Purpose. The aim of the article is generalization of scientists' approaches to the recognition of depreciation as a source of investment resources of agricultural enterprises and development of practical recommendations on the use of depreciation as a component of their own financial resources in order to recreate the material and technical base of farms in the corporate sector of the agrarian economy. Methodology of research. The following general scientific methods are applied in the course of the study: analysis and synthesis of generalized opinions of scientists on the treatment of categories of “depreciation” and “amortization”, concretization and abstraction – in the development of measures to create a unit depreciation and investment fund, systematic and complex approaches to obtaining evidence the roles and locations of depreciation, as sources of investment resources of agricultural enterprises, as well as abstract and logical methods of research – in determining the economic feasibility of indexing fixed assets. Findings. It has been proved that the formation of depreciation charges by agricultural enterprises is an important instrument for stimulating investment activity. It is proposed to exempt from the income tax part of the taxable profit that participates in the formation of the investment financing fund, in the form of indexation of accumulated depreciation, taking into account the level of inflation. It is established that depreciation can be considered in the market economy as a source of financing of capital investments on the basis of its financial component – real funds in the proceeds from the sale of goods (products, works, services), which should be accumulated for the purposeful use. Originality. The feasibility of introducing a production method of depreciation for 4-5 groups of fixed assets in crop production in the formation of costs to determine profit before tax. In order to increase the role of depreciation as a source of updating and modernization of agricultural capital, it is advisable to: develop a new tax strategy, in particular, preferential taxation, introduce an additional tax burden when using depreciation not for the intended purpose; to pursue an active policy of accelerated depreciation and to introduce methods of state control over the targeted use of depreciation; to use the instruments of state support of accumulation of depreciation in the form of real money in deposit or special accounts with banks; to create regional unitary amortization and investment funds with state participation. Practical value. The proposed method of formation of the fund will allow enterprises to store depreciation resources that are directed to reproduction of fixed capital in their indexed value terms that is, taking into account inflation, which will facilitate the conduct of extended reproduction of production by modernization of the technical base. Obviously, such an approach to the formation of a depreciation accumulation fund is possible only with the break-even operation of agricultural enterprises. In the case of an unprofitable operation of the enterprise, depreciation deductions are directed to cover the losses and have no purpose. This means that depreciation for the recovery of property, plant and equipment is absent, which leads to the conclusion about the crisis. Introduction. The processes of reproduction of MTB of agricultural producers are determined by a number of internal and external factors, among which are the following: opportunities for the formation of investment resources from external and internal sources of funding; effectiveness of state support; organization of production activities, which focuses on resource conservation; size and specialization of the enterprise; financial stability; efficiency of production activity; product competitiveness; investment activity; productivity of technical means, their physical and moral wear and tear; perception of innovations. Methods. The methodological basis of the study is a dialectical method of cognition, a systematic approach to the study of economic phenomena. The tasks are solved using the following methods: abstract and logical (in formulating theoretical generalizations and conclusions); monographic (reflecting the processes of formation of the material and technical base of agricultural enterprises in the dynamics); statistical analysis (to assess the movement of the active part of non-current assets of farms in the corporate sector of the agricultural economy). The reliability of the obtained results, conclusions and proposals is confirmed by the calculations and a significant amount of empirical material presented in the work. Results. It is established that the main problems of deterioration of material and technical condition of fixed assets in agriculture are: low investment activity of agricultural producers; insufficient volumes and miscalculations in the targeting of state support for the renewal of fixed assets of agriculture for small and medium-sized farms in rural areas; imperfect agricultural leasing; no indexation of the book value of fixed assets of agricultural enterprises. Discussion. In the conditions of further development of investment activity of farms of the corporate sector of agrarian economy there is a necessity to make capital investments in acquisition of agricultural lands. In this connection the priority tasks of scientific research are: development of methodical approaches transactions for the purchase and sale of agricultural land and their reflection in the financial statements. The purpose of the paper is concerned with the relevant problem of regional development – the development of methodological instruments for assessing the investment attractiveness of agricultural enterprises. The article discusses the concept of “investment attractiveness” and justifies the author’s position of its content. It has been established that the enterprise is an open system, so its appeal includes both internal and external environment, so the analysis of investment attractiveness of the enterprise is proposed to be carried out in stages, revealing its real and potential opportunities and threats at every economic level. Methodology. The analysis of existing domestic and foreign approaches to assessing the investment attractiveness of agricultural enterprises was carried out and the use of an integrated approach in conducting this investigation was argued. The algorithm of forming an integral indicator for assessing the investment attractiveness of an agricultural enterprise is substantiated. Results. The authors have proposed a methodical approach, the peculiarity of which is the construction of a matrix model for assessing the investment attractiveness of agricultural enterprises on the basis of a generalized indicator of quantitative and qualitative criteria for evaluating their production and financial position and investment potential. Methodical research instruments include mathematical methods of statistical data processing and expert evaluation using the weighing coefficient theory. Practical implications. Approbation of the methodological instruments was carried out on the example of agricultural enterprises of the Dnipropetrovsk region, as a result of which the most acceptable forms of attracting investment capital were proposed. Those companies can expect investments that have high investment attractiveness, which is 10.5% of the investigated producers. Enterprises of the first group are the most preferred for all types of investors: the largest land and labour potential, high results of economic activity. Agricultural enterprises of the second group have significant resource potential and provide 48.6% of gross output; they can be attributed to “strong middle peasants.” Agricultural enterprises with low investment attractiveness can also count on investment funds. We believe that the most acceptable form of their attraction is the creation basis of unprofitable farms of enterprises with the participation of domestic and foreign capital.

The article defines the role of the market of agricultural production services in the process of agricultural production. The works of domestic scientists devoted to the efficiency of agricultural production, services sphere and the market of agricultural production services are analyzed. A number of methods have been selected for this study. The essence of the concepts of production service and the market of agricultural production services is defined. There are established that the volume of use of production services in the agricultural production process depends on the area under crops in crop production and the number of heads in animal husbandry. The dynamics of changes in sown areas and livestock in Ukraine are analyzed. It is determined that all production operations in agriculture are carried out in accordance with the technological maps. The definition of the concept of “technological map” is given. Information on the composition of agricultural production services in the field of crop production is given. It is established that agricultural production services in crop production can be carried out both manually and mechanized. The importance of technical equipment of the agricultural enterprise for the implementation of the production process was showed. The presence of the main types of agricultural machinery in agricultural enterprises of Ukraine and households is analyzed. The peculiarities inherent only in production services in the field of agriculture are highlighted. The dependence of the volumes of production services on the total volumes of sown areas in crop production and animals in animal husbandry were shown. The concept of production outsourcing is defined and its place in the activity of agricultural producers is defined. The results of a sociological survey of consumers of agricultural production services are shown and analyzed.

Technical supply of enterprises of agro-industrial complex is one of the important factors of their industrial and economic development. This factor takes place when processing soils, harvesting and selling agricultural products. So, the crop production directly depends on the technical provision of the village with tractors, combines and other agricultural machines, which make it possible to apply and timely fulfill all agronomic requirements. The main reason of deterioration of the material and technical base is the lack of financial means for farms to purchase machinery and equipment, as well as weakened government support, and reduced investment in the development of agriculture. The volume of agricultural production and results of agricultural organizations depend from the timely and full provision of agriculture with material and technical resources, as well as the effectiveness of their use. Optimal formation and rational use of the material and technical base of agriculture has a direct impact on the performance of the entire agro-industrial complex. Effective use of agricultural resources is possible with increasing intensity of agricultural production on the basis of a highly developed material and technical base. At present, agricultural enterprises do not have a complex of machines for mechanizing agricultural production, that corresponds to the achievements of science and technology in this field, and it is very difficult to use the existing outdated material and technical base as the basis for increasing the intensity of agricultural production in modern conditions. In this connection, a particular urgency in modern conditions acquires the ways of technical re-equipment and integrated mechanization of agriculture.

The full use of resource capacities of agricultural enterprises favorably affects the general increase in economic efficiency and rational production making them more competitive in the market. This creates the need for constant improvement of business strategies that uses all available resources to create the most profitable production. The main objective of this study was to find the ideal structure of production in agricultural enterprise and to enable the realization of maximum profit using the available production resources (land, mechanization, labor forces). As the basic method of planning, this study used the simplex method of linear programming which gives the most profitable sowing structure after detailed analysis of resources and achieved results, based on the limitations and gross margin. This work showed that the use of modern methods in production planning is one of the cheapest and safest methods for development of agricultural enterprises.

Introduction. The importance of personnel management on a strategic basis is determined by the importance of its willingness to work effectively in the long term.This is due to the improvement in its qualification level in making effective managerial decisions, taking into account the trends in the influence of environmental factors in the long term and the strategic priorities of sectoral development of the state. In connection with this, differentiation of approaches to strategic personnel management is noted relevance. Therefore, the purpose of this article is to determine strategic approaches to the personnel management of agricultural enterprises in the process of substantiating of the differentiated development strategies. Methods: analysis and synthesis, analogies, expert method, method of functional analysis. Results. The role of agricultural enterprises, as the main group of producers of the sector, was established by the share of gross output for the period from 2010 to 2018. The profitability levels of agricultural enterprises production were analyzed for various types of products. The prevailing profitability was noted by type of crop production and the prevailing loss rate, except for milk production, by type of livestock production. The expediency of deepening the strategic approach to the personnel management of agricultural enterprises has been proved with differentiation of its role in the implementation of differentiated management strategies in accordance with the three identified groups of enterprises. Four criterias for strategic personnel management in agricultural enterprises were identified: a group of enterprises for which the corresponding strategy is more relevant; emphasis in enterprise management; direction of work of management personnel; emphasis on the implementation of work regarding staff. Discussion for further research are to detail the three identified strategies for the three characteristic groups of agricultural enterprises and to determine the tasks of managerial and production personnel in their formation and implementation. The paper highlights the legal basis for the activities of agricultural enterprises in line with changes in tax legislation. It is pointed out that the dynamics of legal norms results in the imperfection of the legal regulation of taxation of agricultural enterprises, while the harmonization of Ukrainian legislation with the law of the European Union is a necessary condition for our country's accession to the European community. Thus, as a result of the administrative reform and decentralization processes in Ukraine, communities function as the main foundations of the activities of collectives of settlements, Starostyn districts. We have established that an agricultural enterprise in modern communities is an enterprise whose main activity is the supply of agricultural goods (services) produced (provided) by it on its own or leased fixed assets, as well as on toll terms, in which the share of agricultural goods/services is not less than 75 percent of the value of all goods/services delivered during the previous 12 consecutive reporting tax periods combined. In the case of creation of a new agricultural enterprise, which operates for at least 12 months, the specified share is determined for each individual reporting tax period. In addition, this does not include taxable transactions for the supply of fixed assets that were part of its fixed assets for at least 12 consecutive reporting tax periods in total, if such transactions were not permanent and did not constitute a separate business activity. Such enterprises have the right to choose a general or simplified system of taxation. Prospective directions of further improvement of the national legislation are offered taking into account necessity of understanding of features of realization of agricultural activity, a disparity of the prices for production and means of its manufacture, dependence on natural and climatic conditions, profitability of separate branches of agriculture, prevention of discrimination between agricultural commodity producers for the taxation of small agricultural producers.

Purpose: study of the features, state and problems of the material and technical support of agricultural production, substantiation of methods and facilities for investing in the development of material and technical base (MTB) of agricultural enterprises. Materials and methods. The use of statistical and comparative analysis methods in the process of processing and interpreting the data of the Federal State Statistics Service of Russia made it possible to identify the features and trends in the reproduction of MTB of agricultural producers and to determine the directions of investment processes development in agriculture. Results. The comprehensive quantitative and qualitative analysis of the material and technical condition of agricultural enterprises is provided. The tendencies and contradictions in financing the investment needs of MTB reproduction, expressed in an increase in the cost indicators of fixed assets of agricultural enterprises with a decreasing quantitative indicators of agricultural machinery, are indicated. The financial conditions and sources of financing investments in fixed assets which made it possible to identify the dependence of investments on external sources with insignificant state financial support for agriculture have been analyzed. Conclusions. There are internal reserves for the formation of investment funds in agriculture. However, the high risks associated with the essence of agricultural production determine the fact that the investment mechanism development in the agricultural sector largely depends on the forms of state financial support for the industry. Tax incentives, depreciation policy of enterprises, the development of concessional lending and leasing, public-private partnerships in the agricultural sector are designated as tools to stimulate the investment process.

Introduction. The effectiveness of agrarian organizations management largely depends on the rationality of the formation and effectiveness of the use of its assets, the main part of which are operating non-current assets. However, some issues regarding the nature and composition of operating fixed assets in the agriculture, the peculiarities of their formation and management are still insufficiently researched. The purpose of the article is to identify the peculiarities and problems of managing agricultural enterprises operating fixed assets in Ukraine and elaborate ways of their solution. Method (methodology).During the research the methods of concretization; monographic; critical analysis; structural, trend, regression analysis have been used. Results. The concept and composition of operating fixed assets have bee specified. The branch specifics and features of operating fixed assets management of agricultural enterprises have been considered. The tendencies of separate types of operating fixed assets formation in Ukrainian agrarian enterprises have been investigated. The influence of the agricultural sector specificity on the formation and use of operating fixed assets and the problems which are connected with it have been shown. The ways to solve the specific problems have been determined. Scope of results. The results of the work can be used to improve the state regulation of the material and technical base formation in agriculture and to formulate a financial strategy by agrarian enterprises.

For a long time the issue of socio-economic development of rural areas, which have their characteristics, has not lost its relevance but also is united by common unsolvable problems that restrict their development in Ukraine. The socio-economic decline of the village can not only reduce economic performance in agriculture but will also have a negative impact on depopulation, environmental deterioration, reduce the efficiency of natural resources, as well as the destruction of the cultural environment. The article presents the results of a study of the socio-economic situation in rural areas, analysis of economic and environmental indicators of the use of agricultural resources in the production of crop and livestock products in villages by different categories of producers. The publication provides information on the profitability of production in agricultural formations from 2010 to 2020. It has been established that the reason for the lack of growth in production in households is the irrational and economically unjustified use of resources and the lack of modern technologies. The publication also reveals the trends in the production output of livestock and crop production by different categories of producers. The indicators of production profitability were analyzed by agricultural enterprises during 2010-2020. The ways and means of improving the situation of using the natural resources by private agricultural enterprises, increasing economic indicators in the rural sector, and increasing production in agricultural enterprises are given. The results of the previous research show the possibilities and prospects for the implementation of the economic potential of rural areas based on the efficient and economically structured governance on the given territories. In addition, in modern realities, there may be an inflow to the mainstream of the investment climate due to the process of decentralization of the local government, receiving investment in the community, and, the increasing of the economy as a result. The research has shown that the development of social and economic infrastructure depends on investment activity.
