Social volunteers are one of the human resources having an important role in the implementation of social welfare. According to Regulation number 16/2017 (Permensos No. 16/2017) of The Minister of Social Affairs of The Republic of Indonesia, Social volunteer is a person and a community group with or without background in social works, but carrying out activities in the field of social welfare of their own accord, not in the government social institutions, with or without emolument. There are not many research results examining Social volunteer in general terms under the supervisiom of the Ministry of Social Affairs of the Republic of Indonesia (Kemensos RI). Therefore, the problem of this article is how the dimensions of social volunteer interaction at Kemensos RI are like, The purpose of this article is to describe in general thedimensions of social volunteer interaction at Kemensos RI, using a literature review. The definition of a social volunteer is not quite right because, in reality, most of the social volunteers are individuals and work in social institutions. The involvement of social volunteers at Kemensos RI is not only determined by Kemensos RI but also by an interaction between the consideration of Kemensos RI and that of social volunteers. In the consideration of Kemensos RI, there are four dimensions, namely the decision to use volunteers, the number of volunteers, the contribution of volunteers to Kemensos RI, and the status of volunteers at Kemensos RI. Meanwhile, the consideration of volunteers is the change of volunteers from their organization, factors and diversity, the intensity and duration of their commitment as well as the quality of their works. This article recommends the consideration of Kemensos RI to use social volunteers not only to pursue a target quantity of social volunteers, but also to consider the quality and interaction of consideration between Kemensos RI and social volunteers so that there is a mutually beneficial relationship between Kemensos RI and social volunteers. Educating for Sustainability involves promoting sustainable competences in students. Not in vain, wider societal changes that ensure a balance between economic growth, respect for the environment and social justice must start with individual actions, implying knowledge, capacity and willingness to act. However, and although there is wide consensus that education should promote the development of competences for life, putting this theoretical tenet into may entail more problems. Competence is most often expressed in general terms without a specific definition of the intervening elements (knowledge, skills, values, attitudes), which may collide with the necessity of teachers – as learning planners - concrete entities on which to base their process of design. So that, in this work we propose a series of indicators that serve to characterize the four dimensions of scientific competence – contents of science, contents about science, value of science and utility of science-. Although they are primarily intended to be used to filter multimedia resources in an educational platform, this proposal of indicators can be extrapolated to the management and selection of a variety of resources and activities, and for sharing the objectives and evidences for the acquisition of competencies.

<p>The Government intends to replace the Mental Health Act 1983, and the most recent of its proposals were contained in the Draft Mental Health Bill published in June 2004.</p><p>The 1983 Act is now very different to the statute introduced at the end of 1982. Parliament and the courts have made a number of significant changes over the last 20-odd years, and they have brought us a lot closer to the next Mental Health Act than many people – and possibly even the Government – suppose. In fact, those changes may have brought us rather close to the Draft Mental Health Bill. That will be an uncomfortable thought for many people.</p><p>This paper will consider five key aspects of the Draft Mental Health Bill:</p><p>• the provisions dealing with risk and treatability;</p><p>• the notion of compulsion in the community;</p><p>• the status of the Code of Practice; and</p><p>• the abolition of the Approved Social Worker.</p><p>The paper will ask whether, because of the changes of the last two decades, the current Mental Health Act has already arrived at much the same point. In addition, the paper will consider the position of incapable patients. Although the Draft Bill contains precious few proposals about them, the paper will ask whether recent developments have made a broad definition of mental disorder all but essential.</p>

The social welfare of the elderly is an action as an effort to fulfill the needs of the community, especially the elderly who are unable to carry out their social functions, namely by providing assistance and sponsorship services. Thus, it is hoped that the elderly can improve their welfare so that they can live properly. According to Government Regulation Number 43 of 2004, what is meant by efforts to improve the social welfare of the elderly is a series of activities carried out in a coordinated manner between the government and the community to empower the elderly so that the elderly can continue to carry out their social functions and play an active role naturally in the life of the community, nation and state. Law of the Republic of Indonesia Number 13 of 1998 concerning the Welfare of the Elderly states that efforts to improve the social welfare of the elderly are carried out on the basis of faith and devotion to God Almighty. Efforts to improve social welfare are aimed at extending the life expectancy and productive period, creating independence and welfare, maintaining the cultural value system and kinship of the Indonesian nation, and getting closer to God Almighty.

The presence of the digital industry is driving changes in the modes of public transportation from conventional to modern using online applications. The positive impact of the presence of the digital industry especially on line transportation for the community is the existence of new jobs and sources of income. But on the other hand, the presence of on line transportation also presents various problems. This study uses mixed methods with a qualitative main approach and supported by a quantitative approach. The results show that there are problems in social welfare and social protection for two-wheeled online transportation riders which caused by a legal vacuum in the status of the partnership pattern. Therefore, the researcher proposes a partnership agreement model involving the government as the party that has the right to determine the regulation, and in the agreement process requires a bargaining process so that the welfare of two-wheeled online transportation riders as informal sector workers can be fulfilled

The paper describes the existing in Russia regulatory legal responsibility for causing harm by a highly automated (unmanned) vehicle (BTS). The most significant documents currently include: Convention on Road Traffic; Road Safety Strategy in the Russian Federation; «Roadmap» to improve legislation and eliminate administrative barriers in order to ensure the implementation of the National Technology Initiative for the «Avtonet». The main attention is given to the order of the Government of the Russian Federation, in which the first approaches to the regulation of the operation of highly automated vehicles are indicated, the actors responsible for the case of damage by the drone are highlighted. The principles of the functioning of the BTS and the degree of their autonomy are shown in general terms. The authors analyze the approaches in the domestic criminal law to the responsibility of persons managing BTS and the approaches developed in foreign countries in relation to the regulation of the operation of highly automated vehicles. The main approaches to the definition of a criminal law prohibition are indicated and the most important algorithms of criminalization of the considered act are highlighted. The structure of the federal law on the regulation of the use of vehicles equipped with an automatic control system in the territory of the Russian Federation is proposed.

This article was written with the aim of discussing the situation of the people who live on the borders of the Unitary State of the Republic of Indonesia, which are classified as far from the reach of the government regarding justice and justice. The lack of concern for the conditions of life in the border region is a rebellion which has an effect on the sense or spirit of people's nationalism towards their own homeland. The method used in this article is a case study type qualitative approach. This article explains the definition of justice obtained from accountable sources and in this article discusses the conditions and situations of the people who live in the border area as a measure for the realization of equitable justice and justice. This article can later be used as a reference in realizing the welfare and justice of communities in border areas.

The implementation of Community-Based Total Sanitation starts from the first pillar of open defecation which is the entrance to total sanitation. ODF conditions are marked by 100% of the community having access to Defecate in their own latrine, there is no dirt in their environment, and they are able to maintain the cleanliness of the latrine (Health Minister Regulation No.3 of 2014). In the City of Bengkulu, from 19/67 triggering  Village / Sub-district, achievements of the new ODF village 7 villages / Sub-district. The research objective was to analyze the implementation of the first pillar Community Based Total Sanitation. This type of research is qualitative research with descriptive research methods. The informants in this study amounted to 6 people consisting of the Head of the Community Health Center and sanitation officers. The results showed that in implementing the first pillar community-based total sanitation in Bengkulu City there was policy support from the government, namely the Republic of Indonesia Health Minister's Regulation No. 3 of 2014, there were still energy workers, funding sources for implementation came from Health Operational Assistance funds, availability of facilities and infrastructure in the form of brochures, leaflets, counseling, and FGD. The process was carried out starting from the pre-triggering phase by conducting technical preparations, observing Clean and Healthy Life Behavior, arranging triggering schedules and locations, triggering by holding meetings with the community, triggered by the outbreak of disease transmission, growing disgust, shame and fear of illness and post-triggering by looking at the village with ODF village status, building community commitment and mentoring and monitoring triggering activities. The output of the Village in the City of Bengkulu with the status of the SBS headman varies from 25%, 50%, and 100%. It is recommended to develop further analysis and results, in particular, to deepen the analysis of the implementation of the first pillar community-based total sanitation and the factors contributing to the success of ODF Villages.

Purpose: This study is the first attempt to examine the attitudes of citizens towards six key dimensions of e-governance in the Republic of Mauritius namely: ‘Perceived Ease of Use’ (PEOU) and ‘Perceived Usefulness’ (PU) of the Technology Acceptance Model (Davis,1989); ‘Collaboration’ and ‘Participation’ inspired by Al Athmay (2013); ‘Trust’ from Belanger & Carter, 2008; and ‘Transparency’ from Bhatnagar (2003).  Methodology: A random survey was conducted across all districts and among e-government users only.  Structured questionnaires were filled by 157 citizens mainly on a face to face basis.  Pearson’s correlation coefficients, independent samples T-tests, one way/Welch ANOVA and Games-Howell post hoc tests were used. Main Findings: The respondents revealed positive attitudes towards PEOU and PU but unveiled negative attitudes towards the remaining four dimensions of e-governance.  Citizens’ perceptions were only influenced by age, education, and frequency of e-government use. Lack of trust, absence of online democratic dialog, inadequate e-consultation and non-transparent decision-making may eventually lower trust in the government.   Implications/Applications: This study has generated key insights into the factors influencing citizens’ perceptions towards the six e-governance dimensions (PEOU, PU, Collaboration, Trust, Participation, and Transparency) and these insights were non-existence prior to this research.  Thus this study may aid policymakers to rethink and redesign their e-government initiatives to sustain existing users and attract more users of government websites.

The article discusses new directions in the development of the architecture of recreational facilities in South-east Asia, which need to be implemented to form a modern recreational and tourist cluster in Bangladesh. The author reveals compositional, spatial-planning, decorative-stylistic, functional and design features in the architecture of recreational objects made of bamboo. It is proposed to build the main accommodation facilities (hotels, hotels, motels, arrival houses and houses with the status of "second homes") and food facilities (cafes, bars, canteens, restaurants) using traditional ecological materials. Modern methods of energy saving, their implementation in the practice of design and construction in countries with hot and humid climates are listed. When designing recreational and tourist complexes, innovative technologies, materials and structures are introduced that increase the comfort of recreational facilities. The government relies on the development of the recreational tourism industry in the country, creating economic advantages in the development of this business in the Republic of Bangladesh, increasing the investment attractiveness for domestic and foreign investors, offering preferential tax and customs regimes for the construction and operation of recreational and tourist facilities. Many facilities of the recreational and tourist industry, built in the period 1980-2010 do not meet modern requirements for energy efficiency, environmental friendliness and aesthetic appeal, which definitely has a negative impact on the recreational attractiveness of some regions of the country, this is especially important for remote and difficult to access areas where created objects.
