Purpose. A dynamic comparative analysis of the results of identification ofVibrio cholerae(V. cholera) isolates from water and human specimens isolated during the monitoring of cholera throughout the Russian Federation in 2013–2019.Materials and methods. Total 385 strains ofV. choleraeO1 serogroup (including one toxigenicV. choleraeO1 El Tor Inaba — Rostov region, 2014) and the R-variant from environment objects were identified in the territory of 21 regions of the Russian Federation.Results. It was found that 91% of the strains were isolated in 7 regions of the Russian Federation: Republic of Kalmykia, Krasnodar Krai, Transbaikal Krai, Khabarovsk Krai, Primorsky Krai, Rostov region and Irkutsk region. 2.3% of strains were atypical in their agglutinability, and 75.3% of strains had atypical phagosensitivity. Phagotypes were identified for 13.2% of strains isolated in 11 administrative territories. Phageotype 11 included 48.8% of the strains isolated mainly in the Transbaikal Krai. Non-toxigenic strains ofV. choleraenonО1/nonO139 (n = 46) were isolated from 43 patients with acute intestinal infections and otitis in 8 regions of Russia. PCR-typing of 377 non-toxigenicV. choleraestrains demonstrated that they belong to 13 clusters and 71 genotypes. Strains with unique genotypes (probable cases of importation) and with the same genotypes repeatedly isolated in different years in one or several territories of the Russian Federation were identified, indicating the prevalence of strains in environment throughout the country.Conclusion. The results allowed us to characterize the epidemiological situation of cholera in Russia (in terms of the environment contamination withV. choleraeO1) as unstable, but not significantly changed over the past 7-year period. These data are important for substantiating the forecast for further development of the epidemiological situation.

Relevance. In September, 2017 the International Convention on Control of Ships’ Ballast Waters and sediments, in which the Russian Federation takes part, came into effect.Aim of article is to cover the results of implementation of the Convention in Russia, regarding selection and analysis of ballast waters tests for compliance with the international standard.Material and methods. The materials for work were data on ship arrivals at the international seaports of the Russian Federation, provided by sanitary and quarantine departments of the Russian ports, and monitoring researches of ballast waters in seaports of some regions of the Russian Federation. Analytical, bacteriological, molecular methods were applied.Results. The studies of ballast waters in the Leningrad and Kaliningrad regions have been conducted for the first time in 2018, and in the Rostov region the study lasts since 2010. The laboratory researches of ships’ ballast showed that E. coli, Enterococcus spp. were in norm, V. cholerae O1 and O139 in ballast were absent. 12 of 21 ballast water tests investigated by specialists of the Rostov region laboratories contained V. cholerae non-O1/non-O139, ballast was taken on the ships which arrived from Romania and Turkey.Сonclusion. The results of the molecular and genetic researches suggest that there is a probability of V. сholeraе introduction brougth with ship ballast. Management decisions are demanded to ensure biological safety of shipping and to decrease intestinal infections incidence in residents of the seaside cities.

Assessment of a particular territory by its epidemiological significance is very relevant in the light of widespread occurrence of new coronavirus infection, COVID-19, in the Russian Federation.Objective. Detection of the epidemiological features and revealing trends in the epidemic process of new coronavirus infection in the Irkutsk Region and forecasting of its spread.Materials and methods. An operational analysis of the epidemiological situation on COVID-19 in the Irkutsk Region as of August 16, 2020 was performed. Restrictive measures were substantiated based on the calculation of the infection spread rate (Rt).Results and discussion. Irkutsk Region remained one of the adverse territories as regards human COVID-19 incidence in the Siberian Federal District and the Russian Federation as of August 16, 2020. The gradual dynamics of the epidemic process was revealed: at the first stage of the epidemic development it was facilitated by the imported cases from affected countries and regions of the Russian Federation, and subsequently by local transmission. The incidence increase was registered 2 months later than in central regions of the Russian Federation. Currently there is a consistent downward trend. The increase in the cases prevailed among rotation workers staying for shift and seasonal activities in the administrative center and northern districts of the Irkutsk Region. The epidemic pattern was determined by gender, age and social characteristics. It is demonstrated that the risk of the new coronavirus infection is determined by the intensity of contacts in family foci, the spread of infection in medical organizations and a significant proportion of asymptomatic carriers. High lethality rates (0.7 %) and mortality rates (31.1 o / oooo) were established among persons over 65 years. The stationary time series observed since June for changing the Rt-indicator with fluctuations ranging from 0.92 to 1.01 requires maintaining control of restrictive measures with prompt management decisions making based on the evolving epidemiological situation in the Irkutsk Region and taking into account the assessment of its possible complication risks.

Aim of the work – to assess the epidemiological situation on cholera in 2020 and to make a forecast for 2021 based on the monitoring data and analysis of morbidity around the world for the period of 2011–2020. During the period between 2011 and 2020, 4 413 988 cases of cholera were recorded in 97 countries of the world with a general trend towards a decrease in the incidence (coefficient of accuracy of approximation R2  – 0.5705). However, due to the continuing epidemic manifestations of cholera in the endemic countries of Asia, Africa and America, the epidemiological situation on cholera on these continents was characterized as unfavorable in 2020. The emergence of a new “post-Haitian” lineage was observed among epidemically hazardous strains of Vibrio cholerae O1. In 2020, no epidemically dangerous strains of V. cholerae O1, O139 were isolated from humans on the territory of the Russian Federation. 25 non-toxigenic V. cholerae O1 El Tor strains were isolated from environmental objects, eight out of which (ctxA-, tcpA+), according to PCR-INDEL typing and SNP analysis of sequences, belonged to the clonal complex. The results of the analysis of biological properties and phylogenetic relations between the isolated non-toxigenic strains provided the basis for considering the epidemiological situation on cholera in Russia in 2020 as a stable one and a similar forecast of its development in 2021. At the same time, the possibility of importation of this infection from endemic countries cannot be ruled out, as well as the need to carry out a complex of differentiated anti-epidemic (preventive) measures within the framework of the state sanitary-epidemiological surveillance in order to localize and eliminate the imported focus and avoid the spread of the infection.

Outlined is the analysis of epidemiological and epizootiological situation on Crimean hemorrhagic fever (CHF) in the south of the Russian Federation in 2011. Discussed are the causes of nosocomial outbreak of CHF at the Salsk district central hospital, the Rostov Region. Prognostication on CHF situation for 2012 is made based on the epizootiological monitoring.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.

Рассмотрены состояние и перспективы развития мясного скотоводства в Российской Федерации. Проведен мониторинг численности поголовья, породного состава и продуктивности мясного крупного рогатого скота во всех категориях хозяйств, изучены масштабы и объемы бонитировки скота за 20102018 годы. По данным Минсельхоза России, в 2018 году поголовье крупного рогатого скота в стране составило более 18 млн голов, в том числе численность животных специализированных мясных пород во всех категориях хозяйств достигла 2,26 млн голов. Комплексная оценка 711,16 тыс. голов, или 34,1 от общей численности мясного скота, в том числе 389,8 тыс. коров, принадлежащих к 15 породам и типам, разводимым в 57 регионах Российской Федерации показала, что наибольшее подконтрольное поголовье имеют абердин ангусская порода (417545 гол.), калмыцкая (137262 гол.), герефордская (87278 гол.) и казахская белоголовая породы (52563 гол.). Все подконтрольное поголовье животных является чистопородным и IV поколения, в том числе 99,7 быков-производителей и 99,3 коров. Анализ живой массы пробонитированного поголовья выявил тенденцию к ее повышению у коров всех возрастов в среднем на 54 кг, быков производителей на 39 кг, или на 16,7 и 5,2 за последние 9 лет, соответственно. Живая масса коров по итогам 2018 года в среднем составила 546 кг, быков-производителей 791 кг. По состоянию на 1.01.2019 года, племенная база мясного скотоводства страны представлена 270 племенными стадами, в том числе 46 племенными заводами и 224 племенными репродукторами. В 2018 году в различные категории хозяйств из племенных предприятий было продано 35517 голов племенного молодняка, в том числе 6388 ремонтных бычка с классами элита и элита-рекорд (85,3). В 2018 году было продано племенного молодняка в расчете на 100 коров галловейской породы 33,0 головы, казахской белоголовой 29,1 герефордской 28,0 калмыцкой 22,2 лимузинской 15,5 абердин ангусской 8,8 русской комолой 8,2 и симментальской мясной 4,7 голов. На основании мониторинга состояния мясного скотоводства страны за 20102018 годы были намечены перспективы дальнейшего развития.The article considers the state and prospects of development of beef cattle breeding in the Russian Federation. The number of livestock, breed composition and productivity of beef cattle in all categories of farms was monitored, the scale and volumes of bonding of cattle for the studied 9-year period (20102018) were studied. According to the Ministry of Agriculture of Russia, in 2018 the number of cattle in the country amounted to more than 18 million heads, including the number of cattle of specialized meat breeds in all categories of farms reached 2.26 million heads. A comprehensive assessment of the number of livestock in the amount of 711.16 thousand animals or 34.1 of the total number of beef cattle, including: cows 389.8 thousand heads belonging to 15 breeds and types bred in 57 regions of the Russian Federation, showed that the largest controlled livestock are: Aberdeen Angus breed 417545 animals, Kalmyk 1372726 animals, Hereford 87278 animals and Kazakh white-headed breed 52563 animals. Almost all of the controlled livestock of animals is purebred and IV generation, including: respectively 99.7 of bulls producers and 99.3 of cows. The analysis of live mass of a livestock revealed a tendency to its increase at cows of all age on average on 54 kg, bulls on 39 kgor for 16.7 and 5.2 for the last 9 years respectively. The live mass of cows following the results of 2018 averaged 546 kg, bulls 791 kg. As of January 1, 2019, the breeding base of beef cattle breeding in the country is represented by 270 breeding herds, including: 46 breeding plants and 224 breeding reproducers. In 2018, 35,517 heads of pedigree young animals were sold to various categories of farms from pedigree enterprises, including 6,388 repair bulls with elite classes and an elite record record for appraisal (85.3). An analysis of the sales volume of pedigree young animals in the context of farmed meat breeds showed that in 2018 pedigree young animals per 100 cows were sold in the country: Galloveian breed 33.0 goals, Kazakh white-headed 29.1 goals, Hereford 28, 0 goals., Kalmyk 22.2 goals., Limousin 15.5 goals., Aberdeen Angus 8.8 goals, Russian kolola 8.2 and Simmental meat 4.7 goals. Based on the monitoring of the state of beef cattle breeding in the country for the study period (20102018), prospects for further development were outlined.

The article considers the reclamation park, which is an instrument of state stimulation of the development of economic entities of the agro-industrial complex on irrigated lands. On the example of the Rostov region, the authors analyzed the organizational, economic and regulatory mechanisms for the functioning of reclamation parks, as well as the socio-economic effects that arise in connection with the implementation of the specified tools. The results obtained can be used by state authorities of the Russian Federation, a constituent entity of the Russian Federation when drawing up plans for socio-economic development, developing strategies and programs, as well as by economic entities in managing agricultural activities.

The most common method of statistical analysis in epidemiology is the retrospective analysis of infectious disease cases. Recorded in the system of Federal statistical observation they are not bound on specific localities, but to the areas of territorial bodies’ of Russian Federation Health Care Ministry and Rospotrebnadzor responsibility. In order to load the information into databases and use them in GIS, the spatial reference of statistical information to specific coordinates of suspected infection sites or to a specific administrative or specially designated territory having a spatial description is necessary. The aim of the work is to analyze the system of classification and coding administrative and specially allocated territories of the Russian Federation at various levels for the implementation of multifactor analysis of the epidemiological situation with the involvement of climatic, landscape, land management and other data, as well as to solve other problems of the territories spatial development.
