Введение. В статье показаны основы проведения диагностики структурных преобразований в экономике региона как экономической системе. Проанализирована суть проведения диагностики экономики региона как экономической системы. Сделан вывод о том, что диагностика структурных преобразований в экономике региона предполагает соблюдение ряда правил, которые касаются определения цели, методов и основных характеристик проводимой диагностики. Данные и методы. В качестве предмета исследования выступили терминологический и понятийный аппарат, отражающий сущность диагностики структурных преобразований в экономике региона как экономической системы. Рассмотрены ключевые признаки диагностики. Показаны параметры проведения диагностики экономики региона. Предложено авторское видение методов диагностики развития экономики региона. Полученные результаты. Автором установлено, что результаты диагностики структурных преобразований в экономике региона должны использоваться при разработке документов стратегического планирования социально-экономического развития административно-территориальных образований, так как позволяют сканировать именно те проблемы, которые сдерживают поступательный рост основных показателей и улучшение условий жизнедеятельности населения на конкретной территории. Результаты исследования могут быть использованы в качестве теоретической основы для построения комплексной системы управления затратами на отечественных предприятиях, выполняющих исследования и разработки Introduction. The article is devoted to determining the basics of diagnostics of structural transformations in the regional economy as an economic system. The article analyzes the essence of diagnostics of the regional economy as an economic system. It is concluded that the diagnosis of structural changes in the regional economy requires compliance with a number of rules that relate to the definition of the purpose, methods and main characteristics of the diagnosis. Data and methods. The subject of the research is the terminological and conceptual apparatus that reflects the essence of diagnostics of structural transformations in the regional economy as an economic system. The key diagnostic features are considered. The parameters of diagnostics of the regional economy are shown. In modern conditions, ensuring the security of economic systems is interconnected with the categories “sustainability” and “development”. Sustainability of an economic system reflects the reliability and strength of its constituent elements, the efficiency and inviolability of horizontal and vertical links within the system itself. Development is one of economic security components, since the lack of development significantly reduces the ability to resist and adapt to internal and external threats. The security of the national economic system is considered as the ability to survive and develop steadily in the conditions of turbulence and the influence of hard-to-predict factors. The success of economic development is largely determined by significant structural changes based on innovation. Consequently, dynamic innovative development must have an adequate innovative structure. “Innovatization” as an economic category is a process of accumulation, preservation, use and development of the innovative potential of the economic system’s acting entities. The economic theory of economic systems’ innovatization is one of the demanded economic paradigms of our time for most developed and developing countries of the world, including Russia. This is due to the decisive role of innovations in the development of economic systems and, as a result, this is as a source and one of the criterion indicators of economic security. The authors, using the holistic approach and the method of structural-logical decomposition in the study, revealed the content and forms of innovatization in economic development structures as a basis for ensuring economic security.

Urban rail transit plays a role of activating and leading regional economic development. It influences the spatial distribution of urban agglomeration and the progress of regional economic integration. It is a kind of virtuously cycled interactive relationship between regional economic development and regional rail transit. This paper analyzes the effect of urban rail transit construction project on regional economy based on the economic benefits arisen from it. The research results show that China’s urban rail transit construction and regional economy can not realize balanced development unless the fact that the relationship between urban rail transit planning and regional economic development can be well coordinated, and meanwhile, the construction scale and service level of different phases of rail transit can be confirmed according to urban economic development level.

Indonesia's regional economy that is proxy by using Gross Regional Domestic Product (GRDP) per capita to form clusters is investigated. Besides, by using the Spatial Auto-regression (SAR) model, the effect of household consumption in a region to the surrounding area's economy is examined. The study on this topic is rather limited, especially in the regional economic development of the country. Furthermore, Indonesia is a heterogeneous country, and its consequence is that development policy should consider the geographic characteristics of the country. The results show that there are regional economy clusters in Java, Kalimantan, Sulawesi, and Sumatra. In contrast, household consumption in a region has a weak influence on the economy in the surrounding area.

This article focuses on the economic development of especially small and medium-sized enterprises in the border triangle of Germany, Czech Republic and Poland. The motive for this article was primarily driven by the politically decided structural changes in the East German coal regions. While preparing this article, the authors found that this groundbreaking transformation resembles the unexpectedly occurring crisis originated by the corona virus in terms of analyzing, structuring measures and management principles. Organizations like economic development institutions located in the municipalities, networks or business initiatives and technology centers like the Bautzen-based Bautzen Innovation Center should play an important part in overcoming both challenges in its role as supporters of the regional economy and – for the innovation centers – host for new businesses.

This article highlights the problems of determining infrastructural factors in the system of socioeconomic and cultural development of regions. Using systemic and synergetic approaches, methods of analysis and synthesis, induction and deduction, comparative analysis, it is justified that a term “infrastructure” in its modern sense is the basis of the economic system and its components, its internal organization, which guarantees its integrity. At the same time, the socio-economic meaning of the concept of “regional infrastructure” is to provide the necessary conditions for economic and social development of territories. The important role of regional infrastructure stems from its functions, which can be divided into internal (specialized) and external (regional). Internal functions are a number of important economic and social functions performed by each enterprise, and element, and subdivision of the regional infrastructure. At the same time, external ones are to ensure a comprehensive and properly balanced development of the region in accordance with its resource potential and certain specialization. In order to unconditionally improve the situation in the regional infrastructure, today many hopes of the regional and local authorities are placed on attracting external investment capital as the most promising area for financing its modernization. It is worth noting that a number of powerful foreign and domestic companies that have the appropriate experience in solving such large-scale problems are ready to become investors and implement the best achievements of organizational and technical experience in the relevant regions of Ukraine. At the same time, it is established that at this time the regions of Ukraine are trying to use their resources as efficiently as possible for further development, are looking for new opportunities to use their potential. Its disclosure and effective use, taking into account the defining regional features and the corresponding economic specialization, require a proper increase in the efficiency of all elements of the regional infrastructure. However, whatever the features of its classification, it is undeniable that it plays a key role in implementing the strategy implementation of appropriate processes of modernization of the regional economy. So, the term “infrastructure” in the modern sense is the basis of the economic system and its components, its internal organization, which guarantees its integrity. Meanwhile, the socio-economic meaning of the concept of “regional infrastructure” is to provide appropriate conditions for economic and social development of the region. Simultaneously, the more developed and modernized it is, the more attractive any unit of local self-government becomes for various investors, in particular, from the outside, which creates new jobs, reduces unemployment and increases consumer demand. In addition, today the regions of Ukraine are trying to make the most efficient use of their resources for further development, are looking for new opportunities to use their full potential. Its disclosure and effective use, taking into account regional characteristics and economic specialization, need to increase the efficiency of all elements of regional infrastructure. Contemporarily, despite the diversity of approaches to understanding its essence and the existence of different concepts, it is logical to highlight its specific levels, each of the elements of which performs its function in the economic system of the region. Therefore, the classification of regional infrastructure on a functional basis into production, social and market is the most accurate. As the analysis of its selected elements presented in this work shows, the close interrelation between them and economic development of regions is traced. The higher level of its development causes the growth of foreign investments and increase of labour resources, acceleration of economic development and growth of living standards of the population of the region. Conversely, lowering the level of infrastructural development slows down production and may lead to a decline in living standards. However, whatever the features of its classification, it is undeniable that it primarily plays one of the most important roles when it comes to implementing a strategy for modernization of the regional economy.

It is established that the problem of ensuring the balance of structural proportions is not limited to the issues of stimulation positive structural transformations, but also covers the issues of deep theoretical analysis of existing trends in order to identify the prerequisites for global paradigm shifts in the economic system itself. Structural modernization of various levels systems is a worldwide problem of economic systems development. The reasons for the need for structural modernization of the regional economy are highlighted. The problems of Ukraine regional development have been clarified.

Structural changes in employment, that are a result from the specific influence of structure determining factors are viewed as changes with time in the proportions of the economic system. The opportunities for the development of one or another sector or region are the result of favourable changes in the structures. At the same time, the formation of objective conditions for favourable economic structural changes is an effective tool for the economic development of a certain sector, which provides more appropriate adjustment of economic structures to the requirements of time. This study aims at exploring structural changes in employment by sector (according to the Classification of the Economic Activities of Bulgaria-2008) through integrated and aggregated measures. The registering of these changes makes tracking the trends in economic development, the intensity of the changes and the unevenness in the distribution of resources between sectors possible. On this basis, there can be drawn guidelines to improve the distribution in the sectoral employment, by setting out priority actions for increasing the efficiency of the use of labour resources.

The goal of this research is to determine the consequences of accelerated digitalization of industrial relations in the context of structural transformation of Russian economy, as well as substantiate the need and the possibility for structural changes namely in the current period of time. The object of this research is the current and exhausted raw mineral export model of the Russian economy, which requires immediate modification. The subject of this research consists in the study of the impact of current external shocks (abrupt drop in the price of energy resources) upon the changes in the structure of Russian economy (in the sectoral and component views). The structural reform of the Russian economy, which started back in the Soviet period, could not be fully implemented via evolutionary path.  Same as all world’s economies, the Russian economy is currently functioning in a state of uncertainty and under influence of external shocks. In the authors’ opinion, these external shocks presently force the accelerated digitalization of industrial relations, which can produce powerful structural transformations of economy, it the government will provide support for corresponding projects.

Assessment the trend of regional economic development is significant to address the economic situation and developmental policy. This study assesses the regional economic development in Central Asia since 1992. Several developmental indicators were applied. The results demonstrated that the regional economy was gradually growing. Relatively, Kazakhstan, Uzbekistan and Turkmenistan enjoyed a rapid economic growth. Production of oil increased in Kazakhstan as exporting rose to China whereas declined in Uzbekistan – shifted to natural gas. Central Asia is moving gradually toward industrial and trade economic sector. Nevertheless, enormous natural resources were exported from Central Asia to China and Russia, and strong economic relationship was established with Europe, India and Algeria. Therefore, this research is significant for general understanding in economic growth of Central Asia, and it may be helpful for further studies.
