“Rail Baltica” project is priority project No 27 “Rail Baltica” axis Warsaw-Kaunas-Riga-Tallinn-Helsinki, approved by Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network (European Union, 2004). An article analyzes the changes in the main parameters of the 1435 mm gauge railway infrastructure during the whole period of the “Rail Baltica” project, determines their impact on the project implementation time-line, purposes and results, highlights basic parameters which need to be met during modernization. On this basis, the main criteria for the evaluation of Rail Baltica rail infrastructure were selected. An expert survey was conducted to evaluate the criteria. The Kendall method was used to calculate the criteria weights. The article ends with a scientific discussion.

The subject of the research is the approach to the possibility of using the Solow model to perform the regression analysis on the example of the Ukrainian economy model. The purpose of writing this article is to investigate the notion of regres- sion analysis, Solow’s economy model, algorithm for performing regression analy- sis on the example of Ukraine’s economy model. This model can be adapted for the economy of enterprises. Methodology. The research methodology is system-struc- tural and comparative analyzes (to study the structure of GDP); monograph (when studying methods of regression analysis on the example of the Ukrainian economy); economic analysis (when assessing the impact of factors on Ukraine’s GDP). The scientific novelty consists the features of the use of the Solow model on the ex- ample of Ukrainian economy are determined. An algorithm for calculating the basic parameters of a model using the Excel application package is disclosed. The main recommendations on the development of the national economy and economic growth through the use of macroeconomic instruments are given. Conclusions. The use of the Solow model enables forecasting and analysis. The results obtained re- vealed the problem of low resource return of capital as a resource, along with the means of macroeconomic regulation of the investment process, using which can improve the situation. A special place in these funds belongs to the accelerated depreciation and interest rate policies.

A project always has risks that can lead to project failure. In the project, a risk analysis is required to provide an evaluation for the project to proceed as planned. In the event of inadequate planning and ineffective control, it will result in irregularities identified as a risk to the project. This study aims to analyze the qualitative risk on Fiber Optic Installaion project in Sukabumi, West Java, Indonesia. In addition, risk assessment is undertaken on project implementation. Assessment of risk using the impact and probability to measure the impact of risk occurrence. The impacts are more detailed by classified by time impact, cost impact, quality impact, safety and security impact, proximity. The result is there are 36 risk that may occur and mostly risks are associaated by quality and safety&security impact.

Abstract Background PTB is an infectious disease, which not only seriously affects people’s health, but also causes a heavier disease economic burden on patients. At present, reform of the medical insurance payment can be an effective method to control medical expenses. Therefore, our study is to explore the compensation mechanism for pulmonary tuberculosis (PTB) patients with a full period of treatment, to alleviate the financial burden of PTB patients and provide a reference and basis for the reform of PTB payment methods in other regions and countries. Methods The quantitative data of PTB patients was collected from the first half of 2015 to the first half of 2018 in Dehui Tuberculosis Hospital in Jilin Province, and medical records of PTB patients registered in the first half of 2018 (n = 100) from the hospital was randomly selected. Descriptive analysis of these quantitative data summarized the number, cost, medication and compliance. Semi-structured in depth interviews with policymakers and physicians were conducted to understand the impact of interventions and its causes. Results After implementation of the compensation mechanism, the number of PTB patient visits in 2018 was increased by 14.2%, average medical costs for outpatients and inpatients were significantly reduced by 31.8% and 47.0%, respectively, and the auxiliary medication costs was reduced by 36.5%. Moreover, the hospital carried out standardized management of tuberculosis, and the patient compliance was very high, reaching almost 90%. Conclusions The capitation compensation mechanism with a full period of treatment was a suitable payment method for PTB, and it is worthy of promotion and experimentation. In addition, the model improved patient compliance and reduced the possibility of drug-resistant PTB. However, due to the short implementation time of the model in the pilot areas, the effect remains to be further observed and demonstrated.

This article summarizes the arguments within the scientific discussion on the issue of using mining machines and their life cycle. The main goal of the article is to investigate the impact of a combination of mobile and stationary mining machines and their optimal distribution in the mining process to increase the efficiency of mining and processing of raw materials. The following methods of research were focused on the use of technical indicators for the valuation efficiency of the mining process: a simulation method was used for the distribution of mining machines, comparison analysis was used for the real and past state of mining machines, and a decision tree was used as managerial instrument for optimal alternatives of mining machines. The research empirically confirms and theoretically proves that optimal distribution of mining machines and machine parks is very important for mining companies. The benefit of this research for the mining company was the new location of the machines and the combination of stationary production lines and mobile equipment. The optimal layout of the machines reduced the number of conveyor belts and improved the transfer of limestone processing to mobile devices, saving time, which was reflected in transport costs. The results can be useful for other mining companies seeking to create an optimal machine park.

The arguments and counterarguments in the boundaries of scientific discussion on monitoring the motivational mechanism of securing the labor activity efficiency are generalized. It is related to the fact that the most essential transformations are seen in the social and labor spheres in conditions of market development. The paper aims to define the social factors in the efficiency of labor activity of workers. Systematization of literature sources and approaches to solving the problem of studying the social factors of labor efficiency leads to the conclusion that Ukrainian and foreign scientists have studied the effectiveness of labor activity and the impact of social factors on its increase, but in modern conditions, there is a need for critical analysis at enterprises of various types of economic activity in Ukraine. The study of this issue was carried out in the following logical sequence: determination of results, formation of the main tasks, directions of research of labor remuneration and its structure, determination of tendencies of ensuring the labor activity efficiency. The methodological tools of the study include the system of economic laws, concepts, and categories, the fundamental provisions of modern economic theory and applied economics, statistics. The general methodological basis of the research consists of an abstract-logical complex approach and methods of statistical analysis. The indicators of labor remuneration, the minimum wages, and structures of the wage fund constitute the object of the research because they are the social factors to ensure the efficiency of labor activity. The article examines the indicators of wages, their structure, as well as the impact on ensuring the efficiency of employees. The regional peculiarities in the structure of remuneration are studied and the specific weight of the additional remuneration fund is ranked. The directions of increasing the efficiency of labor activity by strengthening the influence of social factors are offered.

This paper presents the issue of the use of forest and hunting resources in Serbia, with special emphasis on their sustainability. The use of modern technological solutions in terms of sustainable use of forest and hunting resources should be seen through an analysis and evaluation of environmental impacts. The existing machinery used in Serbian forestry cannot respond to the current demands of forestry production. However, the current unfavourable conditions can be significantly improved with appropriate measures. The planning of a network of roads including a number of factors that directly and indirectly affect sustainable use is of great importance for the development of forestry and hunting. Wood biomass in Serbian forests should be used in the manner and to the extent that ensures the sustainability of ecosystems and the production of large quantities of energy. In recent years, non-timber forest products have gained importance, so that the income generated from their use is growing. The impact of newly adopted laws and bylaws in the field of forestry, hunting and the protection of nature and environment will depend primarily on their application, control, execution and possible amendments and adjustments.

Abstract. Experience has shown that river floods can significantly hamper the reliability of railway networks and cause extensive structural damage and disruption. As a result, the national railway operator in Austria had to cope with financial losses of more than EUR 100 million due to flooding in recent years. Comprehensive information on potential flood risk hot spots as well as on expected flood damage in Austria is therefore needed for strategic flood risk management. In view of this, the flood damage model RAIL (RAilway Infrastructure Loss) was applied to estimate (1) the expected structural flood damage and (2) the resulting repair costs of railway infrastructure due to a 30-, 100- and 300-year flood in the Austrian Mur River catchment. The results were then used to calculate the expected annual damage of the railway subnetwork and subsequently analysed in terms of their sensitivity to key model assumptions. Additionally, the impact of risk aversion on the estimates was investigated, and the overall results were briefly discussed against the background of climate change and possibly resulting changes in flood risk. The findings indicate that the RAIL model is capable of supporting decision-making in risk management by providing comprehensive risk information on the catchment level. It is furthermore demonstrated that an increased risk aversion of the railway operator has a marked influence on flood damage estimates for the study area and, hence, should be considered with regard to the development of risk management strategies.

The relevance of the research is caused by the need to form a high-quality concept of a system for management and forecasting of the socio-economic development of the sectoral and inter-sectoral complex of a region. The subject of the research is the methods for forecasting the economic security under conditions of uncertainty. The purpose of the research was to consider and evaluate a model of dynamic integration of economic security for a regional inter-sectoral complex under uncertainty conditions based on the institutional approach principles. The paper analyzes the vectors of structural changes in the regional inter-sectoral complex that includes the mining, manufacturing and construction industries. A methodology for predicting the impact of the digital economy on the economic security of the regional inter-sectoral complex is considered. A new model of forecasting the economic security of the above-mentioned complex was built to be used as a tool for regulating the socio-economic development at the regional level. A set of key conditions for the development of an institutional mechanism to ensure the economic security of the region in terms of its sustainable operation and withstanding internal and external threats and risks were formed. In turn, the institutional concept of the economic security mechanism involves constant selection, analysis and evaluation of judgments about the economic security of a region, country or economic entity. This task is achieved by comparing the numerous characteristics of economic activity. The paper concludes that the proposed method of forecasting using econometric models makes it possible to assess the economic security of a regional inter-sectoral complex and timely respond to negative performance indicators.

Decreasing election turnouts and citizens’ disinterest in democracy galvanized the European Commission (EC) to co-fund a set of e-participation pilot projects. During the runtime of the program, and in particular after the last projects ended in 2010, policy makers at European level were keen to know how well this funding program performed. Hence, the EC also initiated a project called MOMENTUM with the aim to monitor and evaluate the progress and impact of the projects. MOMENTUM designed and performed a systematic comparative analysis of the projects. This chapter presents the impact evaluation framework, which is based on methods of evaluation from empirical research, thereby also reflecting programmatic contexts of the projects. The evaluation framework grounds the interplay of elements of a holistic e-participation solution: the participation process, the topics to discuss, the policy supported, and the technology and tools deployed. The authors present results of the evaluation and demonstrate how attention on the interrelations of these issues affect users’ perception and motivation to participate in an e-participation endeavor. Insights show that the method developed can lead to useful and usable impact analysis and evaluation results. The survey results provide valuable clues to the behavioral intention of the civil society to use e-participation tools and applications. These findings provide not only information on whether and how far the monitored projects are successful but also why they succeeded or failed and how they can be improved.
