The strengthening of the growth rate of the national economy is directly connected with the regular change in the structure of employment of the population Therefore, the greatest realization of human potential for the benefit of social well-being is at the center of attention of the state policy of regulation of the labor market. Accordingly, in the domestic economic science and practice, state support for the work capacity of the population However, the problem of determining the social and economic cost of labor and the rational use of human capital remains open for scientific research. The article examines the labor market in the Republic of Uzbekistan in terms of socioeconomic, age, gender and ethnic-national factors of population, macroeconomic aspects of managing employment processes in the context of ongoing reforms in Uzbekistan in accordance with the standards of the International Labor Organization, and provides scientific, methodological and practical aspects aimed at to increase the level of employment of the population. In this article were used secondary data from the statistical literatures.

The global pandemic of COVID-19 has endangered the human and economic well-being in the world. It also has a huge impact on almost all industries at home and abroad. The International Labor Organization (ILO) expects the pandemic to increase layoffs and unemployment worldwide. In this case, employers are certainly in a dilemma, each looking for and juggling between workers' income and business profit. Thus, this article explores the aspect of termination of employees’ employment through library-based research that focuses on the use of statutes, courts’ cases, legal documents, and scholarly writings published in journals. Descriptive and critical methods are used to analyse the primary and secondary sources referred to. This article stresses that there are procedures and laws which employers need to obey in order to address the excessive number of employees in the face of pandemics. Dismissal of employees should not be done arbitrarily without justifications and procedures that have been outlined by law. The discussion ended with suggestions to employers so that any layoffs can be blocked and minimized.

The significant transformation of employment in terms of its quantitative and qualitative characteristics is a hallmark of the current labor market. Some labor market segments differ in the market condition, growth rates, and the mechanisms of adaptation to change. This article aims at analyzing employment trends in the domestic financial sector in the context of global labor market trends. The research is based on methodological approaches to the employment study of the International Labor Organization and the information of the State Statistics Service of Ukraine. The study found out that in the pre-crisis period, employment in financial activities increased at a faster rate than other types of economic activity. However, after 2008, the trend has reversed. The concentration ratio of employees of the financial and insurance activities in the capital and in economically developed regions is moderate and steadily increasing. A decrease in the intensity of vocational training and advanced training is the negative aspect of the crisis processes in the Ukrainian financial sector.

The results of a scientific search dedicated to the problem of educational services transformation and whole education system adaptation to the challenges of the modern labor market were discussed in the article. The relationship between the problems of the Ukrainian labor market, the outdated educational system and inefficient human potential using is established. The essential correlation between the priority directions of human development for Ukraine and the main directions of educational system reforming are determined. Based on the analysis of the Human Development Index in Ukraine and other statistical indicators, directions for development and realization of social and educational service are determined with the condition of attraction of non-governmental organizations. The necessity of introducing new practical approaches was developed and theoretically substantiated for: · Expanding the range of entities providing educational services based on public-private partnership; · Establishing the accordance between the number of university applicants and request for them in the labor market; · Increasing the value of education through establishing the relationship between its level and the well-being of the employee; · Creating conditions for the dynamic adjustment of the content of education, depending on the labor market trends. The necessity of introducing new practical approaches for more effective development of human potential by restoring the education value and providing productive employment has been developed and theoretically substantiated.

The rapid spread of Covid-19 has had a negative impact on the development of the world economy, and the development of the labor market. According to the International Labor Organization, about 25 million people worldwide are unemployed worldwide and the income of employees can be reduced by at least 3.4 trillion. Therefore, the formation of the insurability of growing in the world economy and labor market on issues of stable growth and employment in Uzbekistan is relevant for today's day. The article presents information on the measures taken to mitigate the pressure rendered to the labor market caused by a pandemic in Uzbekistan.

To implement the Strategic development plan for the Republic of Kazakhstan in accordance with the codes and standards of the International Labor Organization, it became necessary to develop the Concept of Safe Work. Review of the international labor codes and standards in the countries of the Eurasian Economic Union and Organization for Economic Cooperation and Development shows various approaches of the current system of public administration. Development of the international practice in the field of occupational safety and health is moving from compensatory to preventive measures. When developing the Concept of Safe Work in the Republic of Kazakhstan, it is required to consider the international labor codes and standards, and the experience of the Great Britain, Germany, Finland, France, the Russian Federation, the Republic of Belarus, the United States, and Japan. Tripartite and risk-oriented approaches are of particular interest. It is also necessary to study and adapt the efficient international experience: monitoring based on the assessment of occupational risks at the enterprises; participation of the state inspectors in the work of the centralized committee for monitoring and control over the observance of labor legislation; control and verification of the use of allocated funds; participation of insurance organizations in the financial measures for occupational safety and health, subsidization for the modernization of the outdated equipment; the program to assist and support small and medium-sized enterprises in risk assessment; system and culture of safe work with personal responsibility of the manager; laboratories for checking the classification of personal protective equipment by purpose depending on the protective properties. Scientific research, adaptation, and development of the scientific and methodological foundations for ensuring safe work in the priority sectors of the country economy, as well as bringing the safety and health management system of the Republic of Kazakhstan in line with the codes and standards of the International Labor Organization, are of great importance.

The International Labor Organization (hereafter referred to as“I.L.O.”) took the first steps toward establishing relations with a new organization which would replace the League of Nations in the spring of 1944. The 26th Session of the International Labor Conference, which met in Philadelphia in April–May, 1944—the first regular session held since 1939—adopted a resolution requesting the Governing Body of the International Labor Office “to take appropriate steps to assure close collaboration and full exchange of information between the I.L.O. and any other public organizations which now exist or may be established for the promotion of social and economic well-being.”Acting on this recommendation, the Governing Body of the I.L.O., at its session of May, 1944, a few days after the close of the Philadelphia Conference, appointed a delegation composed of nine members of the Governing Body, its chairman, and the director of the International Labor Office, and authorized it to negotiate with any international authority in regard to the Organization's relationship to other international bodies. In January, 1945—still prior to the San Francisco Conference—the Governing Body reaffirmed the I.L.O.'s desire to be associated with the contemplated general international organization, “while retaining for the International Labor Organization the authority essential for the discharge of its responsibilities under its constitution and the Declaration of Philadelphia.”At the invitation of the United States Government, the I.L.O. was represented at San Francisco by a consultative delegation. The position of the I.L.O. within the new framework was discussed at some length at the Conference.

Uzbekistan has been gradually integrating into the world economy since gaining its independence back in 1991. The need to integrate stems from the desire to advance the national economy and social well-being of population through importing advanced technologies or stimulating exports. However, opening up the country also meant exposure to increase in the mobility of its human capital. As a result, Uzbekistan has witnessed labor migration in and out of the country in the past couple of decades, driven by various causes, which is having inevitable social and economic implications for the country. Migration has particular implications for Uzbekistan mainly due to its state of demographic development. Three vital characteristics create a favorable condition for migration of labor from Uzbekistan: Population growth rate of 1,6% per annum Young population with 30% aged under 15 Low level of urbanization with 50% of population living in rural areas. International Organization of Migration predicted that under globalization and economic liberalization, international trade and improved investment climate would lead to increased migration flows. Highly developed countries would have a shortage of and less developed countries would have a surplus of labor force, which would lead to formation of global migrant labor force. Intensifying processes in contemporary international labor market make migration as a mechanism, which has a back-to-back impact onto and from economic development of a country. From developing countries’ perspective, international labor migration is an instrument for reducing tension in national labor markets, decreasing high rates of unemployment and expanding sources of income. From developed countries’ perspective, international labor migration helps solve demographic problems like decreasing number of population, aging of population and shortage of labor force. Thus, this processes turned into a mechanism or a system, which is not possible to ignore. Uzbekistan, in particular, is increasing its participation in the international labor market due to its high rates of population growth and young population.

AbstractThis article examines legal inhibitions on the right to strike which have emerged in the new market economy of Lithuania. It illustrates how legal impediments impact on the right to strike by analyzing a specific episode of industrial conflict. Further to this, the complaint by the employees' trade union to the International Labor Organization is examined together with the legislative responses of Lithuanian authorities to concerns arising from this dispute. The paper suggests that a broader political imperative of labor market liberalization may be compromising the spirit, if not the letter, of both major ILO conventions on Freedom of Association and Collective Bargaining which are endorsed in the new Lithuanian Labor Code, and also the European Union Charter of Fundamental Rights to which Lithuania has subscribed.

The world crisis combusted has essentially changed a situation almost in all life spheres, and primarily on labor markets. However, weight of evidence suggests that many features of the world labor market which dawned in the second half of the 20th century – in the early 21st century will preserve their main outlines. The international labor statistics, and first of all, the International Labor Organization and Organization for Economic Cooperation and Development statistic services help confirm or contest it. This article is devoted to analysis of the data submitted by the ILO and OECD.

Based on the study of international experience in the development of the fundamental principles of the International Labor Organization, the specifi cs of its activities, the signifi cance for national states, in particular, Uzbekistan, are revealed. The article focuses in detail on the adopted legal norms aimed at ensuring full employment and improving the standard of living, creating jobs that provide the necessary protection of life and health, the well-being of mothers and children, equal opportunities for men and women to obtain the desired housing, opportunities for education, intellectual development, and career growth.
