The purpose of the work is to analyze the potential of a strategic alternative for development of the forestry sector of the Komi Republic. The main tasks are identifying barriers and directions for development of the regional forestry industry. The study shows that in the forestry sector of the Komi Republic, projects are being implemented that are included in the federal list of priority investment projects in the field of forestry development in Russia. But despite the modernization of existing enterprises and creation of new ones, the commodity structure of the sector remains conservative with a predominance of wood and paper products of low and medium processing levels. The technological level of production development remains insufficient, the share of innovative products with high value added is significantly inferior to countries with developed forest industries. At the same time, alternatives to development prospects of production are poorly studied issues of the forestry sector of the Komi Republic. This provision required a study of global trends in the development of the forest industry and determination of barriers preventing functioning of the forestry sector of the Komi Republic. As a result, the following is identified: technological backwardness of production; depletion of commercial timber stocks; poor development of the forest infrastructure; insufficient overall efficiency of the region's forestry sector. The main directions of overcoming the existing barriers include: increasing production volume of innovative products of the first generation at operating enterprises; organization of new productions of innovative forest products of the first and second generation in forest-supplied regions of the Komi Republic; development of a woodworking territorial cluster of small and medium-sized enterprises; introduction of innovative approaches to transporting timber from remote forest areas with poor transport accessibility and reforestation. Thus, the obtained data are of great practical importance for managing the development of the regional forestry sector.

The European forestry sector is a potential driver of transformation towards a sustainable bioeconomy. Forest products are increasingly used in high-tech and high-value-added industries, e.g., chemicals and the automotive industry. So far, however, research on the European bioeconomy has largely focused on agriculture as a provider of food, feed, fuel, and fiber to bio-based industries. Here we assess the potential impacts of a stronger reliance on forestry sector inputs to the European Union (EU28) bioeconomy on output, prices, final demand, and land use. Specifically, we run a sensitivity analysis of a 1% increase of input use of forest products in the EU28 economy in a Computable General Equilibrium (CGE) framework accounting for land use by Agro-Ecological Zones (AEZ) and greenhouse gas (GHG) emissions at high regional and sectoral resolution. We find that such a shift to a more forest-based bioeconomy would provoke small indirect land use effects globally due to existing international trade linkages and land market effects. Simulated increases in planted forest cover are associated with net GHG emission savings, but our scenario analysis also points to higher imports of forest products from countries with vulnerable tropical forest biomes, such as Brazil and Indonesia.

The analysis of macroeconomic indicators of the results of solid mineral extraction (TPI) in 11 subjects of the Far Eastern Federal district (DFO) was performed. The total value of production of all types of minerals (DPI) in terms of money at DFO is about 2.4 trillion rubles (45% of total gross regional product (GRP) of the region is equal to 5 trillion rubles.). More than 63% of the volume of DPI is achieved at the expense of fuel and energy resources of the Sakhalin region and the Republic of Sakha (Yakutia). In the dynamics of the region, there is a significant increase in GRP, production and value added for the DPI in general, and the production of fuel and energy minerals, but slower growth in the production of solid minerals. Ore (metal) raw materials of the region’s subjects in its total GRP is about 21%, in value terms-500 billion rubles. The region produces 16-18 types of ore mineral raw materials, including 12 types of raw materials as the main components of production, 4-5 types-as associated components. The main one is gold production (in 2019 more than 170 tons), silver (more than 930 tons). In the Far Eastern Federal district, reserves and resources of the main TPI for the long term have been identified. It is possible to significantly support the mining industry of the region in the case of exploration of new deposits with high-quality ores. Ore mineral raw materials of the leading geological and industrial types are currently insufficiently studied. It is necessary to develop intra-regional use and processing of raw materials to final products, create metallurgical industries, this will give new incentives to the development of the region’s resources. The analysis is of practical importance for evaluating and selecting directions in the deposits of subsurface use.

Global manufacturers of timber products and specialized research institutes are actively developing innovative materials and improving production processes. The fastest growing groups include innovative packaging materials, innovative building materials, biodegradable polymers and biofuels. The aim of the article is to form a theoretical and methodological basis for the innovative development of the forestry complex of the Komi Republic. The subject of the research is theoretical and methodological aspects of innovative development of the forestry complex. Methods used in the study: historical method, methods of verification of theoretical positions (morphological analysis of the content and relationship of categories, principles and laws, assessment of the correspondence of historical facts to theoretical hypotheses), methods of analysis and synthesis, induction and deduction, logical method (hypothetical and axiomatic approaches), comparison method. Research hypothesis. The innovative development of the forestry complex in Russia is associated with forest chemistry. In particular, tall oil rosin and tall oil fatty acids in the markets of Russia and Asia are considered the most priority segments for Russian manufacturers. Presentation of the main material. Analysis of the current state of the forestry complex of the Komi Republic revealed an extremely low level of innovation activity. Over the years after the collapse of the Soviet Union, development proceeded along the extensive path of increasing the production and export of forest products of primary and secondary levels of redistribution, and the share of innovative products in the commodity and industry structure was measured at the level of statistical error. Originality and practical value of the research. The production of innovative products of the second generation is a promising direction for the development of the timber processing industry in the Komi Republic. The main ones are: bioconversion of cellulose-containing raw materials; biomass torrefaction technology based on plant waste; production of sulphate turpentine; highly active preparations for agriculture from pine needles. Conclusions of the study. It is planned to implement these directions by increasing the output of products with high added value, organizing new production of innovative products, commissioning medium and small innovative enterprises for the production of wood flour, biosorbents and other products, and developing regional wooden housing construction.

It is noticeably inferior to the fuel and energy complex, but it plays an important social role in the forest regions of the republic, where it not only creates employment for the population, but also contributes to the development of municipalities through the creation of a tax base for local budgets. This provision updates the assessment of the current situation and possible development prospects. The purpose of the article is to analyze the state and development prospects of the forestry complex of the Komi Republic. The object of the research is the forest complex of the Komi Republic, which plays an important social role in the forest regions of the republic, where it not only creates employment for the population, but also contributes to the development of municipalities through the creation of a tax base for local budgets. Research hypothesis - an increase in the output of timber products is ensured by the implementation of priority investment projects in the field of forest development in the Komi Republic and the modernization of existing enterprises. Methods used in the study. The study of the state of the forest complex in the region was carried out on the basis of a retrospective analysis of data and expert assessments. Its methodological features are: structuring the efficiency of the forestry complex into production, socio-economic, and financial; using a set of indicators characterizing the specified aspects of efficiency. As a result, on a structured set of indicators, a characteristic of the forest complex of the Komi Republic was obtained, the effectiveness of activities and promising directions of development were determined. Presentation of the main material. It is shown that in the forest complex of the Komi Republic, projects are being implemented that are included in the federal list of priority investment projects in the field of forest development in Russia. Originality and practical significance of the research. The disappearance of small forest enterprises, first of all, negatively affects the social and economic situation of rural settlements of the republic, in which they are sometimes the only objects that provide an economic basis. But despite the modernization of existing enterprises and the creation of new ones, the commodity and industry structure of the complex continues to remain conservative with a predominance of timber and paper products of low and medium levels of redistribution. Conclusions. The technological level of production development remains insufficient, the share of innovative products with high added value is significantly inferior to countries with a developed forest industry. The prospects for the development of the forestry complex of the Komi Republic are determined by domestic and international factors of growth in the consumption of traditional products (lumber, plywood, paper) and new niches (wrapping paper, tall oil, turpentine, bioethanol, composite materials).

The regional machines created by the Russian governors in the mid-1990s turned out to be most effective in the ethnic republics. This phenomenon is supported by several facts, with the primary as follows: the density of the patronage networks among the rural ethnic minorities, and the economic heritage of the Soviet period and ethnical institutionalization. These factors allowed regional elites to integrate ethnic minorities into the clientelism structure to distribute symbolic and material benefits in exchange for their electoral support. However, at present, the federal authorities have considerably reduced the autonomy of the ethnic republics and deprived them of many ethnic preferences. Basing on the analysis of the electoral statistics from the Russian Presidential Election of 2018, this article researches the political consequences caused by the changed relationship between the center and the regions, as well as the changes in functioning of regional political machines in the circumstances where the governors’ institutional and resource autonomy has been reduced. The data analysis allowed for the discovery of the diversified electoral behavior of ethnic minorities in different republics. The reasons for the above diversification have been explained based on a comparative analysis of five case studies (the Republic of Bashkortostan, the Republic of Tatarstan, the Komi Republic, the Chuvash Republic, and the Republic of Sakha (Yakutia)).

The authors use a method of matched-plant comparisons between food processing firms in Germany, Italy, Northern Ireland, and the Republic of Ireland to investigate the relationship between environmental regulation and company competitiveness across the European Union. Comparative competitiveness was indicated by measures of value-added per employee, physical productivity, export share, and employment growth. The cost of water supply (public or well), effluent treatment (in-plant treatment and/or sewerage system), and disposal of sludge and packaging were also compared. Total environmental costs in Germany, Italy, and Ireland were small: usually less than 1% of turnover. Compared with the Irish firms, German companies had relatively high environmental costs as well as productivity levels. There was, however, a lack of a clear relationship between company competitiveness and the size of regulation costs: in Ireland and Italy environmental costs were similar but German firms had much higher productivity; compared with German counterparts, Italian firms had lower environmental costs but higher productivity.

Согласно данным проекта Стратегии развития физической культуры и спорта в Российской Федерации до 2030 года, в 2008–2019 гг. численность систематически занимающегося физической культурой и спортом населения выросла в 2,5 раза. Это обусловливает необходимость создания инновационных продуктов для людей занимающихся спортом. Для определения перспектив создания продуктов специального назначения, в частности функциональных напитков для спортивного питания, проведен анализ патентов в этой области. Объектом анализа были 59 патентов, опубликованных с 1995 г. по май 2020 г. и занесенных в отечественную – ФИПС и международные – EAPATIS, USPTO, EPO, CISPATANT базы данных. Проанализированы следующие подклассы изобретений по актуализированной версии МПК: A23C, A23D, A23F, A23G, A23J, A23K, A23L, A61K, A61P, C12G. Результаты исследований представлены на рисунках в виде диаграмм. Установлено, что производство функциональных напитков для спортивного питания активно развивается. Российская Федерация имеет преимущество по количеству зарегистрированных патентов в этой области, но по объему производства продукции уступает зарубежным странам. Поскольку продукция агропромышленного комплекса России вполне удовлетворяет требованиям потребителей к натуральности сырьевого состава продукта, для обеспечения стабильности внутреннего рынка перспективно развитие отечественного производства функциональных напитков для спортивного питания. According to the draft strategy for the development of physical culture and sports in the Russian Federation until 2030, in 2008–2019, the number of people systematically engaged in physical culture and sports increased by 2,5 times. This makes it necessary to create innovative products for people involved in sports. To determine the prospects for creating special-purpose products, in particular functional beverages for sports nutrition, an analysis of patents in this area was conducted. 59 patents published from 1995 to may 2020 and included in the national – FIPS and international – EAPATIS, USPTO, EPO, CISPATANT databases were the object of analysis. Subclasses of inventions according to the updated version of the IPC A23C, A23D, A23F, A23G, A23J, A23K, A23L, A61K, A61P and C12G are analyzed. The results of the research are presented in figures in the form of diagrams. It is established that the production of functional beverages for sports nutrition is actively developing. The Russian Federation has an advantage in the number of registered patents in this area, but in terms of production volume it is inferior to foreign countries. Since the products of the Russian agro-industrial complex fully meet the requirements of consumers for the naturalness of the raw material composition of the product, the development of domestic production of functional beverages for sports nutrition is promising to ensure the stability of the domestic market.

В статье рассматриваются вопросы выработки действенной региональной политики, обоснования ее приоритетов и механизмов реализации. Акцент делается на мировые тенденции инновационно-технологического развития. Императивом региональной политики должна стать технологическая модернизация действующих предприятий, реализация инвестиционных проектов, направленных на более полное исследование ресурсного потенциала, создание новых отраслей промышленности, повышение производительности труда. Все это требует научного обоснования приоритетов региональной промышленной политики, поиска механизмов, стимулирующих экономический рост, вариантов расширения сузившихся в период экономического кризиса финансово-инвестиционной базы технологических преобразований экономики регионов. The article deals with the development of an effective regional policy, justification of its priorities and implementation mechanisms. The emphasis is on global trends in innovative and technological development. The imperative of regional policy should be the technological modernization of existing enterprises, the implementation of investment projects aimed at a more complete study of the resource potential, the creation of new industries, and an increase in labor productivity. All this requires a scientific substantiation of the priorities of regional industrial policy, a search for mechanisms that stimulate economic growth, options for expanding the financial and investment base of technological transformations of the regional economies that have narrowed during the economic crisis.

Innovativeness can help companies differentiate themselves, with the ultimate goal of securing survival and improving performance. Modern theories in organizational behavior look at innovation as something that starts with individual creativity but that is also affected by the work environment. Using one broad industry sector, the US forest products industry, this study attempts to integrate into a unifying model the concepts of work climate, innovativeness, and firm performance using structural equation modeling. Results support the proposed theoretical model, with some modifications, finding a positive and significant relationship among all factors. Having innovation as a core part of a company’s strategy and fostering a climate for innovation positively affects the degree of innovativeness and performance of a company. This is especially true for secondary or value-added wood products manufacturers. A climate for innovation is characterized by high levels of autonomy and encouragement, team cohesion, openness to change and risk taking, and sufficient resources available to people. Lack of a validation sample suggests treating the model as tentative until further testing.
