The article is devoted to the tendencies in life expectancy of population of the northern regions of Russia in the context of growth and regional convergence indicator in the early 2000s and possibilities for its further growth. The sources of information are the official Rosstat data. Life expectancy in the North has been found to be largely subordinate to the Russian-wide patterns of the regional convergence: the compaction of the northern constituent entities to the national average level occurred at both the top and bottom levels. Both the Khanty-Mansiysk and Yamal-Nenets Autonomous Districts experienced a significant decline, as did the gap in most regions with life expectancy below that of the Russian Federation. Only Kamchatka Krai and Magadan Oblast increased the lag, while maintaining group affiliation in the regional grouping in terms of life expectancy. The potential for the further growth in life expectancy in the North is being determined by the insufficient reduction in mortality caused by the circulatory system diseases and increase in the neoplasm mortality within the period of 2003–2019, and environmental and behavioral risk factors reflected in the differences in life expectancy in different settlements, its gender differentiation and the high level of mortality from external causes. The large difference in life expectancy between urban and rural areas makes the large potential in the northern regions except Murmansk Oblast and partly the Sakha Republic (Yakutia). Almost all northern constituent entities have a significant potential posed by the male under-representation indicator. Despite a significant rate of decline, external causes of death and their share in cause-related mortality are widespread in the North. With the exception of the Chukotka Autonomous District, within recent years, infant mortality rate in the North has been fairly good — it can no longer be considered as a potential for the life expectancy growth of population.

The features of population settlement in the North of Russia have been highlighted in the article. The interest and necessity of such research can be explained by the determining role of the North for Russia's national economy, escalation of various socioeconomic problems in the related region and progressing depopulation of these underpopulated areas. The article reveals the major contradictions in the development of Russia's northern territories at the present stage. This problem has been studied from two viewpoints. First, on the basis of the authors' own methodology, the demographic indicators of Russia's northern territories were compared with the average ones within the Russian Federation. Second, we have made an attempt to assess how special the management of these northern territories is in comparison with other Russian regions. According to the results of our research, directions in migration and population resettlement management have been proposed. These directions will contribute to ensuring higher social and economic efficiency of Russia's northern regions.

An important role in the normal development of the fetus and the successful outcome of pregnancy is played by the state of health of pregnant women. One of the significant factors of perinatal risk is anemia of pregnant women. In order to assess the level and dynamics of the incidence of anemia in pregnant women, official statistical reports and publications of the Federal State Statistics Service for 2005-2017 and Central Research Institute for Organization and Informatization of Health of the Ministry of Health of the Russian Federation for 2012-2018 were analyzed. Using a trend analysis using a trend method, a prognosis was made for the incidence of anemia in pregnant women up to 2021 in the Russian Federation as a whole and separately in the North-West Federal District. In order to assess the impact of the predictor “anemia of pregnant women” on the infant mortality rate, data from primary medical documentation was copied to 250 children who died before the age of 1 year in the North-West Federal District. It has been established that the incidence of anemia in pregnant women in the North-West Federal District significantly exceeds the average level in the Russian Federation. Provided that factors affecting the course of pregnancy remain unchanged, the incidence of anemia in pregnant women by 2021 on average in the Russian Federation will decrease to 32.2% of the number of women who have completed pregnancy, and in the North-West Federal District will increase to 37.5%. During pregnancy, the incidence of anemia in women whose child died before the age of 1 year in the North-West Federal District amounted to 44.16 ± 0.39% of the number of women who completed the pregnancy, which significantly exceeded the average figure in the district, which in 2017 was equal to 35.90 ± 0.35% (p < 0.05). A direct correlation has been established between the predictor “anemia in pregnant women” and the infant mortality rate.

The article discusses the results of a study of the issues of maintaining highways of regional and intermunicipal importance in the northern regions of Russia. A special role in the article is given to the category of highways as land and ice winter roads. In the hard-to-reach areas of the Arctic and North of Russia, winter roads are the most important element of the transport system. The maintenance and service of winter roads are the responsibility of the regional authorities. The existing issue of insufficient budgetary support for the maintenance of winter roads is, inter alia, associated with the imperfection of the methodology for calculating target norms of budgetary appropriations. The article presents well-reasoned facts and substantiation of the need to update the norms of budgetary appropriations for the maintenance of winter roads, taking into account difficult territorial natural and climatic conditions of work and transport accessibility of goods delivery. Recommendations are given for changing the methodology for calculating monetary costs for the maintenance of winter roads of regional and intermunicipal importance when determining the amount of appropriations from the budget of the constituent entities of the Russian Federation.

Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

The article deals with the assessment of the prospects of the political future by representatives of Russian youth. The text of the article has been prepared within the framework of the project “Potential of Youth Political Leadership in The Course of Political Socialization and Circulation of Elites in the Russia Regions in the 2010s (using the example of South-Western Siberia and the North-West of the Russian Federation), RFBR grant No. 18-011-01184. The relevance of the research is in combining a fundamental review of the main directions of research of the role of youth participation in the social and political process and the involvement of a specific empirical study conducted in the spring of 2019, which allows highlighting various aspects of the situation. The empirical part of the study is based on the study “Ideas of Youth about Possibilities of Youth Leaders and Youth Organizations in Russia”, which was conducted in spring 2019 in four constituent entities of the Russian Federation — Altai Territory, Leningrad and Novosibirsk Regions and St. Petersburg. The method of research was a personal standardized interview, the sample size was 1000 respondents (250 in each of the regions), representatives of young people aged 14 to 30 permanently reside in the territory of the studied subjects of the federation. Based on factor and cluster analyzes, the main models of expectations of the political future are presented. The article should be of interest to researchers, both professionally involved, and simply interested in the topic of the influence of the real political process on such a significant group of the population as youth.

Russian President Vladimir Putin defined increase in life expectancy from 72.7 to 78 years by 2024 as a national aim in the Decree № 204 of May 7, 2018. Achievement of this aim depends on drug provision system among other factors. Strategy of drug provision for the population of the Russian Federation for the period until 2025 sets the goal of increasing availability of high quality, effective and safe medicines to meet needs of the population and the health system based on the formation of a rational and balanced system of drug provision for the population of the country with available resources. The health care system should expand the possibilities of using modern and effective mechanisms to ensure the financing of drug provision for the population.

By the example of the Arkhangelsk region, the process of religious tourism development on the northern Russian subjects territory in the dynamics of the post-Soviet decades, is analyzed. The northern regions of the country are far from its main economic centers, which is not only a limiting factor, but also a competitive advantage for the development of niche types of tourism, which is determined by the creation and implementation of variety of tourist products that are competitive and generate stable demand. In modern conditions, a competent and consistent tourist brand development of the territory is necessary for the successful recreational services promotion on the market. The main purpose of the submitted research is to identify the religious tourism role in the tourist branding of the Arkhangelsk region.The Arkhangelsk region is a region of ancient development and settlement, characterized by a large number of Orthodox religious infrastructure objects. To identify the degree of its placement uniformity, calculations of territorial concentration coefficient were made. By results, the conclusion is justified that Orthodox chapels, temples and monasteries are dispersed and, accordingly, several administrative districts of the region are allocated, acting as the core of the development of Orthodox religious tourism. The list and structure analysis results of the already approved and announced routes of religious tourism in the Arkhangelsk region allow us to assert that the designated sub-sector of recreational economy contributes to the development of local folk crafts, individual entrepreneurship, the preservation and historical and cultural heritage objects revival, as well as the preservation of settlements remote from large centers. The arguments are given in favor of the fact that religious tourism occupies an essential place in the tourist branding of the Russian Federation studied subject. This is confirmed by the results of a survey specially developed and conducted by the authors, which was carried out in order to identify the importance of Orthodox religious infrastructure objects in the Arkhangelsk region perception system among the population of the Russian Federation. The main effective conclusion based on the article results is that the role of religious tourism in the tourist branding of the Russian Federation studied subject is undeniably high, and the further development and improvement of the Arkhangelsk region tourist brand can be largely associated with religious tourism in the organization of a systematic approach to the use of marketing tools.
