The article deals with the development of human society under the conditions of change of the final technological pattern existing before the 4th industrial revolution. The change is associated with the development of information and communication technologies (ICT) as one of the catalysts of sustainable progress in the development of social and industrial relations in the modern society. It is stated that progress in the field of industrial relations and technologies developing conformity with the exponential law. At the same time, according to the law, the so-called point of technological singularity appears on the time scale of the development when the development path of what is referred to as machine intelligence becomes unpredictable. Various behavior scenarios and the use of artificial intelligence (AI), including its machine learning tools employed for the adverse purposes of enslaving human society, are considered. However, recent studies of mathematicians prove that the possibilities of AI are not unlimited. Like the human mind, AI is limited by the paradoxes of the theory of sets. In this regard, in the development and application of ICT, it is necessary to implement the integrated level of ICT fusion with the evolutionary development of personality and society that would not lead to the suppression of the human thought process by the services of technocratic means.

To carry out socio-philosophical conceptualization of the phenomenon of smart-culture as the newest sphere of human being, which emerges and develops in the era of informatization and technologization of society. The authors prove that the concept of “smart culture” is an evolutionary stage and unity of meanings of theoretical approaches to understanding the essence of modern society (information, virtual, global, etc.). It is proved that the condition and consequence of the emergence of a smart society is the development of a smart culture, which emerges as a unity of value models and technical and technological levels of development of civilization, which, in turn, forms a new subject - a smart person who tries to be realized as an individual through scientific advances, the latest information and communication technologies in a new living space. It is substantiated that the modern world is in a state of systemic, large-scale transformations, the result of which is in the emergence and development of new relations such as human-world, human-society, human-city, human-community, etc.

The model of a modern society is a „digital society” based on the widespread use of information and communication technologies. Information is of utmost importance. However, „unprocessed“, „unprepared“ information is not valuable, but quite the opposite – it causes great damage economic, technical, psychological, political and others). First of all, this concerns young people, who are exposed to the influence of „harmful factors“ (information messages, appeals) more than other categories of the population.


A developed information community assumes a broad and active use of information and communication technologies (ICT) in the education system, which is due to a number of factors that accompany the process of social development. One of the first to highlight is the introduction of information and communication technologies in education in order to accelerate the transfer of knowledge and experience accumulated by mankind from generation to generation, and from person to person. The second factor to be called is the possibility of improving the quality of education in the process of mastering information and communication technologies, which allows a person to more successfully adapt to what is happening around, i.e. to social changes. The third factor is the active and fairly effective implementation of information and communication technologies in the education system, which is a guarantee of updating the education system in accordance with the needs of modern society. This paper discusses the use of information and communication technologies in the preparation of future bachelors-designers as one of the organizational forms of innovative type teaching at a university, based on modern achievements of the psychological and pedagogical sciences, educational materials of a new generation and widespread use of electronic educational resources. The variety of diverse actions performed by a designer requires their systematization by means of information and communication technologies and bringing them into line with the competencies mastered in the learning process. Through the introduction of computer technologies in the design education system and mastering ArchiCad and Artlantis Render programs by a student going improvement of his/her professional skills as future experts in the field of design, and accordingly, increasing their competitiveness in the labour market. At the same time, the process of forming the creative activity of future designers requires, first of all, the development of their spatial and design thinking; therefore, when teaching a teacher, it is necessary to make the process of mastering information and communication technologies proportionate to the process of developing student's intellectual characteristics

Introduction. Modern education of children is one of the most rapidly changing systems, actively using modern capabilities of information and communication technologies and e-learning tools. Information and communication technologies increase the load on the visual, auditory analyzers, the nervous system and contribute to the development of overwork in children. The use of digital media is becoming increasingly widespread, not only in school, before and in preschool education. To substantiate the concept and integrated system of the hygienic safety of electronic educational content and children’s life in conditions of hyper-informatization, physiological and hygienic studies are required. Materials and methods. In order to develop the scientific foundations and technologies for ensuring the hygienic safety of children in the “Digital School”, an expert-analytical study was carried out based on the results of representative hygienic observations and non-randomized controlled studies with Contribution of volunteers. Results. Studies of childhood hygiene allowed justifying the modern system of hygiene and health care of children and adolescents in a hyper-informational society, including criteria of the hygienic safety, including in the editorial, intended for children and adolescents; sanitary rules and norms of ensuring the hygienic safety of the new generation; federal recommendations of medical support of students in the conditions of using information and communication technologies; federal guidelines for students ’mental health and well-being; recommendations to the family in the field of ensuring the safety of children’s life in a digital environment; recommendations to producers and distributors of content in the field of ensuring the medical, psychological and pedagogical safety of children’s life, including the age marking of information products; gaming educational and educational programs on the rules for the safe use of children on the Internet; a system for monitoring the effectiveness of hygienic safety policies and protecting children from negative information in a hyper-information society. Conclusion. The developed system and technologies for ensuring the hygienic safety of the “Digital School” are significant for the medical and preventive basis of the health saving of students in the Decade of Childhood in Russia (2018-2027).

The modern stage of civilizational processes puts forward "sustainable development" as the fundamental goal, considering this the most important vector of promising transformations of human society. This stage of globalization development reveals the need to make the above processes not spontaneous, but controlled, which can be implemented, inter alia, through a qualitative transformation of tools and technologies used to monitor and predict the development of individual territories. The article presents a methodology for a comprehensive assessment of the investment attractiveness of a region using methods of integrated statistical assessment, including methods of descriptive analysis, and using the method of factor analysis. This method allows monitoring the level of development of information and communication technologies in the region as a whole, as well as in the context of individual types of economic activity in order to determine the main points of bifurcation for the concentration of financial resources in the development of ICT and increase the investment potential of the region as a whole.

Processes of IT development in modern society and closely related processes of IT development in all forms of educational activities are characterized by the process of improvement and mass distribution of up-to-date information and communication technologies (ICT). Similar technologies are used extensively for communication and collaboration between the teacher and the student in modern open and distance learning. A modern teacher must not only have knowledge of ICT but also must be an expert on their application in his/her professional activity. In this case, application of such technology is closely related to distance learning and e-learning. In this paper, we intend to simulate and show outcomes of the development of e-learning support systems on the example of Tomsk State Pedagogical University (TSPU).

The authors of the article draw attention to the relevance of the use of e-learning tools to improve the quality of student preparation, as well as they consider the specifics of pedagogical communication within the framework of the information and educational environment. The language of education changes: there is a transition from written forms to audiovisual ones. In addition to traditional actors of the educational process (a teacher and a student), the third actor appears. It is learning tools that operate on the basis of information and communication technologies. The use of e-learning resources in the learning process allows to provide flexible forms of students’ interaction with a teacher and educational content; to organize interactive learning, follow-up and final assessment; to facilitate the management of the educational process for a teacher. The combination of in-class and online (extramural) forms of attendance is most effective. Also, it is necessary to include a cooperative learning approach in the e-learning model. The article describes the experience of using the virtual learning environment (Moodle) in organization of the educational process in a number of subjects (“Psychology of Lying”, “Ergonomics”, etc.) for the students of humanitarian and electrical engineering majors.

Humans need assistance in learning. This is particularly true when learning is supported by modern information and communication technologies. Most current IT systems appear as more or less complex tools. The more ambitious the problems in the application domain are, the more complex are the tools. This is one of the key obstacles to a wider acceptance of technology enhanced learning approaches (e-learning, for short). In computer science, in general, and in e-learning, in particular, we do need a paradigmatic shift from tools of a growing complexity to intelligent assistants to the human user. Computerized assistants that are able to adapt to their human users’ needs and desires need some ability to learn. In e-learning, in particular, they need to learn about the learner and to build an internal model of the learner as a basis of adaptive system behavior. Steps toward assistance in e-learning are systematically illustrated by means of the authors’ e-learning projects and systems eBuT and DaMiT. These steps are summarized in some process model proposed to the e-learning community.
