Karona Cahya Susena; The purpose of this study was to determine the potential revenue projections Land and Building Tax (PBB) in the city of Bengkulu years 2014-2016. This type of research used in this research is quantitative. The benefits of this research are as information material to the Regional Government of Bengkulu in policy making and management of land and building tax (PBB) in 2014 up to 2016. This study suggests that projected revenue potential land and building tax (PBB) in the city of Bengkulu experience increase from 2014 to 2016. The amount of potential revenue Land and Building Tax (PBB) in the city of Bengkulu year in a row from 2014 to 2016 as follows: 2014 by Rp12.285.612.144, 2015 by Rp12.852.211.071, 2016 by Rp.13.418.809.999, increased revenue potential land and building tax (PBB) will lead to greater realization of the UN acceptance for the city of Bengkulu in the next three years.Key words: Land and Building Tax

This paper questions the ‘seeing like a city’ vs. ‘seeing like a state’ opposition through a detailed discussion of urban politics in the city of Paris, France, a prime example of the ways in which the national remains a driving dimension of city life. This claim is examined by a consideration of the shortcomings of Paris’s recent and timid commitment local democracy, lacking recognition of the diversity of its citizens, and the ways in which the inclusion of more women in decision-making arenas has failed to advance the ‘feminization of politics’. A common factor in these defining features of the Hidalgo administration seems to be the prevalence of ‘femonationalism’ and its influence over municipal policy-making.

Penelitian ini bertujuan untuk mengetahui: (1) peran DUDI dalam mendorong produk kebijakan pendidikan Pemda Kota Mataram dalam mengembangkan SMK berbasis kearifan lokal; (2) implementasi penyelenggaraan kebijakan pendidikan SMK yang sesuai dengan kearifan lokal; dan (3) peran DUDI dalam pengembangan SMK. Informan kunci pada penelitian adalah Kepala Dinas Dikmen sub-bagian kepala seksi kurikulum, Kepala Sekolah, Wakasek Humas Industri, Pembimbing Industri, dan Siswa. Teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa: (1) peran DUDI dalam mendorong kebijakan Pemda terkait pengembangan SMK berbasis kearifan lokal belum memadai; (2) implementasi kebijakan Pemda, antara lain: (a) monitoring dan evaluasi, (b) menyediakan unit gedung baru, (c) membuka kompetensi keahlian baru, (d) pemberian dana, (e) mengadakan Gebyar SMK se-Kota Mataram; dan (3) peran DUDI dalam pengembangan SMK antara lain: (a) penyelenggaraan prakerin siswa berjalan dengan baik. b) industri sebagai tempat pemagangan guru, c) industri terlibat dalam uji kompetensi siswa tingkat akhir dan tempat menyalurkan lulusan, d) belum ada kerja sama terkait penyediaan sarana dan prasarana, dan e) pengembangan kurikulum dalam bentuk workshop kurikulum. Kata kunci: peran DUDI, penyelenggaraan SMK, kearifan lokal THE ROLE OF BUSINESS AND INDUSTRY IN THE IMPLEMENTATION OF VOCATIONAL HIGH SCHOOL (VHS) BASED ON LOCAL WISDOM IN THE CITY OF MATARAM Abstract This research aims to know: (1) the role of business and industry in encouraging the product education policy of the local government in Mataram City for developing vocaational high school (VHS) based on local wisdom; (2) the implementation of VHS education policy with an appropriate local wisdom; and (3) the role of business and industry in developing VHS. The key informants in this research were the Head of Secondary Education Curriculum Sub-section, Principal, Vice Principal of Industry Public Relations, Industry Counsellors, and students. The data were collected by observation, in-depth interviews and documentation. The data analysis technique included data reduction, data display and conclusion drawing. The results showed that: (1) the role of business and industry in encouraging the regional government policy related to VHS development based on local wisdom had not been adequate; (2) the implementation of regional government policy were among others: (a) monitoring and evaluation, (b) providing a new building unit, (c) opening new expertise competencies, (d) providing funds, (e) conducting Gebyar SMK in the city of Mataram; and (3) the roles of business and industry in the development of VHS were among others: (a) the implementation of the students’ industrial practice ran well, (b) the industry as the place for teachers’ apprenticeship, (c) the industry was involved in students’ competency test at the end of the students’ study and as an institute which would recruit the graduates, d) there had not been any cooperation related to the provision of facilities and infrastructure, and e) curriculum development in the form of a curriculum workshop. One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

Abstract - Currently, every organization seeks to maintain performance in order to win the competition, and find out the progress of the organization can be seen by paying attention to financial performance, this study tries to examine and assess the financial performance of the Jakarta City Government for the 2015-2019 budget period by utilizing the results of the review of the Original Income ratio. Regions (PAD), as well as the effectiveness ratio of PAD in the report regarding the realization contained in the Regional Budget (APBD) of the Regional Government of the City of Jakarta. By utilizing a data source in the form of a Budget Realization Report for the 2015-2019 budget period which is based on the Regional Government Financial Report (LKPD) of the Jakarta City Government. This study uses a mixed-method approach technique, namely the researcher tries to analyze financial data to further attempt to describe the existing findings. From the research results, it is known that the calculation of the effectiveness ratio is by dividing the amount of realization of PAD compared to the target PAD set based on the real potential in the region, or in other words, the effectiveness ratio of PAD is obtained by making a comparison between real revenue in PAD to achieve PAD ). From data processing, it is known that the percentage of effectiveness of PAD in the City of Jakarta for the 2015-2019 budget year has reached an average level of achievement of 95.4% of the determined amount or it can be said that it has reached the category of effective criteria.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

ABSTRAK Keuangan Daerah adalah semua hak dan kewajiban Daerah yang dapat dinilai dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan dengan pelaksanaan hak dan kewajiban Daerah. Semangat desentralisasi yang melimpahkan kewenangan pengelolaan keuangan kepada pemerintah daerah,  khususnya tingkat kota atau kabupaten membuat daerah mencari cara mendapatkan pendapatan daerah yang sah untuk mendukung program pembangunan dalam bentuk Infrastruktur untuk meningkatkan kesejahteraan masyarakat, di tengah gencarnya program pembangunan perekonomian di berbagai sektor, sehingga berimplikasi kepada pembangunan yang berkelanjutan dan berdampak luas pada penambahan pendapatan masyarakat sehingga pertumbuhan ekonomi meningkat secara positif . Perangkat Daerah yang terkait di dalam proses penerimaan daerah di pacu untuk meningkatkan peluang penerimaan daerah dari semua sektor pendapatan daerah. dengan paradigma pembangunan berkelanjutan (sustainable development) yang harus diimplementasikan oleh pemerintah daerah. Fakta empiris (empirical evidents) menunjukkan penerapan otonomi  daerah  memberi keleluasaan kepada daerah untuk  mendapatkan sumber sumber pendapatan yang sah seperti pajak dalam bentuk Dana Bagi Hasil baik dari Pemerintah Pusat maupun Pemerintah Provinsi dan retribusi daerah dengan luasnya kewenangan pemerintah daerah. Kata kunci : Dana Bagi Hasil, Infrastruktur dan Pertumbuhan Ekonomi                                                                       ABSTRACT                                                               Regional Finance is all Regional rights and obligations that can be valued with money and everything in the form of money and goods related to the implementation of the rights and obligations of the Region. The spirit of decentralization that delegated financial management authority to local governments, especially at the city or district level, made the regions look for ways to obtain legitimate regional revenues to support development programs in the form of infrastructure to improve community welfare amid the intense economic development programs in various sectors, thus implicating development sustainable and have a broad impact on increasing community income so that economic growth increases positively. Regional Apparatus that is related to the process of regional revenue is encouraged to increase the opportunities for regional revenues from all regional income sectors. with a sustainable development paradigm that must be implemented by the regional government. Empirical evidence shows the application of regional autonomy which gives freedom to the regions to obtain legitimate sources of income such as taxes in the form of Revenue Sharing Funds from both the Central and Provincial Governments and regional retributions with the broad authority of the regional government. This study aims to find out the efficiency of the administration of Palembang City, 2002 – 2016 period in building the area with and components that caused whether or not administrative expenditure of an area was efficient. This study uses data secondary data that is realization data of administrative expenditure, average employe’s expenditure, capital expenditure and local revenue. This data was tested by stochastic frontier analysis (SFA). The results of estimation from the stochastic frontier analysis (SFA) found that the administrative expenditure of the city of Palembang was inefficiency. The average variable of employee expenditure has a negative related and has a significant effect to administration costs in Palembang City. The relationship of variable capital expenditure with the administration costs of the regional government in the city of Palembang has a positive and significant effect. And the Local Revenue variables have a positive and significant effect to administration costs in Palembang City.

This study aims to examine the effectiveness, contribution, local retribution on local revenue and the level of independence of Kota Pariaman. The data analysis method used in this research is quantitative descriptive analysis method. This method is a method of analysis by using the calculation of the financial data obtained to solve problems in accordance with the research objectives. The average level of regional independence in Kota Pariaman during 2014-2018 is 6.09% with a pattern of instructive relationships. It can be seen that the level of regional independence of Kota Pariaman is very low, only around 6% during 2014 to 2018 with a pattern of instructive relationships. This means that the city of Pariaman is very dependent on financial assistance from the center. the role of the central government is more dominant than the independence of the regional government.

The article aims at analyzing the impact of deliberation on the dynamics of the conflicts in the policy making processes. We shall argue whether and how deliberation succeeds in stopping the typical escalation of the conflicts, lowering protests, generating more open-minded institutional decisions, reducing stereotypes and developing a new constructive approach in decision making. The analysis is based on the comparison of three recent cases of deliberative processes dealing with conflictual issues: a deliberative process on the hypothesis to write a bill regulating the use and power of the living will; a public debate on a new highway stretch in the city of Genova; a citizens' jury on the building of a small plant to dispose of industrial waste in the small tuscan town of Castelfranco.

This introductory chapter illustrates that, in many settings worldwide, hardwired constitutional arrangements reflect outdated concepts of spatial governance featuring constitutional division of competences adopted in a pre-megacity era and increasingly detached from twenty-first-century realities. Consequently, cities do not exist constitutionally. And with few exceptions, cities remain subjugated by a Westphalian constitutional order and by the state’s innate inclination to maintain jurisdictional primacy over its territory. National constitutions’ entrenched nature and innately statist outlook render the city systemically weak and to a large degree underrepresented. As extensive urbanization marches on, an ever-widening gap emerges between what is expected of a modern metropolis, and what cities can actually deliver in the absence of adequate standing, representation, taxation powers, or robust policy-making authority.
