PERSONAL CHARACTERISTICS OF SUSPECTS, ACCUSED AND CONVICTED MINORS IN PRE-TRIAL DETENTION

В статье рассмотрены психологические основы пребывания несовершеннолетних в условиях следственного изолятора и специфика их личностных изменений. Проанализированы данные отечественных и зарубежных авторов по исследованию личности несовершеннолетних подозреваемых, обвиняемых и осужденных. Обоснована актуальность проблемы, связанная с важностью своевременного изучения личностных особенностей несовершеннолетних, находящихся в условиях следственного изолятора. С целью изучения личностных особенностей несовершеннолетних описаны результаты исследования уголовно-правовых, социально-демографических, медицинских, индивидуально-психологических особенностей подозреваемых, обвиняемых и осужденных, содержащихся в условиях следственного изолятора. Анализ уголовно-правовых особенностей позволил установить, что большинство несовершеннолетних, находящихся в условиях следственного изолятора, совершили преступления против жизни и здоровья, половой неприкосновенности и половой свободы личности. Изучение социально-демографических особенностей несовершеннолетних подозреваемых, обвиняемых и осужденных показало, что их воспитание осуществлялось преимущественно в условиях неполной семьи. Исследование медицинских особенностей позволило установить, что 22 % подростков состоят на учете психиатра или нарколога, большинство несовершеннолетних до попадания в места лишения свободы употребляли наркотики, злоупотребляли спиртными напитками и курили. Диагностика индивидуально-психологических особенностей выявила, что большинству несовершеннолетних присуще демонстративное поведение, бесцеремонность, эгоцентризм, пренебрежение моральными и этическими ценностями, агрессивные реакции, эмоциональная незрелость, конфликтность, высокое самомнение, отсутствие чувства вины, принятие криминальной субкультуры и поддержание ряда традиций, периодическое нарушение режима содержания. Полученные результаты имеют практическое значение для психологических служб уголовно-исполнительной системы РФ и могут быть использованы для повышения эффективности психологического сопровождения несовершеннолетних, находящихся в условиях следственного изолятора. The article deals with the psychological basis of minors ' stay in a pre-trial detention facility and the specifics of their personal changes. The data of domestic and foreign authors on the study of the identity of juvenile suspects, accused and convicted persons are analyzed. The article substantiates the relevance of the problem related to the importance of timely study of the personal characteristics of minors in pre-trial detention. In order to study the personal characteristics of minors, the results of the study of criminal law, socio-demographic, medical, and individual psychological characteristics are described. features of suspects, accused and convicted persons held in a pre-trial detention facility. The analysis of criminal-legal features allowed to establish that the majority of minors who are in conditions of pre-trial detention, committed crimes against life and health, sexual inviolability and sexual freedom of the person. The study of socio-demographic characteristics of juvenile suspects, accused and convicted persons showed that their upbringing was carried out mainly in conditions of incomplete family. The study of medical features allowed us to establish that 22 % of teenagers are registered as a psychiatrist or a narcologist, most of the minors used drugs, abused alcohol and smoked before they were sent to prison. Diagnostics of individual psychological characteristics revealed that the majority of minors are characterized by demonstrative behavior, arrogance, egocentrism, disregard for moral and ethical values, aggressive reactions, emotional immaturity, conflict, high self-esteem, lack of guilt, acceptance of criminal subculture and maintenance of a number of traditions, periodic violation of the detention regime. The results obtained are of practical importance for the psychological services of the criminal Executive system of the Russian Federation and can be used to improve the effectiveness of psychological support for minors in pre-trial detention.

The authors continued their research of the personalities of terrorists and extremists and studied characteristics of 700 persons convicted for crimes of terrorism and extremism who served their sentences in penitentiary institutions of all territorial divisions of the Russian Federation. They studied indicators of additional scales of MMPI test, questionnaires, interviews, materials of personal files, court decisions (verdicts), disciplinary practice, penitentiary and criminal law characteristics, and made a number of conclusions. First, the results allowed the authors to verify a number of hypotheses on personal characteristics of terrorists and extremists analyzed by psychologists and criminologists. Second, generalized characteristics of persons convicted for terrorism and extremism crimes acquired through the use of additional MMPI scales proved and supplemented similar results from the basic scales of this methodology. Specifically, the authors found proof of a prominent conversion type of the personality profile of examined individuals manifested in a number of ambivalent conditions and aspirations. Third, the results also allowed to define key characteristics of the substructure of personality orientation of convicts of this category: amorality in their value system; following their own convictions, personal norms and principles; immunity against any moral authority; conviction that only their actions, deeds and life in general are the right ones, disregard for social values. Fourth, field data showed that it is necessary to single out one more (a third) subcategory of convicts who committed combined extremism-terrorism crimes. Based on the definition of this subcategory, such convicts committed several (two or more) crimes of both extremism and terrorism nature as part of one criminal case and, correspondingly, one court decision (verdict). A targeted approach to the correction and prevention work with this category of criminals convicted for terrorism and extremism crimes makes it necessary to examine the characteristics of each subcategory of convicts included in this category.

Problem and purpose. The relevance of the study is due to the specifics of military education, which is characterized by increased requirements for the training of future officers. A special place among these requirements is occupied by professional thinking, the formation of which presupposes both intellectual and certain personal characteristics. The purpose is to determine the prognostic capabilities of personal characteristics for the differentiation of types of professional thinking of cadets of a military educational institution of the National Guard of the Russian Federation. Research methodology and methods. According to the diagnostic results, all cadets (N = 150) were divided into three groups according to the prevalence of a certain level of professional thinking in them; 1) oversituational type of thinking, 2) situational type of thinking, and 3) mixed type of thinking. This variable acted as a response in discriminative analysis, and personality traits of cadets, measured by the 16 PF method, and a number of other questionnaires were chosen as predictors. Research results. The results of direct discriminative analysis indicate a high statistical significance of the empirical model (p = 0.000), having good discrimination (λ = 0.04), consisting of two discriminative functions and 16 predictors. All respondents were absolutely correctly assigned to their «own» groups (100%). At the same time, the highest probability of getting into «their» group is for servicemen with a oversituational type level of professional thinking (82%). Discussion of results and conclusion. The predictive influence of personal qualities on the dominance of cadets of a certain type of professional thinking does not have a separate effect of each quality, but has the character of structural interaction. This research contributes to the psychology of work, contributing to the expansion of scientific knowledge about the professional activities of the military.

The article is devoted to the problems of the formation of social responsibility among law students in the process of studying the discipline "Life Safety". Its purpose is to consider the principles offormation of social responsibility, guided by which it is possible to more effectively solve the problems of educating future specialists of the judicial system of the Russian Federation, to determine certain forms and methods of influencing students. Therelevance of the topic of the article is obvious. It allows you to focus on a problem of important theoretical and practical importance. The author used both traditional and modern research methods used in the analysis of teaching practice in a university. He gives some recommendations on the formation of social responsibility among students during the classes, which will undoubtedly affect the improvement of the quality of future lawyers. The article is addressed to the faculty of universities, theorists and practitioners involved in pedagogical activities and will be useful to teachers, as well as to all who are involved in the training of future specialists

This article reveals the important practical importance of academic cooperation between legal doctrine and achievements of technical laboratories in terms of defining “points of growth” in questions of digitalization of law and development of legal tools aimed at regulating the technogenic factor on the one hand and legal support of “game-changing” results in a in the conditions of digital economy on the other hand. The important role of the transformation of social regulators, designed to regulate the “infrastructural” and “institutional” incorporation of “digital” technologies into the existing legal system, is noted. The current place of the Russian Federation on readiness for the digital economy is subject to, among other things, insufficient theoretical study as a result of the regulatory framework, which often does not act as a platform for growth, but rather contains many gaps - which have to be overcome at the expense of law enforcement practice. The article notes that the trend of “digitalization” of Russian law is closely linked to the need to maintain the ecosystem of the digital economy and to identify “growth points” and enforce their urgent character based on the state’s resource base, defines a positive agenda for “digitalization” of Russian law and raises a number of questions for the Russian science. It is concluded that one of the topical issues in the framework of the “digitalization” of Russian law is legal robotics, which is perceived as the automation of workflows, the existence of interrelated algorithms of actions aimed at generating a predictable result based on some initial simulated and prescribed situation and maximum robotization of legal processes. Using the example of the Kazan Federal University, which proclaimed the promotion of innovative development of the focus areas of the Russian Federation as one of its missions, the achievements obtained as a result of the interaction of legal doctrine and technical laboratories are revealed.

The article deals with the problem of the spread of criminal subculture among juvenile suspects, accused and convicted persons, their adherence to the rules, the laws of the criminal environment, as well as personal features that contribute to this. The key attention is paid to the study of social and psychological adaptation of minors in places of detention. It is assumed that there is a connection between the adherence to the norms of the criminal subculture and the personal characteristics of minors, the level of their social and psychological adaptation. The pilot study was attended by 23 juvenile boys aged 15 to 18 years, Russian, committed various crimes. The paper used review-analytical, psychodiagnostic methods, methods of mathematical and statistical processing. As a result, three types of minors are determined by the degree of their adherence to the norms of the criminal subculture, the features of social and psychological adaptation and the associated personality traits of juvenile suspects, accused and convicted persons are studied, and the correlation links between the integral indicators of social and psychological adaptation are established. The results can contribute to the development and implementation of psychoprophylactic and psychocorrection programs aimed at leveling the negative impact of criminal subculture norms among minors in isolation.

Financing capital-intensive projects in the green economy is possible through green bonds. The assessment of the economic efficiency of the green bond market, the determination of its role in ensuring the energy and economic security of the regions and the development of directions and instruments for improving the efficiency and significance of the market for the Russian Federation are the aim of the study. The methodology involved the determination of the autocorrelation presence in the calendar series of bond yields using the Broysch-Godfrey LM test, the application of applied statistics methods to verify the existence of calendar effects on the stock exchange and analyze market reviews. Data on the green bond market were compared with data on other bonds. Market performance calculations were based on the S&P Green Bond Index and S&P 500 Bond Index. Features and benefits of green bonds as an instrument to ensure regional security were identified. The lack of market efficiency for green and other bonds, even in a weak form, was shown. The necessary institutional changes to improve the efficiency of the green bond market and develop it in the Russian Federation have been proposed. The findings are of theoretical importance, complementing the work on testing the hypothesis of an effective market, and of practical importance in the form of recommendations for on market improving.

The article presents the research on personal qualities and characteristics of rescuers manifesting signs of professional estrangement. In extreme and extraordinary conditions, in particular, during fires and natural disasters, the requirements for certain personal characteristics of rescuers are significantly increased. That is, professional activity in special conditions significantly affects such professionals: on the one hand, personal development is promoted, and on the other hand, personal qualities can be deformed, therefore, it is necessary to determine specialists whose psychological characteristics do not corresponds the requirements of their work, or to re-allocate them for workplaces with taking into account their individual psychological peculiarities. The obtained results suggest that personal qualities of rescuers identifying themselves with their profession and rescuers with signs of professional estrangement are significantly different. Professionals with a high level of professional identification are characterized as decent and courteous in relations at work and out-of-work. They usually respond adequately to criticism or remarks, and behave on the base of their own emotions and ambitions at conflict situations. Specialists manifesting professional estrangement are often characterized as depressed individuals, dissatisfied with their position or the state of affairs at their work; so they often show ineffectiveness, indecision, and inconsistency in their actions during assignment implementations. Such specialists are characterized by their colleagues as conflict, irresponsible, stubborn and undisciplined people. They can respond inadequately on criticisms or comments. In general, the professional work for them is too difficult and leads to excessive mental stress, rapid fatigue, a feeling of impotence and exhaustion.

Objective: Scientific justification of requirements to roadbed design of high-speed networks (HSN) for the purpose of constructing “Moscow–Kazan–Yekaterinburg” railroad line, as well as implementation of “Eurasia” and “Yekaterinburg–Chelyabinsk” HSN projects. Methods: The analysis of modern roadbed design standards for HSN was carried out. The justification of HSN roadbed norms and requirements involved system analysis of HSN engineering and construction in Western Europe, China, Japan and other countries with well-developed high-speed network. Results: The fundamental principles and requirements, which are to be taken as a basis of HSN roadbed engineering, were determined. Practical importance: The obtained results are to be used in HSN roadbed engineering and construction, performed on the territory of the Russian Federation.

Objective: To consider the prospects for the development of high-speed railway lines (VSM) in Russia. To analyze the fundamentals of “Updated program of high-speed railway communication on the territory of the Russian Federation” approved on November, 23rd 2015 by the decision of OAO “RZhD” board meeting and the social board on the issues of high-speed railway communication in Russia. To formulate the specificities of high-speed traffic organization: promising directions of high-speed headings realization before 2030, as well as the stages of their implementation in Russia. Methods: Multiple regression analysis, as well as the method of multi criterial decisions optimization was applied in the study. Results: The analysis of current and perspective headings was carried out, as well as such characteristics as speed and the running time of “Sapsan” high-speed trains and “Allegro”, “Strizh”, “Lastochka” rapid trains. Special attention was paid to the comparison of strategies given in “Updated program of high-speed railway communication on the territory of the Russian Federation” with the main scientific findings stated in VSM network formation part, obtained on the basis of complex approach to the solution of justification of VSM network formation stage-by-stage approach, taking into account multi criterial estimation of cities and regions’ potential and application of mathematical traffic flow model approach as part of basic regional socioeconomic indices of cities and regions, situated in the zones attractive for future VSM construction. Practical importance: The conclusion was made on the necessity to continue exploratory development in the sphere of topology specification research and stage-by-stage formation of the first VSM in Russia.
