This study aims to determine the application of an integrated service system in several Central Java districts to protect Indonesian workers. This research uses the observational method. This study involved seven districts contributing to Indonesian workers in the province of Central Java. The sample districts include Banyumas, Cilacap, Pati, Kendal, Sragen, Grobogan and Wonosobo. The data were obtained utilizing field observations, interviews, quinones and literature studies, analyzed using the Miles and Huberman models, namely data reduction, data tabulation, data presentation and conclusion drawing. The study results show that the One-Stop Integrated Service also helps reduce Illegal Indonesian Migrant Workers and prevents document falsification. Limited Human Resources (HR) who can act as operator staff at LTSA office outlets are also a factor in the ineffectiveness of the One-Stop Integrated Service. This means that the presence of LTSA in various districts/cities in Central Java can facilitate the role of BP2MI in carrying out its functions. However, it cannot run effectively as a whole.

The purpose of this study is to evaluate the placement and protection programs of Indonesian migrant worker that they run by the Ministry of Manpower and The National Agency of Placement and Protection of Indonesian Migrant Worker. This research is done by observation, interview and documentation with Discrepancy Evaluation Model method. The method is to evaluate design, installation, process and the Implementation of the Placement and Protection programs of Indonesian migrant worker  against the Employment Placement Private Company to provide Indonesian Migrant Workers services licensed by the Ministry of Manpower and placement permits from The National Agency for Placement and Protection of Indonesian Migran Workers, the role of local government on one-stop integrated service, the role of labor attaches in Indonesian embassy from the Ministry of Manpower and supervision of The Nasional Agency for Placement and Protection of Indonesian Migrant Worker. The conclusion of this study indicates that there is a gap in discrepancy at 16.01% from the target to be achieved.

Abstract Background: In western countries and China, back and neck pain has become a common problem that bothers daily life and severely influences the quality of our daily life. Among all factors that lead to chronic neck and back pain, IDD is the one that couldn’t be easily neglected. Methods: This study aims to figure out the critical genes and pathways involved in the development of IDD and provide a new aspect of following investigations on the etiology of IDD. We firstly systemically searched the GEO database and identified the differentially expressed genes (DEGs) from the expression profile dataset we selected. We secondly constructed the protein-protein interaction (PPI) network for DEGs, identified the top ten hub genes from the whole PPI network and found two statically and medically significant modules from the network, we then performed the GO and KEGG analysis on the DEGs, top ten hub genes, the PPI network and the two statically and medically modules. In the end, we provided the primers of the mRNAs of all DEGs, which will be useful for the validation experiment of this study. Results: FN1, MMP2, POSTN, COL3A1, TIMP3, FBN1, GJA1, TGFBI, EFEMP1 and ID1 were top ten hub genes identified from this study, and they may play a vital role in the development of IDD. Angiogenesis and integrin binging are crucial biological process and molecular function defined in this study, which are worthy of being intensely investigated.Conclusion: More studies on the top ten hub genes, the role of angiogenesis and integrin binding in IDD are urgently needed, which will benefit the prevention, screening, diagnosis and prognosis of IDD.


Bureaucratic reform is an effort to make improvements made to the system of organizing matters relating to being institutional, business, and human resources aspects of the apparatus. Human resources are one of the most important factors that cannot even be released by an organization. This study aims to analyze and explain the reform of human resources and their implications for public services in Indonesia. The type of research used is descriptive-qualitative with a case study approach. Data collection techniques used is interviews and documentation. The instruments in this study were the researchers themselves, while the informants used purposive techniques. Data analysis techniques are "interactive models" which include the public, data condensation, data presentation, and verification. The results showed that the implementation of employee capacity building in a one-stop integrated service was well implemented, this was influenced by several factors such as education, training, and assignment, employees understood the responsibilities in carrying out the tasks given by superiors and providing services to the people. The behavior of the apparatus needs to be corrected so that they are oriented to productivity and quality of work and prioritize the benefits of the general public and social justice.

Abstract: Following the advent of and continuous progress of technology, computer network and information management have gradually being incorporated into the daily operation and management of university libraries all around the world. The service system of university libraries have also transformed from the conventional reference consulting model into a knowledge-based service model. This transformation has improved the professionalism and individualism of university libraries. Therefore, establishing a competent one-stop information service model has significant and important values. In this work, we analysed the basic functionalities and the feasibility of one-stop information service model for university libraries. We also discussed in details the construction methodology for different modes, for reference only.

An observation was made when a new website was launched through the ministry in order to improve the service quality of the Building Information System in the Management of Building Permits (SIMBG) at the One-Stop Integrated Service and Investment Service of Merauke Regency which consists of five quality dimensions, namely: tangibility, reliability, responsiveness, assurance, and empathy. The purpose of this research is to describe the service quality of the Building Information System (SIMBG) in making Building Permits at One-Stop Integrated Service and Investment Service. The research is a descriptive with a qualitative analysis approach in its method. The data collection techniques are: theoretical studies and field studies consisting of observations and interviews. 10 informants were interviewed in the study. They are five informants of IMB officers at DPMPTSP and five informants from the community who have made IMBs online. There are 3 data analysis techniques used, namely data reduction, data presentation, and drawing conclusions/verification. The conclusion of this study illustrates that the use of the 5 dimensions of Parasuraman has met the standards of SIMBG Service Quality at DPMPTSP Merauke Regency in the management of IMB. However, there are some shortcomings and things that have not been met, such as the length of time the applicant data upload process takes, the appropriate length of time for issuance, and coordination with each sub district in Merauke Regency regarding more intensive socialization of online licensing at the Merauke Regency DPMPTSP. Apart from that, it has shown that in general the quality of service is quite optimal in providing public services regarding existing permits in Merauke Regency.

This research entitled “Law Principle of One-Stop Integrated Service”. The preambule of the 1945 Constitution of the Republic of Indonesia mandated that the objective of the establishment of the Republic of Indonesia was to advance public welfare and educate the life of the nation. The mandate implies that the state is obliged to fulfill the needs of every citizen through a system of government that supports the creation of excellent public services in order to meet the basic needs and civil rights of every citizen of public goods, public services, and administrative services.The philosophical foundation of the obligation of every person to have permission to carry out their activities is contained in the provisions of Article 28J paragraph (1) of the 1945 Constitution of the Republic of Indonesia (Amendment), which aims to respect the human rights of other people in an orderly society, nation and state. In accordance with the provisions of Article 28 Paragraph (2) of the 1945Constitution of the Republic of Indonesia (Amendment), permission is a limitation of one's right to provide facilities to the community in the One Stop Integrated Service (PTSP) in the provisions of Article 28 H paragraph (2) The Republic of Indonesia in 1945 (Amendment), which reads "everyone has the right to receive facilities and special treatment to obtain the same opportunities and benefits in order to achieve equality and justice. The One Stop Integrated Licensing Service is a licensing service model that integrates the authority of the licensing agency, so that legal figures in the One Stop Integrated Licensing Service are legislation that regulates the mapermits,  among  others in  the  form of  regulations regions and  regional  head regulations. Based on the principle of bevogheid zonder verantwoordlijkheid, each permit issuer can be held accountable for the permit issued or rejected, so that the public or applicant can submit legal protection efforts through the judicial institution (State Administrative Court). Legal remedies carried out by permit applicants or the public are also a form of legal protection for permit issuers in measuring the validity of issuing decisions.

Abstract This study aims to determine the implementation of the function of public services in one-stop integrated services. The research method used is empirical legal research that uses a regulatory approach and a conceptual approach. The results of the study indicate that PTSP system policies can only be an alternative improvement of the One-Stop Service System. However, this new system will not provide the expected changes, if it cannot show an efficient service, has a clear standard of time and costs, has a simple service procedure, and is easily accessible to those in need. To realize an administrative service system that has such characteristics, one of the strategies that needs to be developed in PTSP is through the establishment of a Service Unit (UP) that has special authority in granting licenses. The UP can be designed in several forms, including: First, It is a particular Unit / Unit of Work, which has the authority to provide investment licensing services centrally. This Unit / Work Unit has the authority to process and issue various licenses which constitute a delegation of part of the authority of work units that serve licensing. Second, is a Unit / Work Unit that provides investment licensing services. This unit / work unit has a front line that serves to receive all investment permit applications in the region and a back line that has a working relationship with a unit / work unit that functionally issues licenses. Keywords: One Door Public Service, Government, Community Service Abstrak Penelitian ini bertujuan untuk mengetahui implementasi fungsi pelayanan publik dalam pelayanan terpadu satu pintu. Metode penelitian yang digunakan dalah penelitian hukum empiris yang menggunakan pendekatan peraturan perundang undangan dan pendekatan konseptual. Hasil penelitian menujukan bahwa Kebijakan sistem PTSP dapat saja sebagai alternatif perbaikan dari Sistem Pelayanan Satu Atap. Namun demikian, sistem baru ini tidak akan memberikan perubahan yang diharapkan, jika tidak dapat menunjukan adanya efisien dalam pelayanan, memiliki standar waktu dan biaya yang jelas, memiliki prosedur pelayanan yang sederhana, dan mudah diakses oleh yang membutuhkan. Untuk mewujudkan sistem pelayanan administrasi yang memiliki karakter demikian, salah satu strategi yang perlu dikembangkan dalam PTSP adalah melalui pembentukan Unit Pelayanan (UP) yang memiliki kewenangan khusus dalam pemberian perizinan. UP tersebut dapat didesain dalam beberapa bentuk, antara lain: Pertama, Merupakan Satuan/Unit Kerja tertentu, yang memiliki kewenangan untuk memberikan pelayanan perizinan penanaman modal secara terpusat. Satuan/Unit Kerja ini memiliki kewenangan untuk memproses dan menerbitkan berbagai perizinan yang merupakan pelimpahan sebagian dari kewenangan unit-unit kerja yang melayani perizinan. Kedua, Merupakan Satuan/Unit Kerja yang memberikan pelayanan perizinan penanaman modal. Satuan/Unit kerja ini memiliki front line yang berfungsi untuk menerima semua permohonan perizinan penanaman modal di daerah dan back line yang memiliki hubungan kerja dengan satuan/unit kerja yang secara fungsional menerbitkan perizinan. Kata Kunci: Pelayanan Publik Satu Pintu, Pemerintahan, Layanan Masyarakat

Manpower is the driving force of an activity that can determine the implementation of manpower through the available manpower, which is an integral part of national development based on Pancasila and the 1945 Constitution of the Republic of Indonesia. Problems that occur to Indonesian migrant workers abroad occur cases, abuse and discrimination occur, such as cases of sexual harassment, cases involving convictions of migrant workers, cases of unpaid wages, to cases of unilateral termination of employment. This research uses normative juridical research methods and is legally supported by socio descriptive analysis employing primary, secondary, and tertiary data. The purpose of this research is that the placement of Indonesian workers abroad is one of the State's efforts to realize the same rights and obligations for workers to improve their standard of living. The study results show that the protection of migrant workers needs to be affirmed with certainty against the regulation of Law Number 18 of 2017. The aim is to guarantee Indonesian Migrant Workers and their families in realizing guaranteed fulfillment of their rights in all activities before working, during work, and after working in legal, economic aspects, and social. The role of state diplomacy is needed in protecting and fulfilling the rights of migrant workers because this condition involves relations between countries, as people who have no choice of provider for life, workers. Therefore the role of the State must be very spearheading in providing legal protection to migrant workers because their status is minimal. The research analysis results to realize the implementation of international and national legal instruments from Indonesia need to be optimized through diplomacy from those with interest so that protection is said to be effective and optimal.

Indonesian Migrant Workers are Indonesian citizens who will and are working abroad, BP2MI and DISNAKER play an active role in channeling PMI abroad, so that in the Covid-19 era there were various policies issued by the government for the protection of PMI in Central Java Province, This study aims to analyze the role of BP2MI and DISNAKER in the protection of PMI in Central Java. As well as to analyze the obstacles faced in the Covid-19 era. This research method uses the Socio Legal approach obtained through primary data sources and secondary data sources which are analyzed using descriptive methods analytical. The results of this study indicate that the Covid 19 epidemic has affected the sending of PMI abroad so that the role of BP2MI and DISNAKER is very urgent in protecting PMI abroad based on Law No. 18 of 2017 concerning PMI protection, the conclusion of this study the government must guarantee protection against every PMI which will be channeled through Central Java Province in the Covid 19 era.

Abstract This study aimed at identifying the implementation of bureaucratic reforms and trying to offer some solutions for improvement of administrative services licensing. This study applied qualitative approach using a case study design. Techniques of data collection used three kinds of instrument, namely: observation, in-depth interviews, and office documentation. The data were analyzed through the stages of data reduction, data presentation, and conclusions and verification. The results found that the implementation of the bureaucratic reform of administration service licensing on the Institutional aspects in Bone regency have shaped the One Stop-Integrated Service; on the aspects of human resources found that the qualification of existing employees were not appropriate to the needs of the organization which lack of employees’ disciplines and responsibilities; on the aspects of systems and procedures indicated that the licensing generally resolved exceeds the specified time of period as well as discrimination and inconsistencies. Through this study, the researcher made verification in some of the concepts and theories in the form of formalism as one of the characteristics of prismatic society proposed by Fred W. Riggs in those phenomena which called “Heresy Regulation”.
