scholarly journals Model of disorientation and Disqualification of Peripheral Services in Public Services On Local Government Device Work Units In Central Java, Indonesia

Improving the quality of public services is inherent in the implementation of the tasks and functionsof the Regional Work Unit as an extension of the tasks of the central government. The public service unitbecomes a service node for integrated service offices in the district while improving the quality of service to thecommunity. This study aims to examine the relationship of power orientation behavior, the process of serviceimprovement through Peripheral Disorientation and Discipline for Public Service providers in the RegionalWork Unit in Central Java. This study used a sample population of 181 Regional Work Unit public serviceemployees. This study uses an analysis technique that is Regression weight in SEM which is used to examinehow much the relationship between the variables. The model for research is illustrated by a path diagram. Thisis to make it easier to see the causality relationship between the variables to be tested. Based on this research itcan be concluded that: Power-motivated behavior has a positive influence on disorientation of public services.Power behavior has a positive influence on the disqualities of peripheral services. The behavior of publicservice discuality affects the discuality of Peripheral services. Peripheral service orientation is positivelyinfluential on the Performance of Public Service Providers. Peripheral service disorientation has a positiveeffect on the performance of public service providers so that public service provider agencies in this one-stoppublic service center in Banyumas district can control the power-motivated behavior carried out by theBanyumas Government Officer. If this can be carried out, then it is likely that public service providers will beable to reduce the disorientation of public services carried out by public service providers when serving thepublic. This finding contributes to research on power motivation in organizations conducted by Dolatabadi &Safa (2010), Oloko and Ogutu (2012) and Feeney (2011).

One important aspect in the implementation of public services is the ability of a service officer to interact and communicate with others. Communication is the most common thing in providing services. Good value whether or not a service is often seen from how the service providers in communicating with customers. For this communication skills must be owned and mastered properly by each service provider. In the implementation of public services, communication skills become one of the important aspects that will affect how effective the public services are provided and will determine how the community as a customer in responding to and imaging the funding organization. To communicate must be able to place humans in an honored position as well as public service is an effort to humanize humans (human humanization). In communication there is delivery of information and from one person to another. Communication will be good if there is mutual understanding between the sender and receiver of information so that the message conveyed is easily understood . This paper reviews the effectiveness of interpersonal communication within organizations to improve the quality of public services.

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

AbstrakPelayanan publik merupakan salah satu perwujudan dari fungsi pada aparatur negara sebagai abdi masyarakat. Pelayanan publik yang professional itu artinya pelayanan publik yang bercirikan oleh adanya akuntabilitas dan responsibilitas dari pemberi layanan. Pelayanan publik pada dasarnya merupakan sebuah upaya individu, kelompok atau birokrasi untuk memberikan bantuan serta kemudahan kepada masyarakat untuk mencapai suatu tujuan tertentu. Tugas terpenting dari pelayanan publik ini adalah memberikan pelayanan terbaik kepada masyarakat. Pelayanan publik memiliki suatu tujuan untuk memenuhi kebutuhan masyarakat. Penelitian ini ditujukan untuk mengetahui bagaimana Pelayanan Publik di Badan Penanggulangan Bencana Daerah (BPBD) Kota Kediri serta mengetahui strategi posko siaga penanganan penyebaran Covid-19. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dan teknik pengumpulan data melalui observasi, wawancara secara mendalam kepada informan, dan dokumentasi. Hasil penelitian menujukkan bahwa kualitas pelayanan publik di Kantor Badan Penanggulangan Bencana Daerah (BPBD) Kota Kediri sudah baik dan sudah memberikan pelayanan publik dengan tepat kepada masyarakat yang membutuhkan bantuan dengan posko siaga.Kata Kunci: Kualitas; Pelayanan Publik; Prinsip Pelayanan. AbstractPublic service is one manifestation of the function of the state apparatus as a public servant. This study was aimed to find out how the Public Service in the Regional Disaster Management Agency (BPBD) of Kediri City and to find out the strategy of the standby post for handling the spread of Covid-19. The research method used in this study is a qualitative descriptive method and data collection techniques through observation, in-depth interviews with informants, and documentation. The results of the study show that the quality of public services at the Office of the Regional Disaster Management Agency (BPBD) of Kediri City is good and has provided appropriate public services to people who need assistance with standby posts.Keywords: Quality; Public service; Service Principles.

Public service is one form of the state apparatus functions as a public servant as well as a<br />servant of the state. Seeing an increasingly competitive business world today, the company that<br />provide public service need to change their customer services into a profit center. The quality of<br />service provides an important link between the company and customers, also can help to push the<br />company to achieve their goals and give positive image. Company's image depends on how the<br />company give their services to the customer. Companies are required to constantly monitor public<br />perceptions or opinions about the company, through its institutional functions of Public Relation (PR).<br />The purpose of this research is to analyze the customer's perception of the quality of public services at<br />PLN UPJ Bekasi Kota, and the relationship between the internal and external factors with the<br />customer's perception of public services at PLN UPJ Bekasi Kota. The results of this research show<br />the customer’s perception on the quality of public services at PLN UPJ Bekasi Kota is good with the<br />average score equal to 3.86. Correlation test showed that there are five significant correlation, which<br />is the relationship between education level and assurance, education level and responsiveness,<br />education level and tangibles, income level and tangibles, and the frequency of respondents calling<br />and responsiveness.<br />Keywords: Public Service, Quality of Service, PLN

<p><em>The quality of public service performance has a broad impact in various parts live, especially to achieve public welfare. Therefore the efforts to improve public services must be conducted continuously by  Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja (DPMPTSP NAKER) of Pangkalpinang. The Efforts to improve the quality of services must be conducted jointly, integrated, programmed, directed, and consistent by paying attention to the needs and expectations of the public, so that the services provided to the community can be given appropriately, quickly, cheaply, openly, simply and easily implemented. The purpose of the Community Satisfaction Index Survey preparation is to find out the performance of DinasPenanaman  Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja of Pangkalpinang which will be used as a basis for making and establishing policies in order to improve the quality of public services.</em></p><p><em>The Survey of Community Satisfaction Index (IKM) is made refers to the provisions of  Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Number 14 Year2017 concerning Guidelines for Preparing the Community Satisfaction Survey of Public Service  Providers Units of at least 9 SKM Elements. The respondents of the survey were the people who were applying for licensing at DPMPTSP NAKER of Pangkalpinang amounted to 224 people. The Community Satisfaction Index Survey is collaborating with University of Bangka Belitung through the Institute for Research and Community Service (LPPM), which is formulated through a cooperation agreement with the service provider of Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja of Pangkalpinang.</em></p><p><em>Based on the results of the IKM survey with 9 elements, obtained the value of the service element which has the lowest value is the element of Requirement (U1) with a value of 3.193 and the element that has the highest value is the Cost / Tariff (U4) of 3.767. The community satisfaction survey in the DinasPenanaman Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja of Pangkalpinang with a weighted NRR of 3.374 was converted into the public satisfaction index at a service unit of 84.36, which was categorized into B or good.</em><em></em></p><p><strong><em>Keywords:</em></strong><em> </em><em>Community Satisfaction Index</em><em>, </em><em>Public Satisfaction, Public Service</em><em></em></p>

The quality of public services is concerned and improved to meet the satisfaction of the people, which has made governments more aware of the need to provide public services according to the needs and preferences of the public. Most of the previous studies used qualitative methods to assess people's satisfaction with public services. The authors use a quantitative research method to explore the quality of public services in Vietnam using the Servqual model and explore the relationship between personality traits and satisfaction with public services. The study was conducted in OSS rooms in Hanoi city, Vietnam in June 2021, using the intentional sampling method. Collect data through survey of 500 votes, of which 350 valid votes of citizens. The results of analysis by SEM model show that all 5 elements of personality traits: Openness, Dedication, Neuroticism; psychic; Greablenes has a positive and significant influence on the remaining 5 factors through 2 coefficients, Regression Weights and P-value, both have reliable values. The conclusion of this study provides valuable data for Government policymakers.

Many people have adapted to the situation of covid-19 outbreak including public service providers. Government policies to prevent the spread of COVID-19 have an impact on public service standards implemented by the service providers. Regarding this matter, this study was conducted to analyze the quality of the service provided by Civil Registry Office of Denpasar during covid-19 pandemic. Interviews and direct observations were carried out to collect data. In this data collection process, five questions were given to six informants at this Office. The results of this study show that any declines in terms of the quality of the public services provided by this Office are not identified.

Problem setting. One of the most common administrative services in Ukraine is the registration of civil status acts, including registration of births and deaths, marriages and divorces, name change of an individual, etc. The focus on the introduction of the service model of the state, which is gradually being implemented in Ukraine, has significantly affected the system of providing administrative services in the field of registration of civil status acts. However, according to numerous surveys, the depth and pace of relevant changes do not fully meet the expectations of the citizens.  Of particular importance for the transition to a new model of administrative services in the field of civil registration is the experience of post-Soviet countries, in particular Georgia, which has a similar heritage to Ukraine and accordingly, in the development process, had to solve similar problems. While studying the experience of Georgia, it is also necessary to avoid certain negative aspects that Ukraine may face in the process of reforming this area. Recent research and publications analysis. A large number of studies by specialists in public administration, law, political science, namely: O. Bukhanevich, Y. Danshina, O. Karpenko, I. Koliushko, A. Lipentsev, V. Soroko, V. Tymoschuk, V. Telitska, N. Vasilieva, O. Turkova, is devoted to the problem of organization  of administrative services in other countries At the same time, the study of foreign experience in providing administrative services in the field of registration of civil status is insufficiently studied in domestic management science, although scientific interest in these problems is quite high. Highlighting previously unsettled parts of the general problem. In order to improve the quality of administrative services in the field of DRACS, it is advisable to study the experience of Georgia in creating an effective system of administrative services in the field of civil registration and develop general recommendations for implementing this experience in Ukrainian public administration. Paper main body.The reform of the system of providing administrative services in Ukraine, including the field of registration of civil status acts, is largely based on the experience of Georgia. Among the many reforms and innovative projects successfully implemented by the Ministry of Justice of Georgia, the House of Justice has a special place. It is a transparent, open, continuous modern structure that offers citizens fast, simplified and subject-oriented services. There are more than 300 services combined, 400 operators work at the same time, the maximum capacity of the service center is 15,000 people a day. The main principle of the House of Justice is that everything is in one place,  all structural subdivisions that provide services to consumers are located under one roof. The reform of the civil registry began in 2004, when the Passport Office, the Citizens’ Registration Office, and the Civil Registry Office were merged under the auspices of the Georgian Ministry of Justice. In 2006, a new semi-autonomous Civil Registry Agency was established. A feature of the system of registration of civil status in Georgia is the granting of some powers to notaries. The notary has the right to register marriage and divorce and to issue certificates of civil registration. The structure and organization of the providing of services in the field of registration of civil status creates a “front office” (customer service area) and a “back office” (area for employees of supermarkets).  In addition, AGR began to offer new types of services. The agency initiated the improvement of services in the Wedding Houses. It upgraded infrastructure and built new wedding houses in district centers. Various services were provided for the marriage ceremony, such as live music, photographs at the request of citizens, and so on. The divorce procedure in Georgia is also much simpler. In the absence of disputes, it is envisaged to issue a divorce certificate on the 6th day after filing for divorce, not a month later as in Ukraine. Public service reform in Georgia has been neither easy nor simple process. The development led to the opening of Public Service Centers, known as the House of Justice, at the regional level and Community Centers at the community level. Conclusions of the research and prospects for further studies.The analysis of the Georgian experience in the providing of administrative services allows us to conclude that the provision of state services in Georgia and Ukraine differ in content and purpose of their operation. As a rule, the system of providing public services is aimed at properly ensuring the level of social guarantees in society. In world practice, there is openness and transparency between the state and citizens in the provision of public services, and in Ukraine, we do not see the effective interaction between consumers and service providers yet. In addition, it was found that the world practice, on the example of Georgia, is usually focused on the quality of administrative services in the shortest possible time and at the lowest cost, while in Ukraine the filling of the state budget remains a priority. Thus, the experience of Georgia is quite useful for Ukraine in the process of choosing the optimal form of organization of administrative services in the field of registration of civil status.

The use of information technology in passport services truly helps increasing the work’s effectiveness and efficiency, which is the service in applying for a passport at the immigration office. Therefore, it is necessary for public service providers to pay attention in carrying out activities to fulfill society’s demands.

Public service is an activity or series of activities in the context of fulfilling basic needs in accordance with the civil rights of every citizen and resident of goods, services, and or administrative services provided by public service providers. The government as a public service provider is required to carry out the best service / excellent service so that the public as service users feel satisfied. The Central Java Provincial Government as a public service provider in the Central Java Province has tried to comply with the provisions of Law Number 25 of 2009 concerning Public Services, as well as in the Regulation of the Minister of Empowerment of State Apparatus and Bureaucratic Reform Number 15 of 2014 concerning Guidelines for Service Standards. Service standards at least contain: legal basis, requirements, service procedures, completion time, service costs, service products, facilities and infrastructure, competence of service providers, internal control, complaint handling, suggestions and inputs and service guarantees. However, efforts to improve public services still face several obstacles. These constraints include human resources for implementing services, inadequate service facilities and budget refocusing, causing delays in the completion of public service facilities. However, the regional apparatus organizations or technical implementing units for public service providers have been trying to come up with solutions. However, Central Java Provincial Government policies are still needed to improve the quality of services gradually
