Актуальность статьи обусловлена необходимостью анализа проблемы трансляции культурных ценностей в современном медиапространстве посредством Интернета, телевидения и кинематографа. Сегодня аудиовизуальные средства массовой коммуникации являются главными проводниками идей, традиций, ценностей, а также важнейшим институтом управления общественным сознанием, на что в настоящих изысканиях сделан особый акцент. Статья носит междисциплинарный характер, поскольку объединяет исследования в области культурологии, философии, журналистики и медиакоммуникации. Теоретико-практическая значимость и научная новизна работы заключается в предпринятой автором попытке исследовать сущность аудиовизуальных технологий в процессе трансляции культурных ценностей.The relevance of the article is due to the need to analyse the problem of transmitting cultural values in the modern media space through the Internet, television and cinema. Today, the audiovisual mass media are the main vehicles of ideas, traditions, values, as well as the most important institution for managing public consciousness, which is particularly emphasised in this research. The article is interdisciplinary in nature as it combines research in the field of cultural studies, philosophy, journalism and media communication. The theoretical and practical significance and scientific novelty of the work lies in the attempt the author makes to investigate the essence of audiovisual technology when transmitting cultural values. The author interprets the term media space in an axiological sense, which allows linking it with the mechanism of cultural continuity, inheritance of traditions, cultural and other values and norms, and, in general, with the transmission of social experience. It is emphasised that traditional spiritual values belong to the strategically important heritage of Russian culture. They constitute the conceptual core of the domestic cultural policy, including youth-oriented policies. The author notes that modern youth culture is simultaneously enriched by the achievements of world culture, is under the active influence of mass culture, anti-culture, and loses many national features and traditions. According to the author, the formation of the cultural and moral values of the younger generation takes place in an actively changing information and communication space therefore, the most important in the promotion of cultural and moral values is the use of the capabilities of the media space (Internet, television, cinema). The author notes that the Internet, born in the West, still broadcasts Western culture to a greater extent. At the same time, the use of information and communication technologies in the field of culture and in the system of humanitarian education with the aim of strengthening the system of spiritual and moral values should become important components of the state cultural policy. At the same time, according to the author, the theory and methodology of organising the cultural education of the youth in the context of the media space formation are unacceptably slow. For the purposes of ensuring national security, it is especially important to carry out social and legal regulation of the broadcasting of information in the modern media space.

This paper considers how to reduce corruption and improve governance, with particular attention to the impacts of information and communication technology. The media and the press in particular have played an important role in opposing corruption. The Internet and related tools are both supplementing and supplanting the traditional roles of the press in opposing corruption. A regression model with a sample of 164 countries demonstrates that, controlling for the independent variables commonly employed in empirical work on corruption, greater access to the Internet explains reduced corruption. The effect is statistically significant albeit modest. It is possible that the social media will have a growing impact on reducing corruption and improving governance. A number of examples of current uses of these media are provided. Recent insight and experience suggest how the newer information and communication technologies are somewhat tipping the balance toward those opposing corruption.

The article discusses the phenomenon of the Internet, the dynamics of its development, and the features of cultural policy in the context of information society. A certain part of the article is dedicated to the programs of informatization and internetization of our country, programs of removal of the digital divide and providing the country with the Internet access to its cultural heritage. The author presents the results of the information readiness monitoring of several regions of Russia, the results help to reveal the threats concerned with the globalization and with the implementation of information and communication technologies as well as to open the prospects and trends for future development of the Electronic Russia and the culture of “new opportunities”. The article’s publications review covers more than 50 sources. There are monographs, textbooks, dissertation abstracts, which allows to see who and how explores the new reality.

The article analyzes the main socio-philosophical problems of the transformation of modern global media in the development of information and communication technologies, which involves the active emergence of new generation communication channels. The main factors substantiating the process of intensive structural and functional transformation of the entire media system are disclosed. Various approaches to the definition of the concept of "media space" are analyzed. The main features of modern media space as such and media space in its connection with social space are determined. It is proved that the development and transformation of media is carried out under the influence of new technological trends, which determine the main vector of development of society as a whole. Analyzing the main technological trends of the near future, a forecast is provided on how the media space and society are being transformed, in particular, attention is focused on the emergence of cyberspace with elements of virtual and augmented reality, as well as artificial intelligence as new interactive types of media.Particular attention in this publication is given to the problem of the creation and functioning of artificial intelligence. It is considered that the problem of artificial intelligence in modern science has embraced a wide range of studies. Modern philosophical reflections on artificial intelligence represent a wide problem field that is constantly changing and refined, and in the context of artificial intelligence, not only problems such as the prospects of self-organizing computer systems are studied, but also the ethical aspects of the application of artificial intelligence technologies. It is noted that an understanding of the concept of artificial intelligence does not exist today, and therefore further reflections on it can not only specify these areas of research, but also radically change the currently prevailing idea of the possibility and potential of artificial intelligence.

The relevance of the study lies in the existence of a larger range of socially significant processes taking place in the Internet. This has been made possible by the development of information and communication technologies and the formation of a network society. The key problem for lawyers is the construction of the legal regulation of certain actions performed in the Network and the protection of the rights of persons doing such actions. As a result of the study, the author has analized a number of actions in the field of matrimonial relations in the Internet that will improve the quality of life of citizens and will not harm personal and family values.The purpose of the study is to try to identify features of transformation of marriage and matrimonial relations in the context of development of globalization of the society and formation of a so-called network society. The objectives of the study include the analysis of features of the existence of marital and family relations in the context of a network society. The author uses various general scientific research methods: dialectical, systemic, logical, as well as special: observation, content analysis and other research methods.The author uses a system analysis of legal norms (legislative acts, departmental normative documents) and methods of comparative jurisprudence to study the issue and resolve the problem in question.

This article substantiates the presence of informative and communicative nature of the cultural code in the media discourse of the Kazakh press. The historical experience of forming a multinational society in Kazakhstan has had a huge impact on the national code. Considering the reflection of the national code of the Kazakh people in the modern media discourse, we note that the words "consent"," tolerance", "hospitality" and "respect" are most often found in the Kazakh media space when describing various phenomena of the cultural code. The process of digitalization and convergence, which affects the media space of Kazakhstan, along with other countries, provides a technical opportunity for communication between press readers and authors. The tendency to increase feedback from readers contributes to optimizing the entire communication and activity process and obtaining higher-quality information. The presence of information and communication component helps the dialectical development of the national cultural code of the Kazakh people, the opposition against the challenges of globalization in preserving the national identity and the best traditions of the people.

In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

Beside the fact that the Internet was not primarily educational network (it didn’t emerge from the intention to be systematically used in the field of education), shortly after it emerged, possibilities of its application in education were recognised. This paper is dedicated to analysis of the most important chronological moments (technological and social in the first place) that were crucial in sense of comprehensive application of the Internet in service of education in general, but also in service of adult education. Having all mentioned in focus, in more details, we analysed emergence and development of the Internet observed as educational computer network in frame of general development of information and communication technologies. While realising mentioned analysis, our focus was on four historical periods of educational computer technologies. We also intended to emphasize the activities of international institutions that followed, encouraged and supported the development of the Internet use and the use of other information and communication technologies in the field of education. According to that, we distinguished the main moments referring activities of these organisations which describe in the best manner their contributions to growing application of the Internet in education in general, but also in adult education.

The development of the modern world is very complex and rapid, and the process is characterized by high rates of development of information and communication technologies. The Internet space is a means of searching and obtaining information, as well as a medium for communication, virtual interaction, and has a significant impact on the formation of stereotypes of behavior of the young generation, as well as ideals, spiritual values, personal and social worldview. The article identifies the positive aspects of the development of cyberspace by young people, and also notes the threats and barriers to cyber socialization for modern youth. The necessity of conducting psychological and pedagogical research on cyber socialization is actualized, a conclusion is made about the use of new technologies for the purpose of positive cyber socialization of the younger generation.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

The scale, speed and multi-vector development of science and technology are extremely effective in influencing legal, economic, political, spiritual, professional and other social relations. The development of information and communication technologies, the use of the Internet, the creation, storage, transmission, processing and management of information became the driving forces of the new scientific and technological revolution. This facilitates the introduction of technologies for the transmission and use of information in digital form in almost all spheres of public life, namely text data, photo, audio, video images, which are transmitted in various ways via the Internet and other systems and means of communication. One of the key elements of data transmission technologies and systems is the availability of information by which it is possible to identify their subjects and objects by their inherent identification attributes. In Ukrainian legislation, in particular in the Law of Ukraine «On Personal Data Protection», information or a set of information about an individual who is or can be identified specifically is defined as personal data. However, despite its modernity, this law still contains a number of shortcomings and uncertainties, both in terminology and in the legal mechanisms for working with data by which a person can be identified, i.e. identification data.
