The article notes that during the current period of Ukraine undergoing fundamental transformations in the economy and society as a whole. In this regard, there is a need to form a new socio-economic model designed to ensure sustainable development. It also corresponds to Ukraine’s aspirations for integration into the European community. However, today the situation on the implementation of the principles of sustainable development in Ukraine is unsatisfactory, which, in particular, is expressed in the low standard of living of the population and its social protection, as well as in the inadequacy of measures taken in the field of environmental protection. This situation requires the construction of an integrated system of state policy aimed at ensuring sustainable development, which includes coordination of activities in the environmental, financial, economic and social spheres. All this should contribute to the protection of national interests, ensuring security for every citizen and society as a whole. In this regard, it is noted that in Ukraine there are significant problems in terms of accessibility of social services, ensuring social justice, achieving economic efficiency and environmental safety. The solution to these problems should be facilitated by the current decentralization policy. Within its framework, the creation of united territorial communities is taking place, which should positively affect the provision in each of them of conditions for the implementation of the principles of sustainable development. Indeed, it is on the territory of such communities that there are prerequisites for overcoming the structural imbalances that take place in the economy and condition the irrational use of all resources, including natural ones. As a result of this, the technogenic load on the environment should decrease. The study of social security problems at the level of the united territorial communities, including monitoring of its main indicators, gives reason to assert the need to improve the management system, which should ensure the accessibility of social goods and fairness in their distribution. Thus, ensuring sustainable development should be considered as a priority area of socio-economic development of Ukraine. This provides for such public policy measures as: the provision of unemployment benefits; ensuring a constant increase in the well-being of the population and strengthening its social protection; reduction of inflation and ensuring economic growth due to the successful solution of scientific and technical problems, including the introduction of effective forms of combining science and production; increasing environmental requirements for the economy. All this should contribute to the realization of the goal of achieving sustainable development.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.

State family policy and its important direction, which is the improvement of the living conditions of orphans and children left without parental care, require constant updating due to socio-economic and political circumstances. Changes should concern both the state level and the level of specific regions. The improvement of the forms and methods of relations between the state, family and children in a particular country is possible with the consideration of the advanced achievements and miscalculations of other states in this policy. Therefore, it is highly important for the theory and practice of the development of Russian family state and regional policy to study the experience of France. The study made it possible to draw conclusions about the specifics of state policy in the formation of family and childhood in France. In this period, family policy in France has gone from exclusion from the family by the school to a discourse of cooperation. Particular attention is paid to the French School Orientation and Reform Act of June 8, 2013, of particular interest. It recognizes the importance of establishing partnerships between the school and the family and proposes measures of cooperation between school and family, some of which are interesting for contemporary Russian reality. The article shows the advantage of modern Russian family state policy by characterizing its goals, principles and objectives defined in the main regulatory documents of the last decade. The materials of the article are of practical value for legislators and heads of social services of different levels, specialists of educational authorities, social protection, guardianship and trusteeship. The article is of interest to teachers and students of pedagogical universities.

The historical aspect of the development of state social policy of social protection of children in Europe from the 17th to 21th centuries is considered in the article. The purpose of the article is to highlight the peculiarities of the historical development of the state policy of social protection of children in European countries of the 17th to 21th centuries and learning from the experience of social protection of children in the context of Ukraine's European integration. The regulatory framework of the system of social protection of children in Ukraine has been studied. The statistic on different categories of children in need of social protection by the state is analyzed. The structure of the system of social protection of children in Ukraine is considered. The research methodology is based on the principle of priority of universal human values. As part of the tools of the proposed work the theoretical one is the analysis and generalization of scientific sources, educational and methodological publications on the theme and synthesis, as well as comparison and generalization of data. Based on the analysis of materials on the peculiarities of social protection in the UK, Germany, France, Sweden and Norway, it was determined that the social protection of children in Europe is characterized by assistance to them in providing conditions for the realization of their rights and freedoms. Equally important is the setting up of various charitable institutions, schools, penal colonies that help children change, as well as the emergence of social services that protect the rights and interests of children. The authors suggest that in the course of the studying the history of the issue of state policy of children’s social protection, there is an opportunity for analogies, the implementation of already proven steps on the path of democratization of national social protection policy. The researchers see the prospects for further research in the study of global innovative forms of social protection and support for at-risk children.

The study investigates the changes taking place in the domestic market of social services expressed in the appearance of "new players" in the form of socially oriented non-profit organizations (SO NPO) within its field in addition to public institutions for social protection and social services of the population. The authors identify the advantages and disadvantages of SO NGO compared to government organizations and social services, describe the processes of shadow economy expansion to the social services market and formation of regional "quasi-markets". The empirical part of the article is based on the data of two studies conducted in the form of indepth interviews. First, with experts on "Practices of interaction and prospects of cooperation between NPO and government organizations of social services in the Volgograd region", N = 52 (27 representatives of the public sector, 25 representatives of NPO, January-March 2018). Then with recipients of social services from government organizations and clients of SO NPO on the theme "Availability and quality of paid and free social services provided in the Volgograd region for retiring aged women" N = 46, 60 years and older (21 people-clients of SO NPO, 25 people-recipients of social services. services, October 2017 – January 2018). The analysis of these in-depth interviews with experts allowed to draw the following conclusions. There is a duplication of functions of the organizations of public and non-public sectors providing social services to the population. The activities of modern SO NPO operating in the social services market contain innovative and commercial components. The expansion of the "platform" of the social services market does not yet lead to full competition between organizations, encouraging them to constantly improve the quality of services. The analysis of in-depth interviews with recipients of social services from government organizations and customers of SO NPO showed that the commercialization of activities of SO NPO does not make social services more accessible to those who are in need of them. There is the necessity of changes in the way social services are being provided in the Volgograd region as they do not meet the needs of women of retirement age, do not take into account their level of income and material well-being.

This article is devoted to the study of the historical experience of state and legal regulation of relations in the field of environmental safety of the population living in the cities of the Russian Empire. In the course of the study, the main directions of state policy in the field of ensuring the sanitary well-being of cities were identified, and the key problems that hinder its successful implementation were noted.

The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

Abstract The Sustainable Development Goals (SDG’s) developed by the United Nations in 2015 are global benchmarks for all countries to meet by 2030 to ensure well-being and prosperity while protecting and promoting human rights and freedoms. The underlying pledge is that no one will be left behind Globally, older adults are one of the most vulnerable populations, suffering from poverty and poor health and little social protection. Social workers can play key roles in assuring that the concerns and interests and rights of older adults are recognized in the SDGs and in the policies developed to meet them. This paper focuses on 6 of the SDG’s that are most pertinent to the status and inclusion of older people and the implications they have for specific social work involvement.

The article deals with the issue of national security of the state through the allocation and consideration of the basic conditions for its provision. In particular, the authors identified the main components of national security of the country (state security, public security, technogenic security, environmental security, etc.) and identified the priority tasks of the state policy to ensure them. In particular, the main components of the conditions for ensuring public safety (state of orderly public legal relations, in which each person, state body, local self-government bodies and their officials adhere to legal and moral and ethical norms, social norms and rules, fulfill all recommendations, are identified in order to achieve public safety and well-being). The authors have determined the basic list of factors of state policy formation of national security. The components of sustainable development of the state have been identified and characterized. The content of the basic principles that determine the order of state policy making in the fields of national security and defense is explained, namely: accountability is defined as a system of measures by which equilibrium (balance) of authority of the authority and its responsibility is achieved; legality is defined as a kind of foundation of a civilized society, ensuring the equality of all persons before the law; transparency of government is defined as the publication or dissemination of information about a public authority, the principle of activity of public authorities, in which all decisions are open and public. The authors place special emphasis on ensuring the fundamental national interests of Ukraine, which proclaimed: state sovereignty and territorial integrity, democratic constitutional order, preventing interference in the internal affairs of Ukraine; sustainable development of the national economy, transparency of power.

The article analyzes the activities of the social protection system and social services of Ukraine. The concept of «social protection» is defined, the classification of the social protection system according to the models of social policy of other countries (Austria, England, Germany, USA, France, Japan) is given. The only principle of social protection according to the given models is formulated – joint action of a complex of measures which are directed on increase of well-being and quality of life of the population (economic, household, social). The socially-oriented policy of Ukraine, which is aimed at overcoming poverty, introduction of social insurance and targeted assistance, solving problems related to unemployment, is indicated. It was found that the basic state social standard in the field of income is the subsistence level. The social service is defined as a multifunctional state executive body that acts as a guarantor in ensuring the stability of the functioning of the system of social protection and social security of socially vulnerable groups. It is established that social services are an organizational form of social work, because they implement the practice of social security. Ensure orderly communication and interaction of all social work bodies (departments and social services). The organizational structure of the social security system is an orderly connection and interaction of all bodies of social work (departments and social services), which provide general conditions for rational organization and normal functioning of the support system for individuals, groups of communities at risk of social risk. The leading direction in social security is to support a person who finds himself in a difficult life situation at the minimum (not lower) social and household level – the provision of cash benefits, social benefits, benefits, subsidies and more.

The objective of this research is centered on determining different microinsurance dimensions towards promoting the sustainability of the marginalized. This central objective leads to the assumption that microinsurance is a good tool to supplement the lack of or the unavailability of social protection programs intended for those who are socially excluded. Over the years, there have been increased calls among governments all over the world to end poverty.  The call puts to order the use of all available means to attain the 2030 Agenda for Sustainable Development.  As a background, the 2030 Agenda for Sustainable Development was adopted in 2015 by all United Nations Member States.  It encompasses 17 Sustainable Development Goals (SDGs), which is an urgent call for action for all developed and developing countries to form a global partnership in promoting peace and prosperity for people and the planet, now and into the future. The very heart of this framework recognizes that ending poverty and other deprivations must have effective and efficient strategies. The research made use of purely quantitative methods to achieve its objectives. There were 600 questionnaires distributed all over the Philippines but only 422 questionnaires were retrieved. The indicators of microinsurance were factor analyzed using the principal axis method with varimax rotation to determine the underlying dimensions. Since its introduction to the market, microinsurance has been a tool that enables low-income households to become resilient against adversities. In fact, it has been found in various literature that microinsurance has functioned as a social protection mechanism when social services are inadequate or not available. It can be further concluded that microinsurance with its unprecedented growth is eyed as a primary contributor to achieving the majority of the SDG 2030. This monumental role of microinsurance calls for the support of various sectors.  As indicated in the results, financial literacy has to increase among the marginalized to embrace the concept of insurance.  The government likewise has to intervene in promoting microinsurance particularly in areas that are neglected by social services for whatever reasons.
