In the article the substantiation of selection of innovative pedagogical technologies and application for competence-oriented preparation of future teachers of mathematics for technologicalization of educational process in the conditions of profile school is carried out. Innovative educational and information technologies are analyzed, which comprehensively contribute to the formation of professional readiness of future mathematics teachers to the technologicalization of the educational process in the profile school in the system of professional training in higher education institutions. Promising innovative pedagogical, educational and information technologies that acquire further relevance in the educational environment are identified. It is proved that the introduction of training courses for future mathematics teachers on the use of innovative educational technologies in specialized schools provides a favorable educational environment for the formation of research competencies, including the use of mathematical analysis in modeling experiments and mathematical statistics. Analysis of the results of experimental research confirms the effectiveness of experimental learning using innovative educational and information technologies for the formation of professional readiness of future masters of mathematics to technologize the educational process in a specialized school. The introduction of training courses for future mathematics teachers on the use of innovative educational and information technologies in specialized schools provides a favorable educational environment for the formation of research competencies, including the use of mathematical analysis in modeling experiments in specialized schools. Analysis of the results of experimental research confirms the effectiveness of experimental learning using innovative educational and information technologies for the formation of professional readiness of future masters of mathematics to technologicalize the educational process in a specialized school.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

Training of penitentiary psychologists on the educational program «Psychology of official activity» is conducted in two universities of the Federal penitentiary service (FSIN of Russia). An important component of the practical and scientific activities of the penitentiary psychologist is the development, conduct and analysis of various psychological studies that require a high level of development of the necessary competencies. This article discusses the author's methodology IVDRC (Individual vector of development of research competencies), used in the training of penitentiary psychologists in the study of mathematical methods in psychology. The methodology is based on the continuity and professional orientation of training courses, individual approach, support and control of the stages of study of disciplines, the use of information technologies, own methodological materials and manuals. The developed technique is a generalization of long-term experience of teaching mathematical disciplines in departmental higher education institution. The technique of IVDRC has been successfully used for several years at the psychological faculty of the Vologda Institute of Law and Economics of the Federal Penal Service of Russia. To date, more than 150 cadets have been trained using the technology of IVDRC. The article analyzes some results and efficiency of its application using statistical methods.

In the educational process, it is not the information technology itself that is important, but the extent to which its use serves to achieve the actual educational goals. The choice of means of communication should be determined by content, not technology. This means that the choice of technologies should be based on the study of the content of training courses, the degree of necessary activity of trainees, their involvement in the learning process, specific goals and expected learning outcomes. The result of training depends not on the type of communication and information technologies, but on the quality of the development and provision of courses.

The current study aimed to identify the reality of integrating e-learning in the educational environment for teaching Arabic to the elementary stage from the point of view of Arabic language teachers in the State of Kuwait, and the study followed the descriptive and analytical approach, and consisted of (334) teachers, by the random cluster method. Electronic learning in the educational environment for teaching Arabic to the primary stage from the point of view of Arabic language teachers in the State of Kuwait came to a medium degree, and there was no difference of statistical significance for the responses of the study sample on the reality of integrating e-learning into the educational environment to teach Arabic for the primary stage from the point of view of Arabic language teachers In the State of Kuwait, it is attributed to the variable of gender and years of experience, and the existence of a statistically significant difference for the responses of the study sample on the reality of integrating e-learning into the educational environment for teaching the Arabic language to the primary stage from the point of view of Arabic language teachers in the State of Kuwait attributable to the scientific qualification variable in all fields except the tool as a whole. The difference is in favor of those with postgraduate qualifications, the study recommended holding training courses for teachers related to e-learning, employing it in the educational process, encouraging teachers to design computerized educational programs based on e-learning, developing attitudes of Arabic language teachers towards using e-learning in teaching by holding training courses, and reducing teachers’ shares.

The article examines the changes that have occurred in the professional functions of the teacher under the influence of the social and educational environment. Innovation processes reveal the need to point out the academic function as the most important one for now.

Introduction:in the process of training specialists in various fields of activity, one of the strategic directions is the education of persons with disabilities. The main task is to make higher education more “sensitive” towards students with disabilities. To give them more freedom of choice, based primarily on the desire of students to get an interesting profession for themselves. One of the main activities on this path is the elimination of all kinds of barriers in education, based on the use of information and communication technologies. Multipurpose use of computer equipment in working with students with HIA allows the introduction of the main classical didactic principles for the implementation of the process of training and education (science, systematic and consistent, conscientiousness and strength of training, students' activity principles and use of visual aids), and also increase the effectiveness of the principle of accounting for age and individual characteristics of students. In the conditions of professional activity in educational organizations, there is a tendency towards the request of high-performance computing means - personal computers (PCs), workstations united by telecommunications computer networks, and the organization faces the problem of choosing the priority of investment. The question is to be asked which information technology object is more priority for the formation of an electronic educational environment. At the same time, on the one hand, it makes sense to make an assumption about investing in technological equipment, the physical deterioration of which (in many cases - extreme) and obsolescence contribute to the deterioration of the quality of the organization of educational activities, its technological capabilities and appreciation. On the other hand, scientific and technical progress offers new solutions and functionalities in the form of modern information technologies (IT). However, in order to achieve maximum  IT, monitoring and evaluation of the computing power of the PC is necessary. In this regard, the goal of the research is to conduct a monitoring analysis of the effectiveness of professional computers and system requirements for the timely identification of obsolete personal computers and forecasting the potential life of personal computers in an educational organization to determine the readiness of a university to create and maintain an inclusive educational environment.Materials and methods: for monitoring the effectiveness of professional computers and system requirements for the organization of the electronic educational environment of the university in terms of educational inclusion, the educational process was divided into three areas: "Engineering graphics", "Programming" and "Computer Science". Within each area, a reference software product was identified - the product that is most often used in this area of study and / or the most costly in terms of resources consumed. For the “Engineering graphics” specialty, the reference product was “AutoCAD”, for the “Programming” specialty - “Microsoft Visual Studio”, for the “Informatics” specialty - “Microsoft Office”.Results:Forecasting in our study is presented as the construction of a trend line (a graph of a prediction function). Using this function, approximate ratings of software products of subsequent versions were calculated, which made it possible to track the physical and moral obsolescence of classrooms.Discussion and Conclusions: long-term experience of using information technologies in the learning process proves the readiness of an educational organization to effectively create an inclusive educational environment, with the goal of developing successful socialization and professional development in students with disabilities.

The problem of forming the professional competencies of a math teacher in the process of his (her) training at the pedagogical university and in the system of continuing education is extremely relevant not only in Ukraine but also abroad. This is especially true for the methodological competence of teachers, which largely determines the quality of the educational process in general and student achievements in particular. To solve this problem, we propose to create an educational environment, which, in addition to math teachers, includes specialists in mathematics teaching methods from pedagogical universities, instructors of teacher’s in-service training courses, master’s students in pedagogical specialties, who, in particular, are trained in dual form of education. As the results of the experiment show, such educalional environment allows to realize professional training of mathematics teachers more effectively and qualitatively compared to traditional methods.

The article describes the results of the study of information needs of students in the formation of the electronic educational environment of the Kazan State Institute of Culture.  The study aims to solve the following problems: identify and evaluate the attitude of students to the use of new information technologies in the educational process; define the range of sources of information used by students; to evaluate the degree and effectiveness of using various elements of the electronic educational environment of the institute. The methodological base of the study was a systematic approach as a direction of the methodology of scientific knowledge, which is based on the consideration of the object of study as a system. This study uses empirical research methods, in particular survey and comparison methods, as well as analysis of publications and regulatory documents. Studying the information needs of students to optimize their information support system, intensify their activities in mastering the basic educational program and improve the quality of training of future specialists.

This article proposes the structure of the digital educational environment for radiation diagnostics, highlights a list of operating conditions, interrelated components, didactic principles of learning, organizational and pedagogical conditions. The results of the analysis of the didactic potential of modern information technologies for radiation diagnostics training, obtained using SWOT-strategy, allowed us to establish the strengths (S) and weaknesses (W) of the introduction of information technologies in the educational process in radiology, as well as opportunities (O), risks and threat methodology (T). In turn, this allowed distinguishing qualitative level`s indicators of efficiency using cloud technologies in educational activities in radiology and the factors of successfulness using information technology training.
