During the period of global crises, economists often form the belief that the current shocks are unique and after them “the world economy will no longer be the same”. At first glance, the current crisis gives every reason for similar generalizations. However, the analysis shows that both the crisis deployment mechanisms and the factors of its exacerbation demonstrate a high degree of continuity with previous episodes of crisis dynamics. This means that getting out of crisis will also be not a unique challenge, but a task closely linked to previous global experience of anti-crisis policy. Calculations show that the depth of the economic recession in the Russian Federation can be about one and a half times higher than the expected rate of decline in the global economy, and real population income in 2020 under a negative scenario can decrease by more than 10%. This means that the income support should become one of the top priorities of the anti-crisis policy in Russia. Ignoring it can not only make the crisis deeper but also bring give to problems in the socio-political sphere.

The article analyzes threats to regional economic security caused by a high degree of centralization of revenues at the Federation level with decentralization of expenditure obligations. The influence of the global economy on the formation of the revenues of the federal budget and the budgets of the subjects of the Russian Federation is determined. On the basis of the system approach, proposals have been developed to establish targets for the formation of interbudgetary relations from the point of ensuring regional economic security.

The paper analyzes the impact of the “model budget” on the problems of intergovernmental relations in the Russian Federation: a high proportion of expenditure obligations of regional and local budgets and a high degree of interregional inequality in fiscal capacity and socio-economic development. It was concluded that the planned broader use of the “model budget” will not solve the problem of unfunded mandates and will lead first to a significant reduction in incentives for regional authorities to develop the territorial revenue base, and then to economic slowdown in the country. As an alternative approach to improving intergovernmental relations, options are being considered for adjusting the parameters of the equalization transfers distribution formula, the procedure for determining their total volume and calculating the budget expenditure index. In solving the problem of unfunded mandates, an equally important role is given to the procedure for preparing a financial and economic rationale for draft laws.

The purpose of the research is to present how the carnival element in the regional policy is associated with the legitimating of power. Also made of the current state of the regional political process in some constituent entities of the Russian Federation, characterized by a high degree of carnivalization. As a result, the importance of the practices of the regional elite, resorting to game forms of their own positioning. The legitimacy of the regional power to depend on festive discourse. A routine political process in the constituent entities of the Russia does not evoke public emotions that have a positive effect on the legitimation of power. The demand for the politics of spectacle is also present in municipal political practices in a very dangerous epoch of COVID-19. A social organism that needs emotions, as well as control, does not experience serious transformations. In society penchant for spectacle, as well as the political class in the production of carnival events, there are deep historical roots, as well as the cultural specificity of a particular region. The points out that in the regional political process one can increasingly see accents on festivals. So, the government solves two important problems: the first one is a public request for a show, it is resolved in conditions of a rather unpleasant and unpromising accumulation of negative for the authorities due to the deterioration of the socio-economic situation in general, the second one is the production of the play solves the issues of legitimation regional and municipal authorities.

Introduction. The development of modern Russia is characterized by a high degree of differentiation in the level of socio-economic development of the constituent entities of the Russian Federation. Interregional cooperation is one of the tools to overcome this differentiation. Although new forms of such cooperation have been emerging, its potential remains underestimated. The purpose of the study is to analyze the existing and prospective forms of cooperation between the regions of Russia. Materials and Methods. The study based on a structural and substantive analysis of regulatory legal acts of the federal and regional levels, as well as on strategic planning documents, various forms of budget reporting, bilateral and multilateral agreements between the constituent entities of the Russian Federation aimed at identifying various areas, tools and mechanisms for ensuring interregional cooperation. Results. The authors have considered the tools of interregional cooperation that involve direct financial participation of regional authorities or economic entities. The role and prospects of horizontal subsidies and budget loans provided by one region to another have been identified, their legal and regulatory justification has been given; a financial assessment has been made, and the identified practices have been analyzed. In terms of the implementation of public procurement from suppliers based in other regions, the authors have estimated the degree of how closed or open the constituent entities of the Russian Federation are. Discussion and Conclusion. The authors have confirmed the idea that interregional cooperation in Russia is still underdeveloped and lacks legislative and scientific-methodological justification. The authors also assess the prospects for further development of interregional cooperation in Russia and suggest a number of measures to promote it. The results of the study can be used in the interests of the authorities to improve the system of regulation of various mechanisms of regional cooperation, as well as to develop the scientific potential in this area.

The main objective of this paper is to predict the consequences of China's impending economic crisis on global economy – with reference to Sub-Saharan Africa (SSA) in particular. The specific objective of this paper is to investigate and explore the increasing dominance of economic practice of China in SSA. China is a critical principal player in the economy of SSA. China's influence and dominance of the SSA economy might have negative effect on SSA in case of any implosion of the Chinese economy. Data were collected from print and electronic sources extracted from the vast body of empirical scholarship of different disciplines on China in SSA.  The results of this paper revealed that China is indeed dominating the economy in SSA. Pointers are that China's economic implosion would have consequences for SSA in the same way as the 2008-2009 global economic recession had around the world. This  paper positively predicts that China's economic and financial implosion remains a possibility, and would impact on SSA.

Objective. To analyze the dynamics of the incidence of helminthiasis among children, who live in the city of Perm. Materials and methods. We have retrospectively analyzed the monthly reports of the Center for Hygiene and Epidemiology of the Perm Region for 20152020. These reports include the dynamics of the incidence of helminthiasis among four age groups of children: from 1 month to 2 years, 36 years, 714 and 1517 years. Results. Enterobiosis, ascariasis and toxocarosis predominate in the structure of the morbidity in the city of Perm. We found that over the past five years, there has been an increase in the incidence of enterobiosis by 16 %, but the increase in the incidence of ascariasis and toxocarosis reduced 18 and 25 %, respectively. The rate of decline remains insufficient and the incidence of enterobiosis exceeds the All-Russian one by 2.8 times, ascariasis by 2.7 times and toxocarosis by 4.3 times in comparison with the incidence of parasitic infestations in the Russian Federation. We found that the peak incidence of each nosology falls on the preschool age from 3 to 6 years. Just at this age period, children enter organized groups for the first time, get acquainted with the world through "taste it" and have low sanitary skills. Conclusions. A routine parasitic screening is effective, since in 2020, more than a half of sick children in Perm were identified during preventive examinations (65.7 %) and only in 34.3 % of cases the diagnosis of parasitic infestation was established on the basis of clinical data.

<p>Ecosystem Research Infrastructures around the world have been designed, constructed, and are now operational as a distributed effort. The common goal is to address research questions that require long-term ecosystem observations and other service components at national to continental scales, which cannot be tackled in the framework of single and time limited projects.  By design, these Research Infrastructures capture data and provide a wider range of services including access to data and well instrumented research sites. The coevolution of supporting infrastructures and ecological sciences has developed into new science disciplines such as macrosystems ecology, whereby large-scale and multi-decadal-scale ecological processes are being explored. </p><p>Governments, decision-makers, researchers and the public have all recognized that the global economy, quality of life, and the environment are intrinsically intertwined and that ecosystem services ultimately depend on resilient ecological processes. These have been altered and threatened by various components of Global Change, e.g. land degradation, global warming and species loss. These threats are the unintended result of increasing anthropogenic activities and have the potential to change the fundamental trajectory of mankind.  This creates a unique challenge never before faced by society or science—how best to provide a sustainable economic future while understanding and globally managing a changing environment and human health upon which it relies.</p><p>The increasing number of Research Infrastructures around the globe now provides a unique and historical opportunity to respond to this challenge. Six major ecosystem Research Infrastructures (SAEON/South Africa, TERN/Australia, CERN/China, NEON/USA, ICOS/Europe, eLTER/Europe) have started federating to tackle the programmatic work needed for concerted operation and the provisioning of interoperable data and services. This Global Ecosystem Research Infrastructure (GERI) will be presented with a focus on the involved programmatic challenges and the GERI science rationale.</p>

In modern economic conditions, the state of small business is an indicator that reflects the dynamics of the development of the main socio-economic trends occurring in the country. In return, the current crisis phenomena have a negative impact on the development of small business, which contributes to the formation of the middle class, which makes up a significant part of the economically active population of the country. Despite all the measures provided by the government of the Russian Federation (tax holidays, subsidies, reduction of the tax burden due to the introduction of special tax regimes, etc.), the number of small businesses is decreasing. This article analyzes the current state of the state’s tax policy in relation to small enterprises, examines the issues of taxation of small enterprises in Russia, and identifies the main trends and disadvantages of taxation of small businesses. The most complex and urgent problems of functioning and further development of small businesses are identified and characterized. Statistical data on the dynamics and structure of small businesses by type of economic activity in Russia, the dynamics of the tax burden on small businesses, and tax revenues to the budget of the Russian Federation are presented and analyzed. The article substantiates the need to reform the tax system as a necessary measure to support small businesses, designed to improve and accelerate the dynamics of socio-economic development of the state.

Françoise d’Eaubonne (1920-2005) proposed the term «ecofeminism», between the ‘60s and ‘70s, to explain the necessary convergence between feminism and ecologist as an alternatives to the world crisis. The drifts of ecofeminism is a fascinating path as well as a window to understand the tensions of feminist and ecologist; even more so since the current crisis of reproduction, where feminist struggles in defense of the bodies-territories detain the advanced destroyer of patriarchal and colonial capitalism. However, in these debates, the figure of Françoise d’Eaubonne and the vehemence of her proposals usually remain as a mere encyclopedic reference. The feminist movement, the urgencies of the ecological crisis, and the COVID-19 pandemic, awaken our interest in her work and her figure.

Although the global economy has flourished in the current global economic governance regime, the foundations of this order are starting to crumble. Both in trade and in finance, the existing institutions are under severe stress. In trade, more and more countries undermine the WTO by implementing preferential trade agreements. In finance, the IMF has been weak for most of this decade, although it experienced a revival in the current crisis. First and foremost, this weakness of the institutions of global economic governance is the result of policies implemented by the transatlantic powers. Both the European Union and the United States are actively pursuing policies that weaken the existing institutions. In trade, there is a large gap between the official rhetoric, which highlights the importance of the multilateral regime, and the trade policy practice, which is weakening the WTO. In finance, the transatlantic powers have until very recently blocked any progress in the IMF with regard to lending policies. In addition, the EU continues to defend its unjustified overrepresentation in the IMF's governance structures. The article suggests that one of the key explanations for this development is the weak support for globalization in most OECD-countries. Confronted with no enthusiasm for globalization in their domestic constituencies, policy makers in Europe and the United States are increasingly opting for policies that will, over time, erode the existing regimes of global economic governance.
