The main objectives of the state policy in the field of information, which is the reason for the creation of appropriate conditions for achieving this goal were definited. In particular, coordination of the central executive authorities to address the problems of information, execution of functions of the general state of the customer National Informatization Program projects, the organization of international cooperation in matters of information and the like. The state policy of information covers the entire complex of relations that arise: in the creation, collection, storage, processing, storage, retrieval and dissemination of information; in the preparation and use of information and information resources; while ensuring the sovereignty of information, information security and information protection.

In the period from March to October 2021, the presidency of the Republic of Peru under Martín Vizcarra Cornejo had developed a series of public policies that sought to address the Covid-19 pandemic, including a process that involved the search and acquisition of vaccines against the virus that had left the country in a situation of national calamity. Upon leaving the government, preliminary inquiries had determined that the negotiation and acquisition of vaccines involved a series of acts that could generate an alleged commission of crimes, until it was certified that the vaccine inoculation process had been carried out on characters of the direction of government and people linked to the scope of the presidency of the country. As a result of this situation, the situation in Peru is analyzed in a text developed under a qualitative hermeneutical methodology, analyzing the negative impact of the alleged crimes committed during the development of public policy that sought to address the pandemic. , as a study problem. The proposed objective is the evaluation of the constitutional and criminal responsibilities and the formulation of a reform of the State policy in Peru for the attention of emergencies in a state of exception is proposed as a hypothesis.

The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

This chapter demonstrates how assumptions of racial superiority and inferiority tightly bound together statistical races, social science, and public policy. The starting point of this is constitutional language. The U.S. Constitution required a census of the white, the black, and the red races. Without this statistical compromise there would not have been a United States as it is today. In the early censuses slaves were counted as three-fifths of a person, a ratio demanded by slaveholder interests as the price of joining the Union. A deep policy disagreement at the moment of founding the nation was resolved in the creation of a statistical race. Later in American history the reverse frequently occurred. Specific policies—affirmative action, for example—took the shape they did because the statistical races were already at hand.

In Peru, the adoption of a new school curriculum based on gender equality and nondiscrimination against sexual minorities led to the mobilization in 2016 of organizations connected to conservative churches under the slogan Con Mis Hijos No Te Metas (Don't Mess with My Children). This new countermovement uses street protests, the courts, and Congress to disseminate an antigender agenda that goes beyond its initial opposition to sexual education. Organizations in the countermovement consider the concept of gender to be a dangerous imperialist ideology, arguing that the state violates individual freedoms when it uses gender as one of the pillars of public policy.

Research examining the impact of corporate interests, state structures, and class contradictions on the state policy formation process has been dominated by three major theoretical perspectives: business dominance theory, state-centered theory, and Marxian structuralism. I argue that these existing perspectives pay insufficient attention to race and racial discrimination as a central component in the formulation and implementation of state policy. This article uses the concept of racialization to reframe existing theories of the state to explain the origin of the Federal Housing Administration (FHA) through the Housing Act of 1934. As an integral component of New Deal legislation, the FHA was created for the purpose of salvaging the home building and finance industries that had collapsed during the Great Depression. I draw on government housing reports and analyses, real estate industry documents, and congressional testimony to examine the racial dynamic of the FHA's housing policies and subsidies. The analysis demonstrates the value of employing a racialization framework to account for the racial motivations surrounding the origin of state policies, the racial basis of corporate interests, and the impact of race and racial discrimination on the creation and development of state structures.

Lottery is considered to be the first institutionalized form of gambling in Poland, just like in other European countries. The purpose of the introduction of the lottery was to bring funds to the Crown treasury and to the Lithuanian treasury. Subsequently, it was seized by the treasury with the simultaneous stipulation that only the state has the right to organize and receive income from lottery games. This was connected with the creation of a new fiscal prerogative which can be treated as the prototype of the state’s monopoly on the lottery. It is still present in the current regulation pertaining to gambling. Also some of the forms of public burden connected with organizing the lottery, i.e. the tributes charged for the organization of gambling games, seem to possess features similar to contemporary taxes levied for games.The article presents the lotteries which were organized in order to acquire funds for the state treasury from the period of the First Polish Republic until 1871. Furthermore, the paper narrowed the scope of the research to the lotteries which were organized according to the Polish law in order to acquire income for the treasury of the Duchy of Warsaw, the Kingdom of Poland and the Republic of Cracow. The considerations concentrate on the issue of acquiring income for the state from the activity consisting of organizing gambling games. And to be more specific, it concentrates on the type of public tributes which can be construed as the prototype of the present taxes on gambling.
