THE PECULIARITIES OF USING E-LEARNING IN ADDITIONAL PROFESSIONAL PROGRAMS IMPLEMENTATION

Современное образование в России служит целям развития личности обучающегося, удовлетворения его духовных потребностей, что вызывает необходимость поиска новых форм обучения. Статья посвящена описанию педагогических идей в области применения электронного обучения. Авторами рассмотрены взгляды И. Я. Львовича, Т. В. Карелиной, К. В. Родионова, А. Ю. Лосихина, В. Н. Гладышева, А. В. Овчарова, А. А. Ворониной, Е. В. Завадской, И. Н. Пальчиковой, С. А. Грязнова, О. Н. Ежовой, С. В. Марченко, исследователей - представителей деятельностного подхода в образовании (Л. С. Выготского, А. Н. Леонтьева, Д. Б. Эльконина, П. Я. Гальперина, В. В. Давыдова), которые позволяют отчасти теоретически обосновать широкое внедрение электронного обучения в образовательный процесс. Авторами изучены общие закономерности дидактики электронного обучения, представленные в ряде исследований за последнее время (А. Н. Акупиян, И. Н. Мещерякова, Г. А. Черновалова, О. П. Яменко, А. К. Быков, Л. В. Ковтуненко). В статье выделены безусловные преимущества применения технологий электронного обучения перед традиционными педагогическими технологиями (ориентированы на личность обучающихся, развитие индивидуальных способностей, активность, самообучение и саморазвитие, экономия времени, снижение затрат на обучение, охват большего количества обучающихся, повышение профессионального уровня педагогов). Обозначена значимая проблема педагогической науки - необходимость изучения электронного обучения с целью разрешения существующих противоречий между очевидными преимуществами и их явными недостатками. N. Gladyshev, A. V. Ovcharov, A. A. Voronina, E. V. Zavadskaya, I. N. Palchikova, S. A. Gryaznov, O. N. Ezhova, S. V. Marchenko, researchers - representatives of the activity approach in education (L. S. Vygotsky, A. N. Leontiev, D. B. Elkonin, P. Ya. Galperin, V. V. Davydov), which allow us to partially Theoretically Justify the widespread introduction of e-Learning in the educational process. The authors studied the General patterns of e-learning didactics presented in a number of recent studies (A. N. Akupiyan, I. N. Meshcheryakova, G. A. Chernovalova, O. p. Yamenko, A. K. Bykov, L. V. Kovtunenko). The article highlights the absolute advantages of using e-learning technologies over traditional pedagogical technologies (focused on the personality of students, the development of individual abilities, activity, self-learning and self-development, saving time, reducing training costs, reaching more students, improving the professional level of teachers). A significant problem of pedagogical science is identified - the need to study e-learning in order to resolve the existing contradictions between the obvious advantages and their obvious disadvantages.

the article presents the experience of planning the content, forms, conditions and procedure for conducting entrance tests of the admission campaign of 2020 for educational programs of a creative orientation in the context of preventing the spread of a new coronavirus infection – in a remote format. This format of the introductory tests is new for educational organizations and requires detailed study. As a methodological tool for solving the problem, a competent-oriented approach was made, which made it possible to determine the content and provide for an objective assessment of special competencies that ensure the incoming success of the educational program of a creative orientation. Within the framework of this approach, it is proposed to divide the creative test procedure into two periods, allowing the applicant to do creative work offline without interaction with members of the examination committee and in real time online, with indirect (at a distance) interaction between applicants and members of the examination committee. The results of this work enrich the experience in the implementation of the educational process using e-learning and distance learning technologies and can be used during the period of intermediate certification in the implementation of educational programs of any level related to the implementation of creative work.

Research relevance: in 2020 year, due to COVID-19 conditions, educational institutions of all levels began to be forced to organize the educational process using e-learning and distant learning technologies. This process was not easy for students nor for teachers. It was especially difficult to study natural sciences, for example, chemistry from a distance. Research materials and methods: e-learning is based on distant learning technologies, electronic libraries, scientific materials in electronic format, as well as on use of information and telecommunication networks and many programs for remote communication with students. Research results: organization of learning process with using e-learning and distant learning technologies has some advantages. Conclusions: in distant learning of chemical disciplines, the course consists mainly of same stages as in traditional education: activation of fundamental chemical concepts; explanation of topic, expected results and new material; reflection or generalization, student assessment and homework.

The possibility of implementing additional professional programs using e-learning and distance learning technologies is discussed. The condition for the effectiveness of this activity is the professional readiness of the teacher to create electronic educational content. The scientific literature on the problems of teachers' readiness has been analyzed. Components have been identified and criteria for professional readiness have been defined. The purpose of the work was to identify the readiness of teachers to create electronic educational content. On the basis of theoretical and empirical methods the conclusions were made that a condition of qualitative organization of the teacher's own activity on creation of electronic educational content is a set of all components of professional readiness. Thus, the task of effective implementation of additional professional programs with the use of e-learning and distance educational technologies is solved.

Modern labor market demands new educational and innovative skills, ability to work with the large volumes of data, skills of cooperation, communication, ability to think critically, life and career skills from a new generation of students. The main function of modern education is the formation of these skills and a task of the institution of higher education (IHE) is the formation of the effective educational environment. In the information-oriented society, statements and informational process are becoming one of the most important components of human life and society that is caused by the growing processes of global informatization and computerization of various fields of activity of society and the person. Already today, based on digital technologies, scientific and production technologies, business technologies, educational technologies, etc. are created, developed and improved. The article presents the features of the project method and project activities. The emphasis is on wiki-technology, as one of the forms of innovative methodological learning technologies to support the educational process, which enables content to communicate in the web space, discuss significant issues, share the experience, collaborate, and use various educational Web resources. In addition, the article states that students can be active participants in the project activity, determine its purpose, tasks and seek ways to solve them. For representation of results of the practice of students of specialty "E-learning management in the intercultural space", Borys Grinchenko Kyiv University has chosen a wiki-platform and has created a project to support the master's student internship "Teaching internship".

The article is devoted to the problem of establishing the frames to use distant learning in higher education. The topic relevance is related to emerging a force majeure situation associated with a pandemic, which made it possible to carry out a unique experiment on such large-scale training applying. The paper analyzes some aspects of this problem concerning the mathematical discipline learning at the technical university junior courses. The study is based on the analysis of scientific publications by domestic and foreign authors devoted to the problems of mixed learning, distant learning, and peculiarities of teaching mathematical disciplines in universities. The author conclude that the main problems of introducing e-learning and distant learning technologies into the educational process is insufficient motivation of students pronounced especially in junior courses. They note that the effectiveness of using distant educational technologies in additional education is largely due to the good motivation of people who want to improve their professional level. The paper discusses results obtained during the forced transition to distant learning (March-July 2020), in particular, gives the rationale for a certain model of mixed learning. It emphasizes that, as the threat of the pandemic situation repetition, as well as the need for a new transition to e-learning are not excluded, the problem of motivating students should be given special attention at all educational process levels.

Анализируется проблема разработки, характеристики и реализации важного условия организации образовательного процесса в университете с применением технологий дистанционного обучения, связанного с созданием в университете качественной цифровой образовательной среды, развития технической инфраструктуры и повышения квалификации вузовских преподавателей с целью эффективного использования ими технологий дистанционного обучения в процессах цифровой трансформации высшей школы. Причем такое условие анализируется не только с позиции повышения эффективности организации исследуемого процесса, но и с позиции обеспечения деятельности вуза, отвечающей требованиям мировых стандартов, что чрезвычайно важно в формате реализуемой государственной программы Российской Федерации «Развитие образования» на 2018–2025 гг. Приводятся данные опроса студентов и преподавателей университета, освещающие результаты измерения уровня эффективности реализации проверяемого условия организации образовательного процесса в университете с применением технологий дистанционного обучения. The materials of this publication analyze the problem of development, characteristics and implementation of an important condition for the organization of the educational process at the university with the use of distance learning technologies, associated with the creation of a high-quality digital educational environment, the development of technical infrastructure and advanced training of university teachers in order to effectively use distance learning technologies in the processes of digital transformation of higher education. And a certain condition is analyzed not only from the perspective of improving the efficiency of the organization of the process under study, but the operations of the University that meets the requirements of world standards, which is extremely important in the format of the State program of the Russian Federation “Development of education” for 2018–2025. The results of study of the levels of effectiveness of the implementation of the conditions are tested and and the data of the questionnaire survey of students and teachers are provided. The article describes the terms “distant education” and “distant learning”. The synonymy of their meanings and the peculiarities of their use in the context of the characteristics of a special way of implementing the educational process at the university are noted. The features of the implementation of the selected condition that took place in 2020 are noted: flexibility in taking into account the time frame of classes and in choosing an individual pace of training; modularity; the use of various types of communication; wide coverage of the audience of students.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

Abstract. E-learning and the online environment are an integral part of the present and future of modern education. The article formulates the basic requirements for the development of an electronic educational and methodological complex for the effective organization of the educational process using distance educational technologies. The practical experience of developing a comprehensive electronic educational resource for the discipline «Taxes and Taxation» of the bachelor’s program in the LMS Moodle distance learning system is generalized. The article contains guidelines for planning, developing and creating optimal content for standard LMS Moodle elements, providing high-quality training for bachelors in economics.

Humanity development through education is an important method of sustainable development. This guarantees community development at present time without any negative effects in the future and also provides prosperity for future generations. E-learning is a natural development of the educational tools in this era and current circumstances. Thanks to the rapid development of computer sciences and telecommunication technologies, this has evolved impressively. In spite of facilitating the educational process, this development has also provided a massive amount of learning resources, which makes the task of searching and extracting useful learning resources difficult. Therefore, new tools need to be advanced to facilitate this development. In this paper we present a new algorithm that has the ability to extract the main topics from textual learning resources, link related resources and generate interactive dynamic knowledge graphs. This algorithm accurately and efficiently accomplishes those tasks no matter how big or small the texts are. We used Wikipedia Miner, TextRank, and Gensim within our algorithm. Our algorithm’s accuracy was evaluated against Gensim, largely improving its accuracy. This could be a step towards strengthening self-learning and supporting the sustainable development of communities, and more broadly of humanity, across different generations.

The study reveals the problem of organizing the efficient educational process using distance learning technologies based on video content. The paper presents the characteristics of e-learning and distance learning technologies. The study shows that e-learning, being flexible and variable, requires updating the content of education. Teachers need to master new telecommunications technologies, improve digital and information competencies. The authors show that video content genres being the synthesis of various types of visualization allow best solving teaching objectives within the educational process using e-learning technologies. The relevance of the latter is particularly obvious at present. The authors describe such types of video genres as a webinar, video-case, fast, conversation, interview, documentary webinar, and scripted video clip. The paper reveals the process of creation of a learning webinar with the participation of a lecturer and a student, describes the stages of script development, content design, video shooting, and editing. The development and rendering of learning programs to eContent causes the change in the role of a teacher; communication opportunities extend. The lecturer needs to customize innovative technologies to his/her methodological activity. The student’s participation in the process of preparing the materials supporting the teacher’s lecture gives an opportunity both to broaden knowledge in subject matter and to learn the fundamental aesthetic and technological principles and procedures of eContent creation. The presented material allows concluding that joint participation in the development of teacher’s and student’s webinars is an efficient means of formation of a set of skills of eContent communication and processing highly demanded in the modern educational process.
