Conceptual bases of forming the regions’ economic security strategies

The article systematizes the existing theoretical approaches to revealing the essence of the definition "a region’s economic security strategy". The strategy of economic security should be a priority in ensuring the goals of inclusive development of regions, their competitiveness and stability. The order of development of this strategy includes: 1) forming the strategic goals of economic security of the region taking into account the management hierarchy; 2) strategic analysis of the external and internal security environment of the region; 3) identifying the strategy options; 4) determining the strategic alternatives and priorities of economic security of the region; 5) implementing the strategy; 6) monitoring the determinants of the economic security management process; 7) control; 8) adjustment of appropriate measures for economic security in the region. A number of new strategies are proposed: 1) of equalization and elimination of risks, threats, and dangers, 2) of growth and activation of growth poles; 3) of active growth; 4) of advanced safety-oriented development; 5) innovation-investment and adaptive strategies. Strategies for equalization and elimination of risks, threats, and dangers for areas with signs of depression and a critically low level of security are aimed at overcoming imbalances in the socio-economic system of the region and restoring positive economic growth parameters. Strategies for growth and activation of growth poles are focused on identifying profitable economic activities in the region, increasing innovation and investment, and overcoming the existing low level of economic security. Strategies of active growth provide for positive dynamics of development of the economic subsystem in the region and indicators of its security and increase of internal potential for an economic breakthrough. Strategies of advanced security-oriented development are typical for leading regions with a high level of development of the economic subsystem in the region and its security with a focus on the long-term increase of regional economic activity and security indicators. Innovation-investment and adaptive strategies are typical for the region with the highest level of economic security based on the adequacy of financial security and concentration of innovation and investment potential in the region.

Introduction. Under such conditions, the problem of assessing the economic security of enterprises is actualized, which is designed to identify threats that arise in the competitive environment and the internal environment of the enterprise, to identify strengths and weaknesses in the activities of the enterprise, on the basis of which management decisions are made at the strategic level, to prevent negative situations at the operational levels of enterprise management. Aim and tasks. The purpose of the study is to assessing the economic security of forest enterprises in the Ukrainian Polissya region. Objectives of the study: generalization of scientific approaches to assessing the economic security of enterprises; determination of criteria for assessing the economic security of forestry; development and testing of methods for assessing the economic security of forestry in the Ukrainian Polissya region. Results. The calculations show a high and sufficient level of economic security in the studied forestry enterprises. However, there is a decrease in financial security indicators, which requires the adoption of current and strategic management decisions to improve financial results and improve the financial condition of forestry enterprises. The main problem is the inefficient structure of exports, namely the predominance of products with low benefit and insufficient investment in the development of technical and technological base. The proposed system of criteria and indicators can be significantly expanded depending on the ability of researchers to obtain additional information about the economic activities of forestry enterprises. Conclusions. A proposed method of assessing the level of economic security of forestry enterprises, which provides for determining the compliance of the current state of the business entity development goals (desired state), provides for the use of traditional indicators covering the main areas of economic activity of forestry enterprises. It is only important that the sample of forest enterprises is formed on the basis of belonging to the common forest area, similarity of forest area and forest area of these enterprises, as well as other factors that researchers may consider essential for the choice.

The purpose of this publication is to study the system of economic security parameters and improve the process of using RADAR logic as an element of assessing the information security of the enterprise. The importance of the concept of economic security of enterprises (EBP) is that scientists recognize it as an important factor in national security, since the real economy is an environment of planning, organization and the best use of resources. Four main factors of EBP are considered: a) planning; b) monitoring of the external and internal environment; (b) identifying and implementing threat response measures; d) control and improvement of the system. Taking into account the turbulence of the external environment, the impact on the formation of parameters of the EBP of macro-, meso- and microeconomic level factors is investigated. It is proposed to lay the methodology based on the model of the European Quality Management Fund (EFQM) as the basis for the formation of the EBP culture. Its goal is to achieve a high level of business excellence, the direction is to promote the processes of coordination of business and security goals, coordination of efforts to achieve sustainable security indicators, the formation of market knowledge and best practices for their exchange. The prospects for practical use of the EFQM model, the components of which are: basic concepts of perfection are carefully studied; criteria; RADAR logic. The conclusion about the feasibility of implementing the RADAR system is substantiated. Full and comprehensive implementation of the system can have a positive impact on the level of short-term liquidity of the company's assets, its long-term solvency, the formation of the desired level of profitability for shareholders, and generate positive external effects for society and the environment. The complexity of ensuring the EBP is explained by the variety of manifestations and relationships of interactive elements among the internal components of enterprises and the unpredictability of the manifestation of external factors. A logical conclusion is drawn about the importance of the EBP concept, its ability to include a significant number of factors in the sphere of management influence. The direct consequences of using the EBP concept are the comprehensive provision of both its own economic security and the fundamental principles of its organization, the safety of the activities of individuals, the ability to take into account numerous factors in the formation of the actual level of regional, national and international economic security of the state. The strategic directions of further research are outlined: study, schematization, numerical formalization of system-structural relations of components and threats to economic security of enterprises, the real sector and the national economy as a whole.

Abstract. Modern views on the economic nature of countering raiding are a permanently important prerequisite for the stable development of the enterprises and the formation of a system of their effective management as the basis for ensuring economic security through the development and implementation of scenarios for countering raiders. The presented article is aimed at the use of the analytical and methodological tools regarding the introduction into the activities of the enterprise to ensure economic security in terms of countering raiding. Using the methods of forecasting and modeling the risk of raider seizure of the enterprises, scenarios for countering raiders (intensive, extensive and complex) have been developed for specifying and selecting the appropriate tools for making management decisions to ensure economic security. The results of forecasting of the enterprises activities showed a significant influence of the environmental factors (financial, economic, social, etc.) on the risk of raider seizure of the representative enterprises within the formed groups. This became the scientific basis for justifying the choice and implementation of the comprehensive scenario for preventing the risk of raider seizure which combines the strategic alternatives. The outcomes have confirmed the importance of the justification to support the choice and implementation of a comprehensive scenario for the risk preventing of raider seizure through the prism of the problems of ensuring the economic security of the enterprises in a transition economies. The comprehensive scenario of prevention of raider capture for the enterprises-representatives of the first group provides carrying out the constant analysis of financial and economic activity, introduction of mechanisms of stimulation of management and financing of risk protection. The following alternatives are proposed for the second group of enterprises with a high level of risk of raider capture, in particular: restructuring and separate accounting of the property complex, constant analysis of financial and economic activities, inclusion of government representatives in the board of directors, risk protection financing. The practical value lies in the formation and implementation of preventive and stimulating measures to counter raiding to ensure the economic security of the enterprise. This will allow the managers to use the tools to protect against raiding and strengthen of the economic security of the enterprise. The BRICS Journal of Economics (BJoE) starts its work in the year of the Russian BRICS Chairmanship – 2020, in which the main emphasis is on the five countries' cooperation in the field of digital transformation, as well as on boosting the role of sustainable and inclusive development agenda. It is a quarterly peer-reviewed journal that serves as a platform for encouraging research on internationally significant economic issues of middle-income developing countries, primarily BRICS countries. It was founded by the Faculty of Economics of Lomonosov Moscow State University, which holds high positions in the world ratings and has extremely broad partnerships with many leading universities all over the world.The journal’s objectives are to expand knowledge about contemporary economic trends in the BRICS countries, theoretical approaches and relevant academic studies that shed light on economic developments within the BRICS countries, their joint economic activities, and the role and position of BRICS in the world economy. It welcomes original research papers that present outcomes of initiatives and findings in all fields of economy and management in these countries.

Existing methodological approaches to assessing the level of economic security of Ukrainian banks are revealed and the need to improve them is substantiated. The author proposes the method of determining the level of economic security of banks at the micro level. Estimated values of economic security indicators and their assessment in points made it possible to group institutions by the level of economic security and to determine the positioning of banks depending on ownership. Institutions with a high level of economic security include banks, which, according to 8 indicators, have accumulated a total number of 61 to 80 points. A satisfactory level of economic security is characteristic of banks, whose quantitative assessment for a certain amount of indicators ranges from 41 to 60 points. Low levels of economic security are inherent in institutions with an overall score of 21-40. Institutions with a critical level of security include banks with a total score of up to 20 points, whose activities are accompanied by violations of indicator values and destabilizing effects on the banking system. The validation of this methodology was carried out in all solvent banks of Ukraine, which operated in 2015 and 2019. Based on the grouping of institutions by the level of economic security, the threats and dangers that accompanied the activities of banks were identified. The main threats to the economic security of state-owned banks were: the highest share of problem loans in the aggregate loan portfolio, risk of operating activities, reduction of their lending activity. Institutions of foreign banking groups were largely characterized by high, satisfactory, and low levels of economic security. This methodological toolkit is suggested to be used to strengthen the market position and increase the security of the functioning of Ukrainian banks.

The necessity of formation of financial and economic security at the enterprise in modern conditions of unstable financial situation in the country is defined. The concept of «financial and economic security» is substantiated, especially that financial and economic security is the financial and economic condition of the enterprise, through which the financial and economic interests of the company should be protected from negative external and internal factors and create the necessary financial and economic conditions for continuous successful activity and sustainable development of the enterprise. Statistics on the difficult financial security situation for both enterprises and the country are presented. The main indicators of the system and components for the formation of financial and economic security at the enterprise are analyzed. It is determined that the main factors of financial and economic security of the enterprise are: the level of financial resources; stability and firmness of the financial condition of the enterprise; balance of financial flows; the nature of financial and economic activities of the enterprise and the degree of its efficiency. Stages of formation of financial and economic security are to determine the types and causes of negative impact on the company and determine its financial condition, assessment of the current level of its security. Indicators for assessing the efficiency of the enterprise and the current state of financial and economic security of the company are presented. All these measures are aimed at ensuring the balance and sustainability of financial and economic security of the company, which consists in the effective implementation of currency, investment, settlement, stock, monetary policies, etc. as a prerequisite for the effectiveness of economic activity of the business entity. The following ways of improvement of financial and economic system are offered: improvement of normative-legal protection of all spheres of activity; ensuring the reliability of staff; protection of information used by the enterprise; effective monitoring of finances and risks of financial activity; increasing financial stability and independence by ensuring the efficiency of core activities, competitiveness of products and / or services; the right choice of strategies for market behavior.

The article discusses theoretical approaches to revealing the essence of the definition of «investment security». Investment security considered as a state of investment support of the country's economy, its resource capacity for expanded reproduction and modernization, attractiveness for investment in real and potential risks, threats and dangers. Investment security is a component of financial security, which in turn is an important component of the country's economic security. The main task of investment security is the formation of investment resources for the development of the country's economy, taking into account risks and threats. To assess the country's investment security, it is advisable to apply a comprehensive approach that would take into account its various aspects. Methodological tools have been developed and the level of investment security of Ukraine has been assessed and based on indicators that reflect: 1) ability to reproduce; 2) economic growth; 3) sources of investment. The quantitative value of these indicators allowed calculating the integrated indicator of investment security of Ukraine and noting that its level can be low, medium and high. On the authors position the low level of investment security signals the low investment attractiveness of the country's economy, significant imbalances in investment sources and lack of investment for expanded reproduction of fixed assets on an innovative basis. The average level of investment security reflects the satisfactory pace of investment in the country's economy and low use of the potential of financial intermediaries in investment activities. A high level of investment security, which guarantees expanded reproduction, economic growth and attracting the potential of the financial system in the investment process. The value of the integrated indicator of investment security of Ukraine for 2015-2019 is calculated. Testified to significant threats to economic growth and low rates of investment in the economy. The proposed methodology is comprehensive and allows assessing the level of investment security at the macro level.

The aim of the article is an assessment the socio-economic security of a mining region. The article describes the assessment socio-economic security of Kemerovo region by the technique that consists of economic and social components. Results of assessment showed a low level of socio-economic security of Kemerovo region. Majority of analyzed parameters in Kemerovo region has low indicators of socio-economic security. Indicators of assessment socio-economic security of Kemerovo region are at a level below then the average for the Siberian Federal district.

To solve the problem of finding effective methodological approaches that would make it possible to determine the level of security of relations with market entities with a high degree of reliability, it is proposed to use a comprehensive methodology for assessing the economic reliability of counterparties. As a result of the application of the methodology, an optimal configuration of information analytical support for assessing the economic reliability of counterparties is formed, based on a combination of financial diagnostics techniques with special methods for checking the reliability of data and involves modeling the levels of economic reliability of counterparties, depending on the achieved value of the integral indicator of economic reliability for: counterparties with high level of reliability, sufficient level, low level of reliability and unreliable counterparties.

Abstract. The article states that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities; protection from external and internal dangers, improvement of financial firmness, and stability.  It is established that one of the ways to solve these problems is the application of modern approaches to determining the level of financial and economic security of agricultural sector entities in order to identify the most significant threats to the market, as well as the application of modern approaches to improving the level of financial and economic security of the Ukrainian agricultural sector.  It was found that the financial security of the country directly and proportionally affects the financial and economic security of the agricultural sector, and the presence of problems can prevent the agricultural sector from reaching the desired economic level. The basic elements of financial and economic security in agricultural entities are identified as financial resources, financial stability (solvency), and profitability of operating activities, effectiveness of financial and economic activities, the possibility and cost of attracting external financial resources. The indicators for financial and economic security of agricultural enterprises in Mykolayiv region are assessed and a model of factors influencing the indicator, which is the profitability of operating activity, is developed.  General and specialist research methods were used to study theoretical, and methodological issues of financial and economic security in the agricultural sector; monographic, causal relationships, and logical modeling are also used in determining the indicators of assessing the level of financial and economic security in the agricultural sector;  method of dynamic analysis  and — in order to assess the rate of economic growth of the main macroeconomic indicators of the country, taking into account the dynamics of their change in the market environment;  calculation-constructive, graphic — when assessing the level of financial and economic security.  It is proved that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities in the market environment, protection from external and internal dangers, as well as creating conditions for long-term development, given globalization challenges.
