Capacity of tourism and recreation clusters development in Ukrainian regions

The development of the tourism and recreation cluster should be realized in those areas of Ukraine where there is a qualitative core for their development, which we consider as a collection of valuable tourist resources. Namely the natural ones like water, balneal, forest, climate, man-made objects (historical, cultural, and infrastructural resources). The aim of the article is to define and rank the caapcity for development of tourism and recreation clusters in the regions of Ukraine. The theoretical foundation is formed by the philosophical, general scientific and specifically scientific principles and provisions of modern theory of systems, theoretical platforms of management of tourism and recreation clusters development in regions. The results of the study proved that the identification and classification of the development capacity of tourism and recreation clusters in the regions of Ukraine should not simply be focused on the identification of the status of the core of the tourism and recreation cluster, but it is the dependency and coherence of the assessment components. Naturally, correlation can have positive and negative effects. A negative correlation determines the influence that limits the possibilities of creating a tourist product in water; balneal; forest; climatic resources (with a negative correlation rate). A positive correlation is a correlation where there are additional possibilities to create a tourist product (and the correlation rate is positive). According to the above-mentioned method, the combined result makes it possible to determine the nature and direction of development of the tourism and recreation cluster, which should include: development of artificial water zones and water bodies for all age categories of visitors; development of the forest of Ukraine, based on its protection; identification of areas to be recognized as objects of the nature reserve fund, measures to be taken, and incentives to increase the number of places in hotels and similar accommodation facilities.

This article carries out the conceptual analysis of development trends in control and oversight activity of the supreme audit institutions (supreme financial control bodies), which contributes to achieving the goals of sustainable development until 2030. The research leans on fundamental analysis of the principles of the Moscow Declaration endorsed by INTOSAI. The subject of this research is the financial-legal aspects of transformation of the status of control and audit bodies that exercise external financial control aimed at maintaining sustainable economic development of the society through implementation of principles of audit of budget funds. The article employs the method of dialectical scientific knowledge, which is based on the set of private and general scientific method, including formal-logical that interprets the norms and principles contained in the international declarations of the supreme audit institutions. The authors offer the classification of principles depending on the key vectors in the development of state audit (control) and contained explicitly in the vectors of development. Conflicts of principles established in the Mexican and Moscow INTOSAI Declarations are determined. The scientific novelty lies in substantiation of formation of the new special legal status of the supreme financial control bodies that not only verify legitimacy, effectiveness, and feasibility of budget expenditures, but are an external and independent strategic assistant to the government and executive authorities as well.  The authors conclude on the institutional change in the status of supreme financial control bodies.

Subject. The article deals with the analysis of suppliers in the public procurement system based on reasonable prequalification parameters. Objectives. The aim is to test the hypothesis about strong reputation characteristics of the winners in the public procurement system and develop a methodology for assessing the reputation of suppliers for prequalification purposes. Methods. We employ general scientific principles and methods of research, like abstraction, generalization of approaches used by domestic and foreign authors for prequalification and assessment of reputation of public procurement participants. Results. To test the hypothesis, we calculated four groups of indicators on corporate, financial, market, and social components of reputation. The methodology was tested on the data obtained from SPARK-Interfax and SPARK-Marketing information resources. Conclusions. The study revealed that not all reputational characteristics of public procurement winners can be regarded as high level. In terms of the corporate component, it is the low level of share capital, indicating the mistrust on the part of owners and their reluctance to invest in the business, and the low percentage of non-current assets. In terms of the market component, it is a low sales growth rate, as well as low return on sales. As to the financial component, it is a low capitalization of winners, low share of long-term debt capital and low credit limit. With respect to the social component, it is a below-average tax burden.

The object of the research in this article is associativity as a characteristic feature of 20th century art. The nature, the role of the association in the work of artistic thinking, the principles of its functioning are considered. The subject of the research is the editing form of a musical work of the second half of the 20th century. Particular attention in the article is paid to the consideration of such an important factor influencing the formation of a stable associative connection as repetition. At the same time, it is specified that repetition is caused by a specific life situation. This repetition forms a chain of associations that create an integral content space of a musical work. The work uses general scientific research methods in the framework of comparative and logical analysis, including generalizations and comparisons. The work is based on the analytical method and has a systemic interdisciplinary nature as well. In revealing the specifics of the installation form, the author of the article turns to the theory of compositional ellipsis V. Bobrovsky. The main conclusion of the study is that the importance of associativity in the work of Russian composers in the second half of the 20th century is increasing, reaching the status of a characteristic feature of artistic thinking. The process of expanding associativity manifested itself, in particular, in the emergence in musical creativity of a new type of form creation - editing. The analysis revealed the features inherent in the montage type of construction of a work of art. This is the dismemberment of thematic material, the syntactic isolation of thematic structures, the organization of the form «from the end», the internal unity of the mosaic structure, and others. The novelty of this research lies in the fact that for the first time associativity is considered as a source of montage shaping, in the choice of research methodology, as well as in the identification of special features of the composition, manifested in the conditions of montage drama.

This article aims to reconstruct Max Scheler’s conception of three types of knowledge, outlined in his late work Philosophical Perspectives (1928). Scheler distinguished three kinds of knowledge: empirical, used to exercise control over nature, eidetic (essential) and metaphysical. The author reviews the epistemological criteria that underlie this distinction, and its functionalistic assumptions. In the article’s polemic part he accuses Scheler of a) crypto-dualism in his theory of knowledge, which draws insufficient distinctions between metaphysical and eidetic knowledge; b) totally omitting the status of the humanities in his classification of knowledge types; c) consistently developing a philosophy of knowledge without resort to the research tools offered by the philosophy of science, which takes such analyses out of their social and historical context (i.e. how knowledge is created in today’s scientific communities).

The development of professional women also results in all kinds of pressure. Through the survey of the status of professional women's occupational pressure, this paper aims to analyze the differences of the total pressure in age, disposition, education, marital status, type of work and demographics, so as to explore the main factors; besides, this paper will also study the coping situation and discuss the relationship between the way of release and occupational pressure. Hope to conduct a more in-depth study of professional women's stress from wider angles in all around, providing a scientific basis for most professional women to adjust the physical and mental state, relieve stress, avoid the negative effects of burnout and improve work efficiency. This research has adopted cluster sampling method, surveyed by way of questionnaire, and discussed the status and influencing factors of women's occupational stress. The investigation on the influencing factors and countermeasures of female occupational stress could provide a more effective way of pressure relief for the majority of women, improve their work efficiency and better serve society! Therefore, it becomes an important topic to study the stress of professional women.</span>

The Coalition of National Health Education Organizations (CNHEO), established in 1972, currently has a membership of ten professional health education organizations. It exists to advance the profession of health education and to foster communication, collaboration and action on issues important to health and health education. Recent accomplishments include two invitational conferences to assess the status of health education and set goals and recommendations for the 21st century, Health Education Advocacy Summit, Health Education Advocate web site, Code of Ethics for the Health Education Profession, Standard Occupational Classification of “health educator” by the federal government, and collaboration to promote National Health Education Week. The study of the constitutional and legal basis of the status of migrants will allow to determine and summarize the rights and obligations of these persons, which significantly affect the formation of legal social order. This article discusses the constitutional, legal and administrative basis of the status of migrants, regulated by the legislation of the Russian Federation. Considering the issue of the current state of the migration legislation of the Russian Federation, the theoretical aspect of migration as the mobilization of people to change their permanent residence is highlighted. The causes of this phenomenon and the classification of categories of migrants are determined. The definitions of external and internal migrants are differentiated, on the basis of which the constitutional norms of foreign persons who entered the territory of the Russian Federation are further studied. According to Federal laws, the basic rights and obligations of immigrants who entered the Russian Federation for different definitions of reasons and circumstances are distinguished. The article considers the administrative and legal basis of the status of migrants in the context of violation of the rule of law according to the norms of the Code of administrative violations. The Institute of citizenship is singled out as a status that directly affects the scope of individual rights and freedoms, which allows it to be singled out as a special status of a migrant. In conclusion, the above topic is summarized.

The process of social differentiation in post-communist states has had a clear impact on the status of neighbourhoods. Municipalities have tried to handle the problem, but planning in Hungary is still based on shallow analyses. This paper presents a method for examining and quantifying prevailing factors of residential areas, also being able of a spatial comparison. It detects problematic issues and locations and assists in the formulation of solutions. The model city for the presented study was Szeged, located in southeastern Hungary. Szeged is the economic center of the region and it was an ideal urban area for the evaluation of housing needs and for the mapping of various objects and social services. A field-collected qualitative database was processed using the Idrisi Selva GIS program, resulting in a classifying map of investigated areas. We have localized the properties of the lowest score and also determined the major issues responsible for low scores by analysing the spatial data of 27 GIS layers. The model can be used to detect the reasons causing differences in the perception of neighbourhoods, while it may serve as a tool for decision makers.
