Purpose. The aim of the article is to substantiate the feasibility of using theoretical and methodological tools to ensure the innovative development of enterprises and to further forming the practical basis for their effective functioning. Methodology of research. General and special methods are used in the course of research, in particular: dialectical, monographic and system analysis – to substantiate the essence of innovations, innovative development, to determine the possibilities of further use of the “TAMO” model; graphic, abstract and logical – when forming conceptual bases of innovative development of enterprises. Findings. It is determined that the innovative development of an enterprise should be defined as a process of directed regular change of its state, which depends on purposeful, consistent movement to a balanced innovation state under the influence of synergistic action of innovative potential, periodic regrouping of forces caused by the logic of STP, the source of which are innovations that create innovations that create new opportunities through the ability to find strategic priorities and purposeful search for ideas, new solutions, ways to commercialize them and implement them as stimulants ensure victory in the competition. It is proved that the formation of the conceptual foundations for ensuring the innovative development of the enterprise is directly influenced by the features that determine the theoretical foundations, the methodological basis, the main components of management and its further improvement. The scheme of conceptual bases for the management of innovative development of enterprises is formed, which contains the concept of object and subject of research, mission and goals, methodological basis and levels by which they study the need for innovations, the potential of innovative development is evaluated, the directions of realization are determined: theoretical, methodological, instrumental, organizational and practical, commercialization of research results, international and public-private partnership on financing of innovative activity and efficiency in innovative business. Originality. The definition of the essence of innovative development of the enterprise has been further developed; the scheme of conceptual and practical bases of providing of such development of the enterprises with definition of directions of realization has been formed. Practical value. The obtained results of the study can be used to extend the use of the “TAMO” model in the process of creating and commercializing innovations through the formation of an innovative trajectory using the conceptual framework scheme to manage the innovation development of enterprises. The problem of targeted financing of economic sectors is considered. The method of targeted financing of sectors of the economy through investment in innovative development is proposed. On the basis of statistical data on the performance indicators of the sectors of the economy, the calculation of indicators of their innovative potential was carried out, based on the volume of sold innovative products (goods, services) by type of economic activity. In order to stimulate sectors of the economy by investing in innovative development, it is proposed to introduce targeted financing of the latter. The problem of quantitative assessment of targeted financing of economic sectors by means of investment in innovative development based on an integrated approach has been solved. According to the results obtained, sectors of the economy that are identified as the most risky and have the potential for innovative development fall under targeted financing. The proposed technique was tested by an experimental method. On the basis of an integrated approach for the indicators of the riskiness of the economic sector and the indicator of the innovative potential of the economic sector, targeted financing for 3 sectors of the economy (namely: P, N, M, L and J) was determined. Sector P will receive more targeted funding, while sectors N, M, L and J will receive less targeted funding, respectively. The size of these parts will be 47.30 %, 22.31 %, 13.48 %, 9.56 % and 7.34 %, respectively, of 100 % S. The results of the study are of practical interest for government bodies (local, territorial, etc.) in the distribution of funds according to the vector of targeted financing of sectors of the economy through investment in innovative development. The article defines the role and reveals the need to create subsidiary crafts as a necessary component for modifying and improving the innovative development of an agricultural enterprise. The author carries out the analysis of the state and development of subsidiary crafts at agricultural enterprises in the Nizhny Novgorod region. The relevance of the study is explained by the fact that in conditions of rural development, each agricultural enterprise to a certain extent correlates with the development of subsidiary industries and crafts. The purpose of the study is to diagnose the development of subsidiary fisheries in the regions and analyze the prerequisites for their creation. The subject of the study is subsidiary fisheries in the Nizhny Novgorod region. The methodological basis of the research relies on scientific methods based on the requirements of an objective and comprehensive analysis of the state and development of subsidiary fisheries in the region. Drawing on the results of the study, the author identifies the changes in the state of subsidiary fisheries at the regional level and determines the prerequisites for their development in the future.

Introduction. Today the development of strategic management of innovative development of enterprises, which orients the enterprise to effective functioning on the basis of introduction of the newest technologies in production and administrative activity, at realization of set of business processes, their integrity and coherence in the competitive markets, consideration of innovation of the enterprise as integrity. strategic groups. Goal. The purpose of the article is to consider the peculiarities of forming a model of strategic management of innovative processes of energy companies Method (methodology). The main methods were induction and deduction, logical generalization, comparative and system-structural analysis, grouping to identify existing problems of strategic management of energy companies. Results. The article considers the theoretical aspects of strategic management of energy companies. The main problems of the researched question are covered. The main features of strategic management at energy enterprises are revealed and the directions of activity on the part of the innovation component are outlined. The structure of the innovative potential of energy enterprises is determined, which reveals its structure, main components, principles of formation and development. The essence of the concept of strategic management of innovation processes at energy enterprises is revealed. The article clarifies the essence and structure of the innovative potential of the enterprise. Modern approaches to the definition of the category "innovation potential" are analyzed. It is established that the innovation potential as a set of innovative resources, the implementation of which leads to the improvement and optimization of production, makes it possible to create and implement innovations in order to achieve strategic competitive advantages of the enterprise. It was found that the innovation potential organically connects the main potential of the enterprise for innovative development. It is determined that under the conditions of effective realization of all main components of innovation potential the enterprise strengthens its position on the market and achieves sustainable development. The levels of innovation potential of the enterprise are considered, which allow to determine the ability of the enterprise to introduce new technologies into the economic turnover while providing for the financial needs of the current production and economic activity. It is proved that the analysis of innovation potential by components provides an opportunity to develop procedures for assessing its sufficiency for the development, production and promotion of specific innovations.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.
