Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

The problem of encouraging land reclamation activities is topical for present-day development of national agriculture. Land reclamation is a prerequisite for the growth of agricultural production, as it provides crop yields. At the same time, the existing situation of land reclamation in the Russian Federation does not allow to fully use its achievements for the long-term development of the industry. High wear and tear of equipment and its low manufacturability, costly work and a lack of qualified personnel impede the increase the efficiency of agricultural production. The existing economic situation of Russian agricultural enterprises does not allow them to carry out land-reclamation activities on their own in the necessary volumes. In this regard, the government state has provided a mechanism of financial incentives for carrying out relevant activities. The article is devoted to the governmental support of land reclamation in the Russian Federation, its problems and prospects. It analyzes the implementation of governmental state support for land reclamation work and its main results. It offers measures for correcting the governmental support for implementing reclamation works in order to preserve soil fertility and to ensure the effectiveness of agricultural production.

In the planning system of state support for agricultural production, a policy is being implemented to provide greater independence to the subjects of the Russian Federation. The article examines the problem of correlation between centralization and decentralization (“regionalization”) when solving problems of support planning. The analysis of the mechanisms used in solving the problems of the development of agricultural industries, territorial support and support of various organizational and legal forms of management is carried out. It is concluded that it is necessary to use different mechanisms of interaction between federal and regional authorities, depending on the target orientation of the tasks. Proposals for improving the planning of state support have been substantiated.

Introduction. The necessity of government regulation of Ukraine’s agriculture market is determined by the unique features of Ukrainian agricultural sector and its significance for the food safety. The structural transformations of the internal and external environments have had a major impact on the development of agriculture and the national economy as a whole. Since the current challenges are getting deeper in the conditions of globalization processes, the research of this issue is of relevance. Purpose. The purpose of the article is to provide a rationale for theoretical, methodological and strategic principles of government regulation of agriculture at this point of time. Methods. The theoretical and methodological framework of the study includes the dialectic method of thinking and a holistic integrated approach to the issue of government regulation of Ukraine’s agriculture market. The methods of deduction, analysis and synthesis are used to study the concepts of government regulation of agriculture market and its basic components, namely, market, government, regulation, agricultural products. Analysis and monographic method are used to identify specific features of government regulation of agricultural production with respect to international practices of government regulation. Logical grouping is applied for describing the key trends in the development and support of agricultural sector. Results. The article systematizes and describes specific features of government regulation of agriculture market with regard to its main components, namely, market, government, regulation, agricultural production. The author considers the factors that determine distinctive features of government regulation of agriculture in Ukraine, taking into account world experience in government regulation. Within the context of discussing government regulation of agriculture market, special attention is drawn to government investment and innovation policy. The strategic areas of government regulation of agribusiness operation and development are described. The paper suggests ways of improving government performance and increasing its efficiency in enhancing Ukraine’s agricultural production. It is determined that government regulation of agricultural production is implemented through a set of measures that are aimed at promoting better conditions for producing agricultural goods. At present, the main areas of development and support for the agricultural sector by the government and the key goals of government regulation of agriculture include: quality assurance and competitiveness of domestic agricultural production; conservation and restoration of natural resources; creation of an effective market and development of its infrastructure. Discussion. The article claims that further studies should be aimed at seeking innovative techniques of institutional transformations, which create a basis for effective agriculture market.

The article considers the model of development of agricultural enterprises in Russia, proposed by the outstanding agricultural economist A.V. Chayanov. The authors demonstrate the relevance of A.V. Chayanov's ideas for solving modern problems of import substitution and ensuring food security facing domestic agriculture. It is argued that today the socio-economic model of agricultural enterprises in Russia, developed by A.V. Chayanov in the 1920s-1930s, is still extremely relevant and in demand. According to Chayanov, the core of such the model is a family labor-based peasant farm. The authors claim that A.V. Chayanov used a large factual material to prove that the way to increase the efficiency and innovative development of agriculture in Russia lies through the increase and strengthening of farms, their support at the government level, as well as their association into production and consumer cooperatives. A.V. Chayanov strongly opposed the nationalization of agricultural cooperatives, he warned that the state could not directly manage agricultural production. The state can and should create favorable conditions for the development of family labor-based peasant farms and agricultural cooperatives: improve the regulatory framework for agricultural activities, create social infrastructure in rural areas, regulate the taxation of peasant farms and agricultural cooperatives, regulate social and labor relations in agricultural production, implement targeted subsidies in lean years or in the event of emergency circumstances.

Agricultural production is of particular importance in the country’s economy, determines the conditions for maintaining the life of society, so the possibility of minimizing tax risks on the part of the state in relation to taxpayers in this industry is important. The importance of conducting a balanced tax policy in relation to the agricultural sector is determined by the fact that in 2010 The decree of the President of the Russian Federation approved the Doctrine of Food Security of the Russian Federation and its implementation should be promoted by the tax policy. Since agricultural enterprises have the opportunity to choose a tax system, they have tax risks that can be minimized by clearly following the postulates of tax legislation. The introduction of ESKHN taxpayers into the number of VAT payers determines the complexity of the formation of the tax base, so it is important for them to determine the contingent of contaminants that should have a stable status of bona fide taxpayers.

В рамках выполнения программы Цифровая экономика Российской Федерации , утвержденной распоряжением Правительства Российской Федерации от 25 июля 2017 г. 1632-р., учеными ИТОСХ филиала ФГБНУ ФНАЦ ВИМ создан программный комплекс по формированию оптимального комплекса машин и оборудования для проведения агрохимических работ, в рамках которого учитываются индивидуальные особенности хозяйств, такие как уровень финансовой обеспеченности, техническая оснащенность, агроклиматические условия и др. В его основу положен алгоритм расчета рационального парка техники для проведения агрохимических работ, основанный на доработанном, с учетом специфики операций, расчетном методе формирования машинно-тракторного парка. В предложенном алгоритме для реализации данной задачи заложена методика многомерного сравнительного анализа рассчитанных ранее вариантов комплектования машинно-тракторного агрегата. Данная методика позволяет объединить наиболее значимые разнонаправленные технические и экономические показатели в единый интегральный показатель оценки эффективности комплектуемого агрегата. Выбор эффективного агрегата определяется по максимальному значению показателя, которое отражает оптимальное сочетание разнонаправленных показателей, характеризующих максимальную разность между их значениями, приходящуюся на единицу обрабатываемой площади по машинно-тракторному агрегату (МТА), на единицу грузооборота по тягово-тракторным агрегатам (ТТА) или автомобилям. Апробация разработанного программного комплекса проведена в трех хозяйствах Рязанской области, характеризующихся разными уровнями технической оснащенности, размерами и направлениями деятельности. В результате проведенных расчетов по представленным хозяйствам программный комплекс показал возможность его применения в сельскохозяйственных организациях разной степени развития, оснащенности и специализации.Within the framework of the program Digital Economy of the Russian Federation, approved by the Government of the Russian Federation in its resolution No. 1632-r dated July 25, 2017, the research workers of the Institute for Engineering Support of Agriculture branch of FSAC VIM have developed a software package to build the optimal machinery and equipment system for performing agrochemical operations, taking into account individual peculiarities of farms, such as: financial sustainability, provision with technical equipment, agroclimatic conditions, etc. It is based on the algorithm of calculating the rational structure of equipment fleet for performing agrochemical works on the basis of the calculation method for machine-tractor unit, tailored to specific operations. To solve this problem the proposed algorithm involves a method of multivariate comparative analysis of the calculated variants of building a machine-tractor unit. This method allows combining the most significant technical and economical characteristics into a comprehensive indicator for the assessment of efficiency of the unit being built. The choice of an effective machine is determined by the maximum value, reflecting the optimal combination of different indicators, characterizing the maximum difference between their values per unit of cultivated area by machine-tractor unit (МТU), per unit of turnover by tractor-driven units (ТDU) or cars. The developed software package has been tested in three farms of Ryazan region with different level of technical equipment, size and field of activity. The calculations carried out on the data of these farms have shown, that the software package can be applied in agricultural enterprises of different levels of development, provision with equipment and specializations.

The persistent slump in crude oil prices on the world market has drastically reduced government revenues, weakened currencies, and threatened growth and development of countries such as Nigeria that are heavily dependent on petroleum as a source of government earnings. Therefore, it has become imperative for the government to look beyond oil, notably agriculture to survive the present shocks. Given that agriculture is the largest non-oil export in Nigeria, this paper assesses the general performance of agriculture in the country. The article also verifies the relationship between trade, external financial flows and agricultural performance in the country, using Granger causality, IRF and VDA as well as descriptive approaches. The Granger test results reveal a unidirectional causality running from imports, openness, world prices of primary agrarian products, agricultural ODA to agricultural performance in Nigeria. The VDA results also show that a shock to agricultural exports, imports and openness can contribute to the fluctuation in the variance of agricultural performance in the country. The response of agricultural import to production records negative in almost all the periods investigated. This suggests that a substantial import in Nigeria might have hurt agricultural production in the country. The government of Nigeria should as a matter of urgency, invest heavily in agricultural production and encourage producers for domestic value added for local consumption and export. Also, more FDI and ODA should be channelled to agricultural related activities in the country. Domestic producers and exporters should be protected against foreign competitors in some commodities that can be produced cheaply at home.

The authors prove the relevance of the implementation of digital transformation in agricultural production and describe the main factors which constrain this process. Various approaches to the definition of the term “service” and “public service” are presented, a statistical analysis of the system for the provision of public services in electronic form is carried out and the mechanism for the implementation of public services of the Ministry of Agriculture of the Russian Federation is described. The purpose of the study is to determine the main directions of development of electronic public services in the agricultural sector based on SWOT analysis. The scientific novelty is in the proactive approach to the implementation of public services in electronic form. As a result, the authors propose to introduce the concept of super service in the process of digitalization of public services of sectoral departments, as well as other measures to improve the efficiency of electronic interaction between authorities and agricultural organizations.

The reform of the institution of administrative responsibility launched by the Government requires the definition of the main directions for the development of legislation on administrative responsibility. The article analyses the content of the Concept submitted by the Government of the Russian Federation of the new Code of Administrative Offences. It is stated that it is necessary to take into account the peculiarities of norm-setting in the field of administrative liability, to develop legal regulations allowing to carry out proceedings in cases of administrative offences in electronic form.
