Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

The existence of the Village Government in the perspective of Law Number 6 of 2014  concerning Villages is increasingly clear, it’s because the village is given the authority to manage and regulate its own household as known as the subsidiarity principle, while independence in managing governance in regional government is known as the principle of decentralization. This authority is given to realize the vision of the life of a prosperous and independent village government. But in the implementing regulations contrary to the concepts and principles of the establishment of the Village Law, there are several norms explicitly that village authority is still intervened by the government Supra Desa (Regional Government). The purpose of this study is to analyze the existence of village government. The results of this study recommend that there is a need for synchronization and harmonization between the regulations governing village authority, namely Law number. 6 of 2014 concerning Villages, Government Regulation Number 43 of 2014 concerning Implementation Regulations of Law Number 6 Year 2014 concerning Villages, and Government Regulation Number 60 of 2014 concerning Village Funds sourced from the State Budget.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

This study aims to analyze the differences between the Rempanga Village Government Financial Statements of TA 2016 and Permendagri Number 113 of 2014, and to know and analyze the process of preparing the Rempanga Village Government Financial Statements for Fiscal Year 2016 through the accounting cycle.The hypothesis of this study is that there is a difference between the Rempanga Village Government Financial Report 2016 and Permendagri Number 113 of 2014, and the accounting cycle is not carried out in the process of compiling the Rempanga Village Government Financial Report for Fiscal Year 2016.The basis of this research theory uses Permendagri Number 113 of 2014 concerning Village Financial Management. In this study the author uses a comparative analysis tool that compares the Realization Accountability Report of the Village Budget Implementation for Fiscal Year 2016, Village Property Report as of December 31, Fiscal Year 2016, and Government and Regional Government Program Reports that enter the village in the form of Financial Statements in accordance with Financial Management Guidelines Village Permendagri Number 113 of 2014 and using the method of observation that is observing in documents which are outputs from the implementation of the accounting cycle in the form of journal memos, ledgers, unadjusted balance sheets, adjusting journal entries, and adjusted trial balance.The results of the study concluded that there were 11 Differences between the Rempanga Village Government Financial Statements of Fiscal Year 2016 with the Village Financial Management Guidelines Permendagri 113 of 2014 which were 4 differences found from observations of the Rempanga Village Government Financial Statements Fiscal Year 2016, and there were 7 differences found from interviews with the Village Secretary Rempanga as Financial Management Technical Implementation Coordinator. These differences have shown that the accounting cycle is not carried out in the process of compiling the Rempanga Government Financial Report Fiscal Year 2016, the hypothesis is accepted.

The impact of Covid 19 made the government in Sukoharjo village, Sukoharjo sub-district, Pringsewu regency, pour out village funds that should have been converted into BLT for residents affected by covid 19. The purpose of this study is to evaluate the policies of the Sukoharjo II village government that have been ongoing. This study used a qualitative approach, namely describing the policies adopted in the village of Sukoharjo II coherently. data collection methods using interviews and documentation, then the data collected is analyzed with a qualitative approach. The result is that the Sukoharjo II village government has succeeded in carrying out policies that have been running well based on indicators of evaluation of public policies from William N Dunn, such as effectiveness, adequacy, equity, responsiveness, and accuracy have been running in accordance with government regulations that determine potential family beneficiaries of village funds in accordance with regulations. issued by the central government and the regional government of Pringsewu Regency by synchronizing the data in advance with the integrated list of prosperous families (DTKS) from the Social Service Agency. Villages received very serious attention from the Government, with the Government issuing and enacting Law number 6 of 2014, on Villages, as well as establishing Village financial assistance, which is budgeted and allocated in the state budget annually. This financial assistance increases every year in line with the needs and problems of the current village. So the impact of that is where the Village Government in this case the Village Head and his staff must be able to manage the Village Fund effectively and efficiently, and transparently, in order to realize the accountability of Village Fund management. The researcher is interested in the extent to which the role of the village head can improve the performance of village fund management apparatus in the village of Tegalbarang, Tegalbarang sub-district. Tegalbarang village, a few years earlier was included in the IDM category which was lagging behind, with the financial assistance of the Village, the Village and the Village community could utilize the Village Fund to develop the Village Development Infrastructure, so that now Tegalbarang Village was included in the developing Village category based on the Regulation of the Ministry of Disadvantaged Regions number 6 years 2016, and in 2017, Tegalbarang Village is included in the developing village category. This study uses a descriptive qualitative method, with an inductive approach, with the theory used in this study is the Role theory, and related to the apparatus performance theory, as well as theories about the Village and Village Fund management. Conclusions can be explained that with the Prannya Village Head as the person in charge of Village Fund management, where the management is carried out by following and based on the District Head Regulation number 100 of 2017, on Guidelines for Village Financial Management, the performance of the Village apparatus in Village Fund management can be said to be very good, and the constraints that arise can be overcome by deliberation between the Village, the Camat and the Village Facilitation that conducts assistance for the Village Fund assistance in Tegalbarang Village.

Dikarenakan Kesejahteraan dan kemakmuran ekonomi rakyat tidak selamanya berada dilingkungan perkotaan saja, tetapi dalam membangun Indonesia haruslah di mulai dari Desa. Permasalahan yang dibahas didalam tesis ini (1). Siapakah aktor–aktor yang diuntungkan di balik Undang–undang Nomor 6 Tahun 2014 Tentang Desa. (2). Potensi konflik apakah yang dimungkinkan timbul dengan ditetapkannya Undang–undang Nomor 6 Tahun 2014 Tentang Desa. Berdasarkan hasil penelitian dan pembahasan dapat dijelaskan bahwa: Kelompok Kepentingan, Politisi Dan Partai Politik, Kelompok kepentingan memainkan peran penting dalam pembentukan kebijakan, selain kelompok kepentingan, para politisi menggunakan partai politik untuk meraih kekuasaan. Serta Pemerintahan Desa, Luasnya kewenangan pemerintah desa tanpa pengawasan kuat Badan Permusyawaratan Desa pada akhirnya membuka peluang korupsi di desa disebabkan sumber daya aparatur yang minim, apalagi jika pemerintah lalai dalam melakukan pembinaan dan pengawasan sebagaimana amanat undang–undang desa. Potensi konflik yang dimungkinkan timbul, Undang–undang Nomor 6 Tahun 2014 Tentang Desa akan melahirkan konflik baru bagi sebagian masyarakat yang ada di desa, baik konflik manifes maupun konflik laten. Since welfare and economic prosperity of the people are not always located in urban area, building Indonesia begins from the village. The problems discussed in this thesis are (1). Who are the beneficiaries behind Law No. 6 of 2014 on Villages (2). What are the potential conflicts that exist in accordance with the stipulation of Law No. 6 of 2014 about the Village? Based on the results of research and discussions, it can be explained: Interest Groups, Politicians and Political Parties, Interest groups play an important role in the formation of policies, in addition to interest groups, politicians use political parties to gain power, as well as Village Government. The extent of village government regulations without strong supervision from the Village Deliberative Council ultimately opens opportunities for corruption in the village due to the lack of personnel resources, especially if the government is negligent in conducting guidance and supervision over the mandate of the village law. Potential conflicts that arise, Law Number 6 Year 2014 about the Village will give birth to new conflicts for some communities in the village, both manifest conflict and latent conflict. Suggestions a change to become an independent village should not be misunderstood, that other government levels become irresponsible for the operation of the governance of the village. Furthermore, the center government encourages and pushes spirit for the village government to advance and rise and clean up themselves, so that the village administration can indeed be the image of other government in the eyes of society.</p><strong>Keywords: Impact, Village, Conflict.</strong>

The cash-intensive program is a community empowerment activity derived from village fund sourced from the state budget (APBN) with the target of poor families being productive by utilizing appropriate resources and technology in overcoming poverty, increasing income, and reducing stunting rates, through self-management, and prioritizing local labor and materials. Karang Gading Village as the object of research, because it is the village with the largest poor population in Deli Serdang Regency. The research approach uses a qualitative descriptive approach. Determination of informants using purposive sampling. Data collection techniques using observation, interviews, and documentation. The data analysis technique used descriptive qualitative data analysis, including data reduction, data display, conclusion drawing and verification. The findings of the study are the implementation of the cash-intensive program in Karang Gading Village when viewed from four aspects according to Edwards III's theory on the concrete rebate activities for landfilling sirtu in Hamlet VI for the 2020 fiscal year the results have not been maximized, communication has not been fully conveyed, the resources are not sufficient, the bureaucratic structure is not well organized and only from the aspect of disposition or attitude that is sufficient so that the desired goals have not been achieved. The supporting factors for the cash-intensive program include: Deli Serdang Regency Government policies with the Regent's Regulation and the inhibiting factors for the cash-intensive program include: the interest of the people of Karang Gading Village and the expertise of workers. The impact of the implementation of the cash-intensive program on poverty in Karang Gading Village, Labuhan Deli District, Deli Serdang Regency is that it has not been able overcoming poverty rate in Karang Gading Village because it is only temporary to support the daily needs of wage earners. The obstacles faced by the Regional Government both the Village Government and the District Government are the lack of control over the management of funds originating from Village Fund Allocation. So, the purpose of this study is to analyze themanagement funds and the use of village funds on regional development in Katingan Kuala District, Katingan Regency. The type of research used was qualitative and quantitative research and used casual research methods with characteristics of causal relationship problems. The results of the research showed The results of statistical analysis proved that village fund had no effect on regional development in Katingan. In other words the increase or decrease in village fund would not have an impact on the ups and downs in the progress of regional development. However, the descriptive percentage result indicated that there was an influence of village fund on regional development in Katingan.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas

The Empowerment of Skilled-Media Village Officials in Building Public Awareness and Concern for the Environment in Cikeruh Village, Jatinangor District, Sumedang Regency The village government staff is the spearhead of the village government duty whose job is to deliver and process various information relating to government programs, both central and regional government. In this digital era, almost all information flow is carried out through social media. For this reason, a skilled and capable village government staff is needed, especially in using and utilizing social media devices. Through social media, the village government able to socialize the government's relay program and other information to residents. The village service of Cikeruh village through media social has not run optimally. Therefore, training in managing social media, especially in the socialization of environmental hygiene issues, must be held. Universitas Padjadjaran is one of the higher education institutions holding the mandate of community service through education and research activities. This community service integrated with student work college was held in Cikeruh village, Jatinangor District, Sumedang Regency. The training method was lecture and discussion methods, as well as hands-on practice. Participants gained various knowledge related to message management and the use of social media, especially Facebook and Instagram. The results of the activity were the increasing of the knowing, attitudes, and behavior of participants in using Instagram and Facebook to increase effort in improving and restructuring the environment in Cikeruh Village.
