This study aims to develop a blended learning-based e modulon the hadith material about intentions at the madrasah ibtidaiyah or elementary education level. This study uses the research and development method (Research and Development) with the ADDIE or Analyze development model, Design, Development, Implementation, and Evaluate. The moduldeveloped is made using the Kvisoft Flipbook Maker application and published in Html format, which can be accessed via the internet network. The developed blended learningcombines face-to-face learning and distance learning as the learning process occurs, especially during the pandemic and the new normal. E modulis used as a companion to teaching materials that can stimulate students to study independently due to the parents' busyness or the teacher's distance, which makes the obligation to study independently echoed together with the independent campaign in learning. The validity and response tests carried out 85% agreed with the use of e moduland the pretest and posttest test of students' learning outcomes also showed the effectiveness of using the blended learning-based e modulwith an average of 87 out of 20 students who became respondents.

Abstract

The development of technology, especially information technology (internet), gradually unintentionally gives influence to education either directly or indirectly. The influence is clearly visible one of them to the method of learning. Learning methods that used to be done only face-to-face in the classroom and make the educator as a center of information (conventional) gradually begin to change towards learning that is also on-line based on the internet as an information center (E-Learning internet based). In STKIP PGRI Sumatera Barat E-Learning internet based learning method itself has been introduced and implemented since 2014, but has not been maximally optimized. This is because the method does not have a standard in its implementation, and also conventional face-to-face learning method can not be abandoned completely, hence there is overlap between the two. Accordingly, this study developed a model of learning that combines the concept of conventional learning with the concept of E-Learning internet based called Blended Learning. Blended Learning model is expected to be a solution to the above problems, so that the learning process can be implemented effectively. This research is research and development research (R & D) with the outcome is a product that is learning model design.

SD Negeri Purworejo is a primary school with adequate learning facility, such as computer laboratories, projectors, and internet connection. Although teachers, students, and parents have the access and the skills to use information technology, the school facility has not been optimally used. It is assumed that the application of such skills and the use of school facility will improve the learning process and the students’ learning outcomes. In this case, information technology is used to combine a face-to-face learning process and an online learning process, which is known as “blended learning”. The twenty-four teachers of SD Negeri Purworejo did not have prior experience with the blended learning process, although they have the potential to apply it in their class. The solution for this is to hold a workshop on Blended Learning. The materials of the workshop should include blended learning planning, blended learning practical implementation, and information on the supporting materials required in blended learning. The methods used in the workshop are lecture, practicum, and simulation. The outcomes are offline and online lesson plans.

Civil State Apparatus (ASN) Act No. 5 2014 stated that ASN have the right to gain competence development. Further in PP No.11 2017 on Civil Servant Management confirmed that every government officer is entitled to competence development for at least 20 (twenty) lesson hours in 1 (one) year.Limited metrological technical training allocationcauses not all ASN in Indonesia have the opportunity to develop their competence. Therefore, it is necessary to develop varieties of metrological trainings in addition to conventional methods. The alternative is e-learning based training. One of its goal is to reduce face to face lesson hour, as a result more technical training can be conducted by PPSDK without compromising training quality. This study will analyzed the development of blended learning design that is tailored to the training needs and characteristics of participants in government institutions with prepackaged products training case study using PEDATI model. Research and development (R&D) methods with descriptive qualitative approach is used in this study. Design outcomes are as follows: all stages in PEDATI model can be used to develop blended learning instructional design based on validation by subject matter experts. A recommendation in the 4th stage the design of asynchronous learning activities should include time allocation for each learning activity in order to estimate the total time required. Accurate learning activity mapping into synchronous and asynchronous learning can ensure the achievement of competence standard and simultaneously reducing time needed to conduct face to face learning. The design prune face to face learning activity from total 50 Learning Hours (5 days) to only 20 Learning Hours (2 days), but as the trade off training participants have to occupy longer time in online activities.
