As socio-economic relations evolve in the domestic market, the development and complication of the management mechanism in gas distribution organizations takes place. A certain disproportion between the real and financial segments of the economy, in the levels of income of the population and in the socio-eco-nomic development of regions remains the characteristic features of domestic economic development. The multidimensional and multilevel imbalance of the Russian economy, including in the regional aspect, contin-ues to influence the internal management mechanisms of gas distribution organizations as resource supplying organizations, in the overwhelming majority, which are subjects of natural monopolies and are gasification operators in the regions. The article deals with the problems of optimization of the system structure of intra-organizational subsystems based on the identification of disparities on the example of gas distribution organ-izations. Proposals for improving the management mechanism of gas distribution organizations based on the criterion of balancing the system structure are presented.

The article considers the process of modernization of the innovative model of economic development of the region as a key tool for sustainable development of the national innovation system. The conditions for the activation of globalization processes allow us to determine the main directions of development of the Russian economy, ensuring sustainable rates of socially oriented economic growth and integration into the world space. This implies the need to realize the innovative potential of individual economic entities, territorial entities, and the state as a whole, which are focused on the generation, development and introduction of new technologies, goods and services. The analysis of the innovation process shows that in the economy, in society as a whole, innovations often meet forces of inertia and resistance, which either strongly inhibit the processes of renewal, or stop them, leaving the idea unclaimed for a long time, while the main factor in the stagnation of innovation processes in the economy can be identified as the established system of socio-economic relations in the state.There is no conflict of interests.

Accounting and auditing are essential elements of con- temporary economic relations. Their importance and the need for their development are constantly growing. The aim of the study is to identify objective and subjective prerequisites, as well as the consequences of the participation of the Russian Federation in the implementation of the Chinese strategic initiative “One Belt, One Road”. During the study, we set and solved the following tasks: analyzed the stages of formation and implementation of the strategic initiative in the period from 2013 to the present; studied the impact of the Silk Road Economic Belt project on the dynamics of indicators of the development of the Chinese economy; identified the main directions for the development of Russian–Chinese foreign economic relations, as well as the advantages and threats of the project implementation for the Russian economy. The multidimensional nature of the problem predetermined the need to use the provisions of theories of the world economy, state regulation of the economy, theories of international trade and international economic relations. In order to achieve its objectives, the study used a systematic approach, which made it possible to consider the strategic initiative of the People's Republic of China “One Belt, One Road” as a result of realizing the absolute and relative advantages of the participating countries and determine the nature of its impact on the dynamics of their economic development. The study concluded that the absolute and relative advantages of the Russian economy, historical and cultural factors, as well as the leading role of the Russian Federation in integration processes and in maintaining regional security within the framework of the Eurasian Economic Union, are among the prerequisites for the participation of the Russian Federation in the implementation of the “One Belt, One Road” strategic initiative. The analysis showed that the prospects of trade and economic cooperation between Russia and China within the framework of the strategic initiative “One Belt, One Road” are due to the predicted steady growth rate of domestic aggregate demand and supply, as well as the development of policy documents aimed at the formation of effective institutions that regulate integration processes.

The author explores the comparative advantages of the Russian economy and states that resource export orientation can be a strong factor of sustainable economic growth as for example in Australia. Economic relations with rapidly growing China are of extreme importance because the Chinese economy can provide a huge market for Russian commodities. The author warns that the rapid growth of rouble's real exchange rate can decelerate economic development but his forecasts for the nearest future are rather optimistic.

The article considers problems of Russian economy through the prism of technology, innovation, and investments. Economists and politicians put the issue of innovative socio-economic development. Further development of R&D and innovation of modern society directed an increasing share of material and human resources. In the new environment, the intensification of production involves not just improving some individual skills in the organization of the production process, but a sharp reduction in the innovation cycle, accelerate product updates, and applied technologies. The characteristic feature of modern world economic development is the transition of the leading countries to a new type of socio-economic move forward to build an economy based predominantly on the generation, dissemination and use of knowledge. The article considers a wide range of possible transformation of the Russian economic system in modern conditions. It attempts to justify one of the possible approaches to the transformation of the Russian economy in conditions of globalization of world economic relations and transition to a postindustrial economic system of all countries of the world on the path of building a “knowledge economy.”

Economic sanctions against Russia form a completely new context for public and private efforts to cope with crisis trends in Russian economy. With limited access to global goods, capital, and technology markets, it can at best minimize costs of the crisis but not come back to the normal growth path. Strategies to find new trade partners and sources of capital outside the group of countries that have introduced economic sanctions against Russia are welcome, but their potential is rather limited. Under these circumstances, crisis management should be centered neither on the alleged ‘Russia’s pivot to the East’ nor on the wide-scale import substitution but on normalization of economic relations with key country partners, regaining currency stability, and structural reforms aimed at moving national economy away from commodity specialization.

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.
