PRIORITIES OF INNOVATIVE AND TECHNOLOGICAL DEVELOPMENT OF THE REGIONAL ECONOMY

В статье рассматриваются вопросы выработки действенной региональной политики, обоснования ее приоритетов и механизмов реализации. Акцент делается на мировые тенденции инновационно-технологического развития. Императивом региональной политики должна стать технологическая модернизация действующих предприятий, реализация инвестиционных проектов, направленных на более полное исследование ресурсного потенциала, создание новых отраслей промышленности, повышение производительности труда. Все это требует научного обоснования приоритетов региональной промышленной политики, поиска механизмов, стимулирующих экономический рост, вариантов расширения сузившихся в период экономического кризиса финансово-инвестиционной базы технологических преобразований экономики регионов. The article deals with the development of an effective regional policy, justification of its priorities and implementation mechanisms. The emphasis is on global trends in innovative and technological development. The imperative of regional policy should be the technological modernization of existing enterprises, the implementation of investment projects aimed at a more complete study of the resource potential, the creation of new industries, and an increase in labor productivity. All this requires a scientific substantiation of the priorities of regional industrial policy, a search for mechanisms that stimulate economic growth, options for expanding the financial and investment base of technological transformations of the regional economies that have narrowed during the economic crisis.

The development of industrial cooperation creates fundamental and long-term foundations for BRICS current and future economic partnership. It was reflected in recently adopted Strategy for BRICS Economic Partnership 2025. At the same time, realization of the existing potential of industrial cooperation cannot take place without taking into account the development of new global trends. These trends and respective factors influence companies` business strategies and government regulatory policies significantly. As a result, both traditional factors and novel challenges, such as comprehensive digitalization processes in global economy and trade, technical and technological development of different industries and global value chains, the pressure of trade conflicts resulted in accumulation of protectionism in trade policies and the ongoing crisis associated with the COVID-19 pandemic should be considered thoroughly. In the case of the BRICS countries the existing incentives for the reconfiguration of GVCs and the enhancement of their resilience and reliability can be implemented in the strengthening of trade and industrial ties and the diversification of suppliers and markets through the development of cooperation with the partner countries. To realize these opportunities, it is necessary to ensure favorable regulatory basis both in traditional areas (trade and investment liberalization, convergence in domestic regulation) and in the framework of modern trends that are gaining momentum: increasing cooperation in e-commerce, trade facilitation, developing scientific, technological and innovative cooperation, addressing infrastructural issues in order to reduce transport and logistics costs and expand trade and industrial cooperation..

Innovation holds an important role in the economic development process. The competitive potential of national and regional economies is based on the ability to manage the changing technological process. Economic competition does no longer exclusively depend on the factor costs, which vary geographicaly, because technology can now eliminate the territory disadvantages. Productivity is the crucial element in the competitive capacity of any economy. Productivity, as can easily be proved, is deeply dependent on technological development; this is only possible if there is constant innovation. This paper starts with a brief discussion on the theoretical issues regarding innovation in relation to regional economies. In the second section the Portuguese R&D system is analised in terms of finance and human resources. Particular attention is paid to the entrepreneurial R&D effort, namely in manufacturing activity. Finally, some limitations of the innovation policy in the EU are pointed out, together with its consequences for the least favoured regions.

The development and implementation of the strategy has long been the focus of scientists and practitioners. But, despite the extensive scientific Arsenal, the tasks facing economic managers do not become easier. In many ways, this situation is due to the fact that in the face of growing uncertainty, which is typical for any, both developed and developing markets, it is increasingly difficult to imagine the «image of the future» and formulate the strategy goals to subordinate the company’s activities to the achievement of these very goals. In a sense, the correct formulation of the problem of long-term development can serve as a foresight, which is used to identify factors that can have an impact on the economy and society in the medium and long term. However, what is the connection of foresight with the setting of goals of the strategy of the industrial enterprise and the choice of mechanisms for the implementation of the chosen strategy – these questions require answers, without which the scientific base of strategic management will not be complete. An attempt is made to find an answer to the question of what hinders industrial development under conditions when the scale of technological modernization is not accompanied by a change in the structure of production. The solution to this problem is proposed to be sought in institutional transformations, on the basis of a theoretical understanding of the laws that determine the technological development of modern industry and the application of the methods of the theory of artificial intelligence systems. The proposed approaches of economic and technological development of territories, states, industries and individual industrial enterprises will allow the most effective financing of investment programs for industrial development.

The analysis of the technical re-equipment of the Belarusian crop production over the past decade has been carried out, the directions of digitalization of agricultural production of the republic identified by the current State programs in the agricultural sector and Decree of the President of the Republic of Belarus No. 8 "On the Development of the Digital Economy" have been determined.

- The article describes the different stages which marked the elaboration of the EEC regional policy starting from the preliminary studies in the Sixties to the formal inclusion of this domain in the Single European Act (1986). The creation of the European Regional Development Fund (1975) and its reforms are crucial events in the definition of the EEC regional policy which highlight the slow and difficult passage from a system redistributing money among Member States to the launch of new form of supranational territorial solidarity. The ERDF, that was initially linked to the need to rearrange the financial benefits of membership/accession to the EEC for some members States (in particular, Italy and Great Britain), was later rearranged in order to allow more autonomous policy choices at the Community level (Community programmes). This article focuses on the demand for skills of highly qualified scientific and technical professionals (engineers and researchers) in robotics, on both a global and national level. Information is collected using the text-mining of open-access vacancies for understanding the global trends and in-depth interviews with experts for a more detailed study of national trends. The study explores the combination of hard and soft skills, as well as interdisciplinary skills. Soft skill requirements play an important role in the demanded skill set of the specialist, but the claims for hard skills (including digital) are not becoming less strict. Programming and the knowledge of specialized software packages are the most important skills, but must be combined with practical skills (assembly, welding, soldering). The broad range of application areas for robotic systems creates demand for new multidisciplinary skills (knowledge of artificial intelligence, new materials, and biology). Rapid technological development underlines the growing importance of soft skills, such as communication skills, self-motivation, and a willingness to learn. Lists of the most demanded skills in different countries principally coincide. Results can be applied for developing policies aimed at eliminating the skill gap in prospective technological areas.

Grouping of regions of Ukraine is conducted by value integral indexes of economic activity of their industry. In accordance with certain gradation, for most areas (20 in 2015 against 23th in 2014) characteristic was a subzero value of economic activity, caused by the negative values of financial result from ordinary activity to taxation. Drawn conclusion, that one of reasons of unprofitableness of domestic industry there is an excessive volume of other (unconnected with basic activity) charges. For more detailed study of this situation necessary is working out in detail of these charges in the financial reporting of enterprises. For the increase of economic activity of industry of regions, creation of educational-scientifically-productive centers of branch and regional aspiration offers. The aim of functioning of such centers is an increase of level of qualification of workers and innovative constituent of technological development of industries and regional economies in accordance with the necessities of market that will assist the increase of volume of hi-tech products and in a result - positive dynamics of economic potential (assets) and financial results of industry of regions.

The infrastructural component of Russia’s scientific and technological development requires a significant update of the methodology for evaluating the relevant investment projects. The article covers the issue of simultaneous assessment of financial and economic efficiency of research infrastructure projects and justification of the need for government participation for successful implementation of such projects. The suggested methods and models are based on the transition from financial to economic indicators of the project through the adjustment of cash flows, identification of public effects significant for such projects (social, environmental, indirect, price, tax), and allocation of synergistic effects in their composition. These methods and models were tested for the innovative project of the Center for Collective Use “Experimental Catalyst Production”, which was proposed by the Institute of Catalysis in 2018 within the framework of the Novosibirsk regional programme “Akademgorodok 2.0”. The results show that the stimulation of investment in research infrastructure is justified by a significant excess of the project economic efficiency compared to its financial efficiency and it significantly depends on the choice of an adequate mechanism for government support
