Introduction. In domestic historiography for many decades personal subsidiary plots were viewed as some rudiment of a non-socialist form of farming in the country’s agricultural sector. In accordance with the political principles of party ideologists, most researchers in every possible way emphasized the futility of the personal subsidiary plots and the inevitability of their soon withering away. And at the beginning of the XXI century they re-main a kind of “islands” of small business in the countryside and the main form of earnings for the total mass of rural workers. The main objective of this study is a comprehensive analysis of the current state of personal subsidiary plots of the rural population of Tatarstan in the context of determining the main socio-economic indicators in relation to the study area; identification of the most important development parameters of this form of small business. Materials and Methods. The scientific study is based on source materials from various government departments (including the Tatarstan Statistical Office), newspaper and journal periodicals, as well as data from historical, economic and sociological literature. When writing the article, the author was guided by the principles of historicism, complexity and objectivity. The research is based on the methods of historical science: problem-chronological, comparative-historical, systemic, etc. Results. During the study, the current state and indicators of the development of personal subsidiary plots of the rural population of the Republic of Tatarstan were systematically reviewed, in particular, their participation in the structure of regional gross income. It has been established that the main branches of economic activity of peasant farmsteads are vegetable growing and productive animal husbandry. It is proved that the strengthening of the positions of large investors in the village led to the curtailment of certain branches of production of personal subsidiary plots and their transition to a consumer rate of management. Discussion and Conclusion. The intensive development of various forms of small business in the post-perestroika period, including personal subsidiary plots of the population, intensified the market diversification of the economy of the agricultural sector in general and of high-quality peasant farmsteads in particular. During the forced dismantling of the collective farm and state farm management systems and the formation of new forms of entrepreneurship, peas-ant farmsteads became not only the economic basis for the existence of the rural population, but also a form of self-preservation of many settlements.

The development of small business, agriculture is one of the key areas of economic development of the republic and has great potential and signifi cant reserves. However, this area of economic activity has a number of specifi c features, consisting not only in the seasonality of agricultural production as the basis for the formation of cluster formations and in the presence of a large number of unforeseen risks associated with natural and climatic unpredictable changes, and, according to the authors, agricultural businessmen are not suffi ciently motivated for production activities.

The problems in implementation of a number of programs adopted for the development of rural settlements in Kazakhstan are shown, including: low level of production and engineering infrastructure in rural areas of the republic; decline in the quality of education due to the lack of competition among social workers in rural areas. Proposals on early solution of the current situation have been developed. The need for stage-by-stage financing of the assigned tasks and strict control over their implementation, provision of financial mechanisms is indicated, in order to increase the remuneration of specialists in the field of agro-industrial production, it is necessary to develop specific effective measures aimed at increasing the effectiveness of agricultural sector. The authors state that budget expenditures for the development of low-potential RS are ineffective. Prospects for the development of rural areas to a certain extent depend on the activation of regional public bodies and local self-government in expanding the methods of managing socioeconomic processes, developing interaction with the population and business structures, which will make it possible to successfully implement the set objectives, significantly increase the level of employment and incomes of the rural population, improve living conditions and on this basis increase the number of regions with stable rural population; will help improve the quality of life of the village residents. In the course of the study, methods of comparing economic indicators in dynamics, systematization, and generalization of scientific data were used.

The goal is to show the main directions of increasing the volume of livestock production in Kazakhstan aimed to ensure the country's food security. The article sets the following objectives to analyze the current state of the livestock industry; determine the factors hindering its development; to develop proposals for the introduction of scientific achievements into production. Resultsan analysis of the current state of agriculture is presented, in particular, the livestock sector (the share of the industry in the structure of gross output of agricultural sector, the presence of livestock, volume of livestock production, etc.). The article presents data characterizing the current state of animal husbandry and the reasons that impede economic growth: irrational distribution of livestock in the context of farm categories, low level of its productivity, lack of a feed market, ineffective use of the potential of natural pastures and hayfields, violation of technologies in the procurement of feed, low proportion of breeding stock animals in the total livestock, etc. The conducted studies allowed us to draw the appropriate conclusions – in order to increase the competitiveness of the livestock industry, it is necessary to develop a strategy for its development in the republic, which would allow small households to realize their comparative advantages on market so that the products obtained meet the requirements of food safety and quality from the growing number of urban buyers and consumers using imported goods. Agricultural science of Kazakhstan has sufficient potential for the implementation of an active innovation policy – an issue of particular importance for the country's economy.

Subject. The article discusses the availability of technological equipment in the agriculture of the Republic of Dagestan. Objectives. We analyze the current situation and trends in the development of available technological equipment in the republican agriculture, identify the role and place of machine and tractor fleet in the retrofitting of the regional agriculture. Methods. The study is based on monographic, abstract logic, statistical, analytical methods. Results. Dagestan has got a critically few technological equipment, which affects the development of the regional agricultural sector. The availability of technological equipment is found to have dramatically reduced in animal husbandry for the recent 30 years. The availability of technological equipment and land cultivation strongly correlates, thus simplifying applicable agricultural technologies. Most agricultural producers of Dagestan were found to be unable to participate in the program for federal agricultural lease. Conclusions and Relevance. The deterioration of available technological equipment in agriculture is a key cause undermining the competitiveness of products and efficiency of the regional agriculture. We prove the importance of governmental actions incentivizing the influx of new technological equipment, including a set of measures reinforcing the availability of technological equipment. As long as most agricultural producers are microbusinesses that lack resources to participate in many machine renovation programs, funding should be increased substantially to subsidize a portion of equipment acquisition costs incurred by agricultural producers, and a portion of reimbursed costs as much as at least 50 percent of the value of agricultural machines acquired.

The article analyzes the current situation with the access of farms to credit resources in the country and the world, a new approach to facilitating farmers ' access to credit resources is proposed. Surveys within the framework of the farm data monitoring system on the information base of the Center for Agrarian Research under the Ministry of Agriculture of the Republic of Azerbaijan revealed the current state of access of agricul-tural producers to financial and credit resources. The new approach addresses issues related to the imple-mentation of intermediary and guarantee functions by research institutes of the agricultural sector. The posi-tive influence of the latter on creditworthiness is shown due to the mediation between the bank and the farmer.

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. The article is devoted to the study and analysis of the current state of the animal husbandry industry in the Republic of Kazakhstan in the context of regions. The indicators of the dynamics of the number of livestock of farm animals for the period 2015-2019 by regions, indicators of productivity in the industry, indicators of the volume of production of meat products are analyzed. The dynamics and structure of costs in the country’s livestock industry are also considered.Today, one of the most pressing problems in the development of the agro-industrial complex is the low level of labor productivity due to low automation and digitalization of technological processes. The need to meet the demand for livestock products in the domestic market of the Republic of Kazakhstan, as well as to increase its export resources, poses a challenge for Kazakhstani science and practice to develop, scientifically substantiate and master modern technologies for the production of low-cost, environmentally friendly, competitive products of the industry. They should be resource-saving, aimed at maximizing the use and improvement of the genetic potential of farmed farm animals, adapted to the specific natural and economic conditions of the regions of the republic. The development and mastering of such technologies will make it possible to weaken the negative impact of the industry on the environment, reduce the cost of material resources, and effectively use the available land and water resources [5].The main problems hindering the effective development of the country’s livestock industry are identified. The promising strategic directions for the development of this industry have been determined. From the point of view of experts of the financial organization, the country has good potential and opportunities to export its beef and pork to China, and the lamb of the Edilbay sheep breed to the countries of the Middle East.

The subject of research in this paper is the prospects for integration relations of the Russian border region, the Altai Territory, with the adjacent territories of the Republic of Kazakhstan based on the concept of polarized development of territories. An analysis of the existing prerequisites and the current state of integration processes, as well as the specifics of the development of the regions, showed the possibility of using the agricultural sector as a propulsive industry. The possibility of increasing the workload of production facilities of processing enterprises of the Altai Territory using the raw stock potential of the livestock industry in the East Kazakhstan Region has been identified.
