of the study indicate that PTSP system policies can only be an alternative improvement of the One-Stop Service System. However, this new system will not provide the expected changes, if it cannot show an efficient service, has a clear standard of time and costs, has a simple service procedure, and is easily accessible to those in need. To realize an administrative service system that has such characteristics, one of the strategies that needs to be developed in PTSP is through the establishment of a Service Unit (UP) that has special authority in granting licenses. The UP can be designed in several forms, including: First, It is a particular Unit / Unit of Work, which has the authority to provide investment licensing services centrally. This Unit / Work Unit has the authority to process and issue various licenses which constitute a delegation of part of the authority of work units that serve licensing. Second, is a Unit / Work Unit that provides investment licensing services. This unit / work unit has a front line that serves to receive all investment permit applications in the region and a back line that has a working relationship with a unit / work unit that functionally issues licenses. Keywords: One Door Public Service, Government, Community Service Abstrak Penelitian ini bertujuan untuk mengetahui implementasi fungsi pelayanan publik dalam pelayanan terpadu satu pintu. Metode penelitian yang digunakan dalah penelitian hukum empiris yang menggunakan pendekatan peraturan perundang undangan dan pendekatan konseptual. Hasil penelitian menujukan bahwa Kebijakan sistem PTSP dapat saja sebagai alternatif perbaikan dari Sistem Pelayanan Satu Atap. Namun demikian, sistem baru ini tidak akan memberikan perubahan yang diharapkan, jika tidak dapat menunjukan adanya efisien dalam pelayanan, memiliki standar waktu dan biaya yang jelas, memiliki prosedur pelayanan yang sederhana, dan mudah diakses oleh yang membutuhkan. Untuk mewujudkan sistem pelayanan administrasi yang memiliki karakter demikian, salah satu strategi yang perlu dikembangkan dalam PTSP adalah melalui pembentukan Unit Pelayanan (UP) yang memiliki kewenangan khusus dalam pemberian perizinan. UP tersebut dapat didesain dalam beberapa bentuk, antara lain: Pertama, Merupakan Satuan/Unit Kerja tertentu, yang memiliki kewenangan untuk memberikan pelayanan perizinan penanaman modal secara terpusat. Satuan/Unit Kerja ini memiliki kewenangan untuk memproses dan menerbitkan berbagai perizinan yang merupakan pelimpahan sebagian dari kewenangan unit-unit kerja yang melayani perizinan. Kedua, Merupakan Satuan/Unit Kerja yang memberikan pelayanan perizinan penanaman modal. Satuan/Unit kerja ini memiliki front line yang berfungsi untuk menerima semua permohonan perizinan penanaman modal di daerah dan back line yang memiliki hubungan kerja dengan satuan/unit kerja yang secara fungsional menerbitkan perizinan. Kata Kunci: Pelayanan Publik Satu Pintu, Pemerintahan, Layanan Masyarakat

This study aims to determine the application of an integrated service system in several Central Java districts to protect Indonesian workers. This research uses the observational method. This study involved seven districts contributing to Indonesian workers in the province of Central Java. The sample districts include Banyumas, Cilacap, Pati, Kendal, Sragen, Grobogan and Wonosobo. The data were obtained utilizing field observations, interviews, quinones and literature studies, analyzed using the Miles and Huberman models, namely data reduction, data tabulation, data presentation and conclusion drawing. The study results show that the One-Stop Integrated Service also helps reduce Illegal Indonesian Migrant Workers and prevents document falsification. Limited Human Resources (HR) who can act as operator staff at LTSA office outlets are also a factor in the ineffectiveness of the One-Stop Integrated Service. This means that the presence of LTSA in various districts/cities in Central Java can facilitate the role of BP2MI in carrying out its functions. However, it cannot run effectively as a whole.
