Today, when the increase rate of harmful effects of environmental factors and intensity of their influence is already beyond the biological adaptability of ecosystems to changes in the habitat and creates direct threat to life and health of the population, comprehensive study of ecotoxicants and development of measures to combat their spread and damaging effects are actual problems of worldwide importance.

Microplastics (MPs) are ubiquitous in environmental media, and their harmful effects on MPs on the ecosystem have attracted more and more attention. Once released into the environment, MPs can trigger oxidative degradation through ultraviolet (UV) to cause photoaging. Photoaging significantly affects the properties of MPs, which leads to changing their environmental behaviors and increasing environmental risks. In this review, the generation of MPs under UV irradiation and the influence of environmental factors on the photoaging of MPs were discussed. Photoaging of MPs is an important process affecting the migration, transformation and interaction of pollutants in water and soil. In order to fully predict the fate and environmental interaction of MPs, more researches are needed in the future to explore the photoaging behavior of different types of MPs under natural environmental conditions.

Solar energy is considered a sustainable resource that poses little to no harmful effects on the environment. The performance of a solar system depends to a great extent on the collector used for the conversion of solar radiant energy to thermal energy. A solar evaporator-collector (SEC) is basically an unglazed flat plate collector where refrigerants, such as R134a is used as the working fluid. As the operating temperature of the SEC is very low, it utilizes both solar irradiation and ambient energy leading to a much higher efficiency than the conventional collectors. This capability of SECs to utilize ambient energy also enables the system to operate at night. This type of collector can be locally made and is relatively much cheaper than the conventional collector.   At the National University of Singapore, the evaporator-collector was integrated to a heat pump and the performance was investigated for several thermal applications: (i) water heating, (ii) drying and (iii) desalination. A 2-dimensional transient mathematical model of this system was developed and validated by experimental data. The present study provides a comprehensive study of performance. KEYWORDS: heat pump; evaporator-collector.

Differing economic objectives among members of a channel of distribution often result in conflict in the system. This article reports on the role of retail and wholesale trade associations in resolving such conflicts. It is based on a comprehensive study of postwar distributive conflict and distinguishes between political resolution and internal or self-resolution of conflicts among channel members. Economic and environmental factors encouraging distributive trade associations to rely on political rather than self-resolution are considered. Maior legislative and internal initiatives to resolve conflict are cited.

In connection with urbanization, the study of the influence of atmospheric pollution on the health of the population is an urgent task. The study of the respiratory system is of particular importance, since the respiratory organs are exposed to the harmful effects of pollutants in the first place. However, the influence of harmful substances on the bronchopulmonary system in the prenosological period has not been sufficiently studied, since the functional state of the body is more sensitive to the effects of environmental factors than the incidence rates.

This article is a comprehensive study of issues and problems related to alcohol abuse among the population of Ufa province at the turn of the centuries. The study uses methods of statistical and comparative-historical analysis. An important source is a survey of 1913, next to archival and published sources. The questionnaire, prepared by the Commission for Combating Drunkenness at the Society for the Protection of Public Health, was distributed among the peasant population of the Ufa province. It included 30 questions and touched on various aspects related to alcohol consumption, the causes of drunkenness, and methods of combating this social evil. The analysis of the information contained in more than one and a half thousand questionnaires allowed us to conclude that the population of the agricultural villages of the Ufa province suffered from a fairly high level of alcoholization. This hypothesis is confirmed by other sources. Moreover, the Russian-speaking population was most affected by the harmful effects of alcohol; to a lesser extent, this process affected Muslim villages, including Bashkir villages. The article also describes activities to combat drunkenness on the part of the state and public organizations, which included economic, cultural, educational, sanitary, hygienic, medical and other measures, up to the declaration of the prohibition law in Russia at the beginning of World War I. The article draws conclusions about the causes of alcoholism in Ufa province in the late 19th and early 20th centuries, and attempts to give a comprehensive assessment of this phenomenon in the region at the time under consideration.

The author of the article has studied the main disadvantages of legal provision of health care financing in Ukraine and the ways of their elimination. The legal principles of medical reform and the basic principle about the autonomy of medical institutions – “a patient-money” have been analyzed. It has been stressed that the subjects of public law in the person of state and municipal health care institutions according to the Constitution of Ukraine are obliged to provide free medical care, however, with the adoption of the Law of Ukraine “On State Financial Guarantees of Medical Care of the Population”, a partial payment for medical services has been established. The author has offered to provide additional guarantees for disadvantaged population by developing and financing social programs for the availability of medical care. The cases of the access to information about a patient without his consent have been considered. New theoretical conclusions, generalizations and suggestions have been formulated, in particular, the author has offered the definition of the concept of “direct threat to life” in the context of regulatory acts regulating financing of health care in Ukraine. It has been stressed that a direct threat to life is the emergence of conditions under which there is a risk of death of a patient without the provision of medical care. It has been clarified that the main disadvantages of legal provision of health care financing in Ukraine include: non-compliance of certain provisions of the mentioned Law with the provisions of the Constitution of Ukraine; the risk of arrangements between family doctors and doctors in different areas in regard of sending patients for further treatment; the lack of security guarantees of personal data of patients in the electronic health care system; the risk of reducing the number of medical institutions in Ukraine. It has been concluded that the reform of the health care system necessitates amendments to the Art. 49 of the Constitution of Ukraine and adoption of the Concept of Financing and Development of the Health Care System, which would involve the introduction of a mixed model of financing health care field. The perspective direction of further research the author believes that scientific development of propositions on improving liability for offenses in the sphere of health care financing in Ukraine.

В настоящее время спрос на иммуностимуляторы и иммуномодуляторы на фармацевтическом рынке растет из-за влияния различных факторов окружающей среды, неблагоприятных экологических и стрессовых факторов при лечении пациентов в сфере онкологии. А цель современной иммунофармакологии - разработать глобальные иммуностимуляторы, не оказывающие вредного воздействия. Цель исследования - изучить регуляцию миелопоэза с помощью новых синтезированных соединений. Таким образом, будет оправдан скрининг новых синтетических иммуностимуляторов. Для определения миелостимулирующей активности использовали экспериментальных белых крыс массой 210-280 г. Для изучения миелостимулирующей активности и острой токсичности под шифром БИВ были получены 4 новых синтезированных соединения: БИВ-151, БИВ-172, БИВ-175, БИВ-176. Все испытанные соединения показали уровни острой токсичности 500 мг / кг и выше, что указывает на их низкую токсичность. Currently, the demand for immunostimulants and immunomodulators in the pharmaceutical market is growing due to the influence of various environmental factors, adverse environmental and stress factors in the treatment of patients in the field of oncology. The goal of modern immunopharmacology is to develop global immunostimulants that do not have harmful effects. The aim of the study is to study the regulation of myelopoiesis with the help of new synthesized compounds. Thus, screening of new synthetic immunostimulants will be justified. To determine the myelostimulating activity, experimental white rats weighing 210-280 g were used. To study the myelostimulating activity and acute toxicity, 4 new synthesized compounds were obtained under the code BIS: BIS-151, BIS-172, BIS-175, BIS-176. All tested compounds showed acute toxicity levels of 500 mg / kg or higher, indicating low toxicity.

The article considers the problem of adaptive project management, programs, and strategic portfolios of organizations, their impact on the adaptive response of project-oriented organizations to destructive environmental factors, and ways to improve system control by increasing the properties of the system. Approaches to understanding the adaptation essence of the organization, and the duality of management based on making operational and design decisions, their timeliness are analyzed. Purpose. The paper's aim is to study the impact of management actions on the adaptation of project-oriented organizations in accordance with timeliness and efficiency in order to reduce the destructive harmful effects of the environment. It is also considered the issue to neutralize or transform the destructive harmful effects into positive ones, ensuring the development of project-oriented organizations to increase ideality to increase their efficiency. Method. The system approach, the theory of solving inventive problems (TRVZ), decision-making methods, heuristic methods, logical-structural approach, method of structural analysis and system design are used in solving the tasks set in the work. Results. A matrix of managerial decisions and actions based on the sum of criteria "efficiency" and "timeliness" of project implementation, programs and strategic project portfolios has been developed. In contrast to existing models, it allows you to assess the results of the adaptation of project-oriented organization (viability, destruction, non-viability), the effectiveness of management, system manageability, strategy implementation through projects, competitiveness. The criterion of "efficiency" is proposed to be evaluated according to the orientation to the ideality of the system through the evaluation of properties and the effectiveness of counteraction to harmful external, internal and entropic environmental factors. Findings. The methodological approaches of substantiation of adaptive management of project-oriented organizations to destructive factors of environment due to increase of properties of system ideality and timely monitoring of administrative decisions on the sum of criteria "efficiency-timeliness" have received further development. Practical value. The practical useful effect of the proposed matrix "effectiveness of management decisions-timeliness" is to ensure operational monitoring and early detection of deviations in the management of the organization. It is in order to implement a development strategy with fewer losses and, consequently, increase the number of successfully implemented projects. The obtained results are aimed at improving methodological approaches to making timely and effective decisions in operational and project activities based on ensuring the implementation of adaptation principles, implementation of the strategic project portfolio, the flexibility of time management system, the efficiency of adjustment in case of deviations from the plan.
