The perception of the Ilovaisk tragedy of 2014 in the discourse of Ukrainian public opinion is analyzed. The tragedy («Ilovaisk cattle») was in surrounding a group of Ukrainian troops about 1,200 soldiers by the regular units of the Armed Forces of the Russian Federation (RF Armed Forces) and Russian terrorist groups near Ilovaisk, Donetsk region. While leaving the «cattle» through the humanitarian corridor, the Ukrainian soldiers came under shelling by the Russian side. Pro-government circles saw among the causes of such a tragic situation the treachery of the Russian leadership. Previously having agreed with Kyiv that it would release Ukrainian fighters from the encirclement, it eventually committed the shootings. Another reason was the betrayal of some Ukrainian soldiers who deserted from defensive positions, creating for the enemy favorable conditions to encircle. The participants of the events, experts, media partly accused the Ukrainian state and military leadership of inertia, passivity, and ignoring reports about the need for reinforcements. However, some military analysts acknowledged that the Ukrainian military command had done everything possible in the circumstances. Along with Russian intervention as the main part in the Ilovaisk tragedy, some experts saw a benefit for some Ukrainian politicians, as the constant threat factor could be used in the run-up canvassing to the October 2014 snap parliamentary elections. Finally, the criminal case concerning the Ilovaisk tragedy, which continues up today, has already been assessed by the Prosecutor General's Office of Ukraine (GPU). According to assessment, the deaths of Ukrainian soldiers and the loss of weapons and military equipment near Ilovaisk were directly connected with the actions of the RF Armed Forces, which on August 23-24, 2014, treacherously invaded the Donetsk region and murdered Ukrainian soldiers. It was concluded that the Ilovaisk tragedy had not only hard military but also political consequences for the country, in particular, due to the adoption of the Minsk agreements under the pressure of the tragedy, which showed itself in an imperfect «truce», which, was repeatedly violated by the enemy. The article deals with the main provisions that are being investigated within the framework of the research work “Development of the methodology for conducting forensic military examinations related to the level of defence capability of the state”. The authors investigate the inconsistency between the Strategic Planning of the Armed Forces of Ukraine and the Defence Planning measures conducted in the country during 1991-2014. In order to restore military registration throughout the country in 2016, district (city) MC were further formed in administrative-territorial units of the district type, where they were reduced in previous years. Thus, one of the main indicators of the mobilization readiness of the MC is their real capacity for the full and timely deployment of mobilization resources to the troops. However, the results of the implementation of the MC tasks for lifting and submitting part of the mobilization resources during 1-6 phases of partial mobilization in 2014-2015, confirm the existence of significant problems and inconsistencies between the real and necessary capabilities of the MC to fulfil the assigned tasks. In the opinion of the authors of the article, the necessary and necessary techniques for conducting judicial military examinations, which are an important tool for objective evaluation of actions (inaction) of military officials (commanders, commanders, commanders, commanders) in matters of construction, development, training and implementation of the AF, are needed and required. The establishment of a causal link between the violations by the abovementioned officials of the requirements of the current legislation and the occurrence of grave consequences related to the death of personnel, the loss of arms, military equipment, material means, etc.

The article is concerned with the current system of the decontaminants and decontamination equipment of the Armed Forces of the Russian Federation. The authors indicate that the main decontamination work during the fighting with the use of weapons of mass destruction http://journal.ofhim.ru/index.php/vestnik/article/view/6/6must be done by the soldiers themselves with the application of the decontamination equipment at their disposal. This equipment should be repairable, simple and convenient in use, not expensive in production and have extended storage life. Military units of radiological, chemical and biological defence should be involved in the most difficult and responsible decontamination operations, connected with the decontamination of the command and control centers, large-size military equipment and individual protection equipment. The article is concerned with the main trends in the research, connected with the creation of new, more advanced individual means of decontamination, development of portable decontamination equipment, decontaminants and ways of decontamination

In the article, the authors disclose the impact of the crisis caused by the pandemic of the coronavirus COVID-19 on the activities of the armed forces of foreign armies, including the Armed Forces of the Russian Federation to carry out defense tasks. A detailed analysis of the ability of the armed forces to withstand a new coronavirus infection and to help neutralize it both domestically and in the international arena is presented. Separately, the issue of managing forces, means and resources under these conditions was considered and a list of additional requirements for the state and military command and control system in the interests of neutralizing the pandemic was proposed.

Currently, a system of measures to combat the harmful effects of industrial noise on workers has been created in the healthcare of the Russian Federation. However, the level of specific and non-specific morbidity due to industrial noise does not decrease, and the frequency of occupational diseases even tends to increase. This is due to several reasons, including a large number of noise sources, insufficient quality of medical examinations, the absence and low efficiency of the personal noise protection and others. Noise occupies one of the leading places among the harmful physical factors in the Armed forces of the Russian Federation. Therefore, it is necessary to systematize information about acoustic sources of high intensity in the Armed forces, which will reveal several features of the acoustic situation in the workplaces. The features of the noise generated during the operation of weapons and military equipment include high intensity, non-permanent nature, the presence in the spectrum of low and infrasonic frequencies. The presented data show the diversity of sources of noise in the Armed forces, generating noise and infra-sound of sufficiently high levels. The widespread occurrence of noise sources in the military contributes to the high acoustic load of a large number of servicemen. Noise exposure leads to the development of the servicemen of the disease in the first turn of the organ of hearing, increased General and occupational diseases. The direct effect of noise and the development of noise pathology contributes to the reduction of military-professional performance and reliability. Unfavourable acoustic conditions at the workplaces of military personnel require preventive measures. The noise generated by the operation of military equipment creates discomfort for the population and a threat to the environment. Environmental impacts of acoustic oscillations on the natural environment was studied in connection with the training and combat activities of troops in places of permanent deployment and at the sites located near human settlements. It is established that several million people are exposed to noise in our country. Sources of noise affecting the population are industrial and military facilities and road, rail and, especially, air transport. The problem of acoustic pollution of the environment in the operation of weapons and military equipment is one of the priority environmental problems facing the Armed forces.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The Constitution, as the main universal and comprehensive legal document, establishes fundamental principles and defines the legal basis for development of public and state life in all politically significant spheres, serves as a guarantor of legitimacy and order, gives a boost to the development of society. The special political and legal nature of the constitution, the issues of its operation and the mechanism of its implementation are of great importance. In accordance to the authors’ approach, the mechanism of implementation of the Constitution of the Russian Federation includes the following components: 1) entry of the constitution into legal force; 2) its functions; 3) constitutional algorithm of unity and differentiation of public authority; 4) forms of implementation; 5) ways of implementation; 6) subjects of implementation; 7) objects of implementation; 8) institutions for modernization; 9) guarantees of implementation. The authors conclude that the modern scientific ideas of a rational mechanism of implementation of the Constitution of the Russian Federation contribute to solving the issues of economic and cultural development of the Russian society, help creating favorable conditions for proper law enforcement, strengthening legitimacy and order.

Case law in Russia is Advisory in nature and is not mandatory for law enforcement practice. Courts use the signs of case law in their decisions in the reasoned part. Signs of case law is a ruling of the constitutional court of the Russian Federation and regulations of the armed forces of the Russian Federation.

A small intelligence robot (SSR) is a special military intelligence means. It is used to obtain information about the enemy - the collection of intelligence, the search for targets and target indication, observation of the situation, etc. The use of a small intelligence robot is assumed in various natural and climatic conditions: in temperate terrain, on soils with low bearing capacity, at low temperatures, in the desert, on sandy and marshy soils, on rocky soils, in elevated temperature and dustiness of air, and also in conditions highlands In the article an overview of modern developments of remotely controlled robotic military complexes, principles of their construction and perspective directions of development in the armed forces are reviewed. The issues of robotization of existing weapons and military equipment are considered. Every sample of a SSR used in combat action must possess all combat characteristics at once in an optimal ratio between them, ensuring its maximum effectiveness. Ignoring any of the properties or enhancing one property at the expense of others will not enable the full realization of the small surveillance robot. It is reasonable to select the relevant properties at the design stage, using the possibilities of mathematical modeling. The set of tactical and technical characteristics of the SSR allowed forming this. Its characteristics determine the scope and possibilities of application. The mathematical model of the SSR motion is written in the Matlab Simulink environment. Recorded mathematical model of SSR motion, formed single test cycle and input data allowed to conduct computer simulation of motion in possible conditions of operation of small surveillance robot.The single trial cycle presented contains a set of individual sites and reproduces the testing test cycle of a real polygon. On the basis of the developed tactical and technical characteristics of the SSR, the experimental sample was made. An example of the use of SSR for the intelligence of the settlement and at keeping the node of barriers has been provided. The efficiency of performing intelligence units’ tasks and reducing the risk of human losses are shown.
