The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. In the article, the author examines the administrative and legal status of a community police officer. It is emphasized that the radical change of legal relations has led to the transformation of the legal status of their participants, in particular, the administrative and legal status of the National Police. It is determined that the main subjects in the field of providing police services for public safety and order should include a community police officer. It is claimed that the administrative and legal status individualizes the position of any unit of the National Police, in this case community police officers, as it determines not only their rights and responsibilities, but also tasks and functions, organizational structure, competence. It is noted that rights are the interests of a certain subject of administrative and legal relations, which consist in the use and free disposal of social goods and values, as well as allow the enjoyment of fundamental freedoms within the limits established by law. Accordingly, a duty is a set of obligations of one subject of administrative law in relation to others, which is a certain organic necessity that reconciles personal and public interests. Rights and responsibilities as complex elements of administrative and legal status distinguish its integral component, without any of the elements of which it cannot exist. It has been proven that a community police officer is a police officer who is focused on solving the security problems of his or her local community. It is proposed to define the administrative and legal status of a community police officer as a set of administrative and legal norms that establish tasks and functions, organizational structure, powers, forms of responsibility and competence. The characteristics of the administrative and legal status of a community police officer include: his position in the hierarchy of the National Police, the issue of subordination; purpose, tasks and functions; directions, forms, methods of activity.

Abstract. To this day, researchers are debating the adequacy of using financial incentives to bolster performance in work settings. Our goal was to contribute to current understanding by considering the moderating role of distributive justice in the relation between financial incentives, motivation, and performance. Based on self-determination theory, we hypothesized that when bonuses are fairly distributed, using financial incentives makes employees feel more competent and autonomous, which in turn fosters greater autonomous motivation and lower controlled motivation, and better work performance. Results from path analyses in three samples supported our hypotheses, suggesting that the effect of financial incentives is contextual, and that compensation plans using financial incentives and bonuses can be effective when properly managed.

McIntyre, in his seminal work on Scottish franchise courts, argues that these courts were in decline in this period, and of little relevance to their local population. 1 But was that really the case? This paper explores that question, using a particularly rich set of local court records. By analysing the functions and significance of one particular court it assesses the role of this one court within its local area, and considers whether it really was in decline at this time, or if it continued to perform a vital role in its local community. The period studied is the mid to late seventeenth century, a period of considerable upheaval in Scottish life, that has attracted considerable attention from scholars, though often less on the experiences of local communities and people.

During the past decade, forty-six professional sports venues were constructed in the United States, while only 16 expansion teams were created by the major sports leagues. Nearly two thirds of these newly built stadiums and arenas were funded with public tax revenues, despite substantial evidence showing no positive economic impact of new sports stadium construction on local communities. In reviewing the economic literature, this article investigates the role of professional sports organizations in the construction and public subsidization of new sports venues. Franchise relocation and public stadium subsidization is a direct result of the monopoly power of professional sports leagues, whose franchise owners extract large subsidies from their host communities by threatening to relocate to viable alternative locations. After explaining how the most common methods of stadium subsidization project a disproportionate allocation of the benefits and costs of hosting a professional team to local community interests, this article outlines several considerations for local policymakers who seek to reinvigorate public discussion of equity concerns in professional sports finance.

Summary One cannot write about the relationship of young people and current sports stars in modern society without having previously studied the processes of mediation and globalisation of sport, and the transformation of traditional social values. The goal of the science and practice engaged in sports and education of young people is a constant quest for preserving universal ethical values and reconciling them with the modern-day social processes. This paper will present the result of a survey conducted with adolescents in five different Serbian cities in order to find the answer to the question if sportspersons were their favourite television role-models. According to the results of our survey, 45% of adolescents do not have a favourite TV personality and do not know for sure who that could be. Novak Đoković, who would be the choice of adults for a role model of the young, with 63.2% according to the survey conducted by the Ministry of Youth and Sports, scored 3.81% in our survey with adolescents who would chose Novak Đoković as their favourite TV personality. The necessity of raising media literacy of young people with the aim of clear identification of sports role models who are going to improve their quality of life still remains an open issue for further research on this course.

BackgroundIn 2000 20% of UK GPs had admitting rights to community hospitals. In subsequent years the number of GPs engaged in community hospital clinical care has decreased.AimWhat models of medical care exist in English community hospitals today and what factors are driving changes?MethodInterviews with community hospital clinical staff conducted as part of a multimethod study of the community value of community hospitals.ResultsSeventeen interviews were conducted and two different models of medical care observed: GP led and Trust employed doctors. Factors driving changes were GP workload and recruitment challenges; increased medical acuity of patients admitted; fewer local patients being admitted; frustration over the move from ‘step-up’ care from the local community to ‘step-down’ care from acute hospitals; increased burden of GP medical support; inadequate remuneration; and GP admission rights removed due to bed closures or GP practices withdrawing from community hospital work.ConclusionMultiple factors have driven changes in the role of GP community hospital clinicians with a consequent loss of GP generalist skills in the community hospital setting. The NHS needs to develop a focused strategy if GPs are to remain engaged with community hospital care.

The role of public sector undertakings, after India attained independence, as envisaged by political leaders and industrialists in a “mixed economy” was that of providing infrastructure facilities like power, telecom, roads, basic industries, etc. and thereby contribute towards the economic development of the country. The private sector, on the other hand, was to cater to the demand created by the rapid pace of industrialisation. However, liberalisation has led to the Indian economy integrating itself with the world economies, and corporates have to change their mind set. The compulsion for survival in such a scenario has led the Indian corporates to refocus their attention on Corporate Governance. In the case of public sector the issues of corporate governance relate to empowered internal governance, narrowing down multiple accountabilities and restructuring the system of checks and balances. It is in this context that the role and constitution of the Board assumes significance. Boards must be able to function independently and must comprise professionals who have a pragmatic approach. For effective corporate governance it is necessary to institutionalise ethics in the organisation culture.
