Modern technological development is characterized by the constant appearance and introduction of innovative technologies in various spheres of society and the state. Without a doubt, the advantage of introducing such technologies is a significant transformation and improvement of human activity. Education is considered one of the most important spheres of the state, therefore it is attractive for transformations and improvements through modernization. However, for the successful introduction of new technologies, it is necessary to consider the possible and available international experience, therefore, this article considers the international experience of introducing innovative technologies, in particular, artificial intelligence technologies in the field of education.

With the emergence of Western posthuman understandings, new materialism, artificial intelligence (AI), and the growing acknowledgment of Indigenous epistemologies, an ongoing rethinking of existing assumptions and meanings about creativity is needed. The intersection of new technologies and philosophical stances that upend human-centered views of reality suggests that creativity is not an exclusively “human” activity. This opens new possibilities and assemblages for conceiving of creativity, but not without tensions. In this article, we connect multiple threads, to reimagine creativity in light of posthuman understandings and the possibilities for creative emergence beyond the Anthropocene. Creativity is implicated as emerging beyond non-human spaces, such as through digitality and AI or sources in the natural world. This unseats many understandings of creativity as positioned in Euro-Western literature. We offer four areas of concern for interrogating tensions in this area, aiming to open new possibilities for practice, research, and (re)conceptualization beyond Western understandings.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

Advances in neurotechnologies and artificial intelligence have led to an innovative proposal to establish ethical and legal limits to the development of technologies: Human NeuroRights. In this sense, the article addresses, first, some advances in neurotechnologies and artificial intelligence, as well as their ethical implications. Second, the state of the art on the innovative proposal of Human NeuroRights is exposed, specifically, the proposal of the NeuroRights Initiative of Columbia University. Third, the proposal for the rights of free will and equitable access to augmentation technologies is critically analyzed to conclude that, although it is necessary to propose new regulations for neurotechnologies and artificial intelligence, the debate is still very premature as if to try to incorporate a new category of human rights that may be inconvenient or unnecessary. Finally, some considerations on how to regulate new technologies are explained and the conclusions of the work are presented.

This article addresses the impact of the digital era and it specifically refers to information and communication technologies (ICT) in Public Administration. It is based on the international approach and underscores the importance of incorporating new technologies established by the United Nations and the Organization of American States. Thereon, it highlights the Argentine Republic national approach towards ICT, and how it has moved towards a digital paradigm. It then emphasizes on the challenges and opportunities that emerge from the impact that artificial intelligence has in transforming Public Administration. Finally, it concludes that the key challenge of the Fourth Industrial Revolution is to achieve a boost towards a Digital and Intelligent Administration and government, which promotes the effectiveness of rights and an inclusive technological development that assures the digital dignity of people.

Some researchers have warned that advances in artificial intelligence will increasingly allow employers to substitute human workers with software and robotic systems, heralding an impending wave of technological unemployment. By attending to the particular contexts in which new technologies are developed and implemented, others have revealed that there is nothing inevitable about the future of work, and that there is instead the potential for a diversity of models for organizing the relationship between work and artificial intelligence. Although these social constructivist approaches allow researchers to identify sources of contingency in technological outcomes, they are less useful in explaining how aims and outcomes can converge across diverse settings. In this essay, I make the case that researchers of work and technology should endeavor to link the outcomes of artificial intelligence systems not only to their immediate environments but also to less visible—but nevertheless deeply influential—structural features of societies. I demonstrate the utility of this approach by elaborating on how finance capital structures technology choices in the workplace. I argue that investigating how the structure of ownership influences a firm’s technology choices can open our eyes to alternative models and politics of technological development, improving our understanding of how to make innovation work for everyone instead of allowing the benefits generated by technological change to be hoarded by a select few.

Artificial Intelligence is undoubtedly one of the greatest achievements of the human intellect; in a sense , it has a creative character, because here one being (i.e. a human) gives (well, maybe not quite yet, but almost) independent life to a different being. The curiosity where this will lead us humans seems to be greater than the questions of anxiety that arise on this occasion. These questions are very diverse and concern almost all aspects of human activity. The interest in the development of new technologies connected with artificial intelligence and with the future is perfectly justified, but what about the risk that is inherent in every invention; moreover, a risk that is usually proportional to its actual importance? This paper contains many questions, not at all original, expressing anxiety, for which we still do not have answers – and probably will not for a long time.

The paper is devoted to identifying patterns of activity of Russian universities in the national innovation ecosystem. Decisions on the development of innovative activity, effective commercialization and implementation of scientific developments are substantiated in strategic documents of state development. In fact the level of innovative security of a country, the state of protection of national interests of the state from internal and external threats arising from the conditions of innovative development, depends to a large extent on the success of the implementation of scientific and development projects. The leading higher education institutions are entrusted with the task of becoming centers of regional innovation ecosystems, transforming universities into active participants of socio-economic and innovative development. Official statistics on national research universities of the Russian Federation have been used in order to identify patterns of the activity of higher education institutions in this area. An analysis of the changes in the analyzed indicators has made it possible to single out universities that implement the most promising models of scientific activity management in terms of world experience. These are primarily universities for which there is a positive relative increase in indicators of total R&D, the share of extra-budgetary funds in university income from R&D, and the share of income from R&D in total income. It has been established that the current stage of development of universities is characterized by the presence of both competitive advantages and challenges that form the features of their modernization. The response to the challenges should be the creation of a business model of the University 4.0 activity which includes new technologies, products and services that are in demand in the country.

The authors pointed out the basic challenges related to the use of artificial intelligence (AI) in the area of security and defence of the Republic of Poland. Challenges to Polish security and defence related to modern technologies, including the use of AI systems, arise from the fact that Poland remains outside the leading group of highly technologically advanced countries. It is necessary to implement organisational measures to strengthen and expand the technological potential of the state, above all the development of national solutions in the sector of new technologies and cyber security, and the creation of a comprehensive document that defines the strategic objectives in the area of AI use and the ways of their implementation.

This study examines the issues of implementing innovative technological solutions in modern higher education, considering the accumulated European experience and in the modern Ukrainian context. The relevance of this study is conditioned by the wide spread of innovative technological solutions in the European higher education system in general and Ukraine in particular, as well as the need for a deep and comprehensive study of this process considering the prospects for the technological development of modern higher education and accumulated European experience in this field. The purpose of this study is to determine the fundamental factors that influence the development of technological innovations in the modern higher education system. The main results of this study should be the definition of the essence of innovative technologies in the modern system of higher education, the types and categories of modern innovations, as well as the main trends in academic research in this field.
