The present article is devoted to the review of problems at implementation of national projects. This aspect, including, is important also for ensuring economic security of the Russian Federation as besides the direction of expenditure of public funds for realization of social and economic functions, the essential share of budgetary appropriations is allocated for the spheres providing increase in level and economic, and national security. It and digitalization of economy (including information security), both comprehensive plan of modernization of infrastructure, and «safe and qualitative highways» project, and development of small and average business, and other projects. However, the rates and quality of application of funds allocated for implementation of the specified federal projects already since the beginning of their introduction causes serious concerns and complaints from the President and expert community. This work is devoted to the analysis of problems of efficiency of use of public funds of national projects and search of possible ways of their decision.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

<p>The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.</p>

This article examines the issue of the effectiveness and quality of the implementation of parliamentary control in the spheres of spirituality and culture, as an aspect of ensuring national security in the modern conditions of the hybrid aggression of the Russian Federation against Ukraine. It is noted that parliamentary control in Ukraine is extremely insufficient and rather contradictory, which does not yet allow to talk about the stability of parliamentary control as such, about its proper scientific understanding and legal consolidation in modern conditions, especially in the context of the hybrid aggression of the Russian Federation against Ukraine. It was stated that social changes caused by globalization processes affect the state of ensuring national security in such spheres as culture and spirituality. Currently, this issue has not been studied enough, and therefore needs further development. It was noted that in the field of culture, certain positive changes in the implementation of state (parliamentary) control have been achieved in recent years. However, in the sphere of spirituality (spiritual culture) and in the related religious sphere, as a result of the ideological sabotage and special informational operations carried out by the Russian Federation, a spiritual crisis has actually been generated in Ukraine, the resolution of which is an urgent task of the state power. Parliamentary control in these areas, which should be carried out through the prism of national security, is virtually absent. A number of proposals have been worked out, which are advisable to be introduced into the process of exercising parliamentary control over the aforementioned spheres.

Energy security is currently one of the key components of national security of any country. The object of this research is the basic documents of strategic planning of the European Union in sphere of ensuring energy security (Roadmap of the European Union &ldquo;Final 10-year ETIP SNET R&amp;I roadmap covering 2017-26&rdquo;) in the context of comparative analysis of the existing approaches towards ensuring energy security of the Russian Federation (Energy Security Doctrine of the Russian Federation). The analysis is conducted from the perspective of comparison of two documents of strategic planning for the purpose of identification of threats and risks to the economic security. The subject of this research is the threats and risks to energy security of the countries, and thus, their national security. The scientific novelty consists in examination of the documents of strategic planning in the sphere of energy security using methodology of comparative analysis developed by the authors, which is based on the dynamic semantic network. In accordance with the aforementioned methodology, analysis is carried out on the structure of documents that encompasses the processes, the manifestation of which can be observed through objective and subjective methods of monitoring. The authors developed the expert analytical apparatus of comparative analysis, as well as the methodology for assessing the objectivity of comparative analysis. The developed methodology of comparative analysis is tested on the example of strategic planning documents in the sphere of energy security of the European Union and the Russian Federation. The conclusion is made on the need for further research of the methodological foundations of comparative analysis in order to detect the risks and threats to the economic security of the Russian Federation.

Russia’s western borderlands comprise seventeen constituent entities of the Russian Federation, located along its western land and maritime border. Ten of them were border regions before the demise of the USSR; they belonged to the so-called group of «Old borderlands». The remaining seven are part of «the New borderlands». They are located along the land border with Estonia, Latvia, Belarus and Ukraine. In the “Spatial Development Strategy of the Russian Federation for the period up to 2025” all of them are regarded as geostrategic territories, which require special attention to ensure their economic security. The border location affects their socio-economic development, which largely depends on the ratio of the contact and barrier functions of the borders between Russia and its neighbouring countries. Border regions differ significantly in their natural conditions, the level of economic and social development, their sectoral structure, economic growth rates, the quality of life and migration flows. Using a set of indicators, reflecting the above characteristics, five types of regions and four subtypes have been identified. Even though there are some features common for all regions of Russia’s western borderlands, each of them requires a separate approach to the implementation of the federal policy and the justification of its development strategy.

Relevance of the topic. The most important part of the overall national security system is economic security, which affects almost all aspects of the life of the state, society and economy. There is a close relationship between economic security and the system of national public interests. Consideration of the designated topic as the most important unit in the system of national security is primarily due to the fact that the economy is the basis of the life of society, the state, the individual, the sustainable development of the country as a whole. Purpose: to Consider approaches to the concepts of "national security" and "economic security" and to determine the place of economic security within the framework of national security. Objectives: to explain the concept of "economic security" and national security", to consider the relationship between these definitions, to study the "Strategy of economic security of the Russian Federation." Methodology. Empirical and theoretical methods of knowledge of the surrounding economic reality. Methods of scientific abstraction, ascent from abstract to concrete, economic analysis and synthesis, inductive and deductive methods were used in the work. Results. The strategy of economic security of the Russian Federation until 2030 is considered. For any country, the most important component of national security is economic security. In the works of domestic scientists, the term "national security" and "economic security" are often removed from the category of "security". The variety of interpretations of this term can be explained by the fact that the category of "security" is defined ambiguously, allows for different interpretations. Summary. In modern conditions, the relationship of economic security within the framework of national security has not lost its relevance, while their importance increases due to the aggravation of contradictions, as well as in connection with the crisis phenomena in the world economy.

Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term “food security”. Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.
