The article is concerned with the current system of the decontaminants and decontamination equipment of the Armed Forces of the Russian Federation. The authors indicate that the main decontamination work during the fighting with the use of weapons of mass destruction http://journal.ofhim.ru/index.php/vestnik/article/view/6/6must be done by the soldiers themselves with the application of the decontamination equipment at their disposal. This equipment should be repairable, simple and convenient in use, not expensive in production and have extended storage life. Military units of radiological, chemical and biological defence should be involved in the most difficult and responsible decontamination operations, connected with the decontamination of the command and control centers, large-size military equipment and individual protection equipment. The article is concerned with the main trends in the research, connected with the creation of new, more advanced individual means of decontamination, development of portable decontamination equipment, decontaminants and ways of decontamination

The Sub-Committee of the Disarmament Commission (France, Soviet Union, Canada, United Kingdom, United States) met in London, May 13–June 22. Following discussion of possible approaches for the Sub-Committee, the Soviet representative presented a draft resolution11 prohibiting unconditionally weapons of mass destruction and asking the Security Council to effect an international agreement to guarantee enforcement of that prohibition. Permanent members of the Security Council would reduce by one-third conventional military equipment and personnel within a year. The draft recommended the convening by the Security Council of a conference to effect reduction of armaments by all states and to abolish military installations on foreign territories. The Soviet representative attacked parts of the United Nations Majority Plan for Control of Atomic Energy, stating that the United States desired to monopolize nuclear secrets and to secure information on Soviet armaments without prohibiting nuclear weapons.

In the history of humankind, any new scientific discovery has shown the risk of a “dual use” for peaceful purposes or for warfare. In regard to non-conventional weapons, the recent exponential development of nanosciences and nanotechnology can provide efficient tools for counteracting these threats, by improving the detection, protection, and decontamination capabilities in the field of CBRN defence. Nevertheless, these disciplines also may offer novel, uncontrolled means of mass destruction, leading to the synthesis of new, intentionally toxic systems. Furthermore, several points of concern are linked to the new concepts of “nanotoxicology” and “nanopathology: If a multidisciplinary approach is needed to study nanosciences and nanotechnologies, a multidisciplinary approach also is needed to have a strict control on potential illegal uses of nanosystems. Experts active in various fields, such as academic, industrial, military, and health protection institutions, must work cooperatively to constantly follow the state of the art, note which kind of critical emerging technologies may lead to illicit uses, and control the diffusion of hazardous nanosystems that may be potential precursors of weapons of mass destruction, and cooperate with CBRN emergency prevention organizations in order to plan suitable countermeasures. This presentation will cover some examples of nanosystems applied to defense from non-conventional warfare agents and answer questions regarding potential misuses of basic nanoscience and nanotechnology findings.

The article lays out certain aspects that are being investigated within the framework of the research work “Development of a methodology for conducting military forensic assessments of the actions of officials (leaders, commanders, chiefs) of counter-terrorism entities during an anti-terrorist operation” based on the analysis of the structure of the forensic expert methodology, as well as their differences from the evaluation of the actions of the same persons during the operation of the united forces in repelling armed aggression of the Russian Federation. Thus, research of certain aspects of the evaluation of the actions of officials (leaders, commanders, chiefs, other military personnel) of the anti-terrorist operation and the actions of the same persons during the operation of the united forces, indicates differences in international and national legislative, other regulatory regulation of their activities. In particular, in various state-authorized bodies of the state security and defense sector, forces and means that were used (are used) during the operation, management of the operation, goals, objectives, functions, planning, provision and organization of its implementation, use as directed by personnel military units, the legality of using weapons, etc. At the same time, the conducted studies provide the basis for understanding the need to further improve the legal regulation of operations by forces and means of the Armed Forces of Ukraine, the Security Service of Ukraine, other bodies of the security and defense sector and searching and providing answers to questions that arise in modern conditions administration of justice, including in the course of conducting forensic military examinations.

The article deals with the main provisions that are being investigated within the framework of the research work “Development of the methodology for conducting forensic military examinations related to the level of defence capability of the state”. The authors investigate the inconsistency between the Strategic Planning of the Armed Forces of Ukraine and the Defence Planning measures conducted in the country during 1991-2014. In order to restore military registration throughout the country in 2016, district (city) MC were further formed in administrative-territorial units of the district type, where they were reduced in previous years. Thus, one of the main indicators of the mobilization readiness of the MC is their real capacity for the full and timely deployment of mobilization resources to the troops. However, the results of the implementation of the MC tasks for lifting and submitting part of the mobilization resources during 1-6 phases of partial mobilization in 2014-2015, confirm the existence of significant problems and inconsistencies between the real and necessary capabilities of the MC to fulfil the assigned tasks. In the opinion of the authors of the article, the necessary and necessary techniques for conducting judicial military examinations, which are an important tool for objective evaluation of actions (inaction) of military officials (commanders, commanders, commanders, commanders) in matters of construction, development, training and implementation of the AF, are needed and required. The establishment of a causal link between the violations by the abovementioned officials of the requirements of the current legislation and the occurrence of grave consequences related to the death of personnel, the loss of arms, military equipment, material means, etc.

The perception of the Ilovaisk tragedy of 2014 in the discourse of Ukrainian public opinion is analyzed. The tragedy («Ilovaisk cattle») was in surrounding a group of Ukrainian troops about 1,200 soldiers by the regular units of the Armed Forces of the Russian Federation (RF Armed Forces) and Russian terrorist groups near Ilovaisk, Donetsk region. While leaving the «cattle» through the humanitarian corridor, the Ukrainian soldiers came under shelling by the Russian side. Pro-government circles saw among the causes of such a tragic situation the treachery of the Russian leadership. Previously having agreed with Kyiv that it would release Ukrainian fighters from the encirclement, it eventually committed the shootings. Another reason was the betrayal of some Ukrainian soldiers who deserted from defensive positions, creating for the enemy favorable conditions to encircle. The participants of the events, experts, media partly accused the Ukrainian state and military leadership of inertia, passivity, and ignoring reports about the need for reinforcements. However, some military analysts acknowledged that the Ukrainian military command had done everything possible in the circumstances. Along with Russian intervention as the main part in the Ilovaisk tragedy, some experts saw a benefit for some Ukrainian politicians, as the constant threat factor could be used in the run-up canvassing to the October 2014 snap parliamentary elections. Finally, the criminal case concerning the Ilovaisk tragedy, which continues up today, has already been assessed by the Prosecutor General's Office of Ukraine (GPU). According to assessment, the deaths of Ukrainian soldiers and the loss of weapons and military equipment near Ilovaisk were directly connected with the actions of the RF Armed Forces, which on August 23-24, 2014, treacherously invaded the Donetsk region and murdered Ukrainian soldiers. It was concluded that the Ilovaisk tragedy had not only hard military but also political consequences for the country, in particular, due to the adoption of the Minsk agreements under the pressure of the tragedy, which showed itself in an imperfect «truce», which, was repeatedly violated by the enemy. In the article, the authors disclose the impact of the crisis caused by the pandemic of the coronavirus COVID-19 on the activities of the armed forces of foreign armies, including the Armed Forces of the Russian Federation to carry out defense tasks. A detailed analysis of the ability of the armed forces to withstand a new coronavirus infection and to help neutralize it both domestically and in the international arena is presented. Separately, the issue of managing forces, means and resources under these conditions was considered and a list of additional requirements for the state and military command and control system in the interests of neutralizing the pandemic was proposed.

Currently, a system of measures to combat the harmful effects of industrial noise on workers has been created in the healthcare of the Russian Federation. However, the level of specific and non-specific morbidity due to industrial noise does not decrease, and the frequency of occupational diseases even tends to increase. This is due to several reasons, including a large number of noise sources, insufficient quality of medical examinations, the absence and low efficiency of the personal noise protection and others. Noise occupies one of the leading places among the harmful physical factors in the Armed forces of the Russian Federation. Therefore, it is necessary to systematize information about acoustic sources of high intensity in the Armed forces, which will reveal several features of the acoustic situation in the workplaces. The features of the noise generated during the operation of weapons and military equipment include high intensity, non-permanent nature, the presence in the spectrum of low and infrasonic frequencies. The presented data show the diversity of sources of noise in the Armed forces, generating noise and infra-sound of sufficiently high levels. The widespread occurrence of noise sources in the military contributes to the high acoustic load of a large number of servicemen. Noise exposure leads to the development of the servicemen of the disease in the first turn of the organ of hearing, increased General and occupational diseases. The direct effect of noise and the development of noise pathology contributes to the reduction of military-professional performance and reliability. Unfavourable acoustic conditions at the workplaces of military personnel require preventive measures. The noise generated by the operation of military equipment creates discomfort for the population and a threat to the environment. Environmental impacts of acoustic oscillations on the natural environment was studied in connection with the training and combat activities of troops in places of permanent deployment and at the sites located near human settlements. It is established that several million people are exposed to noise in our country. Sources of noise affecting the population are industrial and military facilities and road, rail and, especially, air transport. The problem of acoustic pollution of the environment in the operation of weapons and military equipment is one of the priority environmental problems facing the Armed forces.

The article analyzes the current system of currency regulation and control and reveals the structure of subjects of currency regulation and control. There have been proposed the changes necessary for adaptation to the conditions of the digital economy. There has been presented the scheme of the unified system of currency regulation and control, and defined its main elements. The retrospective illustrates the process of reforming currency control agencies and agents on the eve of Russia's transition to the digital economy. There have been revealed both current legal norms that determine the structure and functionality of subjects of currency regulation and control and bills related to the subject under study. The current state development program “Digital Economy of the Russian Federation” for 2017–2025 acting in the Russian Federation is found not to contain the procedure for state regulation of foreign exchange transactions in the digital economy and not to disclose the functionality of the regulatory authorities in the context of digitalization. The analysis of the work of Russian researchers, supplementing the theory and methodology of currency relations has been carried out. Currency regulation and control are studied from the perspective of the activities of the state bodies of the government, by means of administrative, legislative and organizational measures aimed at maintaining a stable external balance and sustainable economic growth. The concept and the nature of a smart contract is considered in detail, the principal differences (according to the criteria of the form, subject, settlements and fulfillment of other obligations of the transaction) of the smart contract from the foreign trade agreement in electronic form are given. There has been proposed the author’s vision of the future development of the subject structure of currency control and made an attempt to determine the direction of further reform

This paper characterizes the problem of matching masks that are part of individual means of protection against contamination. The method of matching masks in the Polish Armed Forces with the use of irritating chemical agents such as chloropicrin and CS was analyzed. The paper presents the results of tests on the matching of modern filtering masks using the optoelectronic method during long-term use. They were analyzed and compared with the results of the reference method ‒ total internal leakage.
