The presence of the digital industry is driving changes in the modes of public transportation from conventional to modern using online applications. The positive impact of the presence of the digital industry especially on line transportation for the community is the existence of new jobs and sources of income. But on the other hand, the presence of on line transportation also presents various problems. This study uses mixed methods with a qualitative main approach and supported by a quantitative approach. The results show that there are problems in social welfare and social protection for two-wheeled online transportation riders which caused by a legal vacuum in the status of the partnership pattern. Therefore, the researcher proposes a partnership agreement model involving the government as the party that has the right to determine the regulation, and in the agreement process requires a bargaining process so that the welfare of two-wheeled online transportation riders as informal sector workers can be fulfilled

The development of religious extremism in Indonesia continues to increase every year so that serious attention is needed by the government to deal with religious extremism in Indonesia. Indonesia is an archipelagic country where there are various ethnic groups and religions that coexist. However, the development of religious extremism sometimes becomes a serious problem for the Indonesian people because it can have a negative impact and damage the unity between nations and religions. This research uses literature study. This research method is carried out by reviewing various literatures, both books, newspapers, survey reports, academic journals related to religious extremism in Indonesia. The results show that not all religious extremism has an impact on the emergence of terrorism, but the government still must make the right policies in handling religious extremism that can cause division and affect peoples welfare. The policies that have been made by the government are considered appropriate and based on the laws that have been set by the government so that they can have a positive impact in maintaining the unity and integrity of the Indonesian nation.


The paper presents the current scenario of education in India and as examined the rural areas of Patna district area becoming nastiest in spite of initiatives taken and expenses made by the government in this regard. This paper used some statistical measures to evaluate the purpose of the right to education, which is not mere providing education but to provide the right to receive an education of good quality to every child. A quality education is maintained by three key columns viz. providing quality teachers, providing quality resources and by providing secure and compassionate atmosphere. Some suggestive measures have been given through this paper which will help in improving the status of education especially in primary schools in our country

India’s rapid economic growth is accompanied by economic inequality, poverty, and a range of social issues, thus, raising important questions concerning the breadth and depth of social protection and promotion policies prevalent in the country. The social welfare system in India is different for the formal and informal sectors of the economy. It consists of two largely parallel systems. With respect to the formal economy or the organized sector, it operates directly through the government, state-owned enterprises, and/ or private corporations that provide reasonably strong social protection to their employees through mandatory legislations spanning aspects such as payment of gratuity, employees’ provident fund, and the employees’ state insurance fund. In contrast, the informal or the unorganized sector is covered through a fragmented system of welfare schemes and benefits provided by the central government and the respective state governments. Along with tracing the historical evolution of India’s welfare system, this article outlines the constitutional place of welfare in the country. With respect to the informal sector of the economy, it provides an overview of some of the key promotion and protection-orientated welfare policies and schemes, including those that address poverty, unemployment, education, health and food insecurity. Further, it discusses the barriers experienced by people in accessing welfare benefits, such as corruption and bureaucratic hurdles, and challenges faced by the government in welfare provision, such as scale of operation and identification of the target population groups. Finally, it assesses the country’s welfare system in light of the Global Social Protection Floor Initiative of the ILO-UN.

<p>This research aims (1) to analyze and test the influence of economic growth on the degree of autonomy the area in County Government and city of Maluku Province, (2) Analyze and test the influence of economic growth on the absorption of labor on County Government and city of Maluku province (3) Analyze and test the influence of economic growth on the welfare of society at the County Government and the city of Maluku province (4) Analyze and test the influence of degree of autonomous region of absorption of labor on County Government and city of Maluku province, (5) Analyze and test the influence of the degree of autonomy the area of social welfare in the Government District and the city of Maluku province (6) Analyze and test the influence of absorption of labor against the welfare of the community on County Government and City Maluku province. The approach used is the analysis of Path Analysis, intended to answer a relationship direct or indirect causal model has been developed on the basis of theoretical consideration of researchers and certain knowledge. In addition to the causal relationship is based on the data, also based on knowledge, the formulation of hypotheses and logical analysis, so that it can be called path analysis can be used to test a set of causal hypotheses as well as to interpret these relationships.</p><p>The results showed (1) economic growth positively and significantly influence the degree of autonomy of the region. These results lend support to the hypothesis of one stating that economic growth was a significant influence on the degree of autonomy of the region. (2) The influential economic growth positively and significantly to labor absorption. These results lend support to the hypothesis of two stating that the influential economic growth dramatically to labor absorption. (3) Economic growth positively and significantly influences the well-being of the community. These results provide support for the three hypotheses which state that the economic growth affects significantly to the well-being of society. (4) The degree of autonomy the positive and significant effect of absorption of labor. (5) The degree of autonomy to the region in a positive and significant effect on the welfare of society. (6) The positive impact of labor absorption and significantly to the well-being of society. (7) The results of the discussion to confirm that economic growth affectsconsiderably to the well-being of the community through the degree of autonomy of the regions and the absorption of labor. Significant influence occurs because the existence of a direct relationship with the role of the community.</p>

This research aims to discuss the implementation of balance principle of marine and coastal resources management.  The type of this research is a normative research by way of applying the provisions and conceptual approach. The result of the research shows that the government authority is more dominant than protect the interest of adat law society. In the implementation of balance principle with regards to the coastal and natural resources management has not yet fully provided the positive impact for the social welfare. Besides, both parties have different concept of balance principle, so that it is incompatible with the substance and interpretation in its implementation. Penelitian ini bertujuan mengkaji penerapan asas keseimbangan dalam pengelolaan sumberdaya alam laut dan pesisir. Jenis Penelitian ini adalah normatif dengan menggunakan pendekatan perundang-undangan dan pendekatan konsep. Hasil penelitian menunjukkan bahwa kewenangan pemerintah lebih dominan dalam pengelolaan sumber daya alam, namun kurang memberikan perlindungan terhadap kepentingan masyarakat hukum adat. Penerapan prinsip keseimbangan dalam pengelolaan sumberdaya alam di wilayah laut dan pesisir belum sepenuhnya memberikan pengaruh positif bagi kesejahteraan masyarakat. Selain itu, kedua belah pihak mempunyai konsep yang berbeda tentang prinsip keseimbangan sehingga dalam penerapannya belum sesuai dengan makna atau hakekatnya.

Social volunteers are one of the human resources having an important role in the implementation of social welfare. According to Regulation number 16/2017 (Permensos No. 16/2017) of The Minister of Social Affairs of The Republic of Indonesia, Social volunteer is a person and a community group with or without background in social works, but carrying out activities in the field of social welfare of their own accord, not in the government social institutions, with or without emolument. There are not many research results examining Social volunteer in general terms under the supervisiom of the Ministry of Social Affairs of the Republic of Indonesia (Kemensos RI). Therefore, the problem of this article is how the dimensions of social volunteer interaction at Kemensos RI are like, The purpose of this article is to describe in general thedimensions of social volunteer interaction at Kemensos RI, using a literature review. The definition of a social volunteer is not quite right because, in reality, most of the social volunteers are individuals and work in social institutions. The involvement of social volunteers at Kemensos RI is not only determined by Kemensos RI but also by an interaction between the consideration of Kemensos RI and that of social volunteers. In the consideration of Kemensos RI, there are four dimensions, namely the decision to use volunteers, the number of volunteers, the contribution of volunteers to Kemensos RI, and the status of volunteers at Kemensos RI. Meanwhile, the consideration of volunteers is the change of volunteers from their organization, factors and diversity, the intensity and duration of their commitment as well as the quality of their works. This article recommends the consideration of Kemensos RI to use social volunteers not only to pursue a target quantity of social volunteers, but also to consider the quality and interaction of consideration between Kemensos RI and social volunteers so that there is a mutually beneficial relationship between Kemensos RI and social volunteers. The Presence of online transportation brings a new problem in Indonesia transportation market competition, many conventional transportation drivers, such as taxis, buses, motorcycle taxis, city transportation (Angkot) that reject the presence of online-based transportation. For conventional transportation drivers, the existence of online transportation has reduced their income because people prefer to use online transportation rather than conventional transportation. As the power holder, the government certainly has the right and authority to regulate and create policy harmonization for public transportation. This study uses qualitative method where primary data is obtained from 8 months observations, from November 2017 to June 2018. Secondary data are obtained from transportation ministerial regulations, regional regulations issued by the DKI Jakarta Provincial Government, and various discourses that developed in the media mass. Various data obtained are then sorted or filtered and crosschecked against other data. Based on our findings, the government has not been arranged adequate political space, especially for conventional transportation and online transportation in Jakarta. The slow pace of the central government to revise regulations regarding online transportation has triggered serious conflicts in the community. Digital revolution in the dimensions of online transportation in the public interest is what should be an integral part of previous government policies, and that never happened.

The article substantiates the need to change the criminal procedural legislation that regulates the powers of the prosecutor and the status of the victim and gives the prosecutor the right to initiate a criminal case. The proposed changes in the procedural powers of the prosecutor are also considered through the prism of organizing the activities of law enforcement agencies and the impact of statistical reporting indicators on their activities. The experience of prosecutorial and investigative practices and the opinion of distinguished domestic legal scholars are analyzed. The changes proposed by the authors could have a significant positive impact on the work of preliminary investigation bodies and reduce the number of violations committed during preliminary investigation stages. In addition, bringing the status of the prosecutor and the preliminary investigation bodies into a logical procedural position could eliminate unnecessary and inherently harmful corporate competition.

The missing person issue has recently become the issue of the world, especially after the Malaysian Airlines MH370 tragedy a few years ago. In Islam, the missing person is known as ‘Al-Mafqud’. One of the largest issue is how the management of missing person’s properties which can also affect country and their heirs. Management of missing person’s properties is different as compared to management of inheritance properties. Uncertain status of person’s life or death creates the conflict and their property needs to be frozen due to law constraints either in Malaysia civil or syariah law. This phenomenon raises many issues and problems that become increasingly critical and extremely difficult to resolve. Besides, if the muslim’s properties do not develop, it can cause detrimental effect to the muslim community. In Islam, the wastage of wealth resource is highly discouraged because it will cause significant impact to the Muslims. Moreover, if the property is used wisely, it will give a positive impact to the society, economy and education. On that matter, in 1982 National Fatwa Committee has already given the decree that the government has the right to acquire or use any form of property that is not used for public interest. But until now, no effective measures have been taken by the government to ensure that these issues can be dealt with properly. Hence, this research addresses the management of missing person’s properties in the Maqasid Syariah dimensions.

The fulfillment of Human Rights is one of the indicators of a Legal State, Indonesia as a State of law mandated in the body of the 1945 Constitution of the State's obligation to fulfill human rights for every citizen of his country without exception including to the disabled, disabled is one of the citizens who are prone to discrimination. Perda Kota Surakarta No.2 Year 2008 about disability equality regulates the rights and obligations of the disabled and the obligation of government in realizing equality of disability including physical accessibility in public transportation and public service. In order to implement the regulation, regulation can be implemented. The form of impelemntasi aksebilitas public transportation facilities in Surakarta is with the BST (Bus Trans Surakarta) , halte bus and bus Begawan Abiyasa. After  implementation is run, there is an effort to increase Accessibility that is with the supervision of local regulations, the construction of tirtonadi terminal, and coordination.Hambatan that the Government in the effort to fulfill the right of accessibility Public transportation is a matter of funds and coordination between agencies.The result of the research shows that the implementation of the rights of  Perda No.2 of 2008 on disability equality in Surakarta through three processes namely socialization, coordination and implementation and supervision and assessment, all of which have been running well but still require a lot of improvement especially in terms of coordination of implementation.
