ABSTRACTThis article deals with the creation of the Project UERJians in the World, developed by the Information and Communication Technologies Laboratory (LaTIC), of the Subrectorship of Graduation of UERJ. The LaTIC aims to promote the use of Information and Communication Technologies under graduation. One of the latest tools that the Internet made possible was the creation of social networks, because through them we can share information and experiences to generate new knowledge. Thus, the project "UERJians in the world", through the blog (http://uerjianospelomundo.latic.uerj.br/) and Facebook page (http://www.facebook.com/UerJianosPeloMundo) was designed in order to contribute for academic education using the interaction of the university students who are participating in exchange programs for the production of knowledge with a collaborative aspect and to encourage the development of social skills for participation in the contemporary society using the technological resources available in social networks.RESUMOEste artigo trata da criação do Projeto UERJianos pelo mundo, desenvolvido pelo Laboratório de Tecnologias de Informação e Comunicação (LaTIC) da Sub-reitoria de Graduação da UERJ. O LaTIC visa fomentar a utilização das Tecnologias de Informação e Comunicação no âmbito da graduação. Uma das ferramentas mais atuais que a internet possibilitou foi a criação de redes sociais, pois por meio delas podemos compartilhar informações e experiências, para gerar novos conhecimentos. Sendo assim, o projeto “UERJianos pelo mundo” através do blog (http://uerjianospelomundo.latic.uerj.br/) e da página no facebook (http://www.facebook.com/UerJianosPeloMundo) foi idealizado, visando contribuir para a formação acadêmica utilizando a interação dos alunos da universidade que estão fazendo intercâmbio para a produção de conhecimento com aspecto colaborativo e o incentivo ao desenvolvimento de habilidades sociais para a participação na sociedade contemporânea utilizando os recursos tecnológicos disponíveis nas redes sociais.

Redes Sociais Móveis (RSMs) compreendem uma estrutura social cujos membros se relacionam em grupos e sua interação é feita através de tecnologias de comunicação sem fio. Uma rede social na área da saúde pode ser definida como um grupo de pessoas que utilizam tecnologias da informação e comunicação com o propósito de conduzir coletivamente ações relacionadas à assistência médica e sua educação. O projeto MobileHealthNet, conduzido em parceria pela UFMA e a PUC-Rio com apoio do Hospital Universitário da UFMA, visa à construção de um middleware para dar suporte ao desenvolvimento de aplicações para RSMs no âmbito da saúde. Aplicações desenvolvidas no âmbito do projeto são utilizadas para a avaliação do middleware proposto e como prova de conceito da aplicabilidade das RSMs à área da saúde. Este trabalho abrange o desenvolvimento de uma aplicação colaborativa que permita a educação de pacientes sobre doenças, seus tratamentos, como usar aparelhos, métodos preventivos, entre outros, através de recursos multimídia como vídeo, áudio e apresentações em dispositivos móveis.Palavras-chave: Computação móvel. Saúde.DEVELOPMENT OF COLLABORATIVE APPLICATIONS FOR MOBILE COMPUTING ENVIRONMENTS DIRECTED TO THE HEALTH DOMAINAbstract: Mobile Social Networks (MSNs) comprise a social structure whose members are related in groups and their interaction is done through wireless communication technologies. A social network for health can be defined as a group of people that use information and communication technologies for the purpose of conducting collective actions related to health care and education. The MobileHealthNet project, conducted jointly by UFMA and PUC-Rio to support the University Hospital of UFMA, aims at building a middleware to support the development of applications for RSMs in health. Applications developed in the project context are used to evaluate the proposed middleware and as a proof of concept of the applicability of the MSNs in the health domain. This work address the development of a collaborative application that enables patient education about diseases, their treatments, such as braces, preventive methods, among others, through multimedia features like video, audio and presentations on mobile devices.Keywords: Mobile computing. En el dominio de la salud, una red social puede ser definida como un grupo de personas que utilizan las tecnologías de información y comunicación con el fin de llevar a cabo acciones colectivas relacionadas con el cuidado de la salud y su educación. El proyecto MobileHealthNet, es una colaboración de las instituiciones UFMA y PUC-Rio para apoyar al Hospital Universitario de la UFMA y tiene como objetivo la construcción de un middleware para soportar el desarrollo de aplicaciones para RSM en la salud. Las aplicaciones desarrolladas en el ámbito del proyecto son utilizadas para evaluar la propuesta y middleware como una prueba deconcepto de la aplicabilidad de las RSMs en la salud. In this article, topics related to the urgent transition to distance education (DE), through decisive measures taken to protect Russian university community against consequences of COVID-19 epidemic are covered. Based on semi-structured interviews with administrators, faculty, IT specialists and students, it is argued that in the force majeure circumstances the university offers for DE a standard model of one-size-fits-all curriculum though modified through information and communication technologies. The use of the Internet in a localized online space is limited to delivering courses without considering needs of individual learners, their autonomy, preferences and prior knowledge of the subject. The observation method was used by both participant and non-participant. An experiment on the teachers’ self-assessment proves that many still view the university as a source of offline information for students. The article purports to discuss ways to promote DE by the concepts of postindustrial educational space connectivism, hyperconnectivity of social networks, teachers’ reflective practice, digital nativity of teachers and students in mastering information and communication technologies. It is claimed that real transition of a Russian university to DE cannot be achieved without internet-provided increased transactional distance in the dialogue between the teacher and students mediated by technology and reflective approach.

Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

Information and communication technologies (ICTs) are key to create sustainable higher education institutions (HEIs). Most researchers focused on the students’ perspective, especially during the online teaching caused by COVID-19; however, university teachers are often forgotten, having their opinion missing. This study’s objective was to determine the factors that contribute to the inclusion of ICTs. The research based on a comparative study through an online qualitative survey focused on the inclusion and use of ICTs in two HEIs and two different moments (pre-and post-lockdowns). There were differences regarding country and working experience (p < 0.001), being linked to the ICTs use, evaluation of obstacles, and the role given to ICTs (p < 0.05). The COVID-19 caused modifications of the teachers’ perspectives, including an improvement of the opinion of older teachers regarding the essentialness of ICTs in the teaching process (p < 0.001) and worsening their perception about their ICTs skill (p < 0.05). Additionally, an initial model focused only on the university teachers and their use of ICTs has been proposed. In conclusion, the less experienced university teachers used more ICTs, identified more greatly the problematic factors, and considered more important the ICTs, with the perception of all teachers modified by COVID-19.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Some risks and threats of e-diplomacy are also considered. The use of opportunities of information and communication technologies for solving the problems of foreign policy and influence on mass consciousness by means of the Internet, social networks is analyzed.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

In this chapter the authors discuss two central themes: the changing nature of literate activity brought about by Information and Communication Technologies (ICT), and suggestions for how educators could respond to this guided by principles of authentic learning. The access many young people have to ICT has resulted in new forms of literacy as they manipulate technology, using this new knowledge to assist the process of meaning making. Each new technology brings with it navigational concepts, space to negotiate, new genres and a range of modalities, all of which need to be interpreted. ICTs have the potential to reshape literate practices in classrooms as students create, collect, store and use knowledge as they connect and collaborate with people and resources across the world. What is crucial though, is that the nexus between technology and literacy within classrooms is conceptualised through meaningful, relevant and authentic connections with curricula.
