Focused on the construction of innovation and entrepreneurship education ecosystem guided by “Fostering Virtue in Education,” colleges are grounding efforts in the new development stage, applying the new development philosophy, and creating a new framework of development. Under China's new era, fostering character and civic virtue is the due meaning of innovation and entrepreneurship education in higher education. Adoption of this strategic approach accelerates the transformation of economic development mode, and build an innovative country. It is also an education strategy which can improve the quality of talent training and innovation & entrepreneurship education. An important way to promote the all-round development of university students is to implement the core measures of increased employment by entrepreneurship and the full employment of graduates, which is related to the fundamental issue of “who to cultivate, how to cultivate and for whom to cultivate.” In the new era, innovation and entrepreneurship education in colleges and universities should be based on the local conditions, respond to the needs of the times, connect with the national development strategy, grasp the correct development direction, become an important force to promote the national economic development and social harmony and progress, cultivate the new force of “mass entrepreneurship and innovation” in line with the requirements of the times and the country, and realize the transformation of university functions and missions. To carry out the fundamental task of talent cultivation in universities.

Innovation is the first driving force leading economic and social development, and innovation and entrepreneurship education is an important engine for promoting national economic growth. At present, our country is at the critical node of comprehensively deepening reform, decisively building a moderately prosperous society in an all-round way, and realizing the two centenary goals, and we must firmly grasp the initiative in economic development. College students have always been a barometer of the development of the times, and how innovative and entrepreneurial college students are is related to the future and destiny of the country's economic development. The key to the cultivation of college students' innovative and entrepreneurial ability lies in education, and the key to the effect of education lies in teachers. As an important component and supplement to the faculty of colleges and universities, counselors play a key role in the growth of college students. It can be said that the professional ability construction of college counselors is very important to the cultivation of innovative and entrepreneurial talents and cannot be replaced. From the perspective of innovation and entrepreneurship education, this article discusses the development status of domestic and foreign college counselors' professional ability construction, discusses the problems and causes of college counselors' professional ability construction, and proposes a path to optimize the professional ability construction of counselors.

<p>In order to promote mass entrepreneurship and innovation, the General Office of the State Council issued the implementation opinions on deepening innovation and entrepreneurship education reform in institutions of higher learning. According to the guidelines for innovation and entrepreneurship proposed by the State Council, colleges and universities should combine the entrepreneurial needs of students and the innovative needs of the society, set up educational goals around the orientation of running a school, and carry out educational reform activities with innovation and entrepreneurship as the theme. Based on the overall social background of "Interne+" and distinct characteristics of the times, this paper analyzes the problems existing in innovation and entrepreneurship education in colleges and universities, and explores effective strategies for implementing innovation and entrepreneurship education in colleges and universities.</p>

Historical materialism is one of Marx’s greatest discoveries, which is of great significance in the history of human social thought. In Engels’ later years, there was a new trend in the development of capitalist society, where letters became an important carrier for Engels to carry out theoretical research, propaganda and struggle. Engels’ letters in his later years paid full attention to the reaction to the superstructure of the economic foundation and the relative independence of ideology. In addition, it emphasizes that the theory should keep pace with the times, also puts forward and expounds the thought of “historical resultant force theory.” Furthermore, we firmly opposed dogmatism, contrarily adhered and developed scientific Marxism. Engels’ letters in his later years not only enriched and developed Marxist historical materialism, but also provided a strong theoretical basis for the great practice of socialism with Chinese characteristics in the new era.

The three industrial revolutions: mechanization, electrification and automation are important milestones marking great socio-economic development steps of mankind. Currently, along with the industrial revolution 4.0, "digital transformation" is the most mentioned keyword in the world of policy makers, the community of scientists and businesses, because it has been changing the socio-economic basis. In the process of digital transformation, many new problems have arisen in Vietnam, requiring research and answers, many challenges and challenges to socio-economic development in Vietnam. Implementing digital transformation in the fields of economy, health, education, contributes to improving the quality of life, however, digital transformation has not yet met the requirements of socio-economic development in Vietnam today, thereby building solutions to promote the digital transformation process in Vietnam in order to develop breakthroughs and quickly catch up with the development of the modern production force. The article analyzes and clarifies the current situation of digital transformation in Vietnam, thereby contributing to providing more scientific bases for the Vietnamese government's decisions to perfect the digital transformation policy to meet the requirements of development of the country in the new era.

Universities are cradles for intellectual and technical innovators, and thus building an innovation and entrepreneurship education ecosystem in universities is of strategic importance for national development. Most studies in China, from the perspective of collaborative innovation, used the EPM model to analyze the features, elements and operational modes of innovation and entrepreneurship education ecosystems in universities based on theories of symbiosis, competition and cooperation, coordination, networking, and the exchange mechanism. Boosted by the strategies to develop the Guangdong-Hong Kong-Macau Greater Bay Area, universities in Guangdong start to build innovation and entrepreneurship education ecosystems equipped with such functions as education, service, practice and research in order to promote sharing of resources, build a well-functioning ecosystem and bolster regional economic growth. To build innovation and entrepreneurship education ecosystems, universities can make efforts from the following aspects: to perform overall planning in a top-down manner; to improve the global innovation-entrepreneurship course system and promote multi-pronged course reforms; to introduce excellent teachers and build a team of “triple-competent” teachers; to build a platform for improvement of innovation and entrepreneurship education; to improve innovation and entrepreneurship services and provide customized guidance; encourage training of innovators and entrepreneurs with a global vision to support advancement of the Greater Bay Area and the Belt-and-Road Initiative.
