The article is devoted to the development of the concept of regional security management based on the principles of ensuring the resilience of critical infrastructures. The article is a problem statement and considers general theoretical issues in the field of resilience of complex systems. The authors identify two main approaches to the model of representation of the regional security system from the perspective of ensuring its resilience.

The unified methodological basis of information and analytical support of socio-economic security network-centric control in the region is proposed. The problem of regional security support is discussed at the level of risk-management of critical infrastructure resilience violation of the socio-economic systems. The methodology and tools for its implementation are aimed to information and analytical support of situational centers functioning in the region.

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security. Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.

The article considers topical issues of economic support for the development of the regional security system of the population against various risks. The dependence of the impact of the scale of crisis situations on economic activities in the constituent entities of the Russian Federation, which become a serious barrier to the sustainable development of the regions of the country, was investigated. The increasing importance of risks of economic losses from accidents and disasters at potentially dangerous facilities as a result of the complex influence of natural, manmade and fire factors has been established. An analysis was carried out and proposals were developed to implement the key tasks of the state in the field of ensuring the protection of the population and territories of the country from disasters in order to ensure the stability of the economy. The organizational structure, division of tasks and functions between officials, crisis management structures and responding units were analyzed, taking into account the reduction in current financial costs. On the basis of a study of the peculiarities of the regions of the country, recommendations were formed to fulfill the necessary tasks by the anti-crisis management bodies in the field of reducing economic damage on the basis of preventing crisis situations and ensuring fire safety. It is proposed to organize the practical application of a complex automated security system based on modern developments with the application of improving the qualities and efficiency of anti-crisis management processes in order to increase economic efficiency. Initial data were formed to reduce potential threats of a natural, man-made, fire and other nature in the regions using financial and economic mechanisms. It is proposed to implement a set of priority measures to further improve and increase the potential of economic support for the anti-crisis management system. The materials of the article can be used in planning the main directions of the development of the regional population security system and the implementation of socio-economic development programs.

With the ever advancing expansion of the Internet of Things (IoT) into our everyday lives, the number of attack possibilities increases. Furthermore, with the incorporation of the IoT into Critical Infrastructure (CI) hardware and applications, the protection of not only the systems but the citizens themselves has become paramount. To do so, specialists must be able to gain a foothold in the ongoing cyber attack war-zone. By organising the various attacks against their systems, these specialists can not only gain a quick overview of what they might expect but also gain knowledge into the specifications of the attacks based on the categorisation method used. This paper presents a glimpse into the area of IoT Critical Infrastructure security as well as an overview and analysis of attack categorisation methodologies in the context of wireless IoT-based Critical Infrastructure applications. We believe this can be a guide to aid further researchers in their choice of adapted categorisation approaches. Indeed, adapting appropriated categorisation leads to a quicker attack detection, identification, and recovery. It is, thus, paramount to have a clear vision of the threat landscapes of a specific system.

AbstractLarge-scale disasters can produce profound disruptions in the fabric of interdependent critical infrastructure systems such as water, telecommunications and electric power. The work of post-disaster infrastructure restoration typically requires information sharing and close collaboration across these sectors; yet – due to a number of factors – the means to investigate decision making phenomena associated with these activities are limited. This paper motivates and describes the design and implementation of a computer-based synthetic environment for investigating collaborative information seeking in the performance of a (simulated) infrastructure restoration task. The main contributions of this work are twofold. First, it develops a set of theoretically grounded measures of collaborative information seeking processes and embeds them within a computer-based system. Second, it suggests how these data may be organized and modeled to yield insights into information seeking processes in the performance of a complex, collaborative task. The paper concludes with a discussion of implications of this work for practice and for future research.

The paper examines the dynamics of regional security in Norway as a part of Northern Europe. Being a political and geographical part of the Euro-Atlantic security system. Northern Europe, in its turn, is experiencing the impact of the confrontation between Russia and NATO. Norway's security policy analyzed from the perspective of a regional leader, as a NATO member country participating in the operations of the North Atlantic Alliance and as NATO's northern wing.

<p><span>In flood risk analysis it is a key principle to predetermine consequences of flooding to assets, people and infrastructures. Damages to critical infrastructures are not restricted to the flooded area. The effects of directly affected objects cascades to other infrastructures, which are not directly affected by a flood. Modelling critical infrastructure networks is one possible answer to the question ‘how to include indirect and direct impacts to critical infrastructures?’.</span></p><p>Critical infrastructures are connected in very complex networks. The modelling of those networks has been a basis for different purposes (Ouyang, 2014). Thus, it is a challenge to determine the right method to model a critical infrastructure network. For this example, a network-based and topology-based method will be applied (Pant et al., 2018). The basic model elements are points, connectors and polygons which are utilized to resemble the critical infrastructure network characteristics.</p><p>The objective of this model is to complement the state-of-the-art flood risk analysis with a quantitative analysis of critical infrastructure damages and disruptions for people and infrastructures. These results deliver an extended basis to differentiate the flood risk assessment and to derive measures for flood risk mitigation strategies. From a technical point of view, a critical infrastructure damage analysis will be integrated into the tool ProMaIDes (Bachmann, 2020), a free software for a risk-based evaluation of flood risk mitigation measures.</p><p>The data on critical infrastructure cascades and their potential linkages is scars but necessary for an actionable modelling. The CIrcle method from Deltares delivers a method for a workshop that has proven to deliver applicable datasets for identifying and connecting infrastructures on basis of cascading effects (de Bruijn et al., 2019). Для задач синтеза сценариев управления региональной безопасностью в условиях кризисных ситуаций разработана технология интегральной оценки безопасности региональных социально-экономических систем. Предложена формализованная постановка задачи и ее декомпозиция с учетом набора ключевых показателей безопасности. В отличие от известных формальных моделей устойчивого развития технология обеспечивает формирование матричного интегрального показателя региональной безопасности и позволяет оценить состояние и тенденции развития региона за счет совместного использования системно-динамических, нечетких и вероятностных моделей оценки индикаторов безопасности. С применением разработанной технологии построена матрица региональной безопасности Арктической зоны РФ. For management scenario synthesis of regional security under emergency situations problem-solving a technology for security integral estimation of the regional socio-economic systems has been developed. The formalized problem statement and it decomposition subject to the set of key security indicators have been proposed. In contrast to well-known and state-of-the-art formal models of sustainable development the technology provides matrix integral index formation of regional security and allows situation and tendencies assessment of regional development at the expense of joint use of system-dynamic, fuzzy and probabilistic estimation models of security indicators. With application of developed technology the regional security matrix of Arctic region of Russian Federation has been designed.
